Opis:
After the recent financial crisis, a debate on the fundamental categories and mechanisms of market economy in a capitalist system and the role of the State in it has intensified. In Poland, this debate became even more significant after certain government documents (the Plan, followed by the Strategy of Responsible Development, commonly termed Morawiecki’s Plan and Strategy)had been publicised. The view of the role played by the State in the economy is one of the main determinants that divides the science of economy into different schools, and constitutes the grounds upon which different economic doctrines emerge. The ongoing debate on the mechanisms of the functioning of economy in Poland and worldwide has been examined in the context of the historical dispute regarding the role of the State in market economy.
Po ostatnim kryzysie finansowym nasiliła się debata o podstawowych kategoriach i mechanizmach gospodarki rynkowej w realiach ustrojowych kapitalizmu, a w tym o roli państwa. W Polsce dyskusja o roli państwa w gospodarce nabrała dodatkowego znaczenia i wymiaru wraz z upublicznieniem dokumentów rządowych, najpierw w postaci Planu, a następnie Strategii na rzecz Odpowiedzialnego Rozwoju (popularnie określanych mianem Planu i Strategii Morawieckiego). Spojrzenie na rolę państwa w gospodarce jest jednym z głównych wyznaczników podziału ekonomii na szkoły i kierunki oraz podstawą wyodrębniania różnych doktryn ekonomicznych. W artykule podjęto próbę spojrzenia zarówno na współczesną polską, jak i światową debatę o mechanizmach funkcjonowania gospodarki w kontekście historycznego sporu o rolę państwa w gospodarce rynkowej.

The aim of this paper is to sum up the most recent results of a survey carried out to analyse the role which the system of taxation played in subsequent phases of the financial crisis that started in 2008. As can be seen from the obtained data that role has been substantially changing: (1) prior to the crisis the tax incentives that the system made available to business entities gave rise to even greater economic imbalance which later became one of the elements that laid the basis for the crisis; (2) when the crisis started, the stabilisation role of the taxation system prevailed and operated through the working of so called automatic stabilisers as well as through discretionary changes of tax burdens; and (3) currently, the taxation system is being modified to support the process of fiscal consolidation expected to be implemented in the coming years in the economies of developed and some developing countries.
Celem niniejszego artykułu jest podsumowanie najnowszych wyników badań analizujących rolę systemu podatkowego w kolejnych fazach kryzysu zapoczątkowanego w 2008 r. Przeprowadzona w opracowaniu analiza wskazuje, że jego rola ulegała istotnym zmianom: 1) przed wybuchem kryzysu stwarzał bodźce do takich zachowań podmiotów gospodarczych, które przyczyniały się do narastania nierównowagi leżącej u podstaw kryzysu; 2) po jego wybuchu wzrosło znaczenie stabilizacyjne systemu podatkowego: zarówno w obszarze oddziaływania tak zwanych automatycznych stabilizatorów, jak i dyskrecjonalnych zmian obciążeń podatkowych; 3) obecnie zmiany systemu podatkowego zmierzają w kierunku wsparcia procesu konsolidacji fiskalnej oczekiwanej w najbliższych latach w wielu gospodarkach rozwiniętych i w części krajów rozwijających się.

In his tale entitled The Nameless City, Howard Phillips Lovecraft includes unspecified «paragraphs from the apocryphal nightmares of Damascius» among the «fragments» of the «cherished treasury of daemoniac lore» of the protagonist In the present essay, I suggest that there is a connection between this unusual reference and a note in the writer’s Commonplace Book, which refers to the notice by Photius (Bibl. cod. 130) on a lost work by Damascius that nowdays is generally referred to as Paradoxa and assumed to consist of a variegated collection of extraordinary stories and facts. I, therefore, delineate a general presentation of the testimony by the Byzantine Patriarch (very probably only indirectly known to Lovecraft), upon which I attempt to bring into focus the motivations that led the Providence to make the writer insert the name of Damascius in the fantastic plot of his story.

Linda Hutcheon, one of the foremost Canadian critics of the day, in her famous work The Politics of Postmodernism, seems to find herself initially in a dilemma. She attempts an elucidation of what postmodernism is and what it is not, recognizing its both positive and negative dimensions. The present paper focuses on the literary culture in Canada, and the manifestation of postmodernist traces therein, with a special reading of Hutcheon’s The Politics of Postmodernism.

