Road transport is a key factor affecting the functioning of numerous areas. Although Opolskie Province is the smallest one among Poland’s 16 provinces, it has seen over the last 15 years a twofold increase in the number of passenger cars. Importantly, the highest numbers of cars per 1,000 inhabitants are registered in Opolskie’s two counties with the fewest inhabitants. The increased number of cars travelling on roads inevitably increases the risk of traffic incidents. Thus, to be effective, road traffic safety projects cannot be confined to the boundaries of specific local government tiers. Consequently, such tasks should be implemented based on a regional road traffic safety policy.

Autorzy, w oparciu o krajową i zagraniczną literaturę przedmiotu oraz inne źródła, analizują problematykę zagrożeń chemicznych. Na tej podstawie opracowują zasady polityki bezpieczeństwa chemicznego. W pierwszej części na ogólnym tle pojmowania i rozumienia polityki ukazano istotę polityki bezpieczeństwa państwa oraz konieczność wyodrębniania jej specjalistycznego nurtu, czyli polityki bezpieczeństwa chemicznego. W dalszej kolejności, po zdefiniowaniu istoty bezpieczeństwa chemicznego, scharakteryzowano zagrożenia dla tego wymiaru bezpieczeństwa, wraz z ich klasyfikacją. W końcowej części artykułu przedstawiono założenia polityki bezpieczeństwa chemicznego państwa, a w podsumowaniu wskazano kierunki działań naukowych i praktycznych na rzecz jej skutecznej realizacji.
The authors analyze, on the basis of domestic and foreign literature on the subject and other sources, the issues of chemical hazards. On this basis, they develop chemical safety policy rules. In the first part, the essence of the state security policy and the importance of separating it from a specialist in the field, i.e. chemical security policy, were presented on the basis of the understanding and understanding of politics. Subsequently, after determining the essence of chemical safety, the hazards for this dimension were characterized together with their classification. The final part of the article presents the state's chemical security policy, and the summary indicates the directions of the lines and practical ones for its effective implementation.

Artykuł dotyczy tworzenia i utrzymywania stanów magazynowych, pozwalających na maksymalizację gotowości systemu sterowania ruchem kolejowym. Skupiono się na systemie sterowania ruchem kolejowym zbudowanym ze sterowników PLC i elementów elektronicznych. Omówiono zarówno problematykę uzależnienia zapasów od intensywności uszkodzeń podzespołów, jak i czasu dostarczenia części zamiennych. Zwrócono również uwagę na konieczność zmiany podejścia personelu do polityki bezpieczeństwa przez podniesienie świadomości zagrożeń cyberprzestępczością.
The paper takes up the question of forming and maintaining stocks necessary to guaranty maximum operational readiness of safety installation. Attention was focused on the safety installation system consisting of Programmable Logic Controllers (PLC) and electronic components. Issues relevant to the interrelationship between necessary stores and the rate of component damages as well as delivery time of spare parts were raised. The Authors have also emphasized the need for changing the attitudes of the staff towards safety policies through improvement in awareness of the threats arising out of the cyber-crime.

The participation of Poland in the Union’s military missions was dictated by a conviction about the need of a common, solidary cooperation in solving problems on a local, as well as international level, especially in the situation, when local issues could transform into a problem of a wider, so regional or global nature. Ensuring a state’s safety and strengthening of the position of Poland on the international arena, as constant purposes of our national policy, required joining in any international initiatives that were supposed to serve as a realization of strategic national aims. Due to the fact that different processes and phenomena happening in surroundings, regions and in the world influenced by the Polish safety, Poland had to actively participate in these actions. The active membership of Poland in foreign missions had been creating conditions that favor economical development and a progress of civilization. The participation in missions lead under the aegis of the European Union was also a realization of allied commitments and they were the one to constitute the credibility of Poland. The participation of Poland in the Common Security and Defence Policy can be divided into two periods. The first once embraces a time, when Poland was not a member of the European Union and, to be honest, its participation in a decisive process under the CSDP had more of a personal nature of engagement into lead missions. Therefore, Poland activated its military forces in military operations, as well as civilian ones, of which there were more. A second period is the time after 2004, when Poland had become a member of the European Union. In this case, we had a formal right to participate or make decisions ands not to participate in certain initiatives of the European Union. In operations that had national forces involved, it is possible to notice happening there processes of the Europeanization. Generally, they were based on taking over soft regulation aspects elaborated on a Union’s level and implementing them in actions of Polish organizations. Even though under the CSDP decisions were made and are made in an intergovernmental way, in situations when Poland participated in operations lead by the European Union, it has always adjusted to the dictate of Brussels. It resulted from an operational, organizational and logistic subordination of the Polish Military Contingent. To sum up, it can be assumed that even in a policy considered as a field with many flaws, there still are ongoing processes of Europeanization based on taking over elements of soft laws and in some cases – hard regulations as well. In this context, Polish armed forces received some “best practices”, learnt to act in completely different conditions and fields that made their adjustments and taking over good practices have some kind of a socialization nature.

