Recently we have been witnesses to the creation of information society. Knowledge is becoming the most important value of the contemporary civilization. Scientific Information Centres and libraries equip their collections with new carriers of information. The changes observed in libraries in recent years have resulted in the development of information search skills of library users. The advancement of IT gave the users new possibilities of information gaining. The most important task of NDU’s Library – beyond the traditional duties connected with gathering, preparation and providing sources of information – is the assurance of direct network access to information through systems and computer networks. The development of Information Technology is still giving new information retrieval possibilities which allow fast searching of the library computer catalogues gathering information about the collection. It also results in easier access to the resources of the Internet as well as access to source and factual information at the great speed.

The article presents the specificity and the content of patent literature. It describes the structure of the patent documentation, possibilities of access to the scientific and technical, legal and economics information which that literature contains, and possibilities of using this information. The article mentions the most important international standards used in patent publications, recommended by the World Intellectual Property Organization. It also presents the types of computer patent databases and the most important bibliographic and full text databases accessible on CD-ROM and online, and also the specialistic publishers and commercial operators accessing patent information.

The article is devoted to the problem of increase of the pedagogical universities undergraduates’ motivation to develop their foreign language competency. The main reasons necessitating continuous increase of the foreign language competence level have been determined. Utilizing such research methods as the focus group survey, theoretical generalization, comparison and pedagogical experiment, it has been proved that the maximum inclusion of students in foreign language activities with professional scientific information is an effective factor in increasing the professional orientation of the foreign languages learning by the future teachers. This type of work in the process of studying various academic disciplines provides a positive dynamics of the motivation components and readiness of the future teachers to work with scientific foreign-language information. It has been shown that netnographic analysis of the foreign-language scientific publications is also an effective factor in personal and professional development, socio-cultural communication, and the students’ mobility in professional and academic environment.

Opis:
Science as a corpus of scientific statements is a simplified image; science is a social phenomenon, inseparable from the context, to which scientific information also belongs. It brings us not only the contents of what science holds, but also the image of science, scientific roles, research priorities, and many others. It is not only that institutions, products and routines of scientific information reflect the features of scientific endeavours; they also point to what is important and worth making an effort. They surround the scholar as a “white noise”, distributing a set of values, which are not fully verbalized and which are not openly taught. In earlier decades the dominating motifs were the scientific Weltanschauung and the respect for hierarchies in scientific communities. Currently, in Poland, it is publishing in journals. Institutions of scientific information strengthen and proliferate that model, and a cultural complex has emerged, with articles and their citations as its constitutive features. Theoretically, the system of scientific information is designed to support also empirical research and data collecting. It is obvious, however, that these elements are not only less vulnerable to parameters; they are also not so directly linked to individual success. And just this remains an object of everlasting desire, preserving mental barriers, which keep the scientific endeavour in Poland far from teamwork and social responsibility.
Nauka jako zbiór twierdzeń naukowych to uproszczony obraz; nauka jest zjawiskiem społecznym, nieodłącznym od kontekstu, do którego również należy informacja naukowa. Niesie nam ona nie tylko określone treści wypracowane w trakcie badań naukowych, ale także wizerunek nauki, role naukowe, priorytety badawcze itp. Instytucje, produkty i procedury informacji naukowej nie tylko zatem odzwierciedlają wyniki przedsięwzięć naukowych, ale wskazują również adeptom nauki, co jest ważne i warte wysiłku. Otaczając uczonego niczym „biały szum”, upowszechniają cały zespół wartości, które są słabo zwerbalizowane i nie podlegają świadomemu rozpowszechnianiu. Kiedyś w podejmowaniu przedsięwzięć badawczych chodziło głównie o wchłanianie wartości naukowych i poczucia hierarchii. Obecnie w Polsce jest to publikowanie w czasopismach; instytucje informacji naukowej nastawione są na wzmacnianie i upowszechnianie tego modelu. Uczelniane systemy obsługi badań naukowych premiują publikację artykułów, a w skali kraju wyrósł swoisty kompleks kulturowy z artykułami i ich cytowaniami jako elementami konstytutywnymi. Właściwie nie widać innej miary sukcesu naukowego, choć teoretycznie system informacji naukowej jest zaprojektowany tak, by doceniane były także badania empiryczne i gromadzenie danych. Widać jednak, że te elementy oceny są nie tylko mniej podatne na parametryzację – są także mniej bezpośrednio związane z indywidualnym sukcesem uczonego. On zaś pozostaje wciąż przedmiotem największego pożądania, nadając trwałość barierom mentalnym, które oddalają naukę w Polsce od pracy zespołowej, a nawet od poczucia odpowiedzialności społecznej.

