The present analysis focuses on the political debate that took place in Germany in 2011–2012 regarding the possible transformation of the European Union into a Political Union. This change was perceived in Germany as a way of overcoming the fiscal crisis in the Euro Zone. However, following opposition from the governments of the majority of member states in the European Union, Germany abandoned plans to force through its own radical project and adopted instead a much more pragmatic plan proposed by European Union institutions, including establishing Banking Union in the Euro Zone, creating the Zone’s own budget together with mechanisms for coordinating economic policies (including tax and employment policies).

The lifetime of the Kingdom of Poland – a state connected with the Russian Empire by a union – has not been unequivocally assessed in Polish historiography. On the one hand, the Kingdom had its own army, administration and a very liberal constitution, and had quickly achieved economic prosperity. On the other hand, within a few years of its creation, there occurred the fi rst violations of the Constitution and the persecutions of those who opposed these infringements. A significant event was the revolt of the Cadets of 29 November 1830, which turned into a uprising, today referred to as the November Uprising. This article is the analysis of the legal aspects of the Polish-Russian union created in 1815. It is then compared with the Union of Lublin and the drafts of planned unions between the Polish-Lithuanian Commonwealth and the Tsardom of Russia in the 16th and 17th centuries. The circumstances which led to the creation of the Kingdom of Poland and its union with the Russian Empire, as well as the earlier attempts to create one state of the Polish-Lithuanian Commonwealth and the Russian Empire, as well as the principles of a union of the Crown of the Kingdom of Poland and the Grand Duchy of Lithuania are presented. The principles upon which these unions were to be based are subsequently compared and analysed. A particular emphasis has been placed on the issues related to the international legal status of the Kingdom of Poland. In this context questions such as: the treaty-making power and jus legationis have also been asked. Another important issue discussed in the paper is also the role of the king in matters concerning foreign policy and a possible role of Russia in these matters. The results of this analysis allow to formulate a more objective assessment of the period of the Kingdom of Poland, focusing on its legal status and position, and in particular on the relation with the Russian Empire.

The Organization of African Unity was created 41 years ago in the Ethiopian capital Addis-Abeba. On the 25th of May 1963, thirty one African States had signed the document that gave birth to the Pan-African Organization. On the occasion of its birthday, we wanted to analyze shortly the balance of the OAU and to have a look on the perspectives. The main objectives of the Organization of African Unity were, inter alia, to get rid of the Continent's of the remaining vestiges of colonization and apartheid; to promote unity and solidarity among African States; to coordinate and intensify cooperation for development; to safeguard the sovereignty and territorial integrity of members states and to promote international cooperation within the framework of the United Nations. The Organization of African Unity has realized important contribution in the process of decolonization and struggle against apartheid. On the contrary, the progress on the economic development does not respond to the expectations. Among the reasons that can explain this we can underline the division that took place during the organization's settlement, the lack of political will from the African leaders, military and ethnic conflicts, political instability and lack of democratic structures. Moreover, many member states didn't pay their contributions. That deprived the Organization of African Unity of fundamental financial sources. On this situation, the Libyan leader M. Kadhafi invited his African colleagues to Sirte for an extraordinary summit of the OAU on the 9th of September 1999. The Heads of State and Government of the Organization of African Unity issued a Declaration (the Sirte Declaration) calling for the establishment of an African Union, with a view, inter alia, to accelerate the process of integration in the continent to enable it play its rightful role in the global economy while addressing multifaceted social, economic and political problems compounded as they are by certain negative aspects of globalisation. The OAU Lusaka Summit (January 2001) drew the road map for the implementation of the African Union (AU). The Durban Summit (July 2002) launched the AU and conveyed the first Assem- bly of the Heads of States of the African Union. The African Union was built under the model of European Union by creating among others: the Commission, the Pan-African Parliament, the African Court of Justice. Despite the proclaimed goals, the AU has to resolve too many problems in order to avoid the trap of an OUA bis.

Basing on the facts of the case the author on the basis presents general theses regarding the functioning of unions of municipalities. The author underlines that when it comes to a union of municipalities there is no presumption of competence. Moreover, a deprivation of one of union’s statutory tasks does not automatically result in a deprivation of shares in a limited-liability company formed by this union. The author also claims that a gratuitous disposal of shares to a unit of local government is admissible but requires an undisputed legal title. Such a sort of disposal might be considered as an infringement of public finances discipline in case it leads to making an expense from public finances without a authorization requires by a budgetary act, a financial plan or when the scope of authorization has been exceeded or when relevant provisions hasve been infringed.

In 1569 a union between the Grand Duchy of Lithuania and the Kingdom of Poland was proclaimed in Lublin. It lasted for 226 years and was one of the longest lasting unions between European states in the history. It generally was a good example of coexistence of two unified nations. Pope John Paul II once quoted: “From union of Lublin towards European Union”, stressing that the Lublin Union was a kind of first step towards European integration. However, historians and politicians in Lithuania were very critical about the results of Union for the Lithuanian nation. You may observe the same standpoint in Belarus and Ukraine. But now, in new political situation, the opinions about Union are changing and becoming more and more positive.

