In his comic Greetings from Serbia. A Journal in Comics Written During the Conflict in Serbia, Aleksander Zograf’s choice of form is associated with the periodical form of the diary in drawings kept by the author. By means of a series of episodes, Zograf shows selected fragments of daily life in Serbia: the realities of living in a country under sanctions, being bombed by NATO aircraft, and struggling with post-war chaos.A characteristic feature of the anthology Greetings from Serbia. A Journal in Comics Written During the Conflict in Serbia is – in the words of the author – “observation through fragments”. The poetics of the fragment, the autonomization of the individual elements that comprise the open composition, and the breaking up of the plot’s cohesion are all associated with the worldview that emerges from Zograf’s comics. The reality observed turns out to be chaotic, incoherent and irrational. It becomes impossible to fully embrace or provide any overarching sense to the events, and thus fictionalize and express them by means of a traditional narrative form. By choosing the form of the comic book, and abandoning a comprehensive, ordered point of view, the author attempts to describe the whole by means of fragments.

The Serbian Competition Act , which has been in force since November 2009, was amended in 2013 in order to improve the effective enforcement of competition rules by the Commission for Protection of Competition (hereinafter, the Commission or Competition Commission), and to further harmonise national regulations with the EU acquis in the area of protection of competition. The 2009 Competition Act (hereianfter, the Act), which introduced some modern competition protection concepts into the Serbian legal system, had certain deficiencies which hindered the practical application of the statute and, consequently, effective enforcement by the Commission. In addition to the existing provisions of the Act, the legislator introduced a novelty that will, beyond any doubt, produce considerable effects on the Commission's actions in deciding on competition infringement cases. The novelty concerns the introduction of the so-called commitment procedure, which allows the Commission to close a competition infringement case by accepting commitments offered by the undertakings concerned, without establishing whether there has been an infringement. The instrument has turned out to be exceptionally effective in closing proceedings before the competition authorities of the EU and the Member States.

As one of the countries of former Yugoslavia, it benefitted from the process of European integration, yet compared to neighbouring Western Balkan countries it is at an early stage of stabilisation and association process. The paper points to the main problems that Kosovo is facing, both at the internal and external level, in the face of the accession process and future membership in the European Union.

Opis:
A systematic indoor radon survey in elementary schools of Serbia is underway since 2008. Its current first phase covers all elementary schools in predominantly rural communities of Southern Serbia. The design of the survey, its implementation and the current state of its realization is shortly described. Part of this paper is devoted to discussion of the question if this survey could produce results representative also of the radon concentration in dwellings and of radon exposure of the general population, discussing some statistical aspects of representativity which arose during the work, namely, if the implementation leads to an unbiased estimate of the targeted quantities.

While reflecting on this issue, I would like to note the important role of the disintegration of language known as Serbo-Croatian or Croatian-Serbian. During the existence of federal Yugoslavian state (from May 1945 to spring 1990), the language "was an instrument of policy, which seeks to create a unified society of internationalist socialist consciousness, rather than ethnic one”. Along with the change of the political situation, a common language ceased to exist, and its place has been taken by three separate national languages: Croatian, Serbian and Bosnian. However, in the case of identity issues, the notions of identity and humanidentification should be clarified as well as terms of bratstva and jedinstva (“brotherhood and unity”). Multidimensional issues of the identity and ethnic individuality of the only Slavic Muslim nation are proving the old thesis that mythical production is determined by the political reality. Patriotic consolidation, known well from Polish history of the twentieth century, is clearly based on the sequence rooted in the archetypes of freedom, equality, paradise lost, in the golden age of story, in which a man wishing to devote his existence to a great cause, sincerely believes. This phenomenon has permeated the Balkans that were facing an armed conflict. In their anachronistic view, the power of the state was determined by the size of its territory. Their fight to broaden the borders of the homeland as much possible, was supported by a solid ideological foundation. Bosnians became the subject of many myths, but, by Serbs and Croats, they were simultaneously regarded as a segment of their nation. Both in Belgrade and Zagreb, a romantic plot to create a mega nation - the great family gathering all potential members, conscious or not of his/hers Serbian or Croatian affiliation - would have to result in further proliferation of arguments proving affiliation ofneighboring peoples.

The People’s Republic of China, along with the United States, the European Union, and the Russian Federation, is one of the four powers seeking to increase and maintain its influence in the Republic of Serbia. Since the decision was made in 2016 to establish a bilateral strategic partnership, political and economic cooperation between Serbia and China has been steadily strengthening. This article outlines the scope and basis of the political partnership and the most significant joint investments of the two countries, which, as a result, allows for an answer to be provided to the following research question: What are the benefits and risks for the Republic of Serbia from its strategic partnership with the People’s Republic of China? Thanks to the descriptive and exploratory values of this text, it is possible to conclude that strategic cooperation between Serbia and China contributes to the growth of Serbia’s economic potential and is reflected in the dynamics of the Republic of Serbia’s political relations with the European Union.