Opis:
The types of natural and agricultural science resources contained in the AGRO database have been characterized and their dynamic development in qualitative and quantitative terms in 2009–2016 has been described. In addition, types of database records are presented, with justification for their differentiation by: records containing only a bibliographic description of the article, bibliographic records along with authors’ affiliations, records with, in addition to the aforementioned elements, summaries and attachment bibliographies and records of the highest information value, most frequently searched by database users, in other words records containing full texts of articles. Furthermore, the database recipients and their information and search preferences based on surveys are defined. The use of AGRO in Poland and abroad is considered based on selected statistical data. The AGRO database development plans are discussed depending on the acquisition of funds for its maintenance and quantitative development and the multiplication of records with full texts.

This paper aims to profile Brazilian Information Science journals and compare their quality and impact indicators, be these traditional or altmetrics indicators. It is an exploratory and descriptive research, with quantitative analysis of 23 journals, analysed in accordance with their Qualis (2013-6) assessment, their h and g indices from Google Scholar Metrics and their altmetrics data from Facebook for the period 2011 to 2016. The Qualis assessment was obtained from the Sucupira Platform, the indices from Harzing’s Publish or Perish, and the altmetrics through the Facebook Application Programming Interface (API). The results show that the journals were created between 1972 and 2011, that they are edited by universities and that the most adopted frequency of publication is biannual (52%), followed by quarterly (39%). Regarding the national quality indicator Qualis, 73% of the journals fall within the higher stratum of B1 to A1. Regarding impact, 30.4% of the journals have an h-index greater than 10, and only 13% have a g-index greater than 20. Regarding their altmetrics, 34.7% have a Facebook altmetric value greater than 1,000 interactions. It can be concluded that the position of the journals vary if applied to the Qualis assessment system, the h and g indices and Facebook altmetrics. The journal that displays the greatest coincidence between the national index, and those of Google Scholar Metrics and the Facebook altmetrics was Encontros Bibli which is classed as Qualis A2, h-index 11 and g-index 17, and 2,261 interactions on Facebook.

Aim. Digital technologies support learning, so the search for innovative approaches is ongoing. The aim of the research is to study the role of digital technologies in developing research competencies of future Doctors of Philosophy (PhDs). The aim was achieved through the Likert scale, calculation of the variability coefficients, the level of acquired knowledge and Cohen’s kappa coefficient, correlation index. Methods. Continuous study of the methodological foundations of scientific research was provided through the iSpring Market, and Comindwork online programmes. Learning English involved using the BBC Learning English application, while OpenLearning was used to develop knowledge on the dissertation topic. Results. It was determined that the respondents who studied pedagogy, psychology, social work (Group 1) expanded their basic knowledge the most (21%). Respondents who studied journalism (Group 2) developed autonomous learning (23%). The future PhDs acquired knowledge in three subjects at a high level, contributing to developing professional competencies. Conclusions. The practical significance of the research is in developing training for PhDs with the use of digital technologies. The research prospects are related to comparing the effectiveness of training of first- and second-year PhDs as a result of the use of innovative technologies.

Opis:
The role of branch information retrieval thesaurus for improving and increasing the effectiveness of information support of scientific research, carried out using the technology of selective dissemination of information, is analyzed in the paper. The selective dissemination system provides both individual and group information needs, as subscribers can be individual users as well as a group of users, namely scientific teams and virtual scientific teams whose members can be geographically distributed. Within the scientific team, subgroups can be formed engaged in research of different directions of their subject area. The information retrieval thesaurus is considered as a language model of a particular subject area. The development of information technologies creates the possibility of information modeling of a narrowly specialized subject area and data presentation in the form of thesaurus, which is a hypertext that reflects the hierarchically organized semantic structure of a specific subject area.

Goal – to present a stricter legal regulation and legal understanding of the National Security Conception’s areas. Research methodology – general scientific logical methods were used, including the system analysis method, the definition method, and the argumentation theory methods. In addition, private, legal methods were used, compromising of the formal legal method and the comparative legal method. Score/results – the article reflects an understanding of the national security of the Republic of Belarus and threats to its sustainable development. The structure of national security currently includes 8 areas requiring the assurance of safety. In relation to each area of security, an analysis of the concept of this area, the main national interests in this area, and the pertinent internal threats have been researched. It was concluded that the section of the National Security Conception on the neutralization of threats to national security does not specify measures of neutralization. Originality/value – the work is done by the author independently. The links to citations and legislation in the article are presented. The article is a review report that presents the sphere and structure of National Security Conception in the Republic of Belarus. In the author’s point of view, the goal is achieved.