Sea accidents are aimed to be prevented with an extensive amount of maritime safety regulation. The purpose of this paper is to present the findings of a questionnaire study that was targeted at Finnish maritime experts and addressed the question: how to prevent an oil accident in the Gulf of Finland. This study also includes a literature study about the problems of the current maritime safety regime. The findings of the questionnaire study are compared to the findings of the literature study. The questionnaire study showed that many kinds of policies have improved maritime safety, and they are needed to ensure maritime safety. For instance, ship construction, fairway maintenance, nautical charts and rules of the road at sea can be considered the cornerstones of maritime safety. However, the results ranked voluntary activities of companies as the most effective way to improve maritime safety in the future. Self-regulative approaches could solve some problems connected to more traditional policy-making.

Each year 1.2 million people die and 20–50 million people become disabled as a result of road traffic accidents (RTA) [5]. Every day hundreds of people around us, wherever we are – in Poland, China, Venezuela or United States, are dying preliminarily and suddenly – just going to work or vacations, crossing the road or on their way to an amorous appointment. They are drivers and pedestrians, mothers and children, old and young. The threat of road accidents is on everybody’s mind, but it seems that we still do not realize the real magnitude of the problem. These are lives not lived, families not created, children not born. These are also disability pensions, pain, families broken, sufferings. And the situation is getting worse even though we know that these tragic situations and their consequences are predictable and preventable. Some countries – among them are Denmark and Sweden – have shown spectacular results in reducing the road accident rates.

The authors in their article took up issues of contemporary threats, of which the most important were: • Activities of Islamic state, inspiring and making attacks in Europe. • Uncontrolled wave ofrefugeesfrom war zonesto European Union countries. • Imperial and aggressive policy of Russia. • Anti-democratic developments in Turkey, after a failed coup. Based on the indicated specific situations they explained the risks and meaning we give to the concept of security today. They discussed many aspects and complexities of these issues using the classification introduced by Barry Buzan, the main representative of the so-called School of Stockholm. He expressed the view that because of the subject of interest, security as well as the threat is of a sectoral nature. The authors pointed out that despite the separation of the various security sectors the efforts to ensure security must be comprehensive and interdisciplinary. This is due to the fact that there are no risks that would exist only in one area. Usually they penetrate the different spheres of social and economic life. In their view, the lack of such broad and diverse activities can lead to a situation in which, despite activities in neutralizing threats the desired affects are not achieved. Authors using an example such as this one from Western countries on the imperial policy of Russia prove the thesis that the lack of multisector activities in relation to Russia’s aggressiveness means that they are ineffective. They also point to the specific undertakings that could be taken to ensure the security of NATO countries and Russia to refrain from the escalation of threats, especially for their nearest neighbors, including Poland.

In the article considered conditions substantiation of criteria database: immutability legal procedures, the development of legislative support for the implementation of international environmental policy is towards the implementation of the Association Agreement between Ukraine and the EU, the advantage of economic instruments implementation of international environmental policy given incentive and motivating methods, criteria should be formalized and subject monitoring the effectiveness of their performance criteria justified solely for the purposes of international environmental policy, that is, taking into account the specifics of this activity, in other words, the criteria for the claims of uniqueness and commensuration. The international mechanism to implement environmental policy is one of the key elements and components of international environmental policy, in particular, it relies on the solution of international controversies and improving procedures for the implementation of environmental policies at the international level through the institutions and agreements, through monitoring and elements of economic mechanism oriented issues, such as considering multiple stakeholders interstate level or at the level of competence of state bodies or non-governmental or multinational businesses.

Sytuacja ekologiczna w Polsce jest jednocześnie kreowana jak i oceniana w ramach polityki ekologicznej państwa. Rząd dysponuje narzędziami, które poddają diagnozie stan środowiska przyrodniczego kraju a następnie na jej podstawie tworzy odpowiednie instrumenty modelujące i modyfikujące działania jednostek i grup społecznych zarówno na poziomie gospodarstw domowych, jak i na poziomie administracyjnym czy gospodarczym. Instrumenty te, to przede wszystkim ustawy i rozporządzenia wdrażane przez powołane do tego instytucje. Ich działanie kontrolowane jest przez monitoring środowiska, który analizuje jego jakość za pomocą adekwatnych indeksów dotyczących stanu wód, gleb, powietrza itp. a także odbioru społecznego tego stanu. Artykuł podsumowuje problematykę z perspektywy wymagań unijnej polityki rozwoju zrównoważonego oraz instytucjonalnych i programowych rozwiązań wdrażanych w Polsce.
Ecological situation in Poland is at the same time directed and evaluated in frames ofecological policy of the state. Government use tools which diagnose a state of natural environment and then on these basis create apprioprate instruments: acts and regulations. They model and modify individual and groups' activities at home, administrative and economic level and are incorporated by appointed institutions. Their actions are controlled by monitoring of environment that analysis its quality by adequate indexes. They apply to state of water, air or soil along with social perception of this state. This paper approches the problem from a perspective of EU regulations referring to sustainable developmentand along with institutional and programme solutions incorporated in Poland.

