Aim: To investigate the relationships between team characteristics and their impact on cross-functional sourcing team effectiveness in a public procurement environment. Design/research methods: In an embedded single case study, three cross-functional sourcing teams of diverse divisions and departments of the Dutch Province of South Holland are analyzed by means of a comparative analysis. Conclusions/findings: Teams with greater interpersonal cohesiveness showed more personal and open communication and greater informal frequency of within-team communication. Apparently, task work communication has a positive impact on task cohesion, and interpersonal cohesion has a positive impact on interpersonal communication. A stable team with no changes in roles and membership is likely to show strong task cohesion. Office space for regular meetings and dedicated time for team activities contribute to team effectiveness. Originality/value of the article: Making sourcing decisions is a complex process, particularly in cross-functional sourcing teams with divergent views, objectives, and priorities of the various members of different disciplines. Few studies have examined sourcing teams in the public sector. The study is based on the Input-Mediation-Output-Input model which recognizes mediational factors (processes and emergent states) that transform inputs to outputs. The study contributes to current understanding of the nonlinear linkages between process and emergent states of cross-functional teams in the public sector. The results are useful for public organizations to create more effective cross-functional sourcing teams.

Communication and communication systems are topics widely discussed in the literature of the subject. However, the analysis of the specific subjects of this study as courts, is so far a subject that is rarely discussed in empirical research as well as in a debate at the level of communication theory. The paper presents the results of survey research on internal communication in district and regional courts in the context of trust building. The study assumes that there is a relationship between communication on a given project tasks, communication on project management and non‑formal communication, and confidence in the public institution and its management. The results of the research clearly showed the existing relationship between satisfaction coming from the proper communication, and the level of employee trust in the court as a place of work.

Celem niniejszej publikacji jest zaprezentowanie Strategicznej Karty Wyników (SKW) jako narzędzia stosowanego w zarządzaniu strategicznym w sektorze publicznym. Ukazany przykład bazuje na strategii jednej z jednostek samorządu terytorialnego. Zaprezentowana mapa strategiczna (integralna część SKW) daje przykład, jak formułowanie strategii może bazować na przyczynowo-skutkowych powiązaniach między czterema współzależnymi perspektywami: perspektywą klienta, finansową, rozwoju oraz perspektywą procesów wewnętrznych. Przykład przedstawiony w artykule pokazuje funkcjonowanie Strategicznej Karty Wyników oraz przełożenie strategii na mapę strategiczną; cele zgrupowane są w czterech perspektywach i zaprezentowane w postaci logicznego łańcucha przyczynowo-skutkowego. Dokument bazuje na grupie celów mających służyć poszczególnym segmentom klientów w sposób kompleksowy. Takie podejście wymaga od organizacji dostosowania jej struktury oraz przeredefiniowania jej wewnętrznych procesów, tak, aby organizacja stała się w pełni „skoncentowana na strategii”.
The aim of the study is to present the Balanced Scorecard as a strategic management tool in public sector organizations. The example presented is based on the strategy of a local government office. The presented strategy map (an integral part of the Scorecard), serves as an example how a strategy can be formulated based on cause-and-effect connections within four interdependent perspectives: customer, financial, internal business processes and learning and growth. The example presented in the paper shows how the Balanced Scorecard works and how the strategy is explained as a strategy map; the goals are grouped in four perspectives and they are presented in the form of cause-and-effect logical chains. The Scorecard is based on groups of goals to serve particular segments of customers in a comprehensive way. Such an approach requires an organization to adjust its structure and redefine its internal processes so that it becomes a truly ‘strategy focused organization’.

