This article presents a creative and destabilising function of art created in urban public space. This public space is here seen according to the view of belgian philosopher Chantal Mouffe as agon - battleground and confrontation of hegemonic projects. Public art is one approach to take the floor in a public debate this is why it has a political character. Krzysztof Wodiczko is a creator of this type of art who postulates creation through democratic public space art and promotes public domain. This article particularly shows his concept contained in “The Abolition of War” publication.

Crowdfunding is a form of funding projects (business, scientific, social, artistic, etc.) based on small but numerous payments, collected mainly through Internet communities. The article presents the current state of interest in this form of public art funding, both in Poland, and abroad. The analysis of crowdfunding websites shows several features of this mechanism used for public art funding. It encourages artists to engage in more active participation on the Internet, especially on social networks’ level, which is particularly important in the all-or-nothing financing system. Crowdfunding also encourages people to be more active citizens, as financial support for specific projects in the field of public art is not only an endorsement, but also a real act of participation in the processes of creation of public space. On the other hand, crowdfunding has very limited ability to control and influence the artistic and social value of projects. Reliance on the “wisdom of the crowd” may therefore lead to the promotion of mediocre initiatives, neither presenting a high aesthetic value, nor bonded to the space in which they are to be found. There are also other risks associated with crowdfunding of public art, such as the risk of rollover of such initiatives from public institutions (e.g. local governments) solely on the shoulders of citizens, or the lack of intellectual property protection.

In this paper I addressed the issue of the engagement of museums in climate change. The problem of climate change is so important in the current social context that, despite its difficult political connotations, it cannot be ignored by museums, especially if we consider a museum as an element of a public sphere. Climate change is a challenge in 21st century. Climate change will present challenges that are of long-term nature, multidimensional and global phenomenon. It could impact directly on museums. I assume museums can provide a safe place for dialogue around climate change. Museums can also inform publics about the science of climate change and help to equip people with knowledge, shape their attitudes and behaviour, and strengthen the mechanism of participation. Potential barriers in effective communication could be the problem of uncertainty of our knowledge about climate change, scientific discourse in the process of communication and getting visitors involved.

Public space is an important element of urban structure, playing various spatial, social and economic roles in towns/cities. Its quality influences the quality of life of the inhabitants and the attractiveness of the town as a whole. Public space located in town center is the most representative of its identity and image, and also serves multiple functions and activities. The quality of urban space depends on different factors, which have been discussed in professional literature for the last few decades. The author of this paper developed a model for assessment of the quality of public space in town centers based on studies of methods already used in Poland and abroad, and the analysis of trends and ideas which should be taken into consideration while constructing a set of criteria for assessment methods. The main goal of this paper is to present the methodology of research on the quality of public space in town centers using this model. An important element of the model is the proposed method of delimiting the research area – the town center – based on identification of key public space of a town. The model comprises three methods, which can provide valuable information on the quality of public space, and also serve as a basis for constructing ratings of towns in each of these methods and the model as a whole. The research conducted using this model in chosen medium-sized towns of the Łódź region showed that the results of ratings obtained using particular methods and the whole model coincide with subjective opinions on public space in town centers given by its users and professionals evaluating it.

The article presents examples of landscape related activities of users (designers, residents, government) as the entities responsible for the quality of the landscape.

This article addresses a problem of the social functions of street art. The starting point is the assumption that art (not just street art) is present in all spheres of life - in a political propaganda, religious portraits, objects of trade, media, collective memory, etc. Explicitly or implicitly art supports the morale, co-creates the sense of community, social solidarity, can be used for - supporting the social order as well as for its criticism. The text consists of 4 subsections. The first summarises the origins of street art, inthe second one street art is considered as fram¬ing, in the third - street art has been analysed as a tool for building awareness of opposition, and the fourth one discusses the use of aesthetics of street art in the market games based on the example of guerrilla marketing and marketing activities of public institutions. The paper ends with a conclusion that street art is the art involved, the role of which in a public debatę relies on the production and maintaining awareness of opposition, although there are several factors that hinder the initiation of social change: a lack of understanding by the local com¬munity, limited freedom of speech, blurring the boundary between street art and street art aesthetics used for other purposes (such as guerrilla marketing).