The article deals with the most significant changes the authors introduced in order to adapt the Shakespearean play to operatic requirements, e.g. reducing the number of characters, ascribing new parts to some of the characters remaining or balancing female and male voices on stage. An analysis is made here also of the flow of time inscribed in the libretto and the significance of the scene when the messenger comes to the Princess, saying that the King of France is dead. Their symbolism is interpreted with the additional contexts that were provided by W.H. Auden’s lecture on Love’s Labour’s Lost, which are: court love, court manners, euphuism and the Platonic philosophy and its continuations. This philosophical context allowed both poets to read the play as a process of gaining knowledge of life and feelings which the King of Navarre and his courtiers had declared to study in their academy, but never succeeded.

The article is an attempt to describe three biographical motifs of H. Keller, referring to aesthetic experiences (R. Ingarden) caused by various experiences: tactile in contact with sculpture, haptic in contact with music, and literary. The starting point to consider, however, is the category of humanity in the sense of M.S. Archer. The reflexivity characteristic of humanity, combined with the aesthetic experience, makes the themes describe the non-aesthetic experiences of H. Keller. In the analysis, the author used H. Keller’s correspondence, her works, biographical sources, photographs and video recordings.

American foreign policy towards Egypt during almost three decades of Mubarak’s career as first vice-president, and later president of Egypt. The material underlines the impact of Mubarak’s personality, career and political style on the overall shape of American cooperation with Egypt. Egypt is described as an inherent element of the American foreign policy-making processes. Its most notable role is that of a mediator and facilitator in the Arab-Israeli conflict – in fact, Mubarak at times ventured his country’s position in the Middle East and North Africa (MENA) region to conduct and support peace talks, much to the US approval. In return, Egypt could count on considerable financial aid to maintain its already commendable military might, and develop civic structures. Mubarak’s power was always associated with his status as metaphorical ‘eyes and ears’ of Egyptian army – a position that brought the Egyptian president considerably appreciation on the American part. Mubarak is shown as a leader whose rein relied on cold calculation, pre-planning, unwillingness to improvise and act quickly, and ‘controlled’ risk taking.

The paper present non-instrumentalist view of technology derived by the work of M. Heidegger, G. Agamben and H. Arendt. This non-utilitarian aspect of technology is used to explain the social meaning of flint working in prehistory. The changes of flint technology related with so-called ‘tool technological revolution’ observed in Neolithic indicate radical shift in social significance of technology. During this period the dichotomous division of work and labor (described by H. Arendt) appear.

Celem artykułu jest próba ukazania antyklimatycznej retoryki Donalda Trumpa jako postprawdy politycznej, dla której fakty w kształtowaniu opinii społecznej posiadają mniejsze znaczenie niż odwoływanie się do emocji i osobistych przekonań. Poglądy Trumpa na temat „globalnego ocieplenia”, funkcjonujące szczególnie w ich medialnej popularyzacji, mają istotny związek zachodzący między produkcją i dystrybucją dyskursu politycznego amerykańskiego prezydenta a sposobem sprawowania przez niego władzy. Podstawą podjętych rozważań była wypracowana na gruncie krytycznej analizy dyskursu perspektywa badawcza.
The aim of the article is to present Donald Trump’s climate denialism as an example of political post-truth, where the facts are of less importance than referring to emotions and personal convictions. Trump’s convictions on ‘global warming’, particularly in their media popularization, played a key role in the production and distribution of political discourse by the former American president and the way he expressed his power. The research perspective is essentially developed on the basis of critical discourse analysis.

The aim of this paper is to investigate the relation between exports and economic performance, and the extent of state ownership in the largest non-financial enterprises in Poland in 2011–2015. We address the following research questions: (i) What is the share of export companies in the group of the largest non-financial enterprises in Poland in terms of ownership structure (stateowned and privately-owned companies) and sectors? (ii) Are there differences in the economic performance of exporting companies compared to their non-exporting counterparts? Among the largest exporters, state-owned companies and companies from the manufacturing and mining sectors still dominate. Exporting state-owned enterprises have higher productivity than non-exporters, which could be caused by their dominant position on the domestic oligopolistic market. Exporting private-owned companies performed better in the case of ROA and ROE than exporting SOEs. This could be explained by the fact that private companies have a higher efficiency of property management and are expected to pay dividends by their shareholders.

