    In order to provide safety of navigation, the ship's officer employs a lot of different devices which are installed on navigational bridge. One of them, very useful equipment is system for Automatic Identification of Ships (AIS). How ever, the Information thus obtained can be inaccurate or even false. In this article the author presented ways to verify the data obtained from Automatic Identification of Ships (AIS) with the help of radar (ARPA). The advantages of earlier verification of information obtained from AIS are presented when a vessel is manoeuvring and the data presented by ARPA are not reliable. An algorithm of a program which makes it possible to verify the reliability of data obtained from AIS has been presented here. A possibility has been demonstrated of constructing a device employing that algorithm in order to support the navigating officer in making decisions avoiding collisions. This system will alert the Watch Officer about incorrectness and about inaccuracy of ARPA and AIS. This solution could be a very helpful tool to be used in adverse weather conditions particularly for the vessels in collision situation.

    This paper covers the current state of maritime oil transportation in the Baltic Sea and the development of oil transportation in the 2000s, as well as estimations of transported oil volumes in 2020 and 2030 in the Gulf of Finland. The scenarios were formulated on the basis of a current state analysis, energy and transportation strategies and scenarios and expert assessments. The study showed that the volumes of oil transportation in the Gulf of Finland will increase only moderately compared to the current status: 9.5-33.8 %, depending on the scenario. Green energy policy favours renewable energy sources, which can be seen in the smaller volumes of transported oil in the 2030 scenarios compared to the 2020 scenarios. In the Slow development 2020 scenario, oil transport volumes for 2020 are expected to be 170.6 Mt (million tonnes), in the Average development 2020 187.1 Mt and in the Strong development 2020 201.5 Mt. The corresponding oil volumes for the 2030 scenarios were 165 Mt for the Stagnating development 2030 scenario, 177.5 Mt for the Towards a greener society 2030 scenario and 169.5 Mt in the Decarbonising society 2030 scenario.

    This article proposes the construction of autonomous mobile robots and designing of obstacle avoidance algorithms for them. Nowadays, mobile robots are gaining more and more popularity on the customer as well as industrial market, for example as automatic vacuum cleaners or lawnmowers. Obstacle avoidance algorithms play an important role in performance of this types of robots. The proposed algorithms were designed for builds with rather not expensive electronic components, especially sensors with limited precision and dynamics. The project began with the selection of needed parts and building materials as well as designing of the PCB and assembling the whole construction. The project included also designing and developing the software responsible for, among others, implementation of obstacle avoidance algorithms. After the project’s completion, a series of tests in a closed environment was conducted to verify the quality of vehicles’ performance. Results of tests were positive.

    This paper discusses the need to create intelligent machine tools, the expected properties of such machine tools and the benefits they will bring to business and the development of manufacturing. The basis for machine tool intelligence, and the evolution of machine tools towards the development of their intelligent functions, with a special emphasis on control, digitization and virtualization systems, the role of the STP-NC standard, and the prediction of machine tool operating properties, are presented. The arising concepts of the development of intelligent machine tool functions, which take into account the monitoring and planning of a collisionless tool path, are discussed. The approach to achieving real time and the intelligent machine tool is described for copy milling. Also the directions of implementing intelligent functions by machine tool manufacturers are presented using the MAZAK Corporation as an example.

    W naukach o zarządzaniu uwaga jest skupiona na kulturze organizacyjnej. Refleksja nad nią dotyczy również szeroko rozumianego kontekstu kulturowego, bowiem organizacje funkcjonują w określonych miejscach i w określonym czasie. Wraz z wkraczaniem przedsiębiorców na zagraniczne rynki pojawia się konieczność zgłębiania wiedzy na temat aspektów kulturowych, co skutkuje możliwością generowania praktycznych wskazówek dotyczących kształtowania kultury organizacyjnej w odmiennym kulturowo otoczeniu. W artykule uwagę poświęcono przedsiębiorstwom funkcjonującym w otoczeniu kultury narodowej polskiej i kultury narodowej ukraińskiej. Analizy odnoszą się do jednego z wymiarów kulturowych wyróżnionych przez G. Hofstedego - unikania niepewności. Celem artykułu jest zdiagnozowanie różnic w wymiarze unikania niepewności w polskiej i ukraińskiej organizacji. Próba badawcza wynosiła 590 osób. Do badania wykorzystano autorskie narzędzie, w analizie statystycznej posłużono się nieparametrycznym testem U Manna-Whitneya.
    In the sciences of management, attention is focused on organizational culture. Reflection on it also concerns the broadly understood cultural context, because organizations function in specific places and at a specific time. As foreigners enter foreign markets, be inspired to report knowledge about cultural training, which results in the experience of generating practical advice, shaping organizational culture in a culturally different environment. Attention to enterprises operating in the Polish national culture and Ukrainian national culture. The analyzes referred to one of the cultural dimensions distinguished by G. Hofstede — the avoidance of uncertainty. The aim of the article was to diagnose the differences in the dimension of avoiding uncertainty in Polish and Ukrainian organizations. Research sample was 590 responders. A proprietary tool was used for the study, while the non-parametric Mann-Whitney U test was used in the statistical work.

