The main issue of these article is to present the technological possibilities and visual advantages of glass forming techniques in the context of lighting design being innovative sources and original solutions. In addition, the publication also move the problem of the lack of natural light in the living environment of a person conditioned by geographical location, but also the insane and demanding momentum of life in big cities. The article suggests the solutions for this problem by owing to use innovative solutions for lighting with variable color temperature.

W niniejszym artykule wskazano na zagrożenie, jakim jest tzw. karuzela VAT dla funkcjonowania zdrowej konkurencji. Wyłudzanie podatku VAT to nie tylko uszczuplanie dochodów Skarbu Państwa, to także wiele innych konsekwencji, o których nie zawsze się wspomina. Opracowanie w pierwszej kolejności identyfikuje problem, następnie przedstawia teoretyczne mechanizmy wyłudzeń na podstawie przeglądu literatury. W kolejnej części ukazuje wybrane orzecznictwo Europejskiego Trybunału Sprawiedliwości (ETS) i sądów krajowych. Jest to nowy wkład - wyroki analizowane są pod kątem ochrony interesów nieumyślnych partycypantów karuzel podatkowych. Na podstawie doświadczenia rynkowego oraz analizy dotychczasowych orzeczeń sądowych sformułowano praktyczne wskazówki redukujące ryzyko uczestnictwa w karuzelach podatkowych. Następnie przedstawiono studium przypadku - analizę branży folii typu stretch i występujących nieprawidłowości. Na podstawie tego przykładu objaśniono konsekwencje, jakie występują w wyniku dotknięcia danego sektora plagą karuzeli podatkowych. Dodatkowo zaprezentowano model półkaruzeli podatkowej na podstawie zaobserwowanych zjawisk na badanym rynku. W ostatniej części pracy zaproponowano działania, jakie mogą podejmować organy państwowe w celu przeciwdziałania nadużyciom prawa oraz przeanalizowano proponowane w dotychczasowej literaturze rozwiązania problemu.
Article describes problems caused by missing trader intra-community fraud by usage of VAT fraud carousels in EU intra-community transactions. It relates to Richard Ainsworth (2006), Konstantin Pashev (2007), Marius-Cristian Frunza (2012) theoretical frameworks and McKinsey Global Institute (2004) studies. Not only treasury loses are covered but strong impact is put to disruption of free markets mechanisms, lowering margins in whole business sectors and serious threats for professional companies. Literature review showed that majority of authors are concentrated on treasury loses, law aspects, fraud schemes or eventually market perturbations while threat of huge potential loses for fair firms aspect is omitted. Analysis links practical approach important for entrepreneurs with current court sentences, tax controls and Incoterms delivery clauses. Showing destructiveness done by criminals to other market players was the key aim of the article. Theoretical frameworks were upgraded by new model – half carousel. Practical list with advices for managers and possible actions for governments were presented. Sector of polyethylene stretch film for pallet wrapping in Poland was used as example for analyzing disruptive impact on markets of VAT fraud carousels.

W niniejszym artykule autorzy zaprezentowali wybrane, innowacyjne rozwiązania transportowe dla systemu transportu miejskiego i dokonali ich wielokryterialnej oceny z uwzględnieniem analizy potrzeb osób z niepełnosprawnością i starszych (w zaawansowanym wieku). Przedstawili takie nowoczesne rozwiązania transportowe jak: system personal rapid transit (PRT), system bus rapid transit (BRT), czy zintegrowany węzeł przesiadkowy. Wymienione rozwiązania zastosowali do zaprojektowania różnych wariantów systemu transportu miejskiego i poddali je ocenie wielokryterialnej z uwzględnieniem interesów (preferencji i oczekiwań) osób o ograniczonej mobilności. W artykule zaprezentowano wyniki komputerowych eksperymentów obliczeniowych z wykorzystaniem metody AHP. Na podstawie uzyskanego rankingu końcowego przeprowadzono odpowiednie wnioskowanie.
In this paper the authors have presented selected, innovative transportation solutions for the urban transportation system and have conducted a multiple-criteria evaluation of them, taking into consideration the analysis of the needs of disabled and elderly (in advanced age) people. They have presented modern transportation solutions, such as: Personal Rapid Transit (PRT) system, Bus Rapid Transit (BRT) system and integrated transfer nodes. They have used the above mentioned solutions to design different variants of an urban transportation system and have carried out their multiple-criteria evaluation taking into consideration the interests (preferences and expectations) of people with reduced mobility. In this paper the results of the computer based computational experiments, carried out using the AHP method have been presented. On the basis of the final ranking of considered variants, the appropriate reasoning has been conducted.

