In the paper the original author’s concept of train integrity control with the use of signals obtained from satellite systems is presented. Th e proper identifi cation of train integrity is relevant from the railway transport safety point of view. Nowadays track clear detection systems in the form of axle’s counters do not provide suffi cient guarantees of fully correct identifi cation of the train integrity on the rail route. Th us, it seems appropriate to use the available, external systems to additional control of the train integrity. Such possibilities are provided among others by satellite systems. Th ese systems are increasingly used for railway tasks. Th erefore, the concept of such a system, the algorithm of operation and the possibility of applying the Kalman fi lter to estimate the measurement results and increase the accuracy is presented in the paper.

Opis:
There is no doubt, that railway has to be safe. More precisely safety, security and cybersecurity have to be ensured. However, it was always a question how safe railway system has to be to be accepted as safe. Paper starts from ‘failsafe’ principle and ‘safety integrity levels’ which were introduced respectively for traditional and electronic signalling equipment. It describes then three most representative explicit risk estimation methods, which are used for assessing influence on safety caused by significant changes being introduced or planned to be introduced in the railway system (not only for signalling). It also presents how overall railway related risk is calculated for individual countries in the European Union. All that however, does not support safety, security and cybersecurity related decisions, which have to be taken in case of planning, constructing and reconstructing of modern railway systems utilising control command and other communication based systems supporting safety and security. Paper proposes matrix based approach defined by author on the basis of the ‘communication based train control and management enhanced safety and security impact reference model’ (e-SSIRM model), which was defined by author and presented during Transport Systems Telematics TST’2018 conference.

Opis:
The paper deals with assumptions for an open transmission in railway control applications ensuring the SIL4 safety integrity level. Using the public transmission standards, especially the wireless transmission (including radio access to Internet) requires the appropriate protection to ensure the data integrity (protection against fault and lost of transmission) and encoding (protection against unauthorized access). The estimated this way the THR values, even for single transmission channel does not differ for fault level of computer hardware in redundant structures. The theoretical results are compared with experimental tests of polish railway automation systems.

Opis:
An application of modern microprocessor technique and more effective microprocessor systems has a large influence on development of devices railway transport and railway automation systems. Functioning new generation railway traffic control and management systems is largely based on Programmable Logic Controllers (PLC), which allow the designers to exploit self-control mechanisms, events registration, technical diagnostics, remote control and fault detection). Railway traffic control and management systems belong to safe technical railway transport solutions, it means that they have to meet the fourth safe integrity level CENELEC (SIL-4), what implies, that the configuration principles and software installed have to satisfy CENELEC EN 50 128 and EN 50 129 standards.

The paper presents the principles of the Automated System for Management Depot. ASMD system includes: - Identification System designed to recognize individuals who enters into depot (marker RFID), - Radio Data transmission system, dedicated fibre optic network, - The place for dispatcher with terminal equipped with interface for dispatcher, - Integration with: subsystem monitoring (CCTV), the position of replenishment of sand, under- track turning machine, position of the laser measuring of flat area on wheels and stickers on the wheels. System constantly analyzes the situation of track and signals from sensors available. The system is equipped with a number of reports to the dispatcher. The elements of detection and device drivers track ensure safety in the class SIL3.

Opis:
The search for system solutions for improving the level of safety in rail transport requires focusing on the problem that is weakly exposed but difficult to manage, namely the elimination of human errors in the process of railway traffic and the use of railway traffic control systems. Despite the fact that the existing solutions have a relatively extensive theoretical layer, there is still much to do in terms of practical implications. In particular, the use of human factors, including knowledge and technology, facilitates the achievement of a number of positive effects: reducing the possibility of errors, increasing the margin of safety, reducing expenditures on redesigning solutions, increasing the efficiency and effectiveness of training, reducing the potential of costly staff turnover and increasing the productivity of the entire organization. This subject has not been solved in a systemic way in Polish conditions. The purpose of the article is to present the holistic and eclectic description of the place and role of the human factor management process in terms of making errors by railway employees, which is designed to eliminate hazards in railway traffic and reduce risk. This has a significant impact on maintaining the expected level of railway traffic safety.

Th e paper deals with extending the obligatory methods of safety proof of railway control and management computer systems towards more formalized methods based on mathematical apparatus. Such semi-formal methods are recommended by existing EU standards for the design, but also to demonstrate safe operation in accordance with the principle of the rail fail-safe rule, where no single error does not lead to catastrophic situations. Th e paper proposes an extension method of FTA (Fault Tree Analysis) method to FTTD (Fault Tree with Time Dependencies), and an analysis of THR method (Tolerable Hazard Rate) to the analysis of probability of catastrophic fault based on stationary Markov processes. Basic methods and their extension are shown on typical examples of rail automation systems: cross-level protection system and interlocking system.

Opis:
The A4 Motorway is the key transport connection in southern Poland and carries domestic and international traffic in the east-west direction. In 2008 a traffic management system based on variable message signs (VMS) was designed for the General Directorate of National Roads and Motorways. The system covers a section of 165 km of the A4 Motorway between the interchanges Bielany (Lower Silesia) and Sośnica (Silesia). The main purpose of the system is to ensure seamless traffic flows and road safety. Thanks to the application of VMS and a dynamic transfer of data and information the functions of the system include traffic control, speed management, alternative route guidance, traffic information and weather warnings. The design stage of the system included the mapping of data sources, grouping of potential traffic incidents, development of message signs, setting out of actuation procedures and sequences of message display as well as outlining of communications procedures and decision making process by the administrator of the system. A lot of attention was given to factors providing for reliability of the system and credibility of messages.

The paper deals with implementation problem of new generation of railway control and management systems dedicated for regional lines.