    From the international marketing point of view, it is important to assess the attractiveness of the target country that can be interesting to foreign investors. It is worth analyzing all the possible opportunities and threats that may arise in each geographic market. It is also needed to assess the country’s strengths and weaknesses and understand how these characteristic features can affect the company’s growth perspectives. Each country has a specific political environment, socio-demographic features, economic situation, technological conditions, cultural identity, unique natural environment and legal rules. At the same time, there are regional and global geopolitical tendencies, common political structures, common economic conventions and elements of global culture. The specificity of the above-mentioned factors shapes a unique business environment that affects marketing strategies of entities that are planning to internationalize. This article will present a proposal of several criteria for assessing the attractiveness of foreign markets. These criteria will be selected because of their reliability and acceptability by various global institutions. This method can be used to estimate attractiveness of every country, but only two of them have been chosen for this article. Based on these indicators, the attractiveness of the Armenian market will be compared to Poland’s attractiveness. The example of Poland in some areas because of its increasing attractiveness may be useful for Armenia and its government

    This article compares routes of a ship avoiding a tropical cyclone calculated by various methods. The calculations were done in the environment of evolutionary algorithms based on systematically received forecasts. The computational algorithms made use of the 1-2-3 rule, anti-collision plot, and the storm field defined as the cyclone fuzzy domain. The results have been compared with post factum analysis utilizing exclusively the full scope of weather analyses for the relevant moments of the voyage.
    W artykule przedstawiono możliwości obliczania tras statku omijającego cyklon tropikalny z zastosowaniem różnych metod. Obliczenia wykonywano w środowisku algorytmów ewolucyjnych, bazując na cyklicznie otrzymywanych prognozach. W algorytmach obliczeniowych wykorzystano regułę 1-2-3, nakres antykolizyjny, jak i zdefiniowanie obszaru sztormowego jako domeny rozmytej cyklonu. Otrzymane wyniki porównano z analizą post factum, wykorzystującą wyłącznie pełny zakres analiz pogodowych na odpowiednie momenty podróży.

    This paper aims to the computing model of quantitative elements in crossing situation based on the separating of different states about vessel’s meeting to study the automatic collision-avoiding plan of given way vessel in crossing situation. Following results are proved by simulations: The accuracy of hydrodynamic model is enough for studying and application for automatic collision-avoiding; computing model of quantitative elements by method of bisection is rapidly and reliably convergent during computing. The whole meeting process can be separated to several stages according to the quantitative elements in crossing situation. Different initial collision avoiding measures of given-way vessel in different stages produced as per rules and ordinary practice of seaman.

    W pracy opisano symulator umożliwiający badanie działania systemu sterowania automatycznego ruchem statku w sytuacji zagrożenia kolizją i występowania złych warunków hydrometeorologicznych. Zadaniem prezentowanego systemu jest wspomaganie decyzji nawigatora, a w przyszłości zastąpienie pracy nawigatora. Omówiono sposób wyznaczania bezpiecznej trasy przejścia statku, a także sterowania po tej trasie.
    The article presents a simulator for testing the operation of automatic systems controlling ship's movement in situations where a collision is a real threat, particularly in poor hydro-meteorological conditions. The goal of the presented system is to support the navigator in decision making, with possible full replacement of his work in the future. Discussed is a method of determining a safe trajectory for the ship, and controlling its movement along this trajectory.

    In this survey paper some issues concerning a singularity concept in robotics are addressed. Singularities are analyzed in the scope of inverse kinematics for serial manipulator, a motion planning task of nonholonomic systems and the optimal control covering a large area of practical robotic systems. An attempt has been made to define the term singularity, which is independent on a specific task. A few classifications of singularities with respect to different criteria are proposed and illustrated on simple examples. Singularities are analyzed from a numerical and physical point of view. Generally, singularities pose some problems in motion planning and/or control of robots. However, as illustrated on the example on force/momenta transformation in serial manipulators, they can also be desirable is some cases. Singularity detection techniques and some methods to cope with them are also provided. The paper is intended to be didactic and to help robotic researchers to get a general view on the singularity issue.
    W przeglądowym artykule przedstawiono wybrane zagadnienia dotyczące różnych koncepcji osobliwości spotykanych w robotyce. Analizowane są osobliwości w zadaniu odwrotnej kinematyki dla manipulatorów szeregowych, planowaniu ruchu układów nieholonomicznych oraz sterowaniu optymalnym. Rozważane zadania obejmują duży obszar praktycznych systemów robotycznych. Podjęto próbę zdefiniowania pojęcia osobliwości niezależne od konkretnego zadania. Zaproponowano kilka klasyfikacji osobliwości w zależności do różnych kryteriów oraz zilustrowanych na prostych przykładach. Osobliwości przeanalizowano z numerycznego i fizycznego punktu widzenia. Ogólnie, osobliwości stwarzają pewne problemy w planowaniu ruchu i/lub sterowaniu robotami. Jednakże, jak pokazano na przykładzie transformacji sił/momentów w manipulatorach szeregowych, w niektórych przypadkach mogą one być również użyteczne. Przedstawiono także techniki wykrywania osobliwości oraz metody radzenia sobie z nimi. Praca w założeniu ma charakter dydaktyczny i ma pomóc badaczom z kręgu robotyki uzyskać ogólny pogląd na zagadnienie osobliwości.

