This article comprises a sketch of the most important perspectives on local government. Among other things, it also aims to present the unique nature of government at the mezzo-social level. Here the concepts of political governing are considered as a social relationship and social resource; proposed, too, is the application of the category of the social field in the analysis of local government. Such social fields are characterized by both relations and resources associated with power when viewed from the standpoint of actions and structures. A separate aspect making itself known in the field of political power is its manifestations and influences.

W artykule zaprezentowany wyniki analiz dotyczących sposobu i zakresu przyjmowania w społecznościach lokalnych idei partycypacji upowszechnianej przez UE. Sposób wdrażania oraz nastawienie środowisk lokalnych wobec idei partycypacji wyrażone zostało w państwach członkowskich UE w prawie lokalnym, które wyznacza ramy dla współdecydowania mieszkańców o lokalnych politykach oraz kierunkach zmian w społecznościach, do których należą. Kluczowe dla artykułu pytania dotyczą warunków dla udziału członków społeczności lokalnych w podejmowaniu decyzji tworzonych przepisy prawa lokalnego, różnic w adaptacji idei partycypacji w prawodawstwie gmin pogranicza polsko-niemieckiego oraz roli partycypacji w zarządzaniu lokalnym. W celu odpowiedzi na pytania stawiane w niniejszym artykule zastosowano analizę zawartości dokumentów prawnych kształtujących warunki dla włączania mieszkańców pogranicza polsko-niemieckiego, ustanawianych lokalnie. W zakończeniu zaprezentowano wnioski mówiące o komplementarności mechanizmów partycypacji wobec działalności instytucji publicznych gmin niemieckich oraz instrumentalnym stosowaniu form partycypacji w gminach polskich.
The paper presents how and to what extent the participation idea, promoted by the EU, has been implemented in local communities. The way of its implementation and the attitude of local communities are reflected in the local legislation adopted in the member states, which determines the framework for inhabitants’ involvement in making decisions regarding local policies and the directions for changes in their communities. The key questions in the article focus on the conditions for members of local communities to participate in the decision-making process, indicated in the local legal provisions, on the differences in adapting the participation idea in the legislation of the municipalities in the Polish-German border region, and on the role of participation in local management. To answer these questions, the author analyses legal documents, adopted locally, which influence the conditions for the involvement of inhabitants in the Polish-German region. The last part of the paper presents the conclusions: in German municipalities, participation mechanisms show complementarity to the activities of public institutions, whereas in Polish municipalities, forms of participation are used instrumentally.

