The paper is dedicated to the Knowledge Management Information Systems (KMIS) as support tools for knowledge workers (KWs) activities. The general aim of the paper is to analyze the currently used systems and find out whether they meet all the requirements of KWs in the Knowledge Management (KM) process. To clarify the subjects of the research, the notions KWs and KMIS are presented in the form of concept maps. To specify the demands of KWs as for the software tools that assist them in the process of KM, the typology of KWs tasks was developed. Operation of the KMIS is examined from the point of view of their compatibility with the tasks and actions performed by KWs – in order to enhance functionality of the existing systems. The systems are divided into groups, each of them matched with a particular KM task. A case study of the open-source platform Moodle is given as a justification of the fact that support quality of KMIS presently requires improvements

Opis:
The article discusses the problem of knowledge representation language selection for domain ontologies. In the article the use of ontology as a tool of knowledge representation was presented and the analysis of logical formalisms such as frames, logic programs, description logic, first-order logic and common logic was carried out. Then a number of classic and markup based knowledge representation languages were analysed: Ontolingua, LOOM, OCML, FLogic, SHOE, RDF(S), OWL, OWL2. Based on the analysis of literature relationships and dependencies between versions and profiles of the OWL language were systematised. The article ends with the conclusion, according to which OWL 2 DL language is the most expressive language of retaining decidability, and therefore it is characterized by the highest applicability in the construction of domain ontologies allowing inference.

The aim of the article is to define the communication and knowledge management role in the customer–supplier relationship with particular emphasis on IT knowledge outsourcing. Another aim is the verification of the following search hypotheses: (a) in the classical outsourcing contract there is no critical knowledge transfer (this is not the aim of an outsourcing project); (b) outsourcing should be supplemented with key knowledge transfer in both directions: from the client to the vendor and from the vendor to the client; (b) outsourcing based on key knowledge transfer is an essential instrument of creation and business development of virtual organization based on knowledge. The result of the research will be models of information and knowledge transfer in IT outsourcing relationship. The authors will show the potential areas of application IT outsourcing, IT knowledge outsourcing and the benefits of such projects in the context of knowledge management.

The paper is aimed at presenting a model of transition from quality management systems to knowledge management systems in software developing organizations. The methodology focuses on presenting components of the model of transition from quality management systems to knowledge management systems. The paper defines the model of transition from the quality management systems conformable with series 9000 ISO international standards supplemented with ISO/IEC 90003:2004 to knowledge management systems. The model consists of four processes and five elements treated as the results of the process implementation. The paper demonstrates how quality system elements can be useful in the implementation of knowledge management system processes, such as localisation and the acquisition of knowledge.

The focus of this paper is to analyze knowledge sharing processes in small and medium enterprises through a knowledge management perspective in order to further the understanding what tools small and medium enterprises operating in the Polish market use to share knowledge. Modern IT tools are used by only 30% of small and medium enterprises. The most often used tool is email, as confirmed by 88% of respondents. Knowledge sharing processes are vital to knowledge management initiatives of companies that operate in a changing environment and depend on innovation to gain a competitive advantage. Previous research on knowledge management in small and medium enterprises has shown many differences compared to larger firms. SMEs tend to place more emphasis on the management of tacit knowledge than larger firms, and communication channels in SMEs are more likely to be between firms, rather than internal to the organization. Therefore in the following study, a thorough investigation of tools for knowledge sharing is presented. This research attempts to fulfill the knowledge sharing processes gap between small and medium enterprises in the Polish context where traditionally large firms are mainly investigated

Wykorzystanie nowoczesnych rozwiązań ICT klasy business intelligence staje się coraz bardziej powszechne. Również w obszarze regulacji prawnych; a przede wszystkim w zarządzaniu informacją prawną zaawansowane rozwiązania ICT mają coraz szersze zastosowanie. Celem niniejszego artykułu jest wskazanie możliwości implementowania nowoczesnych narzędzi ICT w celu pozyskania wiedzy zawartej w orzecznictwie sądowym. Orzecznictwo sądowe jako jeden z obszarów tworzenia oraz stosowania prawa stanowi źródło zasobów informacyjnych, które są wykorzystywane przez liczne grupy interesariuszy. Dlatego też tworzenie oraz wykorzystanie informatycznych narzędzi w celu wspomagania procesów odkrywania wiedzy o prawie z orzeczeń sądowych stanowi zasadny kierunek rozwoju informatyki prawniczej. Artykuł powstał w wyniku badań literaturowych dotyczących zastosowania rozwiązań ICT w obszarze tworzenia oraz dystrybucji informacji prawnej.

This paper is aimed at using an ERP database to identify the variables that have a significant influence on the duration of a project phase. In the paper, some methodologies of the knowledge discovery process are compared and a model of knowledge discovery from an ERP database is proposed. The presented approach is dedicated for the industrial enterprises that use an ERP system to plan and control the development of new products. The example contains four stages of the knowledge discovery process, such as data selection, data transformation, data mining, and the interpretation of patterns. Among data mining techniques, a fuzzy neural system is chosen to seek relationships between data from completed projects and other data stored in an ERP system.