The multitude of defining the concept of security is related to the fact that representatives of various fields of science describe and perceive this phenomenon from the point of view of terminology, own knowledge, as well as from the scope of their discipline. For many security is a belief that you are out of the reach of any threat. Based on the Copenhagen school theory, the essence of the objective and subjective understanding of security was emphasized. Against this background, the movement of people was analyzed as a security issue. Poles living in Great Britain are more often in contact with this issue than in their country of origin. The scale of threats is extremely different. For Poles migrating to the UK, the most dangerous threats appear to be in the social sphere. The aim of the article is to analyze the phenomenon of Polish migration to Great Britain after 2004. Additionally, the process of describing security and its transition from the sphere of theory to practice was attempted. Although in the open public space, on city streets, parks and squares, there are personal threats related to crimes, as well as to social threats – attacks and assaults caused by frustrated and aggressive groups or individuals, Poles feel safe. Despite knowing about terrorism or manifestations of social or cultural phobias, Poles migrate to Great Britain. In addition, the article attempts to prove that the technological extension of public space leads to a sense of greater security.

Autor od kilku lat, samodzielnie lub w zespołach badawczych prowadzi badania nad funkcjonowaniem przestrzeni publicznych miast Górnego Śląska. Poniższy tekst jest próbą przedstawienia refleksji, które zrodziły się podczas ich trwania. Autor skoncentrował się na problemie funkcji pełnionych przez przestrzenie publiczne w krajobrazie miast śląskich. W początkowej części tekstu podjęta została próba skonstruowania typu idealnego przestrzeni publicznej i wskazania na jej zasadnicze właściwości. Omówione zostały też funkcje przestrzeni publicznych, które nie ograniczają się tylko do funkcji związanych z istnieniem wspólnoty politycznej. Przedstawienie typu idealnego oraz typologii funkcji (za Lyn Lofland) przestrzeni publicznej posłużyło autorowi do analizy funkcjonowania przestrzeni publicznych dwóch śląskich miast – Katowic i Rybnika. Autor podjął próbę oceny stopnia wypełniania poszczególnych funkcji przez przestrzenie centralne obu miast oraz tamtejsze malle. Dzięki temu możliwe okazało się określenie roli, którą spełniają wybrane przestrzenie publiczne w badanych miastach.
The author, individually or in work teams, for a few years now, has been conducting research into functioning of public space in Upper Silesia towns. The text is an attempt to present reflections which arose as a result of these studies. The author concentrates on the problem of functions fulfilled by public space in a scenery of Silesian towns. Firstly, he attempts to reconstruct an ideal type of public space and indicate its basic qualities. Secondly, functions of public space, not limited to these connected with political community, are discussed. The author presents an ideal type and a typology of public space functions (following Lyn Lofland) to analyse the functioning of public space in two Silesian locations – Katowice and Rybnik. He evaluates a degree of functions fulfilled by central spaces in both locations and shopping centres located there. In the light of these evaluations, it is possible to define/determine the role played by the chosen public spaces in the investigated locations.

