Opis:: W artykule przedstawiono zagadnienie dotyczące włączenia polskich kolei do zrównoważonego systemu transportowego Unii Europejskiej. Scharakteryzowano stan techniczny infrastruktury kolei i skutki eksploatacyjne tego stanu, wynikające głównie z wieloletniego niedoinwestowania. Przedstawiono podział zadań przewozowych w ruchu pasażerskim i towarowym między różnymi przewoźnikami, zmieniający proporcje zwłaszcza w okresie po transformacji ustrojowej w 1989 r. Przedstawiono propozycję usprawnień technicznych, organizacyjnych i finansowych, zmierzających do radykalnej poprawy oferty przewozowej. Scharakteryzowano prace nad wdrożeniem metody obliczania kosztów zewnętrznych transportu. Zasugerowano potrzebę zwiększania dotacji z budżetu państwa do przewozów kolejowych, jako ważnego sposobu budowy zrównoważonego systemu transportowego.
The paper presents the issues related to the integration of the Polish Railways with the balanced transport system of the EU. Railway technical infrastructure and consequences of its poor condition resulting from decades lacking investments are described. Distribution of transport tasks in passenger and freight service between different carriers with changing participation ratios - particularly after the transformation of political system after 1989 - was presented. Suggestions about technical, organizational and financial improvements aiming at radical improvement of the offered transport services have been produced. Work on the implementation of a method for calculation of external transport costs was described. It has been suggested to increase state subsidies for the rail transport as being important element of the balanced transport system.

Opis:: Zrównoważona żegluga (sustainable shipping) jest promowanym w ramach Międzynarodowej Organizacji Morskiej (IMO) kierunkiem rozwoju instrumentów prawnych międzynarodowego prawa morskiego, wynikającym z trzech praktycznych wymogów stawianych żegludze morskiej: „żadnych wypadków, żadnych zanieczyszczeń oraz obsługa na czas” (no casualties, no pollution and service on time). Na forum IMO uznano, że światowy przemysł żeglugowy funkcjonujący w międzynarodowych ramach regulacyjnych zmierza ku „zrównoważonej przyszłości”, co wymaga od IMO dalszego rozwoju instrumentów prawnych, w tym m.in. środków technicznych i operacyjnych, w celu zaradzania problemom globalnym. Główny nacisk kładzie się na: ograniczenie emisji gazów cieplarnianych (GHG) ze statków morskich; zmniejszenie zawartości siarki w paliwie żeglugowym; kontrolę i zarządzanie wodami balastowymi; zmniejszanie i kontrolę zanieczyszczeń morskich, w tym tworzyw sztucznych, oraz skuteczną ochronę szczególnie cennych ekosystemów morskich i przybrzeżnych; a także poprawę efektywności transportu drogą elektronicznej wymiany informacji, cyfryzację w żegludze morskiej i zwiększenie udziału kobiet w społeczności morskiej. Celem artykułu jest przedstawienie zrównoważonej żeglugi jako kierunku rozwoju instrumentów prawnych międzynarodowego prawa morskiego, opartego na ugruntowanej w prawie morza zasadzie prewencji oraz na obowiązku ochrony i zachowania środowiska morskiego.
Sustainable shipping is a direction for the development of international maritime law legal instruments promoted within the International Maritime Organization (IMO), and resulting from three practical requirements for shipping: “no casualties, no pollution and service on time”. The IMO recognized that the global shipping industry operating within the international regulatory framework is heading towards a “sustainable future”, which requires IMO to further develop its legal instruments, including technical and operational measures to deal with global problems. The main focus is on: reducing greenhouse gas (GHG) emissions from ships; reducing the sulfur content of marine fuel; ballast water control and management; the prevention, reduction and control of marine pollution, including plastic pollution, and the effective protection of particularly sensitive marine and coastal ecosystems; as well as improving transport efficiency through electronic information exchange, digitization in shipping and increasing the participation of women in the maritime community. The aim of this paper is to present sustainable shipping as a direction for development of legal instruments of international maritime law, based on the principle of prevention and the obligation to protect and preserve the marine environment, well-established in the law of the sea.