W artykule została zaprezentowana analiza pojęcia bezpieczeństwa ekologicznego z perspektywy obowiązków jakie ciążą na organach władzy publicznej odpowiedzialnych za zapewnianie bezpieczeństwa ekologicznego. Sektor transportu negatywnie oddziałuje na środowisko w wielu aspektach. W przedstawionych rozważaniach skupiono się na działaniach władz lokalnych nakierowanych na minimalizację zagrożeń ekologicznych powodowanych przez sektor transportu. Zwrócona została uwaga na treść dokumentów strategicznych, ze szczególnym uwzględnieniem priorytetów w dziedzinie funkcjonowania transportu publicznego. Główne dokumenty strategiczne uchwalone przez władze Wrocławia przyznają priorytet dla transportu publicznego, pieszych i rowerzystów. Zgodnie z polityką lokalnych władz transport publiczny powinien być niskoemisyjny, efektywny, bezpieczny i wiarygodny. W artykule została podjęta próba nakreślenia możliwych scenariuszy kreowania polityki proekologicznej miasta Wrocławia z uwzględnieniem czynnika urbanizacji terenów podmiejskich oraz rozwiązania problemów dostępnego transportu miejskiego.
The article describes the concept of ecological safety from the perspective of obligations imposed on public authorities who are responsible for ensuring ecological safety. The transport sector has a negative influence on the environment in many respects. The analysis concerns the actions taken by local authorities to minimize ecological threats from transportation. The article draws attention to the content of strategic documents, with particular emphasis on the prioritisation of public transport. The strategic documents adopted by the Wrocław authorities give priority to public transport, pedestrians and cyclists. According to the policy of local authorities, public transport should be low-emission, efficient, safe and reliable. The article attempts to outline possible scenarios for shaping the pro-ecological policy of the city of Wrocław, taking into account the urbanisation of suburban areas and solving the problems of access to urban transport.

This article aims to investigate recall policies for product safety in Korea and make suggestions for future improvements. Problematic issues in current recall policies are reviewed and analyzed. Based on survey results and previous studies, this article discusses the consumer perception of a recall. Consumers tend to regard a recall as a signal of poor quality. Furthermore, regulatory differences and weak penalties remain as obstacles to improving the recall system. Suggestions for the betterment of recall policies are derived from consultations with an expert panel and the application of other appropriate methods. At first, despite an increasing number of recall cases in Korea, it turns out that consumers are not highly sensitive to recalls, although their perceptions are mostly negative. Secondly, regulatory inconsistencies and difference problems are primarily attributable to the existence of many separate rules and regulations by product category. Thirdly, the information concerning recalls is limited, which creates an inefficient environment in which manufacturers are reluctant to voluntarily recall a defective product and consumer participation rates are too low. Therefore, the government should induce consumers to have more positive perceptions of recalls whilst concurrently reinforcing the related rules and regulations in accordance with international standards.

Opis:
The key aspects of the state policy of Ukraine are considered in the context of the development of the civilizational challenges of the present day and the requirements of ensuring national safety. Separate attention applies on determination of role of national political class in realization of public policy in area of modernisation transformations. After all, the readiness of the national political class to implement the reform program of the systemic transformation of the state and society is one of the determining factors of the success of the state policy. The author argues that the emergence of a consolidated political class, which clearly recognizes national priorities and is able to defend and defend national interests, is an urgent need for the present and future for Ukraine. In the context of the coverage of the studied issues, the peculiarities of the institutional design of the Ukrainian state and its influence on state policy were determined. It is stressed that despite the tangible democratic progress of recent decades, the threat of an increase in autocratic and authoritarian tendencies in state policy, on the one hand, and the weakening of those already shaky germs of forms of direct democracy (for example, participation democracy, self-governing forms of organization citizens), without the development of which it makes no sense to speak about the modernization potential of the state policy of modern Ukraine. For example, the real political state of the basic state and social institutions, the domination of informal rules of the game on the political field, allows us to characterize the state of the political system of Ukraine today and its separate political institutions as hybrid. One of the examples of successful implementation of the state policy of modernization of the Ukrainian state can be considered a gradual transition to the e-governance system. E-Governance refers to innovative state policy and government technologies that are designed to ensure the effective implementation of the three functions of public policy - information, communication and participation. Therefore, the active introduction of e-governance is not just time requirements; it is the approximation of state policy to modern standards of democratic, modernized state-political control. However, it should be noted that the proliferation of e-governance entails tangible threats to the national state and national security. Let’s say the threat of violation of sovereignty. In a geopolitical situation in which Ukraine emerged after 2014, such a threat is not only virtual, but quite tangible, which puts forward special requirements to the system of state policy both at the personalized and institutionalized levels of functioning. Under such conditions, one of the main tasks of state policy is to create a reliable system of cybernetic protection of state sovereignty and national security of the country, which would maximally protect the Ukrainian state and Ukrainian citizens on the institutional and personal levels, respectively. On the other hand, an e-governance system that would be able to organically integrate into the system of global e-communication should be developed, pushing the Ukrainian state into a group of countries - pioneers of the total internetisation of the state and society. Further research on this issue should be concentrated, among other things, as the author believes, in the development of models for reviewing the principles of state policy in Ukraine in the context of the deployment of the integration of the national state into a globalized world political process.