Przestrzeń publiczna w Polsce w ostatnich latach podlega postępującej prywatyzacji i fragmentaryzacji. Jest to zjawisko bardzo niekorzystne ze względu na funkcje, jakie przestrzeń ta pełni w strukturze przestrzennej miast i wsi, decydując o możliwości zaspokojenia różnego rodzaju potrzeb, w tym przede wszystkim społecznych, mieszkańców, i wpływając tym samym na jakość ich życia. Nasilaniu się tych niekorzystnych procesów sprzyja z pewnością odreagowanie polskiego społeczeństwa na realny socjalizm w nowo ukształtowanych warunkach neoliberalizmu i gospodarki rynkowej, ale także polskie prawodawstwo w zakresie planowania przestrzennego ułatwiające komercjalizację przestrzeni miast i wsi oraz zawłaszczanie przestrzeni publicznej w różnej formie. Celem niniejszego artykułu jest przedstawienie różnych sposobów pojmowania i znaczenia przestrzeni publicznych, mechanizmu kształtowania takich przestrzeni w Polsce, a także miejsca, jakie przestrzeń publiczna zajmuje na nowo budowanych osiedlach w strefie podmiejskiej Poznania.
Public space in Poland has seen advancing privatisation and fragmentation in the recent years. This is a highly undesirable development because of the functions that this space performs in the spatial structure of towns and villages, offering their residents a possibility to fulfil a variety of needs, primarily social, and thus affecting their quality of life. What favours those harmful processes is certainly Polish society’s wish to get over feasible socialism in the new conditions of neo-liberalism and a market economy, but also Polish physical planning legislation, which makes it easy to commercialise urban and rural space and to appropriate public space in a variety of manners. The article presents various ways of understanding public spaces, the mechanism shaping such spaces in Poland, and the place that public space is given on newly built housing estates in the Poznań suburban zone.

Budynek, budowla między innymi kojarzy się z bezpiecznym schronieniem. W dobie terroryzmu, kiedy to zamachy na budynki, zwłaszcza użyteczności publicznej, stały się sztandarowym narzędziem w rękach terrorystów, skojarzenie to ulega dewaluacji. Jednakże możliwe jest podjęcie działań w celu zabezpieczenia antyterrorystycznego budynków użyteczności publicznej aby ryzyko zaistnienia zamachu zostało zminimalizowane do akceptowalnego poziomu, a idące za tym utrudnienia do przyjęcia dla ludzi korzystających z budynków.
Building, construction brings to mind the idea of a safe shelter. In the age of terrorism, when attacks on buildings, especially public buildings this association has devalued. However, it is possible to take actions to secure public buildings against terrorist attacks and to minimize the risk of attack to an acceptable level.

Wzrostowi znaczenia partycypacji publicznej towarzyszy powstawanie nowych instrumentów gospodarowania przestrzenią. Jednym z nich jest budżet obywatelski, gdzie mieszkańcy mają możliwość zgłaszania oddolnych propozycji działań na rzecz dobra wspólnego społeczności miasta. Wdrożenie takiego narzędzia daje nowe możliwości na polu badawczym, dostarczając bezpośrednie dane dotyczące potrzeb mieszkańców w zakresie użytkowanej przez nich przestrzeni. Integracja nowych danych z istniejącymi metodami badawczymi daje możliwości analiz potrzeb mieszkańców w zakresie przestrzeni publicznych. W pracy przeprowadzono analizę danych dotyczących Wrocławskiego Budżetu Obywatelskiego z roku 2013. Wykonano badania terenowe zgodnie z metodą Gehla [2009] waloryzujące przestrzenie publiczne pod kątem ich wielofunkcyjności oraz dokonano mapowania zwycięskich projektów w celu identyfikacji koncentracji obszarów objętych wsparciem. Badania dowiodły przydatności nowego źródła danych oraz umożliwiły przeprowadzenie analiz przydatnych w projektowaniu nowych rozwiązań przestrzeni publicznych.

