In this article, after discussing the concept of transport systems and the importance of its sustainability, stakeholder theory and club good theory are presented as useful instruments for analyzing different challenges for the sustainabil-ity of transport systems. This approach goes beyond the traditional discussion on private vs. public ownership or pro-vision, and may better grasp the increasing complexity of transport systems. Stakeholders have different strengths and different priorities which may trade-off. This creates serious challenges for the sustainability of transport systems as well as its influence on the quality of life of different stakeholders. It will be argued that there exists the threat of transport systems to become a kind of club good by excluding parts of society from access and other benefits.

Udział emisji gazów cieplarnianych ciągle rośnie, podczas gdy realizacja celu środowiskowego Unii Europejskiej wymaga ich ograniczenia do roku 2050 aż o 80% (w stosunku do emisji z roku 1990), a sektor transportu generuje 23% emisji CO2. Trwają starania o nakłonienie kierowców do zmiany zachowań komunikacyjnych i korzystanie w większym stopniu z bardziej ekologicznych środków transportu. Wzrost efektywności tych działań wymaga jednak dalszych badań nad skutecznością różnych metod wdrażania polityki transportu zrównoważonego. Celem badawczym projektu Step-by- ‑Step była identyfikacja najbardziej skutecznych działań podejmowanych w miastach europejskich, z uwzględnieniem wszelkich różnic strukturalnych i kulturowych, wpływających na zachowania komunikacyjne mieszkańców. 31 analizowanych działań uszeregowano w czterech kategoriach obejmujących różne metody oddziaływania: poprzez promocję transportu zbiorowego, nakłanianie do rzadszego korzystania z samochodu, promocję środków transportu bardziej przyjaznych środowisku i konsekwentną realizację założeń przyjętej przez miasto polityki transportowej. W artykule przedstawiono dziewięć metod poprawy miejskich zachowań komunikacyjnych, uznanych za najciekawsze, innowacyjne i najbardziej skuteczne.
The share of transport in climate emissions is still rising; to meet EU environment policy targets a reduction of at least 80% in 2050 compared to 1990 is needed. The transport sector accounts for 23% of energy related CO2 emissions globally. For decades governments have tried to influence citizens travel behaviour and encourage them to opt for sustainable alternatives to the car use. There is a need for more knowledge on effectiveness of policy measures and successful implementation as well as on specific circumstances at the local/regional level methods. The research objective of the Step-by-Step project was to identify potential successful policy measures for changing the transport behaviour of people based on structural differences between cities and cultures. In the framework of the Step-by-Step project 31 cases were divided into four categories according to the type of applied influence measures: related to: the public transport promotion, car drop, eco-friendly travel modes promotion and connected with sustainable urban transport policy. In this article nine cases, apparently the most successful and applied measures (considered as innovative and/or well done) which could be announced best practices for wide dissemination, are analyzed.

A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

Transport is an important aspect of the modern world, in which mobility and the possibility of efficient and rapid movement have become an indispensable element of life. The concept of sustainable development is also important, the application of which limits the negative impact of transport on the environment. The subject of consideration of the following study is the sustainable development of public transport. The level of adjustment of public transport to social needs was analyzed, taking into account opinions of the inhabitants of Częstochowa expressed in the survey.

Rozwój transportu w miastach determinuje realizowana na tych obszarach polityka transportowa. U podstaw opracowania leży teza, że polityka transportowa zgodna z ideą zrównoważonego rozwoju jest w stanie podnieść obiektywnie i subiektywnie rozumiany poziom jakości życia. W artykule omówiono jakość życia jako zasób miasta. Następnie zwrócono uwagę na jakość życia w miastach w warunkach dominacji samochodów osobowych w podróżach miejskich. W dalszej kolejności przedstawiono kierunki rozwoju systemów transportowych miast zgodne z ideą zrównoważonego rozwoju, koncentrując się na przyszłości elektrobusów, samochodów elektrycznych i autonomicznych, wspólnym użytkowaniu samochodów osobowych w świetle tzw. ekonomii współdzielenia oraz na rowerze jako środku transportu miejskiego. Rozważania zakończono podsumowaniem w postaci wniosków.
Transportation in cities is determined by transport policy implemented in cities. This article is based on the thesis that sustainable transport policy is able to raise objectively and subjectively considered life quality. The article discusses the quality of life as a city resource. Subsequently, the quality of life in urban areas under conditions of domination of passenger cars in urban journeys was analyzed. Next the directions for the development of urban transport systems consistent with the idea of sustainable development were presented, focusing on the future of electric buses, electric cars and autonomous vehicles, joint use of passenger cars in the light of the sharing economy and cycling as a means of urban transport. The study is summarized with the conclusions.