The aim of the article is to assess the possible effects of joining the eurozone by Poland for its financial market. Special attention is paid to banking and capital markets. The author emphasises the necessity of incurring additional fees by banks, loss of some income (directly related to currency exchange) and opportunity to obtain additional income (resulting from higher loan margins). Next, the author discusses opportunities and challenges related to capital market development, including the risk of reducing turnover in certain segments (for example: derivatives market).

The aim of the article is to analyze the opportunities and risks for Poland related to the banking union. Opting in would allow Poland to strengthen integration with the European Union. Its participation in the SSM as a host country could translate into enhancing the positive image of the Polish banking market for foreign investors. Considered as a response to the global financial crisis and a mechanism to tighten the integration of the euro area, the banking union is still an incomplete project that does not include all EU Member States. Its third pillar, i.e. the Single Deposit Guarantee Scheme (SDGS), is yet to start operating. Therefore, in the case of Poland, the so-called close cooperation should be preceded bya balance of benefits and costs.

The Union for the Mediterranean, established in 2008 by France, was intended to strengthen French influence in the region. After Germany intervened, this exclusively French project was expanded to encompass the entire European Union, which provided financial support from the European Neighbourhood Policy. The immense political, economic and social problems facing the south of the Mediterranean prevented the Union for the Mediterranean from operating efficiently there. Under the circumstances of the crisis in the euro zone, and after the Arab revolutions, France and Germany intend to continue to support the democratisation process in the region and they have come up with numerous initiatives, especially in the field of energy, cross-cultural dialogue and educational projects. They also support measures to combat terrorism and curb illegal immigration into the European Union.

The paper is devoted to the analysis of various models and spaces of the Union with reference to Ukraine. The perspective of the religious, political and cultural union was taken as a starting point. Using selected examples and based on the rich literature of the subject, a review of the activities of the Union from the 10th century to the present has been made. An important element of the study was the demarcation of activities unifying inside and outside of one’s own national community. This allowed for more accurate tracing of the mechanisms of community gathering around a particular idea or its rejection. From the reconnaissance it can be concluded that for the Ukrainian space the unification activities were the most favorable, which was marked by the centripetal, convergent and ukrainocentric vector.

The aim of the article is to explain why the EU integration efforts have different outcomes in times of crisis with regards to impact on key stakeholders. Besides traditional political theories of European integration, authors suggest to take into account the importance of behavioural intentions and stimuli to adhere to the reforms agenda. The research results presented in this article explain two recent deep EU crises: energy crisis and fiscal crisis, which evolved simultaneously, but resulted in different integration projects within the same political and institutional background. Authors analysed Eurobarometer public opinion surveys together with empirical data on the impact on stakeholders, based on available indicators in Eurostat. Authors found that the key for a policy to succeed in targeting agents’ and groups’ behaviour is its direct ties with stakeholders’ motivation which can be done only at market level. Thus, policy shift in integration areas should be reinforced by direct and clear market solutions and corrective mechanisms avoiding politically-relevant targets.

The aim of this paper is to present some remarks on the problems of the European Union as a system of 27 member states. It may be useful to deal with these problems on the grounds of a simple scheme based on the systems theory. This scheme requires to analyse the system of the European Union in association with its natural and artificial environment. European Union is in fact a multifunctional tool for several particular centres of power. It would be difficult to describe the European Union as ‘controllable’. One must not forget that there is some opposition with regard to the European Union. Numerous problems are generated within the member states. It seems to be reasonable to expect that the structure of the European Commission should be compatible with the real problems of the European Union and its member states. These matters require further research.

The financial crisis from 2008 and the following Eurozone crisis from 2012 created an incentive to establish a system of financial supervision at the European Union (“EU”) level, due to the fact that the policy tool commonly used turned out to be ineffective. With regards to banking supervision, the package of legislations: “CRR/CRD” and “BRRD” has been adopted as a response to financial system shortcomings, in order to make it more resilient and harmonised. One of the challenges was to take control of the so-called: “too big to fail” financial institutions, therefore next to macroprudential supervision, microprudential policy pools were introduced. This constituted the phenomena of the shift from regulationbased supervision to risk-based supervision with the aim of reducing the systemic risk in each and every EU Member State and, in turn, prevent possible future crises. In this paper, those methods will be gathered, presented, and discussed in the light of the current COVID-19 pandemic crisis.

The global financial crisis (2007-2008) has exposed weaknesses in the supervision of the banking system and the leveling is the main objective of the European Banking Union. In turn, the lack of sufficient effectiveness of the EU authorities in stimulating economic growth lay at the basis of European Capital Markets Union assuming stimulating investment through the capital market. Both projects concern the financial area, but the first one is dedicated only to the euro area with the option of the accession of other countries, and the second to all EU-28. A special role in this project will be served by the United Kingdom because of the most developed and largest equity market among all EU countries. Moreover the supporters of Capital Markets Union in the UK suggest even big benefits of this project, which is to be a counterweight to the views of the country’s leaving the EU. The timetable for their full implementation is quite remote, and the banking union in the range of two pillars is already being implemented, and the Capital Markets Union is at the end of the first half of 2015 at the development stage of the Action Plan setting out the detailed schedule of activities for the implementation of this project. The issue of the article is very important and timely, while pointing to the need for further research on banking union and Capital Markets Union.