Architektura i sztuka to temat wręcz archetypiczny: architektura jako sztuka stosowana jest zapewne najstarszą i najtrwalszą ze sztuk. Zgodnie z klasyczną sekwencją civis, civitas, civilitas, architektura jest wyrazem cywilizacji tworzonej w miastach, których esencję stanowi życie publiczne wymagające przestrzennych ram. Ponieważ dyskusja o historii i znaczeniu sztuki kształtowania przestrzeni publicznej przekracza zakres tego artykułu, autorka postanowiła potraktować temat jako punkt wyjścia do rekapitulacji kilku przykładów polskiej architektury ostatnich lat – w aspekcie przestrzeni publicznych i służby życiu publicznemu. Inspiracją są tu dokonania Jana Gehla, prezentowane także w ramach Międzynarodowych Biennale Architektury w Krakowie. Ostatnia część odnosi się do najnowszych wydarzeń pandemii COVID-19, które narzuciły surowe ograniczenia dla życia w przestrzeni publicznej. Powstają pytania o konsekwencje tego nieoczekiwanego rozwoju wydarzeń dla architektury jako sztuki kształtowania.
Architecture and art: this is an archetypal issue, as architecture, as an applied art, is most likely the oldest and the most durable of all the arts. According to the classic sequence: civis, civitas, civilitas, architecture is an expression of civilisation, which takes place in cities whose essence is public life. Obviously, this life requires physical framework. Because a discussion of history and meaning of the art of shaping public space as such greatly exceeds the scope of this article, the authoress decided to treat the subject as a point of departure to an analysis of a few examples of Polish architecture of the recent years, in respect of public spaces and their service to public life. The achievements of Jan Gehl, which were also presented during the International Biennale of Architecture in Krakow, became an inspiration here. The last part of the essay refers to the newest events related to the COVID-19 pandemic situation. Draconic limitations were imposed on life in public space, posing several questions regarding the consequences of this situation for architecture as the art of shaping public spaces.

Sculpture has been with people for thousands of years. Its destiny, subject and scale have changed over the centuries. Public art, along with sculpture, began to appear in a new form (not only to commemorate important figures and events) only in the 1960s. This paper aims to answer what functions are currently performed by the sculptures located in a public space and how they are perceived by the inhabitants of the city.
Rzeźba towarzyszy ludyiom od tysięcy lat. Jej przeznaczenie, tematyka, skala zmieniały się na przestrzeni wieków. Sztuka publiczna – również rzeźba zaczyna pojawiać się w nowej formie (już nie tylko upamiętniającej ważne postaci i wydarzenia) dopiero w latach 60. ubiegłego wieku. Artykuł ma na celu odpowiedzieć jakie obecnie funkcje spełnia rzeźba ulokowana w przestrzeni publicznej oraz jak jest odbierana przez mieszkańców miasta.

Smart city model is one of the most well-known development models nowadays. It is characterized with holistic approach towards city growth and introducing ICT systems to facilitate, among others, management of the city and communication. Because of the ease of implementation of said ICT systems many municipalities choose to use them. In 2007 the European Smart City model for medium-sized cities in the European Union was created. The model presents guidelines in which the city should be developed to become 'smart'. Medium-sized European cities were evaluated using parameters and indicators in six categories. Consequently, in 2007, 2013 and 2014 rankings of the European Smart Cities were created. Scandinavian cities and Luxembourg were located on the top of the ranking. Among Danish cities of Aarhus, Aalborg and Odense found their place on the list. The most characteristic public spaces in Aarhus and Aalborg are located by the water. In Aarhus there are boulevards by the canal Aarhus Å, and currently constructed waterfront located in the old harbour (Dock 1 and 2). In Aalborg there is a multifunctional waterfront on the south bank of Limfjord. In this paper waterside public spaces of both cities are presented. Good design solutions are described and examined how they relate to smart city model. Danish waterfronts are examples of well-designed, multi-functional public spaces. They meet, among others, recommendations of ten activities gathered by the Project for Public Spaces. Those ten activities characterize well-designed spaces. Watersides projects of Aarhus and Aalborg may serve as an example for waterside solutions in Poland, especially now, when river banks in many cities are being re-integrated into the urban fabric.

In this paper I bring closer some of the aspects of my work, I show the approach to the space when working in public locations. The components of this approach are a careful observation of the environment, spending time with the locals, talking to them, taking into account the symbolic nature of the contents brought by the people. So I quote and comment some of the dialogues that happened between me and the passers by during a four week creative intervention in the city’s oldest street.