Transformational leadership has been acknowledged as innovative means of empowering employees. However, its applicability in developing countries remains unproven due to the different perspective in organizational cultures. This article aims at investigating the practice of paternalistic and transformational leadership and firm performance of the public sector organization in Indonesia mediated through organizational culture. The data were taken from the leaders and members of the public sector organization from South Kalimantan of Indonesia. The smart PLS was used for analysis. As Indonesia is still reflecting a traditional bureaucratic type culture in favour of paternalistic leadership, implementation of transformational leadership is only partially applicable. Empirical insights into transformational leadership attempts most clearly indicate that Indonesian’s ability to fit into this framework is problematical, but gradually, the concept is accepted. Thus, Indonesia can adopt the well-developed country administrative models, carefully examine their future and adversative effects, and selectively practice only those parts of such models that are appropriate to its societal contexts and people's need. This research implies that although public sector reform becomes more differentiated in the future and a variety of governance reforms emerge in the forms of law-driven, service-driven, or citizen-driven will be located within the context of a country’s overall cultural dimensions.
Przywództwo transformacyjne zostało uznane za innowacyjny sposób wzmacniania pracowników. Jednak jego zastosowanie w krajach rozwijających się pozostaje nieudowodnione z powodu odmiennej perspektywy kultur organizacyjnych. Artykuł ma na celu zbadanie praktyki przywództwa paternalistycznego i transformacyjnego oraz zdecydowanych działań organizacji sektora publicznego w Indonezji, w których pośredniczy kultura organizacyjna. Dane zostały pobrane od liderów i członków organizacji sektora publicznego z południowego Kalimantanu w Indonezji. Do analizy wykorzystano inteligentny PLS. Ponieważ Indonezja nadal odzwierciedla tradycyjną kulturę biurokratyczną na rzecz paternalistycznego przywództwa, wdrażanie przywództwa transformacyjnego ma zastosowanie tylko częściowo. Empiryczne spostrzeżenia na temat prób przywództwa transformacyjnego najwyraźniej wskazują, że zdolność Indonezji do dopasowania się do tych ram jest problematyczna, ale stopniowo koncepcja jest akceptowana. W ten sposób Indonezja może przyjąć dobrze rozwinięte modele administracyjne kraju, dokładnie zbadać ich przyszłość i negatywne skutki i wybiórczo praktykować tylko te części takich modeli, które są odpowiednie dla jej kontekstu społecznego i potrzeb ludzi. Badania te sugerują, że chociaż reforma sektora publicznego będzie w przyszłości bardziej zróżnicowana i pojawi się wiele różnych reform zarządzania, w formie zorientowanych na prawo, usługi lub obywateli, będą one osadzone w kontekście ogólnych wymiarów kulturowych kraju.

In the context of democratic discourse, civil society is given a decisive role in the formation of power and influence on power. However, between the authorities (state and self-governing) and public organizations, as representatives of the interests of civil society, mostly subject-object relations are established, where the subject is the government. The article is devoted to finding an answer to the question: can the model of subject-subject relations between the government and civil society, where both social institutions are equal participants in the political process, have practical application? Analysis of social changes in Western Europe and Ukraine gives grounds to support the point of view of those scholars who consider civil society the basis of the state, a factor that gives a specific character to each state formation, regardless of the generality of democratic processes. At the same time, attention is drawn to the heterogeneity of civil society, which is a barrier to its consolidation and strengthening of subjectivity. There is a noticeable increase in competition between the state and civil society in terms of influencing society, as well as the manipulation of public movements by public authorities to achieve political goals. However, a fairly high level of public confidence in public organizations and the potential for their advocacy allow the use of public influence to activate the population and strengthen the position of civil society in relations with the authorities.

Purpose: The aim of the presented research is to identify conditions of change process in city councils in Poland. Design/methodology/approach: In order to complete the research objective, the survey method was used. This method uses a targeted selection technique. It has been assumed that the selection of councils of cities in which the number of inhabitants exceeds 20,000, allows for the implementation of the research objective. Findings: The obtained results indicate that there is a strong conviction among the respondents about the awareness of the change process dynamics and finding their way in such a complex environment. Changes prepared and implemented by city councils make use of the achievements of modern management science, which is clearly indicated by the solutions used by them that activate participants of changes. Research limitations/implications: The basic limitation of the conducted study and the recommendation for future research is the measurement of the concept at many levels of the organizational hierarchy and among different groups of respondents. Originality/value: The article deepens the understanding of the change management process in city halls in Poland.

The main aim of this article is to look at supervision and control of public benefit organizations in Poland regarding to civil society organizations in Europe and the national supervisory systems relevant to these organizations. Also considered is the legal system in the UE, which provides recommendations for NGOs operating in its Member States. This text focuses on changes in the supervision and control over the activities of public benefit organizations in the aspect of centralization in Poland, resulting from the powers of new government administration bodies, including in particular the entitlements of the Head of the Public Benefit Committee. The aim of the research is to present and analyse the current legal solutions in the field of supervision and control over public benefit organizations in Poland and to compare the legal status with the situation before the fundamental amendment to the Act on Public Benefit and Volunteer Work.