In the article we made a comparing the rail and car transport in the CO2 emission. We described the research concerning the negative influence of harmful exhaust fumes, in particular of carbon dioxide on the natural environment and the health of people. We presented main assumptions of the mathematical model of the environment-friendly transport system. We described the structure of the transport network with the help of the graph. We set characteristics describing elements of this structure and characteristics concerning vehicles especially concerning the volume of the carbon dioxide emitted by them. On account of the specificity of appearing of the transport in Poland in the model we took into account only means of road and rail transport used for the carriage of cargo and passengers, and we also divided them on account of the kind of fuel powering them. For analysis we chose the string Warsaw - Łódź, in which it is possible to move by different means of transport which transmitting different amounts of the carbon dioxide to the atmosphere. We conducted distribution of passengers flow into the transport network for three scenarios according to the criterion of the total amount of the external costs associated with the air pollution.
W artykule dokonano porównania transportu kolejowego i samochodowego w zakresie emisji CO2. Przedstawiono badania dotyczące negatywnego oddziaływania związków szkodliwych spalin, w szczególności dwutlenku węgla na środowisko naturalne oraz zdrowie ludzi. Przedstawiono główne założenia matematycznego modelu proekologicznego systemu transportowego w tym przedstawiono jego elementy. Strukturę sieci transportowej przedstawiono przy pomocy grafu. Zadano charakterystyki opisujące elementy tej struktury oraz charakterystyki dotyczące pojazdów w tym wielkości emitowanego przez nie dwutlenku. Ze względu na specyfikę występowania transportu w Polsce w modelu uwzględniono tylko środki transportu drogowego i szynowego wykorzystywane do przewozu ładunków i pasażerów a także dokonano ich podziału ze względu na rodzaj zasilającego je paliwa. Dla analizy wybrano ciąg Warszawa – Łódź, w którym przemieszczać się można różnymi środkami transportu, które emitują różne ilości dwutlenku węgla do atmosfery. Przeprowadzono rozłożenie potoku pasażerów na sieć transportową dla trzech scenariuszy według kryterium całkowitych kosztów zewnętrznych związanych z zanieczyszczeniem powietrza.

This paper presents the most important aspects of multiple criteria evaluation of the distribution system of goods (DSG). The methodology of multiple criteria decision making/aiding is utilized and its 4 phases are described. The first one is based on the recognition of the decision situation. In the second phase the decision problem is formulated. Different scenarios of the system’s reorganization are constructed. Then the family of criteria is described and the model of decision maker’s preferences is presented. Third phase is based on the selection of the computer-based methods capable of solving the decision problem. In the last phase the computational experiments are carried out. Based on their results, as well as on the sensitivity analysis carried out, the compromise solution is selected. The above presented methodology is verified on the real Polish distribution system of goods.
W niniejszym artykule przedstawiono istotę wielokryterialnej oceny funkcjonowania systemu dystrybucji towarów (SDT). Analizie poddano metodykę wielokryterialnego wspomagania decyzji, w ramach której wyróżniono cztery zasadnicze fazy. W pierwszej z nich następuje rozpoznanie sytuacji decyzyjnej. W drugiej fazie jest formułowany problem decyzyjny. Generowane są warianty reorganizacji systemu. Następnie zostaje opisana rodzina kryteriów oraz jest zaprezentowany model preferencji decydenta. W trzeciej fazie wybiera się metodę oraz narzędzie umożliwiające rozwiązanie problemu decyzyjnego. W ostatniej fazie przeprowadzone są eksperymenty obliczeniowe. Na podstawie otrzymanych rezultatów, jak również przeprowadzonej analizy wrażliwości wybiera się rozwiązanie kompromisowe. Zaproponowana metodyka została zweryfikowana praktycznie na przykładzie funkcjonowania rzeczywistego SDT.

The article presents an application of queuing theory (mass service) to describe transportation process. It presents the essential concepts of the queuing theory. The process of moving a load unit through the logistics centre was presented. To illustrate the issues an example of five-level, two-input queuing networks was examined.
W artykule przedstawiono zastosowanie teorii kolejek (masowej obsługi) do opisu procesu transportowego. W artykule zaprezentowano najistotniejsze pojęcia dotyczące teorii kolejek. Przedstawiono proces przemieszczania jednostki ładunkowej w centrum logistycznym. Dla zilustrowania zagadnienia przeanalizowano przykład dwuwejściowej, pięciostopniowej sieci kolejkowej.