Od 2013 roku dokumenty strategiczne polskiego rządu stawiają sobie na cel około 30% zwiększenie liczby pasażerów transportu publicznego w przeciągu dekady, jako wymierny cel polityki zrównoważonej mobilności, jednak w praktyce wskaźnik ten ulega jedynie niewielkim zmianom, raczej z tendencją spadkową. W artykule przestawione są warunki osiągnięcia takiego wzrostu. Na postawie analiz zmienności liczby pasażerów w polskich miastach w latach 2009-2017, autor wskazuje, że wymaga to około 30-40% rozbudowy oferty przewozowej i zwiększenia nakładów eksploatacyjnych w skali kraju o 1-1,2 mld zł rocznie. Niestety, obecnie główny nacisk kładzie się na elektryfikację transportu publicznego, która w niektórych przypadkach jest uzasadniona, jednak wówczas posiada potencjał do samofinansowania. Trudno ją również uznać za narzędzie do zwiększania liczby pasażerów.
Since 2013, the strategic documents of the Polish government have set a target of approx. 30% increase in the number of public transport passengers within a decade as a measurable goal of the sustainable mobility policy, but in practice this indicator changes only slightly, with a rather downward trend. The article presents the conditions for achieving the targeted increase. On the basis of analyzes of the variability of the number of passengers in Polish cities in 2009–2017, the author indicates that approx. 30–40% increase of the public transport supply is required and this requires an increase in operating expenses nationwide by PLN 1-1.2 billion annually. Unfortunately, the main emphasis is now on the electrification of public transport, which in some cases is justified, but then has the potential for self-financing. It is also not the key to increasing the number of passengers.

The growing number of cars cities is worsening the quality of life of our citizens, aggravating their problems with mobility, social inequality, health and ecology. The implementation of the Sustainable Development Goals implies carrying out measures aimed at reducing the impact of urban transport systems in three interrelated directions. The aim of this chapter is describe the conditions and measures to reduce the negative impact of these problems combined into transport policy measures in two ways. The method of expert assessments allowed to rank these activities in order to establish the sequence of their implementation in cities in order to bring their state closer to the “livable city”.

Progressive spatial development of city infrastructure expressed by an increase in population density or the number of factories, alteration of lifestyle and domination of individual transport usage, generate unwanted changes in the city space. these trends have a negative impact on the functioning of transport, thus the quality of citizens’ life is also affected. minimizing these nuisances requires usage of logistics management rules, as the concentration of significant business entities and people on a relatively small territory creates relevant problems in management. proper organization of city transport is of special significance to cities’ functioning, taking into account the rules of sustainable management. the author undertakes to discuss the problem of qualitative development of city transport system, considering the principles of sustainable development.

Transport is one of the main sectors of the economy, which has a significant impact on the economic development. Efficient transport systems are the basis of economic competitiveness. However development of transport, especially in the case of road transport, results many inconvenience, like negative environmental impact, accidents or increase of congestion in cities. From the perspective of sustainable development the most important one is pollution. Depending on the type of emitted substances, transport pollution is of local or global nature. The article is dedicated to the concept of the walkable city as an alternative form of urban mobility. In the work, the authors present basic principles connected with the notion of walkability in the context of sustainable development and sustainable transport. The authors also discuss pro-pedestrian solutions implemented in the Polish cities of Łódź, Rybnik, Szczecin, Gdynia, Wrocław and Katowice, including examples of good practice regarding walkability and the “Walk Score” indicator. The article also introduces typical problems related to pedestrians’ movement around the city. The advantages of implementing the walkability concept and the factors related to making cities more “pedestrian-friendly” are mentioned as well. Overall, the aim of this work is to introduced the concept of walkability as an alternative form of smart mobility in the context of urban logistics.

