This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

Opis:
Maritime passenger transport has a social and cohesive dimension. For islander’s maritime transport influence their quality of life since it is has a crucial role in connecting insular places with urban places by providing reliable maritime transport service. Service expected by the traveller in the port varies. In order to satisfy the user requirements maritime passenger ports have specific organizational, functional and administrative characteristics. In Croatia maritime passenger ports, according to their organizational aspect of business operations, are designed for passenger liner traffic, cruise traffic and nautical traffic. In this paper the main focus will be given to the organizational aspect of passenger liner ports, i.e. on the management of these ports. In the first part of the paper a short overview of the maritime passenger transport is given following the analysis on organisation and management of Croatian maritime passenger liner ports.

W niniejszym artykule przedstawiono sytuację transportu morskiego w Polsce na przestrzeni lat 2013-2015. Charakterystyce poddano cztery najważniejsze porty morskie w Gdańsku, Gdyni, Szczecinie i w Świnoujściu w zakresie, m.in. ilości przetransportowanych ładunków oraz ilości statków wpływających do nich. Wymieniono typy statków, które wykorzystywane są w Polsce do przewozów ładunków i pasażerów, podano ich wiek oraz przeznaczenie. Przedstawiono również dane dotyczące ilości przewiezionych ładunków i osób w krajach UE, które są najbardziej rozwinięte w zakresie żeglugi morskiej i porównano z sytuacją w Polsce.
This article described the situation of maritime transport in Poland over the years from 2013 to 2015. The description covered four most significant seaports, i.e. in Gdansk, Gdynia, Szczecin, and in Swinoujscie in respect of, among others, the share of freight transported and the number of ships entering the ports. Types of ships which are used in Poland for carrying freight and passengers were listed, and ships’ age and purpose were provided. The data on the share of freight and passengers carried in the EU countries which are the most developed in terms of sea transport were presented and compared to the situation in Poland.

W artykule dokonano analizy możliwości funkcjonowania Zespołu Portów Szczecin-Świnoujście jako regionalnego huba logistycznego. Położenie geograficzne tego zespołu portów predysponuje je do pełnienia funkcji wiodącego regionalnego węzła transportowego i centrum (huba) logistycznego. W Polsce od lat toczy się dyskusja, czy w cieniu takich portów jak Hamburg, Antwerpia, Rotterdam jest miejsce na rozwój zespołu portowego w Szczecinie i Świnoujściu. Dlatego podjęto próbę oceny szans rozwojowych i konkurencyjności Zespół Portowy Szczecin - Świnoujście przez pryzmat efektywności i bezpieczeństwa transportu.
The article analyzes the possibilities of functioning of the Szczecin-Świnoujście Ports Group as a regional logistics hub. The geographical location of this port team predisposes them to be the leading regional transport hub and logistics center. In Poland, for years, there has been a discussion whether in the shadow of such ports as Hamburg, Antwerp, Rotterdam there is a place for the development of the port complex in Szczecin and Świnoujście. Therefore, an attempt was made to assess the development opportunities and competitiveness of the Szczecin-Świnoujście Seaport through the prism of transport efficiency and safety.

Presented is the development of the city and the port of Koper in the Upper Adriatic and its role as a regional transport node. Koper is in fact a substitute port-city; it developed after the decline of Trieste in the post-WW2 period because of the needs of Slovenian economy within ideologically polarized Europe during the 1950s. Favourable economic connections between Slovenia and the wider hinterlands in Central Europe facilitated the development of this port into an important North Adriatic transport node, with over 20 million tons of cargo per year and specialization for transportation of cars, timber, containers and finer commodities.

The dynamic changes in the global economy has caused the rapid growth of transport needs. Outsourcing and off-shoring has increased the distance between the particular places where the production process is provided. Therefore, logistics has become more macro-scale than before. Maritime traffic is therefore the main transport mode served a global movements of goods. Such companies like Maersk, NYK or Hanjin are today a global transport players offering a wide scope of service. Proper functioning of maritime transport needs also a good developed system of seaports. Effectiveness and efficiency of global transport is depend on seaports infrastructure, equipment, staff and management. So, seaports has become a critical element of supply chains concept. In the following analysis, the relation between the main requirements of supply chain management (SCM) and contemporary practice of seaports management are investigated. The type of port management systems and its operation model will reflect on the possibility of implementation of SCM. In the last part of presented elaboration main pros and cons of particular solutions of port management are defined and indicated.

