Innovation seen as the development of new methods, tools, new approaches and improvement of the existing processes is generally synonymous with “young” and modern companies. Hardly anyone would expect after 100 years of a company’s existence that it is able to continually meet the highest standards of business and compete on the international market, especially in terms of innovation. An example of such a company is International Business Machines (IBM). The company was founded in 1911 and initially dealt with the production of various equipment: weights, meat slicers, or data storage media, such as punch cards and machines for them. The latter have become over time the most important activity of the corporation. At the turn of the 1960s, IBM introduced hard disk drives, developed the world’s first storage, and introduced to customers the software language Fortran, which is still in use. In 1969, IBM computers were used by NASA during the first man on the moon mission. In 1981, the company created the first personal computer IBM 5150 PC, which the weekly magazine “Time” dubbed “machine of the year”. Thanks to its innovations, regardless of the era, IBM has always been ahead of the reality in which it is located. Today IBM announced that in 2019 it will have a supercomputer, which should come close to matching the power of the human brain. At the moment, BlueGene already copies 4.5% of human brain activity. The activities of such a powerful company are not only associated with market developments. In the 1990s, the company began to focus on new market areas, in particular services. In November this year, IBM introduced the five innovations that over the next five years would significantly improve the quality of life of urban citizens around the world, as well as reduce potential hazards. Therefore, the vision of the company seems to be right – our customer’s success, innovation for us and the world. The purpose of this paper is to present innovative solutions implemented by IBM in terms of technology and services.

A lasting success of business activities regardless of their location, nature, size and industry isnow dependent on the degree of innovation. Innovation is a way for modern enterprises to survive in thechanging market, and a response to customer needs, including their formation, but also seeking waysto develop the internal businesses, particularly in its organization and ideas. Innovation today cannotbe limited to the creation of new technological solutions, and then their implementation into industrialproduction. A particular kind of a modern business model, which has been recently developing inPoland and which is an example of an innovative organization in many fields, is the franchise, the focusof this article.In the article, the principles of operation and the current state of development of franchise networksin Poland is explained, and then the innovative features of franchise business in general, resultingfrom franchise agreements, are analyzed. In the final part of the article, examples of innovations arepresented: technological, market and organizational innovations, used in various franchise industries.In the article, the author also pays attention to the unique character of the franchise system, basedon assistance and transfer of know-how to its franchisees by the entrepreneur, which reduces therisk arising from the start-up of new economic activity, and affects the fast and multi-dimensionaldevelopment of franchise networks.

The paper relates to factors determining regional competitiveness in Poland, Czech Republic, Hungary and Slovakia – the new EU Member States and the Visegrad Group States. In terms of economy, there have been both similarities and wide disparities between these countries. Similarities are due to the socialist economy, which shaped their economic and social systems for several decades. Differences are caused, among others, by cultural factors underlying economic development, administrative and institutional arrangements underpinned by different legal systems, and dissimilar spatial structures. The empirical analysis focuses on innovation as a very important determinant of regional competitiveness because of its substantial impact on productivity. Data basically originate from two different sources: Eurostat Regional Statistics and OECD Regional Database. To avoid generalisations across various types of regions, and using the regional data for the years 1999–2008, I try to indicate regions defined as knowledge hubs. In those regions innovation should have stronger impact on competitiveness than in other regions. The results for the Visegrad Group show an increasing dispersion of regional GDP at NUTS 2, faster development of capital city regions and other big agglomerations, and diversity of regional innovativeness. There is a correlation between innovation indicators (R&D expenditures and patent applications to EPO) and the growth of regional GDP per capita.

This paper presents the current innovative position of Poland against the background of other EU countries. The evaluation is based on direct and indirect indicators of the current situation of Polish economy. It provides answers to a number of questions, such as: is Poland investing enough in research? Is Poland becoming a more attractive place to invest in research? Is Poland progressing towards the European Research Area and making its research system more competitive? The figures are not optimistic. In the last ten years, R&D investment in Poland has increased only by 0,04% in real terms to 0,67% GDP in 2009. At the same time, R&D intensity in Finland, Sweden and Denmark has increased considerably.

The article presents diversity in innovation in the European states as an aspect of the development of the information society. In accordance with the undertaken research, innovations occupy a specific position among all the factors conditioning the development of the information society. Not only do they dictate the rate and the directions of the economic development, but to a significant degree they influence the forms and the structure of the international cooperation. As a result, innovations constitute this element which in fact determines the international competitiveness of both individual industries and entire economies. The agglomeration of the European states according to their Summary Innovation Index (SII) structure has revealed a clear distinction between the studied elements. They fall into two categories, which are related to an overall level of the socio-economic development as well as significant stages of the development of the European Union. The first group consists mainly of the states of the EU15 and non-member states, while the second group comprises of the EU2004, EU2007 and the candidate states. Considering the mean values of the SII elements, the largest distance between the two groups was revealed between the input of the intellectual property (IP) and the knowledge creation (KC) into innovation of the states, while the smallest distance was revealed in the areas of the I&E and the application.