Opis:
VOC combustion is a demanding process for both the reactor and the catalyst design. As we have proved in recent papers the diffusional limitation of reaction rate that occurs during combustion may be overcome by designing the metallic microstructures used as reactor internals. Their application on an industrial scale depends on the development of an efficient method of catalyst layering on metallic supports and the optimisation of a fine catalyst structure which would not change the elaborated microstructure geometry. In this study we propose the Langmuir-Blodgett (LB) film method to deposit various metals (Al, Co) in the form of catalyst organic precursors. The film forming abilities of the precursors were checked by surface pressure measurements upon film compression, Brewster Angle Microscopy and by the monolayers stability measurements. The amount of the deposited materials was controlled by the LB parameters and verified by the TG measurements. The catalyst obtained in this way were characterized at various stages of the preparation by SEM/XFS, XPS, AFM and RM methods and tested in n-hexane combustion. Oxidation of the Al washcoat precursor led to the formation of γ-Al2O3 improving the properties of the Al2O3 layer (α phase) developed on the pre-calcined CrAl carrier. Oxidation of cobalt stearate deposited on the CrAI produced dispersed Co3O4 spinel. The cobalt catalysts were active in combustion showing resistance to sintering. Compared to standard Pt supported catalyst it demonstrated twice as low activation energy (50 kJ/mol).

Deliveries planning in transport systems is a complicated task and require taking into account a wide range of factors. Enterprises wanting to propose solutions that meet the clients’ needs and be competitive on the market must prepare their offer based on decision support systems including factors characteristic for the real process. The aim of the article is to present a concept of a decision support system based on a multi-criteria vehicle routing problem in real conditions (Real-World VRP). Taking into account the latest trends in the optimization of the delivery plan, the model includes three criteria - the cost, time and success rate of the delivery plan as a criterion relating to the quality of the delivery plan. Among other assumptions, it should be pointed out that the heterogeneous structure of the rolling stock has been taken into account, the number of which is not limited, the vehicles return to the place of origin. The travel time of the connection and the time of loading operations are random variables. The limited driver’s work time and driving time were also applied. The effect of the work presented in the article is the concept of the decision support system in the freight transport, taking into account the quality criterion of the delivery plan.

The maintenance of helicopters at the airports of the Polish Armed Forces in the state of technical efficiency determines the possession – by the entity securing their maintenance, repair – of appropriate resources and the maintenance system. The article presents the current state of the operation processes of helicopters in the Polish Army. The characteristics of the helicopter maintenance system model and the basic assumptions were described, and the mathematical records of input data to the system were identified and presented. The selected elements of the optimisation task, its decision variables, and constraints were formulated. The initial assessment of the quality of the proposed solution of the helicopter maintenance system model. The essence of the system optimisation problem, which relates to minimising the cost function and maximising the system’s readiness function, was emphasised. In addition, an example of appropriateness of applying such an approach is presented on the basis of the School Aviation Base. The article was concluded with a short summary, which stressed the importance of this type of the optimisation system.

W niniejszym przeglądzie literatury przedstawiamy problematykę szczepienia powierzchni ciała stałego i powstawania powierzchniowych, molekularnych struktur polimerowych tworzących rodzaj szczotki polimerowej. Problematyka ta wchodzi w zakres nanotechnologii i znajduje zastosowania w elektronice organicznej, medycynie, implantologii, konstrukcji sensorów. Procesy kowalentnego szczepienia polimerów na powierzchni różnych materiałów prowadzone są w oparciu o kilka szczególnie użytecznych metod polimeryzacji, zwłaszcza tych zaliczanych do metod "polimeryzacji żyjącej", jak ATRP, ROMP, polimeryzacja jonowa. Przedstawiamy także skrótowo problematykę monowarstw organicznych, które często stanowią strukturę inicjującą kontrolowany wzrost łańcucha polimerowego.
In this literature review the processes of the solid surface grafting are presented, which lead to the creation of the molecular surface polymeric structures known as polymer brushes. This is an area of nanotechnology, which offers perspective applications in the organic electronics, medicine, transplantology, sensors. The grafting procedures described here are based on the known methods of the living polymerization that are especially useful for the controlled surface process like ATRP, ROMP and ionic polymerization. In addition, a brief review is presented in the area of the organic self assembled monolayers (SAM), which are frequently used as the structure initiating the growth of the polymer chain.