The authors use data obtained through empirical study of the relationship between different types of religiosity and militarist political culture. The three concepts of religiosity are: religious belief, attitude to religious confession, and personalised religiosity. Given the content of each dimension, religious belief and attitude to religious confession can be defined as forms of classical religiosity, while personalised religiosity could be defined as secular religiosity. The aim of the paper is to investigate the relationship between the religiosity of citizens in Serbia and the country’s militarist political culture. Secondary data analysis of the European Value Study (EVS) was used. The highest degree of support for the militaristic form of political culture is contained within the secular form of religiosity – personalised religiosity (which can be varied, from belief in objects to para-religious and religious beliefs). This connection stems from the need to find security.

The article deals with the relation between films and the concept of the national identity. These issues are discussed on the example of Serbian cinema in the 1990s. Using Anthony Smith’s approach to the visual representation of national identity, the ways in which films in Serbia construct national identity is discussed. After that, several films are analyzed that critically question the concept of nationalism. This analysis demonstrates how ideology, in this particular case, nationalistic ideology, at the semantic level can be related to films, one of the most influential segments of popular culture.

Serbian aspirations towards European structures. The situation of national minorities and ethnic minorities in the Autonomous Province of Vojvodina with particular emphasis on the educational system Autonomous Province of Vojvodina (APV) is an area in the northern part of the Republic of Serbia. This region is inhabited by over 26 national and ethnic minorities, making it the most diverse ethnically area throughout Serbia. On the basis of the Constitution and special statutes in APV the following languages have official status: Serbian, Hungarian, Slovak, Croatian, Romanian and Ruthenian. In addition, this area is the most economically developed throughout the country. Vojvodina is an example of a well-functioning multi‑ethnic communities living in one territory, which in some regions of the Balkans remains an open problem. Therefore government in Belgrade tries to keep the European image of this autonomy to such an extent, that cyclically there appears information about the possibility of obtaining of the total independence of this territory and the separation from the Republic of Serbia. Paradoxically, such speculations can lead to the destabilization in other regions of Serbia. They did not obtain such a level of autonomy and mentioned speculations inspire some minorities into actions in order to get the certain independence (for example Boshniaks from Sandjak in western Serbia). The central authorities are aware of this fact and try to keep the control over all regions of the country that often can lead to ethnic conflicts. That raises the following question: to what extend wide autonomy of the Vojvodina is true and in corresponding to the constitutional policy, what fields of the life does this autonomy include.

Memory in action – Performative practices in a dispute about the past: Serbia and Croatia at the turn of the 20th and 21st centuryThe article is an attempt to combine in one reflection the elements of two directions of critical thinking: discursive and performative. The starting point of the analysis is the assumption (derived from beliefs common in pre-performative times) that every space (including a city’s territory) can be treated as a text. This means that both static artifacts and activities in a given space communicate a certain message and can be seen as signs or symbols that refer to something outside of them. Our reflection focuses on practices in which the performative potential is fully revealed and which can be interpreted as a kind of rebellion against the present reality and official policies of memory. The analyzed activities are understood here as symbolic and cultural practices and aim to introduce changes on several levels: to change the historical consciousness of community members; to affect the nuances and expansion of national memory (in this case Serbian or Croatian); to modify the nature of memory. We are interested in interventions that are usually undertaken by persons or groups located on the outskirts of the system of power. Pamięć w działaniu – praktyki performatywne w sporze o przeszłość. Serbia i Chorwacja na przełomie XX i XXI wiekuArtykuł stanowi próbę połączenia we wspólnej refleksji elementów dwóch kierunków myślenia krytycznego: dyskursywnego i performatywnego. Punktem wyjścia rozważań jest wywodzące się z przekonań patronujących czasom przedperformatywnym założenie, że każdą przestrzeń (w tym terytorium miasta) można traktować jako tekst. Oznacza to, że zarówno statyczne artefakty, jak i odbywające się w przestrzeni aktywne działania komunikują pewien przekaz i można je rozpatrywać jako znaki bądź symbole odsyłające do czegoś, co jest poza nimi. Nasza refleksja koncentruje się na praktykach, w których z całą mocą ujawnia się potencjał performatywny i które można odczytywać jako rodzaj buntu wobec zastanej rzeczywistości i obowiązujących polityk pamięci. Analizowane działania rozumiane są tutaj jako praktyki symboliczno-kulturowe, które stawiają sobie za cel wprowadzenie przekształceń na kilku poziomach: zmianę świadomości historycznej członków społeczności; wpłynięcie na zniuansowanie i poszerzenie pamięci narodowej (w tym wypadku serbskiej czy chorwackiej); modyfikację charakteru pamięci. Interesują nas interwencje podejmowane zwykle przez osoby bądź grupy sytuujące się na obrzeżach systemu władzy.

Minęło już prawie dziesięć od kiedy w haskim więzieniu znaleziono ciało zmarłego Slobodana Miloševicia. Przed Trybunałem odpowiadał za dopuszczenie się ponad sześćdziesięciu przestępstw, w tym ludobójstwa i zbrodni przeciwko ludzkości. Do dzisiaj istnieje on w pamięci ludzi jako jeden z najsilniejszych serbskich polityków. Natomiast rzadko wspomina się o jego działalności jako bankowca. Celem niniejszego artykułu jest przeanalizowanie oraz porównanie dwóch wizerunków S. Miloševicia, zanim zaczął on pełnić najważniejsze funkcje w państwie jugosłowiańskim.