Polityka transportowa powinna być uchwalona w formie aktu prawa miejscowego przez właściwy organ samorządowy i musi być spójna ze strategią rozwoju miasta. Strategia, z racji swojej ogólności, powinna być podstawą do opracowania polityk branżowych oraz programów operacyjnych. Uchwalenie odrębnej strategii branżowej w odniesieniu do transportu jest konieczne ze względu na to, że system transportowy determinuje sprawne funkcjonowanie pozostałych elementów w mieście. Oprócz uchwały należy sporządzić program wdrożenia polityki transportowej, uwzględniający różne narzędzia i działania, które posłużą do realizacji uchwały w zakresie zagospodarowania przestrzennego, inwestycji, mechanizmów i programów edukacyjno-szkoleniowych.
Transport policy should be passed as a legal document of local law by the proper local government body and should be coherent with the city development strategy. Such strategy, due to the fact that it is a general assumption, should be the basis in formulation of trade policies and operational programs. Passing a separate strategy for the transport trade is necessary, because transport system determines the efficient functioning of the rest of the elements in the city. Besides the legal act, there should also be a program of transport policy introduction which would take into account various tools and actions, which are necessary in implementation of the legal act in terms of arrangement plan, investments, mechanisms and educational and training programs

The sustainable development of the cities represents one of the major challenges for the future of the planet in the 21st century, relatively to the contribution and adaptation to climate change, natural resources consumption, energetic transition, population mobility, welfare and security, pollution, the global economic growth. Tri-City, as many of contemporary agglomerations, faces lots of challenges connected with human negative impact on the environment, health and the city space. The mobility of people is one of them. The quality of transport in Gdansk, Gdynia and Sopot is getting worse because of the excessive use of cars, non-integrated public transport system, insufficient use of ecological transport, as well as uncontrolled urban sprawl. The objective of the paper is to present sustainable mobility planning challenges in the agglomerations at the example of seaport city Gdynia. To check the necessity of creating a new mobility pattern for important traffic generators, a research study has been carried out. The pilot survey research has been made among the staff and students of one of the biggest institutions in the city - Gdynia Maritime University. The research tool was based on an anonymous questionnaire containing a set of questions such as: the use of mode of transport, transit and parking problems, as well as the awareness of sustainable mobility. The survey results indicate that there is an unsustainable model of travelling among the academic community and transport’s behavior should be changed in order to implement the sustainable mobility concept in practice.
Zrównoważony rozwój miast, podobnie jak zmiany klimatyczne, zużycie zasobów natural-nych, przemiany energetyczne, migracje ludności, dobrobyt i bezpieczeństwo społeczne, za-nieczyszczenie środowiska, globalny wzrost gospodarczy, stanowi jedno z głównych wyzwań dla przyszłości naszej planety w 21 wieku. Trójmiasto, jak wiele innych współczesnych aglo-meracji, mierzy się z wieloma wyzwaniami odnoszącymi się do negatywnego wpływu czło-wieka na środowisko, zdrowie i przestrzeń miejską. Mobilność ludzi jest jednym z nich. Jakość podróżowania w Gdańsku, Gdyni i Sopocie pogarsza się w wyniku nadmiernego użytkowania samochodów, braku integracji systemu transportu publicznego, nieefektywnego wykorzysta-nia ekologicznych środków transportu, jak również niekontrolowanego rozrastania się miast. Celem niniejszego artykułu jest przedstawienie wyzwań związanych z planowaniem zrówno-ważonej mobilności w aglomeracjach na przykładzie Gdyni. Aby sprawdzić, czy konieczne jest stworzenie nowego wzorca przemieszczania się dla osób podróżujących do dużych gene-ratorów ruchu, zostało wykonane badanie, przeprowadzone wśród studentów i pracowników jednej z największych instytucji w mieście – Akademii Morskiej w Gdyni. Narzędziem wyko-rzystanym podczas badania był anonimowy kwestionariusz ankietowy zawierający szereg py-tań, takich jak: wykorzystanie środka transportu, problemy przewozowe i parkingowe, jak również świadomość respondentów odnośnie zrównoważonej mobilności. Wyniki badania wskazują na niezrównoważony model podróżowania wśród pracowników i studentów. Aby móc realizować koncepcję zrównoważonej mobilności w praktyce, zachowania transportowe respondentów powinny ulec zmianie.
