Opis:
International aviation organizations require Poland to define the so-called acceptable level of safety for traffic accidents. To calculate this, one requires statistical data on accidents. These, however, in recent years did not occur, or the size of the sample is insufficient. In the paper a method for predicting the number of accidents on the basis of information on air incidents is mentioned. This method can be efficient and effective if any regular relation between the air traffic accident and serious incident exists. In the paper a way to find this relation is proposed, by analyzing the relevant simulation models of serious incidents and accidents. For this purpose Petri nets were used.

The continued air traffic growth in Polish airspace requires continuous improvement of the efficiency of the air traffic management (ATM) system in order to meet the needs of all its users and to guarantee the highest level of safety of air operations. Activities in this respect undertaken by the Polish Air Navigation Services Agency (PANSA) in cooperation with military aviation authorities are in line with the objectives of the EU Single European Sky (SES) initiative. In addition to the provision of air navigation services (ANS) for civil aviation (commercial air transport and general aviation), PANSA also provides navigation services for the crews of military aircraft and other state aircraft flying in operational air traffic (OAT). The article describes in general terms flights in operational air traffic, presents the evolution of European regulations concerning this category of air traffic and discusses in detail selected procedures for planning and protecting military aviation flights in Polish airspace.

This paper evaluates feasibility of the new Air Traffic Management (ATM) organisation in Functional Airspace Block Central Europe (FAB CE) and specifies the implementation scenarios that are proposed by Central European Air Traffic Services Coordination Group (CEATS CG). The paper elaborates elements of required Functional Airspace Block Central Europe implementation and identifies and assesses the implementation blockers. Provision of air navigation services in European Civil Aviation Conference (ECAC) area is diversely regulated and highly fragmented.
Niniejsza praca ocenia możliwość realizowania nowego systemu ATM zarządzania ruchem powietrznym organizowanego w ramach Functional Airspace Block Central Europe (FAB CE) (Funkcjonalny Blok Przestrzeni Powietrznej Europy Centralnej) i określa wprowadzenie scenariuszy, które zostały zaproponowane przez Central European Air Traffic Services Coordination Group (CEATS CG) (grupę koordynacyjną obsługi ruchu lotniczego centralnej Europy). Niniejsza praca prezentuje elementy wymagane do wprowadzenia Funkcjonalnego Bloku Przestrzeni Powietrznej Europy Centralnej oraz identyfikuje i ocenia elementy blokujące jego wprowadzenie. Zapewnienie usług nawigacji powietrznej w obszarze Europejskiej Konferencji Lotnictwa Cywilnego (ECAC) jest różnorodnie regulowane i wysoce fragmentaryczne.

The article presents the key processes taking place in the area of the airport’s plate. The need to look for effective methods and tools supporting decision-making in the area of improving the efficiency and effectiveness of airport operations is pointed out. In addition to efficiency, reliability and the level of costs generated, work safety is an important aspect in the organization of airport operations. Work safety during the implementation of airport operations is one of the basic factors affecting the design and organization of airport systems. A graph of the airport panel structure is proposed and the decision problems regarding the taxiing of the aircraft on the apron and handling of the ship after landing are indicated.

System zarządzania ruchem lotniczym jest złożonym systemem hierarchicznym. Poziomy hierarchii można wydzielić w zależności od długości horyzontu czasowego podejmowanych decyzji oraz od wielkości obszaru analizy. Dla średniego horyzontu czasowego i dużego obszaru analizy powołano służby zarządzania przepływem strumieniu ruchu lotniczego. Zadaniem ich jest właściwa koordynacja ruchu lotniczego w obszarze europejskim tak, aby zminimalizować czasy opóźnień związanych z przebywaniem w przestrzeniach o dużym natężeniu ruchu, przy jednoczesnym zachowaniu wysokiego poziomu bezpieczeństwa ruchu. Jest to bardzo złożone zadanie wielokryterialne o wielu zmiennych decyzyjnych i wielu ograniczeniach. W artykule przedstawiono przegląd metod opracowanych na potrzeby wspomagania służb zarządzania przepływem strumieni ruchu lotniczego. Bardziej szczegółowo omówiono metodę dynamiczną, opartą o pojęcie pojemności stochastycznej oraz o analizę scenariuszy. Wskazano problemy przy stosowaniu omówionych metod oraz kierunki dalszych badań.
Air traffic management is a complex hierarchical system. Hierarchy levels can be defined according to decision making time horizon or to analyze area volume. For medium time horizon and wide analysis area, the air traffic flow management services were established. Their main task is to properly co-ordinate air traffic in European airspace, so as to minimize delays arising in congested sectors. Those services have to assure high safety level at the same time. Thus it is a very complex task, with many goals, many decision variables and many constraints. In the paper review of the methods developed for aiding air traffic flow management services is presented. More detailed description of a dynamic method is given. This method is based on stochastic capacity and scenario analysis. Some problems in utilization of presented methods are also pointed out, so are the next research possibilities.

Because of their physical size, in particular their height, wind farms can have an effect on the safety aviation domain. Additionally, rotating wind turbine blades may have an impact on certain aviation operations, particularly those involving radar.

Opis:
The article discusses selected provisions of EU aviation law concerning economic issues of air traffic management. This process in European airspace is carried out by air navigation service providers, which, unlike airport operators and air carriers, have a monopolistic position and do not operate under market conditions. Consequently, the lack of competition between air navigation service providers replaces the common charging system for airspace users established by European Union law. In order to increase the cost-effectiveness of the services provided while maintaining a high level of safety of air operations, the navigation charges system was linked to the parallel implementation of the Single European Sky performance scheme for air navigation services in 2010. In 2019, the rules governing both systems were consolidated into a single legal act. The study also looks at the basic indicators of economic efficiency of air traffic management based on the example of the Polish Air Navigation Agency.