The article presents the results of research conducted in order to determine statistical differentiation of revenues from alcohol licence fees accumulated in the budgets of communes located on the territory of the Podkarpackie Voivodship. The study was conducted using Sperman’s correlation analysis, and the Kruskal-Wallis test was performed. Statistical calculations were made using the IBM SPSS Statistics 25 package. As a result, the conducted study confirms the adopted thesis that the implementation of the plan of revenues from alcohol licence fees differs depending on the type of commune to which the fees are paid. To verify the adopted thesis, it proved purposeful to carry out an analysis of implementation of the revenue plan of communes located in particular poviats. Artykuł zawiera wyniki badań własnych, przedmiotem których było ustalenie statystycznego zróżnicowania dochodów własnych z tytułu opłaty za korzystanie z zezwoleń na sprzedaż napojów alkoholowych gromadzonych w budżetach gmin położonych na terenie województwa podkarpackiego. Badanie przeprowadzono, wykorzystując analizę korelacji Spermana, a także test Kruskala-Wallisa. Obliczeń statystycznych dokonano z wykorzystaniem pakietu IBM SPSS Statistics 25. W rezultacie przeprowadzone badania potwierdzają założoną tezę, że realizacja planu dochodów z tytułu opłaty za korzystanie z zezwoleń na sprzedaż napojów alkoholowych jest zróżnicowana pod względem rodzaju gminy, do której jest wnoszona. Na potrzeby weryfikacji założonej tezy celowe okazało się przeprowadzenie analizy wykonania planu dochodów gmin położonych w poszczególnych powiatach. Jednym z podstawowych problemów związanych z ustanawianiem i funkcjonowaniem instytucji służebności przesyłu jest określenie jej przestrzennego zasięgu, czyli powierzchni pasa służebności przesyłu. Wobec braku ustawowej regulacji w praktyce stosowane są różne podejścia określenia areału pasa służebności, w tym wykorzystanie ustaleń miejscowego planu zagospodarowania przestrzennego. W niniejszym opracowaniu przeanalizowano ustalenia obowiązujących miejscowych planów zagospodarowania przestrzennego na terenie miasta Krakowa w kontekście zapisów dotyczących stref oddziaływania urządzeń przesyłowych. W odniesieniu do każdego z rodzajów sieci uzbrojenia terenu zauważyć można typowe kierunki kształtowania obszarów oddziaływania urządzeń przesyłowych. Podejście polegające na określeniu w ramach miejscowego planu zagospodarowania przestrzennego strefy ochronnej w zależności od parametrów technicznych poszczególnej sieci przeważa w przypadku sieci energetycznych, wodociągowych i ciepłowniczych. Propozycja ustanowienia strefy ochronnej zależnej od innych ustaleń planu, np. z uwzględnieniem odległości do obiektów różnego typu czy podstawowego przeznaczenia gruntu, przeważa w przypadku kanalizacji. Jeśli chodzi o sieci gazowe, wyraźnie najczęściej wybieranym kierunkiem jest ustanowienie strefy ochronnej w nawiązaniu do przepisów odrębnych. Przegląd dokumentów planistycznych z obszaru Krakowa wskazuje, że na obszarach lokalizacji urządzeń przesyłowych, które mogą oddziaływać na otoczenie, MPZP zwykle ustala zasięg obszaru oddziaływania obiektu, co może zostać wzięte pod uwagę przy ustanawiania prawa służebności przesyłu. Jednocześnie MPZP pokrywają niespełna połowę obszaru miasta, a wśród nich przeciętnie tylko mniej więcej połowa odnosi się do przedmiotowego zagadnienia, co powoduje, iż przeważający obszar miasta nie jest objęty ustalaniami planistycznymi dotyczącymi stref ochronnych wokół urządzeń przesyłowych.
One of the basic problems associated with the establishment and functioning of transmission easements is to determine the spatial extent, that is, the transmission easement zones. In the absence of statutory regulation, in practice there are various approaches to determine range of easement zone, including the use of the arrangements of the local spatial management plans. This study analyzes the arrangements of the obligatory local spatial management plans in the city of Krakow, in the context of provisions relating to the impact zones of transmission equipment. For each type of network utilities, there can be observed typical trends shaping the areas of influence of transmission equipment. The approach of defining the local spatial management plan protection zone depending on the technical parameters of the particular networks prevails for power grids, water supply and heating. The proposal to establish a protection zone dependent on other arrangements of plan e.g. based on the distance to objects of different types and the basic purpose of the land prevails in the case of sewage. For gas networks, clearly the most frequently chosen direction is to establish a protection zone in reference to the separate regulations. An overview of planning documents from Krakow indicates that the areas the location of transmission facilities, which may affect the environment, local development plan usually sets range impact area of the object, which can be taken into account when legislating transmission easement. At the same time local plans cover less than half of the city area, among them an average of only about half relates to the subject matter, which means that in most parts of the city there is a lack of planning arrangements for the protection zones around transmission equipment.

Opis:
Intensive development of distributed generation, apart from the positive aspects related to the use of renewable energy, is also a challenge in terms of safety and reliability of energy supply. Ensuring the reliability of supplies, at the variable operation of wind generation and photovoltaic generation, requires from the network operators implement additional costly investments. An alternative solution is to build a system that integrates management of local energy resources (including automatic grid controls, energy storage, local energy sources) in order to optimize the technical possibilities of the grid.
Intensywny rozwój generacji rozproszonej, oprócz pozytywnych aspektów związanych z wykorzystaniem energii odnawialnej, stanowi wyzwanie z punktu widzenia bezpieczeństwa i funkcjonowania Krajowego Systemu Elektroenergetycznego (KSE). Zapewnienie niezawodności dostaw, przy zmiennym charakterze pracy generacji wiatrowej i fotowoltaicznej, wymusza na operatorach sieci konieczność realizacji dodatkowych kosztownych inwestycji sieciowych. Alternatywnym rozwiązaniem jest budowa systemu umożliwiającego zintegrowane zarządzanie lokalnymi zasobami energetycznymi (m.in. automatyką sieciową, magazynami energii, lokalnymi źródłami energii) w celu optymalizacji technicznych możliwości sieci elektroenergetycznej.