In the article one adopt the assume that the communication has the social dimension and is related to human being. One can define it only after the definition of human being. The question: what communication do one need? is closely connected with the results of anthropologic- philosophical researches. The homo-theories of today are much one-sided, first of all they alien the man from his natural and social environment (for instance the symbolism). We propose the definition of man plaited in the environment and we call him homo universus. Helpful is here the romantic and neoromantic philosophy, especially its theory of language and communication.

W artykule pt. „Podmioty legitymowane do wniesienia powództwa o uchylenie wadliwej uchwały zgromadzenia spółki kapitałowej” autorzy podejmują się charakterystyki podmiotów, którym ustawodawca przyznał prawo do wytoczenia powództwa o uchylenie uchwał zgromadzeń spółek kapitałowych. Zagadnienie to wywołuje liczne problemy praktyczne w funkcjonowaniu spółek, co wynika z wielu ograniczeń, jakie kodeks spółek handlowych przewiduje w tym zakresie oraz dotkliwości sankcji związanej z wytoczeniem powództwa, o którym mowa w art. 249 i 422 k.s.h. Autorzy podejmują się rozstrzygnięcia tych problemów. Przede wszystkim omówiony zostaje sposób podjęcia uchwały o zaskarżeniu uchwały przez organ spółki oraz możliwość wytoczenia przedmiotowego powództwa przez poszczególnych jego członków. Niniejsze zagadnienie rozważone zostaje nie tylko w charakterze uprawnienia ale także obowiązku i odpowiedzialności piastunów spółki za działania lub zaniechania ze szkodą na rzecz spółki. Postawione zostaje także pytanie czy członek organu może zaskarżyć uchwałę, która odwołuje go z zajmowanego stanowiska. Ponadto, omówione zostają także poszczególne przypadki, w których legitymowanymi do wytoczenia powództwa z art. 249 i 422 k.s.h. są poszczególni wspólnicy (akcjonariusze) spółki oraz inne podmioty, którym uprawnienie to przysługuje z mocy przepisów szczególnych. Całość rozważań ściśle oscyluje wokół praktycznych problemów pojawiających się funkcjonowaniu spółki.
In the article under the title: “Entities authorized to bring an action for the annulment of a defective resolution of the general meeting of the company” the authors characterize the entities to whom the legislature has granted the right to bring an action for the annulment of the resolutions of the general meeting of the companies. This issue causes many practical problems in the functioning of companies which are the result of many restrictions stipulated in the commercial companies code, as well as the severity of penalties related to the claim provided in the art. 249 and 422 of the Commercial Companies Code. The authors try to solve these problems, among others, they present the way of adopting resolution on challenging a resolution by the company's body and the possibility of bringing an action by its particular members. The matter in question is discussed not only as a right but also as an obligation of the members of the company concerning the actions or nonfeasance being to the detriment of the company. The question is raised whether a board member can legally challenge a resolution dismissing him from the position held. Moreover, the authors present particular cases where the persons entitled to bring an action, pursuant to art. 249 and 422 of the Commercial Companies Code, are individual members (shareholders) of the company and other entities to whom such a right is granted on the basis of special regulations. All the discussed issues are considered in the view of practical problems arising in the functioning of a company.

A jeśli tak, to w jakim stopniu i jak przełamywać to, co wydaje się „naturalne”, bo powszechne, często niezauważalne, ukrywane za wzniosłymi hasłami, ideami. Według autorki artykułu bez tej etycznej refleksji i uruchomienia podejrzeń wobec naszych dobrych intencji, każda próba budowania wspólnoty opartej na innych zasadach (tj. na zasadach otwartości, tolerancji) będzie mieć charakter pozorowany.
The paper uses a passage from Stefan Chwin’s novel Srebrzysko and a painting by H. Bosch Niesienie krzyża in order to indicate negative and powerful sources of community (also patriotic) and problems they generate. The texts are provocative in order to generate questions about hatred as a basic power that unites the society. If so, to what extent and how to undermine what seems “natural” in its usual invisibility, hidden under noble slogans and ideas. According to the author of this paper, without this ethical reflection and suspicions about our good intentions, every attempt to construct a community based on other rules (such as open-mindedness, tolerance) will have an unreal character.