    Opis:
    The article covers the issue of coping with stress among staff under flexible employment in Poland. It presents the results of empirical studies covering 2.118 respondents employed under nine flexible forms of work: employed for a specified period of time, part-time, commission contracts (contracts of mandate), self-employed people, remote workers (telecommuters), for substitution, temporary and seasonal workers as well as employed under social economy. The research was exploratory in its character due to a lack of data on these variables in the Polish non-traditional forms of employment. Empirical results confirm that the results of level of experienced stress are average and probably don’t differ from the attitudes in traditional forms of employment. Despite that, research results confirm interesting differences in the preferred coping styles among nine form of flexible employment, as well as taking into account socio – demographical variables.

    Klauzula przeciwko unikaniu opodatkowania jest narzędziem administracji skarbowej, służącym przeciwdziałaniu aktywności podatnika, podejmującego nielegalne próby zmniejszenia ciężaru podatkowego. Zadaniem autora było przedstawienie charakteru prawnego wprowadzonych w lipcu 2016 roku przepisów dotyczących klauzuli oraz możliwych, negatywnych skutków jakie wywołają w kontekście ochrony interesu podatnika. W wyniku podjętych badań przyjęto, że wspomniana klauzula pełni funkcję prewencyjną, sankcyjną i fiskalną. Wprowadzone przepisy dotyczące unikania opodatkowania mogą przynieść pozytywny rezultat jeśli wydawane opinie zabezpieczające oraz prowadzone w sprawie przez Ministra Finansów postępowania nie będą naruszały ustawowych praw i obowiązków podatnika. Istnieje jednak obawa, że wprowadzenie ww. klauzuli uniemożliwi stosowanie legalnych metod zmniejszania obciążenia podatkowego i wpłynie negatywnie na swobodę kształtowania przez strony stosunku prawnego. Jako wniosek de lege ferenda uznano potrzebę zmian legislacyjnych w zakresie art. 119 lit. za i 119 lit. zd Ordynacji podatkowej, co ma umożliwić zachowanie jednolitego stanowiska Ministra Finansów wydającego opinie zabezpieczające w podobnych sprawach.
    The clause against tax avoidance is a tax authorities’ tool for fight improper attitudes taxpayers who want to reduce the legal tax burden. The author’s task was to present the legal nature of the provisions (dealing with clause) made in July 2016 and the possible negative effects in the context of taxpayer’s interest. As a result of undertaken examinations it was assumed that the recalled clause was performing the preventive, punishing and fiscal function. Entered recipes concerning tax avoidance can bring the positive result if given protecting opinions and conducted proceedings in the matter by the Minister of Finance aren't disturbing statutory rights and duties of the taxpayer. However there is concern that the introduction of the clause prevents the use of legitimate methods of reducing the tax burden and impact negatively on the freedom of shaping by the parties to the legal relationship. As a de lege ferenda postulate, it was considered the need for legislative changes in the field of Articles 119 za and 119 zd Tax Ordinance, which is intended to allow the behavior of the Minister of Finance single position, issuing opinions in similar cases.

    Aspekty prawne szczepień ochronnych są jednym z elementów zarówno szeroko pojętego prawa sanitarnego, jak i prawa medycznego. Z kolei same szczepienia ochronne jako jedno z podstawowych narzędzi w ochronie zdrowia publicznego są bezspornie niezwykle efektywną metodą walki z wieloma chorobami zakaźnymi. Skuteczne realizowanie nałożonego przez ustawodawcę powszechnego obowiązku szczepień ochronnych zapewnia wysoki stopień uodpornienia populacji i zapobiega epidemicznemu rozprzestrzenianiu się chorób zakaźnych.
    The legal aspects of preventive vaccinations are one of the elements of broadly understood sanitary law and medical law. Protective vaccinations, as one of the fundamental measures in the protection of public health, are undoubtedly an extremely efficient method for battling numerous infectious diseases. The effective implementation of the universal vaccination obligation, imposed by the legislator, ensures a high level of the population immunization and prevents the epidemic spread of infectious diseases.