Public relations is a critical profession in contemporary society, which is characterized by global interaction, relationships, and responsibility. Unfortunately, public relations has been institutionalized as a symbolic-interpretive activity that organizations use to exert their power over publics and to disguise the consequences of their behaviors from publics, governments, and the media. This article discusses an alternative role for public relations as a strategic management rather than a messaging activity. It presents a model of public relations in strategic management and examines research that elaborates segments of the model: environmental scanning, stakeholders and publics, issues and crises, scenario building, cultivating and evaluating relationships, tracing the effect of relationships on reputation, planning and evaluating communication programs strategically, and how digital media can be used to further the strategic management process. It concludes that research is needed on how public relations can be empowered and institutionalized as a strategic management activity.

This study is about the exploration of innovative management control systems in the context of New Public Management (NPM) initiatives. NPM initiatives created the changes to the structure and processes of public sector organizations with the objective of getting them to run better. A government department in the Australian Capital Territory (ACT) has been selected as the field for investigation. This study draws on a single theoretical perspective, Giddens’s structuration theory to understand the management control systems evolved in the researched organization. Qualitative research methodology is applied to obtain a better understanding of the phenomena. Case-based research method is used in developing a complete understanding of the relative role of controls in the management of organizational performance. In this study, it is argued that the researched organization has adopted various management control tools to improve its performance and demonstrate transparency and accountability. Some of the control tools it has adopted are the innovations in the public sector. It appears from the case that these adopted management control tools forced the researched organization towards better performance supporting the rationale of adopting New Public Management practices.

The current research investigated the effect of safety climate on job satisfaction and job performance with psychological capital as a moderator between safety climate and job satisfaction as well as job performance. This research fills the gap by collecting empirical evidence from the emerging organizations of Pakistan. Conservation of resource theory (COR) is relevant to the research area. Data were collected from 300 employees from different Organizations. The current study is empirical and quantitative-based study is used to conducted research. Data were collected by convenient non-probability sampling techniques to be used and collected from employees working in the reputed organization; Chemical, Cement, Petroleum, Oil and Gas industry of Islamabad and Rawalpindi. Confirmatory Factor analysis was done through AMOS and hypotheses were tested through SPSS regression analysis process of Hayes model. To test the moderation effects, the process of Hayes model 1 was also performed. Safety climate has a positive relationship with the two DVs which are job performance and job satisfaction. Moreover, Psychological Capital played a significant moderating role between safety climate and job satisfaction as well as job performance. When Psychological capital was high, the relationship between safety climate and job performance as well as the relationship between safety climate and job satisfaction were stronger. These results are important for future studies. This research recommended top management and responsible authorities to promote safety climate activates between their organization in order to enhance their employees satisfy and high performed. Moreover, this research strongly recommends psychological capital amongst organization looking for highly satisfied and effective employees. Further implications for practice were discussed in detail.

Theoretical background: An efficient public administration is a prerequisite for a harmonious development of business, and for the security and prosperity of society. Its rapidity and quality are particularly important in the situation of dynamic economic, political and social changes. However, the model upon which administration is built and functions fails to meet the requirements of the present day. The subject of dysfunctional bureaucracy has been thoroughly analyzed and described in detail. Blind adherence to regulations, reluctance to introduce changes and lack of motivation to help clients are well-known vices of bureaucratic organizations throughout the world. Although countless attempts have been made to change the way these organizations function, the design and implementation of such improvements is hindered by a variety of obstacles. In this article, we shall describe barriers to the process of implementing the concept of a learning organization in a large bureaucratic organization. Purpose of the article: The purpose of the article is to discuss a number of barriers to the process of implementing the concept of a learning organization within a specific bureaucratic organization, namely the State Plant Health and Seed Inspection Service (Państwowa Inspekcja Ochrony Roślin i Nasiennictwa, PIORiN). The barriers discussed were identified in the course of research. Thus, the article adds to the existing body of knowledge about the functioning of bureaucratic organizations, their specificity and processes that take place within them. By identifying potential and actual barriers to the process of change, we can better understand organizational behavior. It also provides practical knowledge about the critical elements of the process of change. Research methods: Research was conducted within a large public institution in charge of phytosanitary controls. Three types of triangulation were used in the study: methodological, theoretical and investigator triangulation. Conclusions were drawn on the basis of a total of 51 interviews, of which 31 were conducted within the organization and 20 with external partners (clients). The basic tool used for collecting data was an open interview, always conducted by two researchers at a time. Interviews were transcribed and read on an ongoing basis with a view to carrying out a preliminary selection and category coding. Four team members participated in the coding process. Codes were subsequently analyzed and grouped into categories that served for drawing conclusions. Main findings: A number of barriers of great consequence for the process of implementing the concept of learning organization in administration have been identified; the most important are: excessive formalization, limited use of clients’ knowledge, insufficient financing, inadequate IT support, and limited cooperation with other public institutions.