The main objective of this paper is to find good solutions for the development of public- -private partnership in function of constituting frames for long-term sustainable reindustrialization of Serbia. The main hypothesis of this paper is that the implementation of each specific project of development of public-private partnership must be derived from the concept of developing a good business environment for the export business in accordance with the specific regional, subregional and local resources and specific capabilities to their development and assuring in future. In this context, the paper is divided into three parts. In the first part, the emphasis is on determining the basic settings (determinants) on which should build the specific models of publicprivate partnership in realization of regional strategies of reindustrialization in accordance with the basic concepts of theory and practice of endogenous development. The second part deals with the problems and controversies regarding the role of public-private partnership in the implementation of revitalization strategies of inherited industrial districts and industrial centers in the function of territorial cohesion development. In the third part of the paper, the focus is on determining the regional frame for intensification of the mechanism of public-private partnerships as a basis for building a new model of public management and private sector management in function to increase the effectiveness of regional and local industrial policies.
Głównym celem opracowania jest poszukiwanie właściwych rozwiązań dla rozwoju partnerstwa publiczno-prywatnego, które realizuje funkcje tworzenia ram dla długoterminowej reindustrializacji Serbii. Podstawową hipotezą badawczą jest stwierdzenie, że wprowadzenie poszczególnych projektów rozwoju partnerstwa publiczno-prywatnego musi bazować na koncepcji rozwoju korzystnego środowiska biznesowego dla eksportu, zgodnie ze specyficznymi regionalnymi, subregionalnymi i lokalnymi zasobami oraz możliwościami ich rozwoju i zapewnienia w przyszłości. W tym kontekście, opracowanie zostało podzielone na trzy części. W pierwszej nacisk położono na określenie podstawowych warunków (determinant), na których powinny być budowane poszczególne modele partnerstwa publiczno-prywatnego dla realizacji regionalnych strategii reindustrializacji zgodnych z podstawowymi koncepcjami teoretycznymi i praktyką rozwoju endogenicznego. Część druga dotyczy problemów i kontrowersji wokół roli partnerstwa publiczno-prywatnego we wprowadzaniu strategii rewitalizacji dystryktów przemysłowych i centrów przemysłowych dla realizacji funkcji budowania spójności terytorialnej. W części trzeciej opracowania skoncentrowano się na determinantach ram regionalnych dla intensyfikacji mechanizmów partnerstwa publiczno-prywatnego jako podstawie budowy nowego modelu zarządzania publicznego i zarządzania w sektorze prywatnym dla zwiększenia efektywności regionalnych i lokalnych polityk przemysłowych.

This article shows Serbia’s road to the European Union, mainly Serbian’s problems. First problem was a cooperation with International Criminal Tribunal for the former Yugoslavia with was solved in 2011 and Serbia meantime could ratify the Stabilisation and Association Agreement and put forward an official proposal of membership in the European Union. Second and the biggest problem is now relations with Kosovo. In 2011 mostly under European Union’s infl uence Serbia had started negotiations with Kosovo but meantime did not agree with its indpendence. However the progress in cooperation with Kosovo made possible to start negotiations with the European Union and ratification of Agreement and now open two negotiation’s chapters. Currently government with a strong Serbian society support wants cooperate with the European Union because in this they see correct way of Serbia’s transformation. Serbian prime minister Aleksandar Vučić is planning to fi nish all negotiations by end of 2018 and become a member in 2020.

As a part of a larger research within the Horizon 2020 project Closing the Gap Between Formal and Informal Institutions in the Balkans, 38 semi-structured interviews with citizens of Serbia have been conducted in the period  July – October 2017. These comprise the database used for analysis of “narratives of informality” – stories of how the research participants legitimize (or rationalize) informal practices (using connections and acquaintances to “get things done”, giving/receiving bribe, exchange of favors, etc.), supplemented by the analysis of participants’ attitudes towards informal practices, particularly when using them themselves. An insight into the respondents’ ideas of informality was gained through describing and understanding doxa – beliefs of an individual as “a quasi-perfect correspondence between the objective order and the subjective principles of organization (with which) the natural and social world appear as self-evident” (Bourdieu) or senso comune (Gramsci) – “naturalized”, unreflected, practical knowledge taking the form of self-explanatory content of common sense, that which is taken for granted, what “everybody knows“, the knowledge of the world that is undisputed – “just the way it is”, the domain of indefinite beliefs and incoherent views of the world, the knowledge which “legitimizes with the absence of legitimizing”. The assumption is that the “quality” of doxa, in the sense of its positive or negative orientation, has a large impact on the possibility of changes in formal practices and procedures – in some cases serving as a stimulus for change, and as an obstacle to changes in others – situations in which the new/imported rules remain “empty shells” with little influence in social life.