    Opis:
    Extensive analytical work was undertaken on using the active steering system EPS (Electric Power System) for automatic driving of a motor vehicle (a two-axle motor truck of medium load capacity, provided with typical ESC - Electronic Stability Control system components as well as obstacle detectors and road monitoring systems) in the situation when an obstacle has suddenly sprung up. This paper presents a fragment of this work, which includes results of simulation investigation of dynamics of the lane-change process in an “open” and “closed-loop” system, i.e. with the automatic control function of the active steering system (EPS) being used in the latter case. The theoretical deliberations and simulation tests were based on mathematical models of the controlled system and the controller. The model of the controlled system includes a complex and detailed representation of the dynamics of motion of a motor truck, where the non-linearities and three-dimensionality of the vehicle motion are taken into account. The controller model is based on a reference model, which is considerably simplified and, in consequence, very effective in the carrying out of the necessary real-time calculations. The automatic controller operates like a Kalman regulator in a closed-loop system.
    Podjęto rozległe prace analityczne nad zastosowaniem aktywnego układu kierowniczego EPS (Electrically Powered Steering) w automatycznym kierowaniu samochodem (dwuosiowy samochód ciężarowy średniej ładowności wyposażony w typowe elementy systemu ESC - Electronic Stability Control oraz detektory przeszkód i układy monitorujące drogę) podczas nagle pojawiającej się przeszkody. Artykuł przedstawia fragment tej pracy. Opisane są wyniki badań symulacyjnych dynamiki procesu zmiany pasa ruchu w układzie otwartym oraz w układzie zamkniętym (z wykorzystaniem automatycznego sterowania aktywnym układem kierowniczym EPS). Podstawą rozważań teoretycznych oraz badań symulacyjnych są modele matematyczne obiektu sterowania i sterownika. W modelu obiektu sterowania występuje złożony, szczegółowy opis dynamiki ruchu samochodu ciężarowego uwzględniający nieliniowości oraz przestrzenność ruchu pojazdu. Model sterownika bazuje na modelu referencyjnym znacząco uproszczonym, a przez to bardzo efektywnym dla realizacji koniecznych obliczeń w czasie rzeczywistym. Automatyczny sterownik działa jak regulator Kalmana w układzie zamkniętym.

    Opis:
    According to the prevailing opinion, the period of time allowed for the acceptance or rejection of succession (Article 1015 para. 1 of the Civil Code) requires modification when the parents submit to the court a motion to be granted the permission to reject succession on a minor’s behalf (Article 101 para. 3 of the Family and Guardianship Code). There is a risk the Court may grant its permission after the lapse of the strict time limit and the minor would lose his or her right to reject the succession. To avoid such a situation, in the way of analogia legis, the provisions on limitation of claims or the provisions on transmission are applied to the period of the time allowed for acceptance or rejection of succession. The paper proves that Article 1015 para. 1 of the Civil Code is not burdened with the constructional loophole, therefore there are no reasons for applying analogia legis. The time limit may be preserved if the parents submit a motion to make the declaration to reject succession to the court. If they fail to do so and the time limit has lapsed, it is possible to avoid the legal consequences of a lack of declaration to reject succession in the time limit due to an error of law (Article 1019 of the Civil Code).
    Według dominującego poglądu bieg terminu na przyjęcie lub odrzucenie spadku (art. 1015 § 1 k.c.) wymaga modyfikacji w przypadku złożenia przez rodziców wniosku o udzielenie zezwolenia na odrzucenie spadku w imieniu małoletniego (art. 101 § 3 k.r.o.). Istnieje ryzyko, że sąd udzieli zezwolenia już po upływie terminu zawitego i małoletni utraci prawo do odrzucenia spadku. Aby tego uniknąć, do biegu terminu na przyjęcie lub odrzucenie spadku w drodze analogia legis stosuje się przepisy o przedawnieniu względnie przepisy o transmisji. W artykule wykazano, że art. 1015 § 1 k.c. nie jest dotknięty luką konstrukcyjną, a więc brak jest przesłanek dla stosowania analogia legis. Termin bowiem może zostać zachowany, jeżeli rodzice w czasie jego biegu złożą w sądzie wniosek o odebranie oświadczenia o odrzuceniu spadku. Jeżeli tego nie uczynili i termin upłynął, istnieje możliwość uchylenia się od skutków prawnych niezłożenia oświadczenia o przyjęciu lub odrzuceniu spadku w terminie z uwagi na błąd co do prawa (art. 1019 k.c.).