Innovation has been a buzz-word in social and economic sciences for over two decades. Nevertheless, the concept of the innovation is one of the most debatable. There are many attempts to create new and better indicators of innovativeness. One of the most known is the European Innovation Scoreboard (EIS), developed by the European Commission and based on the Oslo Manual methodology. The innovation indicators which are used in EIS are assigned to five dimensions and grouped in two main themes: inputs and outputs. Due to the problem of data source, it is hard to analyze output indicators in Poland, especially for cities. It is easier to collect data for the input indicator, which can be called innovation potential. This article presents the aggregate indicator of innovation potential (for years 2000, 2004, 2008) in the biggest cities in Poland, based on five indicators. The analysis shows, apart from interesting changes in the ranking of cities, that the gap between metropolises and other cities is growing.

Changes in the management of the public administration are taking place in a very turbulent manner. The initial solutions for building a quality culture of the public organizations are supported by implementation of systems designed to combat corruption. Code of ethics for public officials and employees is getting better understood and the public officials themselves tend to constitute new ethics rules now. Additionally they have started to organize activities in order to eliminate unethical behavior. These innovative solutions of a spatial character are covering the entire country. This paper presents ethical problems, which cannot be solved by using only law regulations. It also presents an analysis of the implemented innovative measures like standards in public life, declarations on ethic, codes of ethics and ethics audits. These measures also include system solutions complaint with quality requirements.The most innovative solutions in the form of System of Counteracting Corruption Threats (System Przeciwdziałania Zagrożeniom Korupcyjnym), which contains 27 requirements, are well implemented in the public institutions because they have the same structure as the requirements of ISO 9001.

Travelling, both in a history of the world and or even more in the present times, is far from commonly accepted ways to do leisure activities. Tourism has evolved from the traditional “3 x S” (Sea, Sun, Sand) to “3 x E” (Entertainment, Excitement, Education). Desire to enjoy new experiences, feel unique emotions and take certain actions, it is what prevails now. A relatively new form of tourism - dark tourism, provides such an opportunity. Traveling through trails of disasters, accidents, visiting places associated with calamities and death are the best examples of such tourism. The tourism market, which is represented by, among others, the mass media, provides all sorts of information to potential tourists. Natural curiosity and desire to explore the world drives people to see a phenomenon, which is in the centre of attention of everyone. Some travel agencies are introducing innovative tourism products associated with it and by means of that they become more competitive on the tourist market. Yet the question remains whether such trips are a great idea or perhaps they are immoral. On one hand they educate and sensitize people to the plight of others, but on the other hand the human misery is becoming a sort of tourist attraction, therefore one should consider the existence and creation of such innovative offers.

The world development is characterized by blurring the division between science and economy. As a result, industrial development based on a growing dependency on knowledge and information has accelerated. In turn, due to the development of the knowledge-based economy, the importance of the so-called intellectual property laws is also on the increase. Protection of these laws not only constitutes one of the main branches of the market, but also remains a transaction object. This way cooperation between science and industry finds its realization. In this article, an attempt is made at showing how innovation influences flexibility in economy and inversely. In modern economy, flexibility is a necessity because it signifies that firms or companies are capable of changes. The changes are forced by changeable market conditions and firms or companies which want to compete with others must create a sort of an early warning system, and favourable conditions for quick changes. The enterprise must be capable of reaction. Innovations are very helpful tools, which effectively assist flexibility.The Author attempts to interpret the concept of flexibility and portrays the numerous contexts of this phenomenon. The meaning of flexibility is explained after Richard Sennett, who distinguishes three components: flexibility as a new style of power, which leads to creating institutions from the start, flexibility in specialization of production, and concentration of power without its centralization. For the present discussion, the most important are the social consequences of flexibility as a postulate of modern economy, and these are described in the article.

Nowadays, the overriding aim of each enterprise is to satisfy consumers’ needs and to generate profits. The interest in the Polish eastern border cities is rooted in the desire to trace their socio-economic and urban development conditions of a specific, peripheral location within the provinces which are facing many problems. The general study covers four eastern Polish provinces; detailed investigations were carried out in 28 border cities located within those areas. It seems interesting to examine the involvement of the local authorities and citizens in different types of initiatives that encourage internal development. For this reason, the main objective of this study was to investigate selected aspects of endogenous activities and consider whether one can allocate them as an innovation, and whether they can condition the local success or stagnation. Analysis of the activity of the local authorities was based on urban development strategies and EU structural funds. Analysis of the activity of the local community was based on: the professional, scientific and technical activities; local newspapers, publishers and editors; and foundations and community organizations. Endogenous activity in the border cities could step up their development especially if associated with innovation activities. Unfortunately, large part of these cities is not developed in an active way, neither by residents nor local authorities.

The paper focuses on the financial situation of local government units in Poland in 2005–2010. It presents the results of operational issues relating to local government, based on the implementation of budgets and structures relating to: income, expenditure, main investment expenditure, debt, and budget deficit. Analysis was conducted for all levels of local government (commune – gmina, district – powiat, province/voivodship – województwo) and its various types (urban commune, urban-rural commune and rural commune, county and town with the rights of a county).