Opis:: The transport sector is a key sector for sustainable development because of the social and economic benefits that can be achieved thanks to him whit simultaneous minimizing the unfavorable consequences for society, economy and environment. Therefore, such an important issue is the monitoring of progress in the direction of the implementation of sustainable transport. This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

Opis:: The significance of transport results from the multilateral links it has with all forms of activity. Transportation is an activity that may influence the development of the whole economy. It may affect its stimulation or inhibit its growth. In Poland, due to the convenient location in the centre of Europe and at the intersection of major transportation routes, are created good condition for transit service and development of TSL companies. However, there is no coherent and well-functioning transport system, integrated with European and global, which inhibit the development of global trade. Polish transport SWOT analysis indicates its strength, which can be properly used and will increase the opportunities and will avoid risks of development.

Opis:: Transportation is one of basic factors affecting localization and shaping of the city. Constant development of transportation technology determines changes in space, number of inhabitants and shape of the city. At the same time urban transportation system unwittingly has initiated negative events, like the natural environment deterioration, growing congestion and increase in number of traffic accidents. This in contrary to sustainable development of the city, which postulates supporting high quality of life of present and future inhabitants. There of it is necessary to change the scope as well as forms of mobility in urban areas. Obtaining of desired solutions requires transportation strategy integrated with spatial planning. Lack if such integration is excessive stimulation of mobility connected with basic needs of inhabitants. Proper integration of spatial planning and transportation should be manifested in ensuring necessary interdependence of the policy "city today" with policy "city tomorrow".

Opis:: The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

Opis:: W artykule scharakteryzowano bezpieczeństwo zrównoważonego autobusowego transportu publicznego miast oraz politykę powoływania metropolii w Polsce. Przedstawiono wyniki badań i ich charakterystykę dla bezpieczeństwo systemu transportu miast metropolitalnych Wrocławia i Rzeszowa. Oceniono stopień zagrożenia bezpieczeństwa publicznej komunikacji autobusowej oceną ekspertów O oraz wskaźnikami zagrożenia bezpieczeństwa W3 i W4. Stosowane wskaźniki charakteryzują bezpieczeństwo systemu transportu wynikające z uszkodzenia układu (zespołu, podsystemu) autobusu w ciągu jednego roku. Obliczono także procentowy udział uszkodzeń układów autobusów Mercedes-Benz O530 Citaro oraz Jelcz 120 MM jako przyczyna powstawania kolizji i wypadków w MPK Wrocław.
The safety of the sustainable public bus transport of cities and policy toward metropolis appointment in Poland is characterized in the article. The results of the research and characterization for the safety of the transport system in metropolitan cities of Wroclaw and Rzeszow are shown. The experts’ assessment of security risk of the public bus O and indicators of security threats W3 and W4 are rated. The factors characterize security of transport system resulting from damage to the bus assembly during one year of operation. Percentage share of bus system damages for Mercedes-Benz Citaro O530 and Jelcz 120 MM as a cause of collisions and accidents in MPK Wroclaw is also calculated.

Opis:: The article is related to urban transport systems. The authors focus on solutions that will positively influence the problem of excessive noise or pollution generated in cities through transport activities. They refer to existing single initiatives, but also demonstrate the need for complex solutions that integrate solutions into a single system that enables the use of various means of transport through organizational and ICT solutions. The aim of the article was to present a review of selected solutions that could reduce the harmful effects of transport, which can be used to improve the environmental performance of urban transport systems.
Artykuł poświęcony został tematyce miejskich systemów transportowych. W pracy skupiono się na rozwiązaniach, które mają pozytywnie wpłynąć na problemy nadmiernego hałasu czy zanieczyszczeń powstałych w miastach poprzez działalność transportową. Autorzy odnieśli się do istniejących już pojedynczych inicjatyw ale także ukazali potrzebę zastosowania rozwiązań kompleksowych, których zadaniem jest integracja rozwiązań w jeden system umożliwiający korzystanie z różnych środków transportu poprzez rozwiązania organizacyjne oraz ICT (ang. Information and Communication Technologies). Celem artykułu było zaprezentowanie przeglądu wybranych rozwiązań, które mogą ograniczyć szkodliwy wpływ transportu na wybranych rozwiązań stosowanych w celu poprawy ekologiczności miejskich systemów transportowych.