Purpose: The objective of the paper is to use text mining to identify leading research domains concerning the smart city following an analysis of research articles with a high citation index according to the Web of Science. Design/methodology/approach: An original method is proposed for analysing academic texts using the R language, tokenisation, lemmatisation, n-grams and correspondence analysis. The author analysed fifty of the most cited articles indexed in the Web of Science from 2014 to 2019. Findings: The paper presents the advantages and drawbacks of the proposed method of analysing research publications. The assets include automation and repeatability of the analysis of a large number of documents and improved knowledge about links among the articles in terms of research domains. The disadvantage is the loss of information from diagrams and figures. The method identified two leading research domains related to the notion of the smart city, technologies and systems. The analysed publications were categorised by selected keywords. Research limitations/implications: Future work should include further refinement of the assumptions for the method, analyses of a more significant number of research texts and a narrowing down of the domain of the smart city. It is desirable to consider other functional domains of the city, such as energy, public health, environmental protection or transport. Practical implications: The proposed method can complement a standard literature analysis regarding the smart city. The leading research domains related to the smart city in the analysed articles were systems and technologies employed to improve how the city operates. Social implications: Text mining can be employed by various experts focusing on the smart city and constitutes a refreshing complement for other research methods, such as questionnaire surveys, interviews or observations. Originality/value The publication can be useful for researchers from various fields and managers seeking to create and use simple, useful methods and tools for analysing unstructured text documents for decision-making. The paper proposes a separate text mining analysis of abstracts and whole documents using n-grams. This yielded a more precise list of areas relevant to the smart city. The grouping was done using correspondence analysis of the fifty most cited articles indexed in the Web of Science from 2014 to 2019.

Purpose: The objective of this paper is to identify leading technologies in Industry 4.0. Design/methodology/approach: The identification was made with the use of text mining to explore the scientific texts in this field. Assumptions of own iterative method for analyzing scientific texts were proposed, with the use of R language, tokenization, lemmatization, n-grams and correspondence analysis. The assumptions of the proposed method were used to analyze the 40 most often quoted articles indexed in the Web of Science. Findings: On the basis of the obtained results, 4 leading technologies were identified. These are Cloud Computing, Internet of Things, Cyber-physical System and Big Data. Originality/value: The article proposes an original method of identifying the leading technologies used in Industry 4.0. The proposed method is based on text mining and correspondence analysis.

Opis:
The goal of the study is to contribute to the problem in hand regarding the insufficiently developed digital competencies of teachers of social scientific subjects within the secondary education. The solution to it is based on a precondition that if the teachers will not be digitally competent they will not be able to develop the digital competence of students. This fact can negatively affect their ability to find employment at the labour market of the 21st century, preparedness to further professional education and ability to participate at the lifelong learning. The text at issue solves the problem of digital technology integration into teaching of social sciences, emphasizes multidisciplinary approach to the humanities, social and technological sciences, presents the need of development of teachers´ technical thinking relating to social scientific subjects and specifies common features and differences of the pedagogical and technological sciences. The study is the actual output of the project TAČR (PID: TL 01000192, in the period 02/2018 – 02/2021). It is based on the sub-chapter ”Integration of the digital technology into teaching of social sciences” that will be embodied in the currently prepared monograph “Development of teachers´ digital competencies relating to social scientific subjects at vocational schools”.
Celem artykułu jest wniesienie wkładu w problem niedostatecznie rozwiniętych kompetencji cyfrowych nauczycieli przedmiotów społecznych w ramach szkolnictwa średniego. Rozwiązanie tego problemu opiera się na założeniu, zgodnie z którym jeśli nauczyciele nie będą kompetentni cyfrowo, nie będą oni w stanie rozwijać kompetencji cyfrowych uczniów. Fakt ten może negatywnie wpłynąć na ich zdolność do znalezienia pracy na rynku pracy XXI wieku, gotowość do dalszej edukacji zawodowej oraz możliwość uczestniczenia w procesie uczenia się przez całe życie. Tekst rozwiązuje problem integracji technologii cyfrowych oraz nauczania nauk społecznych, kładzie nacisk na multidyscyplinarne podejście do nauk humanistycznych, społecznych i technicznych, przedstawia potrzebę rozwoju technicznego myślenia nauczycieli w zakresie nauk społecznych oraz wskazuje cechy wspólne i różnice pomiędzy naukami pedagogicznymi a naukami technicznymi. Przedstawione opracowanie stanowi rezultat projektu TAČR (PID: TL 01000192, w okresie 02/2018 - 02/2021). Bazuje ono na podrozdziale „Integracja technologii cyfrowej w nauczaniu nauk społecznych”, który zostanie ujęty w przygotowywanej monografii zatytułowanej „Rozwój kompetencji cyfrowych nauczycieli w zakresie nauk społecznych w szkołach zawodowych”.