This article presents the problem of consensus determining postulates defined in decision support systems. The consensus determining methods and the general postulates for consensus estimation and their characteristics are presented in the first part. Next, the definitions of new postulates pertaining to decisions support systems were elaborated, and the possibility of their use in practical solutions is presented. The consensus function granting these postulates is also characterized. The application of these postulates, as a consequence, can lead to the process of making decisions will be more flexible, and the risk involved in decisions will be significantly reduced.

Exclusion phenomenon denotes processes in which some group of people or individuals is permanently blocked from resources (mostly considered as social exclusion). The discussed phenomenon can be considered in many aspects: identifying exclusion as a process, multidimensional research in this area and presenting solutions useful in solving problems. Real support of the processes in overtaking exclusion phenomenon can be offered from Information and Communication Technologies area. The aim of this paper is the presentation of smart city portals content in order to support services devoted to exclusion processes neutralization. Several existing portals of selected smart cities are taken into account. The contents of the research sample will be analysed to investigate the state of the art solutions in the area and confronted with the concept of knowledge portal. The paper consists of five parts, including Introduction and Conclusions. The three merit parts describe exclusion phenomena, then general concept of knowledge portal devoted to services is presented and the last part demonstrates existing solutions in this area.

The article presents the approach to the definition the financial knowledge used for an Intelligent Dashboard for Managers. The content of the knowledge is focused on essential concepts related to the management of micro, small and medium enterprises. Knowledgebased functions, not previously available in commercial systems, increase the quality, effectiveness, and efficiency of the decision-making process. The Intelligent Dashboard for Managers contains six ontologies describing areas of Cash Flow at Risk, Comprehensive Risk Measurement, Early Warning Models, Credit Scoring, Financial Market, and General Financial Knowledge. In the article we presented the process, used in the InKoM project, of creating ontology, particularly the stage of encoding ontology in a formal way in Ontopia. This description was illustrated with the example of creating ontology of Credit Scoring.

The paper addresses one of the technological aspects of knowledge creation for innovations – namely supporting knowledge externalization and sharing in an organization by using semantic Web solutions. Specifically, we propose a semantic approach to preserve and leverage knowledge from individuals to the organization. Thus, the organization will be able to continually learn and improve based on its employees’ experience. We propose a solution based on the Semantic MediaWiki software platform, that would serve as a semantic middle layer facilitating access to innovative ideas and dispersed information resources. The presented case study from metallurgical industry aims to highlight the possibilities of the semantic integration of different data sources by using enterprise taxonomies to support innovative knowledge sharing among a community of knowledge workers.

Opis:
The article presents a proposition of a universal model of knowledge conflict resolving using consensus methods, which can be used in a multi-agent decision support system. Knowledge conflicts often appear, when individual agents generate different solutions of the same problem. It is very difficult for the user – decision-maker to make a good decision because the analysis of solutions generated by agents is very time-consuming and the decision must be made quickly. Moreover, selecting one of the decisions on the basis of the experience of the decision-maker is very risky, because he/she could choose the worst solution. Consensus methods, however, allow to agree, on the basis of the solutions generated by agents, one solution, which is a compromise. As a consequence, reducing the time and decreasing the risk level of the decision taking process, to enable the functioning of the enterprise in more flexible.

The article contains basic definitions connected with the developing concept of electronic teaching, technology-based learning (e-learning). As a part of the study the analysis of the subject literature was used for pointing out possibilities of using e-learning solutions in contemporary sports organizations. Building theoretical basis of e-learning implications in the area of electronic learning process and knowledge repository is the main object of the paper. Taking the main idea about importance of knowledge and information as resources for sport professional organizations, the practical aspects and benefits from extending education abilities were showed. The paper contains also proposals for managers, coaches, administrative staff or specialists to use e-learning solutions.

Opis:
The diversity of the criteria and the methods of analysis in the supply chain used in Supply Chain Management systems (SCM) leads to a situation in which the system generates many variants of solutions. As a result conflict of knowledge appears in the system. In order to resolve this conflicts the authors of the article have suggested the inclusion of the module using the consensus determining algorithm in the SCM system. This will affect the supply chain dynamics, and at the same time, the effectiveness of organizations. The first part of the article presents the basic elements of the developed prototype of SCM, which uses consensus determining algorithm. Next the consensus module and the formal definition of the elaborated algorithm is characterized. The last part of the article presents the manner of conducting the verification of the consensus determining algorithm and the results of this verification.

The aim of this paper was to present the results of an evaluation of the effect of knowledge-oriented management and level of information technology on the operational effectiveness in Polish hospitals. The data were collected using a questionnaire survey carried out among managers in Polish hospitals. Structural modelling was employed to analyse the data collected. The structural model proposed in the study turned out to fit the data very well, thus demonstrating the positive and cause-and-effect correlations between the level of IT, knowledge-oriented management and operational effectiveness in Polish hospitals.

In the paper the tools for developing an intelligent system with temporal knowledge base, supporting organizational creativity, are discussed and analyzed.