The aim of this article is analysis of the problem of unemployment in contemporary self-governments on the example of city of Częstochowa. Local government unit management is a long and composed process, which requires knowledge and involvement. Cities are compared to the organization very often, it has both advantages and disadvantages. Unemployment is an important problem which remains unresolved. It has a negative impact on entities, and consequently affected on the entire common, especially if the level of unemployment is significant. In article was presented examples of actions undertaken by self-government in order to activate of the labor market in Częstochowa.
Celem artykułu jest analiza problemu bezrobocia we współczesnych samorządach na przykładzie miasta Częstochowa . Zarządzanie jednostkami samorządu terytorialnego to długi i złożony proces, wymagający wiedzy i zaangażowania. Miasta są często porównywane do organizacji, podejście takie ma zarówno zalety jak i wady. Bezrobocie jest ważnym problem, który zostaje nierozwiązany. Ma to negatywny wpływ na jednostki a w konsekwencji na całe wspólnoty, zwłaszcza jeśli poziom bezrobocia jest wysoki. W artykule zostały zaprezentowane przykłady działań podejmowanych przez samorząd w celu aktywizacji rynku pracy w Częstochowie.

Research background: Web-based idea management systems provide local and global idea management potential for many well-known and established companies, such as Boeing, Panasonic, Volkswagen, Volvo and P&G. Based on previous research done by the authors, there is an existing gap in the available literature and research on the subject: (1) there is a lack of evidence on how different idea managements system types materializes in local and global contexts; (2) there is a lack of research on how frequent these systems are applied in the global context. Purpose of the article: The paper aims to clarify which of the web-based idea management system types produce significantly better results when applied in the local and in the global context. Methods: The following research attempts to close the existing research gap empirically by conducting a survey. In the research paper analysis of 447 responses was included ? global companies that use idea management systems. The respondents were reached through idea management system providers. Findings & Value added: The research results suggest that there is a difference between the intensity of different web-based idea management system types (based on involved sources and process focus) of application if these systems are used for the global or local context. The study contributes theoretically and practically to the discussion about the potential idea management system application types in different contexts.

Local government units in Poland are obliged to improve the quality of life of their inhabitants concerning rules of sustainable development. The study described in the article is intended to measure the relative efficiency of management including examination of the relationship between various inputs and outputs in local government units. The analysis in the paper shows efficiency differences between local governments in comparison with sub-region leaders (group frontiers) and region leaders (meta-frontiers). The division into sub-regions and regions was made according to NUTS classification. The measurement of inputs and outputs in local government management units was based on indicators of sustainable development from SAS (Local Government Research System) database. Apart from static comparison (for a particular year) the main purpose of the article is to show changes of efficiency in 5 years horizon with application of dynamic meta-frontier approach. The outcome of the analysis made it possible to indicate some reference points (benchmarks), which may contribute to improve the efficiency of management in the local government units in Poland under research. The concepts delivered in the paper are employed for the purpose of assessing growth performance of local governments using a data set covering 128 cities in period 2006-2010.

The main purpose of the paper is to show the relations between the management method practiced by the public authorities and the efficiency of public finances carried out at the local level. The paper has been prepared on the basis of literature and copyright research on the effectiveness of financial management in Polish local government. A descriptive method and the results of economic and statistical analyses have been used in the work. Authorities applying the administrative management model are characterized by passivity and reluctance to use innovative methods of management. They apply a one-year financial planning cycle and perform cost analyses to a very limited extent. Local governments applying the strategic management model use modern and effective methods of financial planning in financial policy, also in the multi-annual arrangement, and constantly carry out financial analyses. The practice of public financial management at the local level shows the impact of public management on the effectiveness of financial policy and budgetary economy at the local level. The paper refers to the theory of public finance and efficiency of local public financial management. The conclusions of the paper can be applicable for the practice of finances of the local self-government.