W artykule omówiony został problem wykorzystania teorii kolejek do badania i oceny działania transportu kolejowego. Zaprezentowano obszary modelowania procesów w transporcie kolejowym do badania których wykorzystana została teoria kolejkowa. Omówiono wykorzystanie metody sieci faz procesu w badaniu płynności ruchu na linii kolejowej. W artykule przeprowadzono badania płynności ruchu na dwóch szlakach: Warszawa Zachodnia – Warszawa Włochy oraz Warszawa Włochy – Pruszków dla kierunku zasadniczego – tory dedykowane dla ruchu pasażerskiego podmiejskiego. Badania przeprowadzono dla dwóch wariantów: wariantu gdy urządzenia samoczynnej blokady liniowej na obu szlakach są sprawne oraz gdy na pierwszym szlaku uległy uszkodzeniu. Badania przeprowadzono z wykorzystaniem aplikacji Java Modelling Tools – JSIMgraph.
In the article were discussed a problem of using the queueing theory for the examination and evaluation of the railway transport problems. We presented the areas of railway transport processes modelling for the examination of which a queue theory was used. We discussed using phases of the network method in the examination of fluidity of movement on the railway line. In the article were carried out examinations of fluidity of movement on two open lines: Warszawa Zachodnia – Warszawa Włochy and Warszawa Włochy – Pruszków for fundamental direction - tracks dedicated for suburban passenger traffic. The research was conducted for two variants: variant when control command and signalling line equipment on both open lines are effective and when on the first open line has been damaged. The research was conducted using Java Modelling Tools – JSIMgraph.

W artykule zaprezentowano metodykę modelowania i oceny różnego przebiegu linii tramwajowych w aglomeracji miejskiej. Wykorzystując pakiet symulacyjny VISUM skonstruowano różne warianty linii tramwajowej przebiegającej przez całe miasto w relacji wschód -zachód, rozważając zarówno różną długość linii jak i jej różny przebieg. Następnie opracowane warianty poddano ocenie wielokryterialnej z wykorzystaniem spójnej rodziny kryteriów. Przedstawiono również modelowanie preferencji decydenta. Eksperymenty obliczeniowe prowadzące do uszeregowania (rankingu) wariantów oraz wyboru najkorzystniejszego rozwiązania przeprowadzono z wykorzystaniem wielokryterialnej metody rankingowej AHP.
The methodology of designing and evaluating tramway routes within the urban area has been presented in the paper. Using a macro simulation tool VISUM and analysing various transportation solutions different variants of the tramway routes in the urban area have been designed/generated. Next the proposed variants have been evaluated by a consistent family of criteria. The modelling the DM’s preferences have been also demonstrated. Computational experiments resulting in the final ranking of variants and selection of the most desirable solution have been carried out with the application of the Multiple Criteria Decision Making ranking method AHP.

Maintaining the aircrafts (AC) of the Polish Armed Forces in operating condition is determined by adequate resources to secure maintenance and repairs possessed by the companies implementing these tasks on them. The article characterises and then describes formally the Aircrafts Maintenance System in the Polish Armed Forces. The assumptions of the aircraft maintenance system model, proposed model structure, and mapping of aircraft maintenance performance were described. The most important elements (such as data, decision variables, boundary conditions and assessment criterion function) of an optimisation task aimed at minimising the executed aircraft maintenances’ costs were formulated. For this purpose, the record of evaluation criterion functions of the companies performing aircraft maintenance was shown. The article was completed with a conclusion, which underlined the importance of the proposed optimisation model. The optimisation model proposed in the article allows evaluating the aircraft maintenances’ organisation and their parameters. The formal record concerns both in the case of one-dimensional maintenance (one aircraft type) and multi-dimensional one (various aircraft types).

The paper presents an approach to the assessment of the location of facilities in the warehouse logistics network with the efficiency of its operations. Determination of efficiency of complex systems of this type should take into account wide range of issues. The system efficiency results on the one hand from the efficiency of its action and on the other hand from the ability to use available system elements to achieve the objectives. Efficiency is a main criterion to the evaluation of the activity both at the level of the whole system, as well as in its subsystems or components. Most often, it refers to the principle of rational management formulated in two variants: performance (maximization effect) and economical (minimizing effort). The article poses the thesis that based on studies of speed and reliability of execution of tasks it is possible to assess the potential locations of warehouse facilities in the studied logistics network. Were also presented factors affecting the efficiency of the functioning of individual cells of the logistics network. Was pointed to the technical, economic, organizational and reliability aspects affecting the efficiency and reliability of the logistics network in terms of both supply and distribution. It was also presented a modular block diagram of an assessment method for localizing logistics facilities in the logistics network.

The paper is a result of a research work concerning the development of an environmentally friendly transport system - Project EMITRANSYS. The publication contains the issues of shaping the transport system, where important factor due to the aspect of sustainable development is including the external costs in transport activity. This paper presents a mathematical model of the distribution of the traffic flow in the transport network. The paper presents selected aspects of the problem of multi-variant distribution of the traffic stream on the network transport for defined scenarios for the transport system development. Traffic distribution on the network has been made due to the criterion function – external cost connected with air pollution. The paper presents modal split of traffic ecological flow for chosen scenarios of the development domestic transport system.