The dynamic development of the air transport market has led to a significant increase in air traffic in a highly fragmented and relatively small European airspace. This situation could, in the near future, render the currently functioning European air traffic management (ATM) system obsolete and incapable of providing the high safety standards demanded by the ICAO and Eurocontrol. Recognizing the urgency in finding a solution to this problem, the EU gas launched the Single European Sky (SES) initiative, along with its technological pillar, the Single European Sky ATM Research (SESAR) programme, which seeks to enhance air traffic safety, support the sustainable development of the air transport system and improve the overall performance of ATM and air navigation services, so that they meet the requirements of all airspace users. This paper presents a selection of the SESAR programme’s key technological solutions, such as approaches based on area navigation (RNAV)/Global Navigation Satellite Systems (GNSS), and the “remote tower” concept, which have been developed to maximize the safety and efficiency of the new European ATM system.

Opis:
Among the most important problems currently faced by air transport, we can distinguish the adverse impact of aircrafts on the natural environment, as well as the rising costs of transport. One of the possibilities to improve this situation is better adjustment of aircraft characteristics to the performed transport tasks, taking into account all the requirements and limitations that exist in air traffic and the adverse impact of air transport on the natural environment. It is reflected in the research tasks conducted under the SESAR program. The aspiration to minimize the adverse impact of aircrafts on the environment is executed, among others, through determining such trajectories that are characterized by minimal fuel consumption or minimal emission of harmful substances in the engines exhausts. These goals are corresponding with the research conducted and described in the paper. The main aim of the work was to analyse the impact of wind speed and direction on the emission of harmful substances of a jet aircraft performing a flight on a given route. For research purposes, the route between two Polish cities Gdansk and Rzeszow was considered. The distance between the two airports was divided into sections for which wind direction and strength were determined (read from the windy.com website). Next, the aircraft performance was determined and the fuel consumption and the amount of harmful compounds (CO2, NOx, CO and HC), emitted in the engines exhausts were determined for the route from Gdansk to Rzeszow (under favourable wind conditions) and on the return route - from Rzeszow to Gdansk (under unfavourable wind conditions). For comparative purposes, emission of these substances for windless conditions was also determined. The results are presented in tables and depicted in the graph, as well as discussed in the conclusions of the paper.

Safety level analysis is included in the paper in context of SWIM system in air traffic management. The example is given. It examines the limitations and drawbacks of current ICT systems used for air traffic management. Analyzing the development of communication systems for the management of general air traffic, it can be concluded that the development of the terrestrial segment of the exchange of information between the parties relating to the air traffic will fluctuate towards a solution based on a service-oriented architecture SOA. This architecture will be the basis for the implementation of the concept of an information exchange system SWIM.

Enhanced Traffic Management System (ETMS) stores all the information gathered by the Federal Aviation Administration (FAA) from aircraft flying in the US airspace. The data stored from each flight includes the 4D trajectory (latitude, longitude, altitude and timestamp), radar data and flight plan information. Unfortunately, there is a data quality problem in the vertical channel and the altitude component of the trajectories contains some isolated samples in which a wrong value was stored. Overall, the data is generally accurate and it was found that only 0.3% of the altitude values were incorrect, however the impact of these erroneous data in some analyses could be important, motivating the development of a filtering procedure. The approach developed for filtering ETMS altitude data includes some specific algorithms for problems found in this particular dataset, and a novel filter to correct isolated bad samples (named Despeckle filter). As a result, all altitude errors were eliminated in 99.7% of the flights affected by noise, while preserving the original values of the samples without bad data. The algorithm presented in this paper attains better results than standard filters such as the median filter, and it could be applied to any signal affected by noise in the form of spikes.

Poland – according to ICAO requirements, is obliged to conduct analyses of the coefficients adopted to assess the level of safety in civil aviation. They are carried out on the basis of the data contained in the ECCAIRS database. The authors have processed the data contained in this database by analysing them using various criteria (ICAO aviation occurrence categories, flight phases, different airports) to test the methodology of the safety indicators values forecasting and setting their “warning levels”. Exceedance of these levels could be a signal for taking preventive action by the relevant competent aviation authorities. The proposed method is based on the assumption that the determined parameters are governed by normal distribution rules (Gaussian). Parameter values calculated based on real data from 2016 were compared with those predicted a year earlier. It was found that the factors for different events have increased significantly - above the calculated warning levels, particularly for general aviation. The results of this analysis may support competent aviation authorities' decisions in areas where safety risks are most critical.

Opis:
Many European airports are located in close proximity to residential or protected areas. Aircraft noise emissions caused by the landing and taking off of aircraft are a big problem in these areas. From an operational point of view, the method for reducing noise is to reduce traffic volume or change its organization, especially during the night. Some procedures and tools have been developed to support air traffic management in the implementation of operational constraints necessary to maintain noise at an acceptable level. The objective of this paper is to analyse the effectiveness of these tools. For this purpose, we have analysed existing methods of operational noise reduction, taking into account their influence on the structure, smoothness, punctuality and, especially, the safety of air traffic. As a result, existing risks have been identified, while methods have been proposed to combine two important air traffic service tasks: ensuring safety, while taking into account the environmental constraints, especially in relation to the acoustic climate.
