Opis:
The implementation of goals of modern forestry requires a simultaneous consideration of sustainable development of forests, protection, needs of the environment development, as well as maintaining a balance between functions of forests. In the current multifunctional forest model, rational forest management assumes all of its tasks as equally important. Moreover, its effects are important factors in the nature and environment protection. The paper presents legal conditions related to the definitions of forest management concepts and sustainable forest management. Authors present a historical outline of human’s impact on the forest and its consequences for the environment. The selected aspects of forest management (eg. forest utilization, afforestation, tourism and recreation) and their role in the forest environment have been discussed.
Realizacja celów postawionych współczesnemu leśnictwu wymaga jednoczesnego uwzględniania trwałego i zrównoważonego rozwoju lasów, potrzeb ochrony i kształtowania środowiska oraz zachowaniu równowagi w zakresie pełnionych przez lasy funkcji. W obowiązującym modelu lasu wielofunkcyjnego racjonalna gospodarka leśna uwzględniać ma wszystkie postawione jej zadania jako równorzędnie ważne, a jej efekty są ważnym czynnikiem ochrony przyrody i środowiska. W pracy przedstawiono związane z tym uwarunkowania prawne. Przypomniany został rys historyczny wpływu człowieka na las i jego konsekwencje dla środowiska. Przybliżono problem istnienia lasu jako składnika infrastruktury przestrzennej. Omówiono wybrane aspekty gospodarki leśnej i ich znaczenie dla środowiska leśnego.

Obecnie w leśnictwie europejskim a w szczególności w Centralnej Europie dominuje pogląd mówiący o integracji funkcji pełnionych przez las. Łączenie wielu funkcji lasu (ekonomicznych, ekologicznych i społecznych) w tym samym miejscu i czasie powoduje utrudnienia w podejmowaniu decyzji gospodarczych. Wypracowanie kompromisu pomiędzy produkcją drewna, potrzebami społecznymi i ochroną przyrody nastręcza wiele trudności administracji leśnej. Tworzenie leśnych obszarów funkcjonalnych bazujących na dominujących funkcjach lasu może być podstawowym narzędziem planowania w leśnictwie wielofunkcyjnym, ułatwiającym podejmowanie decyzji gospodarczych. Leśny obszar funkcjonalny może obejmować zwarty płat lasu jak również rozproszone obiekty leśne połączone jedną nadrzędną lub grupą uzupełniających się funkcji. Powierzchnia kompleksu leśnego (skala przestrzenna) ma decydujący wpływ na spełnianie określonych funkcji przez las. Im większa powierzchnia obszaru funkcjonalnego, tym więcej funkcji powinien on spełniać jednocześnie i bardziej równoważyć filary zrównoważonego leśnictwa. Ekosystem leśny jako najbardziej złożony ekosystem lądowy powinien być głównym elementem składowym przyrodniczych obszarów funkcjonalnych.
The functioning of European forestry (and in particular in Central European countries) has nowadays been dominated by the concept of integration of the functions fulfilled by the forest. The unification of the economic, the environmental, and the social function of forest in one place over the same time causes difficulties in the decision making process in forest management. To achieve a compromise between the timber production, the social needs and the nature conservation demands produces a number of difficulties for the forest administration. To properly identify/determine the functional forest areas as based on the predominant forest functions may become a substantial tool in the plan making under the condition of the multiply function forestry, facilitating thus the decision making in forest management. A functional forest area may comprise either a compact forest, or a number of forest compartments united by one dominant function (or: group of functions). The actual size of a forest complex (spatial scale) is of a decisive meaning for the fulfilling of particular functions by the forest. The larger the size of a functional area, the more functions may be fulfilled in one time, and the more balanced the sustainable forestry can be achieved. The most complex terrestrial ecosystem, the forest ecosystem, should be the main natural element of the functional areas.

The objective of this paper is to review the criteria and indicators currently used for the assessment of forest management and to compare them with the criteria and indicators recommended in the economic literature. There are discrepancies between the types of indicators proposed in the economic literature and those applied in practice, which often result from the adoption of different concepts of sustainability and/or definitions of the welfare. The paper presents the ideas of sustainable development with regard to the specific forest issues and management of its resources. We consider two main directions of forest use, which have the greatest impact on the condition of forest environment, i.e. logging and recreational use of the forest. This confrontation shows how effective the instruments of sustainable development are in collision with, on the one hand, the pragmatic−economic issue of profitability and a specific profit from logging, and, on the other hand, with the autotelic tourist exploration of the forest. The aim of the paper was to discuss selected aspects of sustainable forest use with regard to the sustainable development program and to identify problems, which modern forest management (forest utilisation) faces as a result of society’s expectations and the possibilities of today’s forestry in Poland. The example of Poland shows that there is a full understanding of the need to preserve the forests in the landscape, which was reflected in the form of legal acts and adopted international regulations for sustainable forest management (most forests in Poland have PEFC and FSC certificates). However, considering forest use as one of the main branches of forest management, there is still a large deficit of pro−ecological logging technologies in Poland, especially from difficult mountain areas (about 150 cableways missing), which is largely due to economic factor. The other problem of sustainable forest use in Poland is still low social awareness of the consequences of negative human impact on the forest ecosystem, which is manifested, i.e. littering in forests. Garbage is left both during leisure in forest as well as brought in larger quantities creating so−called wild dumping sites frequently containing also hazardous waste. Another problem of contemporary forest use is the maintenance of durability of forest ecosystems in recreational and tourist areas, especially protected areas, and above all in national parks, most of which in Poland have a forest character. The scale of threat to forest sustainability is incomparably higher here than in economic forests, which results from the large number of visitors in the national parks.