Since there is a tendency that new build vessels are increasing in size, dredging has become an important part of the development and maintenance strategy for ports serving the largest ships. The increase in the technical depth of vessels drives additional development of the entire port. However, the effectiveness of this type of project depends heavily on unrestricted traffic and uninterrupted operation of the terminal. This paper presents a modelling of various type of dredging activities in ports based on an existing work schedule. A tool used to queue work activities with a vacation was used in this effort. The methodology of creating a dredging time schedule in the port area depended mainly on disentangling interference caused by the ship traffic and dredgers trying to work at the same time.

In this study, an analysis of deep sea shipping (DSS) container services, calling at Italian ports, is carried out. A comparison with analogous sets of data collected in the years 2011 and 2014 has been performed. The most important Italian port system is the Ligurian one, which includes the main Italian port, Genoa, which is the main access gate to the Padan Plain, the most productive area of Italy. However, other ports are also important: the Ligurian port of La Spezia and the hub port of Gioia Tauro. The comparison, with 2011 and 2014 data, has shown that while the number of DSS departures, from Italian ports, did not increase, the dimensions of the ships, which call at Italian ports, increased relevantly: this is in line with the current trend in container ship gigantism.

This paper seeks to highlight the impact of the increasing container throughput in northern Adriatic ports on air quality. A comparative analysis of air quality is given, which consist of certain environmental parameters at selected measuring stations near the container terminals of the northern Adriatic ports Rijeka, Trieste, Koper, and Venice. The parameters were analyzed based on a limited amount of air quality monitoring data for the port areas. As the port transport sector increases pollutant emissions, the results of these analyzes can also be used to take appropriate measures to reduce these particulate matter emissions. The aim of this paper is to determine the impact of increasing the container throughput within the ports of the northern Adriatic Sea on air quality, based on certain environmental parameters related to the shipping or delivery of containers by road. The results of the research, based on available data, have shown that the increase in container throughput of the northern Adriatic ports has not decreased the air quality of urban areas of the respective port cities. The air quality value of the northern Adriatic ports is substantially below the limits set by the EU Air Quality Directive (2008/50), thus it does not affect the health of the inhabitants of the analyzed cities.

Seaports are a natural link between the land and sea transportation. Their development is a prerequisite in order to, among others, provide the capacity to trans-ship the growing number of goods. Sea transportation covers altogether 75 percent of the European external trade and 37 percent of the internal trade within the European union. In Poland, there are 33 active seaports, out of which six are big ports, while 27 are medium-sized and small seaports. Over the last years, however, only big ports observe a significant growth in the volume of the goods trans-shipped there, while the role of medium-sized and small ports has been diminishing. That is why the Supreme Audit Office took a decision to examine whether and how the maritime administration, the governors of regions and the entities that manage sea ports implemented the measures set forth in seaports development plans and strategies. In their article, the authors present the details of the audit findings.

The year 2022 was marked by economic risks with potentially very sensitive impacts for countries in the Black Sea region. Given the limited capacity of Ukrainian ports, as well as the sanctions imposed on Russia, due to ongoing conflict, it was necessary to identify new destinations capable of taking over the flow of goods that normally went to the countries involved in this conflict. In addition to the risks specific to maritime transport, the risk of armed conflict comes with new challenges that can also materialize in the form of environmental impact. To analyze this potential impact, the study is being focused mainly on the analysis of the pollution risk generated by the emissions caused by the vessels calling the container terminal CSCT, located in Constanța harbor, and the emissions generated by the vehicles moving in the terminal. As estimated from the start all levels of pollution have increased, with the level of CO2 increasing from 11072.7 tons in 2021 to 11915.7 tons in 2022. The NOx emissions have a similar trend, as well as the other emission level measured and calculated.