It is well-recognized from various business sectors that learning organization occupies a significant role in boosting the performance of organizations and is employed for gaining competitive advantage. Despite many studies in this management topic, there is a dearth of studies investigating public Higher Education. This study aims at investigating the implementation of learning organization at the individual, group, and organizational levels and the relationship with organizational innovativeness among academics in Indonesian public universities. Statistical results analyzed with regression analysis from 170 academics indicate significant positive associations between all variables. The finding of this research emphasizes the urgency to manage knowledge-based assets to accomplish the integration of personal knowledge to the organizational level. On the top priority, to gain competitive advantage, the public universities should create opportunities for continuous learning as well as promote a principle of inquiry and dialogue. Being one of the most essential sources of knowledge creation, it is imperative for higher education to implant organizational learning to accomplish literary greatness to contend satisfactorily in an unpredictable situation.
Z różnych sektorów biznesu dobrze wiadomo, że organizacja ucząca się odgrywa znaczącą rolę w zwiększaniu wydajności organizacji i jest wykorzystywana do uzyskiwania przewagi konkurencyjnej. Pomimo wielu badań w tym temacie zarządzania, brakuje badań dotyczących publicznego szkolnictwa wyższego. Niniejsze badanie ma na celu zbadanie wdrożenia organizacji uczenia się na poziomie indywidualnym, grupowym i organizacyjnym oraz związku z innowacyjnością organizacyjną wśród naukowców na indonezyjskich uniwersytetach publicznych. Wyniki statystyczne analizowane za pomocą analizy regresji 170 naukowców wskazują na znaczące pozytywne powiązania między wszystkimi zmiennymi. Wyniki tych badań podkreślają pilną potrzebę zarządzania zasobami opartymi na wiedzy, aby osiągnąć integrację wiedzy osobistej z poziomem organizacyjnym. Nadrzędnym celem, aby uzyskać przewagę konkurencyjną, publiczne uniwersytety powinny stworzyć możliwości ciągłego uczenia się, a także promować zasadę dochodzenia i dialogu. Będąc jednym z najistotniejszych źródeł tworzenia wiedzy, konieczne jest, aby szkolnictwo wyższe zaimplementowało uczenie się organizacji, aby osiągnąć dużą zdolność do skutecznego radzenia sobie, w nieprzewidywalnych sytuacjach.

Opis:
Crisis of water scarcity, pollution and pricing is universal and of international concern. Its consequence is worse than that of terrorism, war, nuclear and chemical weapons. Withdrawal or pollution of all water sources can cause death of all mankind, plants, living things and the ecosystem at large. Influenced by the above and the fact that availability of potable water sources, adequately distributed is a requirement for development, the authors conducted research to evaluate spatial distribution of public water facilities in Uyo metropolis in the Niger Delta Region of Nigeria. Primary data obtained through direct exploratory survey of public water facilities within Uyo metropolis and their respective geographical locations using GIS (Geographical Information System). Result indicate that public water facilities located within Uyo metropolis are not evenly and adequately distributed, hence scarcity in public water supply, causing the inhabitants to depend mainly on untreated private borehole water. This does not guarantee healthy living, thus, a negation of achievement of Millennium Development Goals (MDGs).

Opis:
Collaborative management means creating organizational structures based on cooperation, and thus creating more effectiveness in the area of management and economic calculation. This article presents the assessment of shared service centers (SSCs) operating the 12 largest Polish cities. The purpose of this article is to attempt to evaluate the effects of implementing a tool characteristic of business into the public sector. The conducted research allowed to define the goals that local governments associate with the creation of SSCs, gave the answer to the questions to what extent the above objectives were achieved, what were the threats to the process of putting in place organizational changes and what competences of the management staff of the serviced entities were crucial in the process. The final conclusion is that changing location of back-office service provides quick success in terms of operational actions, but demands additional skills of managers in order to receive public value.