Subject and purpose of work: Understanding of the nature and importance of the integration of management systems in local government administration is the aim of this article based on a modern challenges of the economy. Materials and methods: In the first parts of the article author presents the specifics of public management against factors that affect present on developing new concepts in the management of local institutions, including the New Public Management. Article is a draft proposal publication and is the kind of confrontation of requests that constitute basically the result of research, including research conducted by the author. Results: The article presents the conditions and recommendations for the proper implementation of integrated management systems in these institutions. Particular attention has been emphasized the importance of decentralization and leadership in public organizations, whose intention is to integrate the systems functioning in practice. Conclusions: In summary, the potential benefits of integrated management systems in local government administration, including benefits for clients and organizational economic benefits were included.
Przedmiot i cel pracy: Celem artykułu jest przybliżenie istoty i znaczenia integracji systemów zarządzania w administracji samorządowej na tle współczesnych wyzwań gospodarki. Materiały i metody: Autorka w pierwszych częściach opracowania prezentuje specyfikę zarządzania publicznego na tle czynników, które wpływają obecnie na rozwój nowych koncepcji zarządzania w instytucjach samorządowych, w tym New Public Management. Artykuł ma charakter opracowania przeglądowego i stanowi swoistą konfrontację wniosków będących wynikiem badań naukowych, w tym badań prowadzonych przez autorkę. Wyniki: W artykule przedstawiono warunki i zalecenia dla prawidłowego wdrażania zintegrowanych systemów zarządzania w tych instytucjach. Ze szczególną uwagą podkreślono znaczenie decentralizacji oraz przywództwa w organizacjach publicznych, których zamiarem jest integrowanie funkcjonujących w praktyce systemów. Opis:
Systemic management of a local government unit lacks viewing the LGU as an economic entity which should actively use modern financial knowledge in its activity in order to stimulate active construction of an economic and social potential. It need’s to stimulate processes of building in local government structures a financial knowledge based on a modern understanding of LGU finance while considering the new challenges in finance which have been revealed after the subprime crisis, complemented with practical concepts based on New Public Management. Considering the progressing reforms of the national public finance system and the resulting consequences for shaping the financial management of the LGUs, and also globalisation processes and the dynamic development of the financial services’ market, it is natural to require managers of the local government subsector of public finance to have thorough financial knowledge – current and interdisciplinary knowledge that would most importantly be reliable and practice-based.

The article is regarding the issue of the knowledge management at local government. It’s contents are focusing on the diagnosis in theoretical as well as practical perspective possibilities of managing decks of the knowledge in local government units. The subject brought up in this article is appealing for the experiment to transfer tools of both the attempt at the identification and the knowledge management in the private sector to the level of activities of the local government. This article constitutes this way the attempt to draw the improvements in the sphere of functioning of local government structures using layers like open and hidden knowledge for gain this goal and also putting appropriate approach at the management. Presented in this text approach, constitutes about the possibilities of improving the effectiveness of activities local government units by appealing to decks of knowledge local governments have.

In the research carried out by one of Polish research agencies [Pentor 2010], local administration offices were in general seen as institutions which, despite high expenditures, maintained inefficient operations and as a result did fully satisfy the needs of citizens. In addition, searching for the causes of failures in projects, the lack of professional approach to project management should be highlighted, which relates to the undertaken ad hoc adaptation activities to changes in the environment, and the implementation of projects in interim and in unsystematic way. The research found that the consequence of this state of affairs was the reduction of the effectiveness of implementation of projects and of synergistic effect created by audited entity. As a result, the growing importance of project management in the functioning of local government units in Poland, with low levels of performance previously practiced in this field, tended to take the search for a new approach to project management in the units.
