Opis:
In this paper, the navigational infrastructure, i.e. the infrastructure of maritime navigation, has been presented and discussed. There is shown the place of navigational infrastructure in Maritime Safety System and in Maritime Navigation Safety System. There are discussed the parts, kinds and elements of navigational infrastructure as well as the basic requirements towards this infrastructure. There are also presented and discussed the basic features which should be taken into consideration while establishing the new elements of the navigational infrastructure, especially of coastal or local coverage. The basic changes of today’s elements of navigational infrastructure have been also presented.

Prezentowany artykuł dotyczy wpływu analiz przyczynowo-skutkowych na poprawę bezpieczeństwa pasażerskiej żeglugi śródlądowej. Przedstawiono w nim znaczenie diagramu Ishikavy w ocenie sytuacji nadzwyczajnych. Na przykładzie katastrofy śródlądowego statku pasażerskiego "Bułgaria", w sposób graficzny wyszczególniono poszczególne przyczyny i podprzyczyny oraz ich wzajemne relacje, które miały istotny wpływa na przebieg zdarzenia. Ponadto dokonano analizy możliwości ewentualnej ewakuacji ze statku „Bułgaria”, w której wyznaczono możliwe czasy i drogi ewakuacji pasażerów ze statku. Analiza to pozwoliła przede wszystkim na wyznaczenie tych czynników, których można było uniknąć, a poprzez to zmniejszyć lub całkowicie wyeliminować tragiczne skutki.
The article concerns the impact of causal analysis to improve the safety of inland passenger shipping. It presents an importance of Ishikava's diagram in assessing of emergency situations. Based on example of catastrophe of inland passenger ship "Bulgaria", the various causes are graphically presented and their relations, which have had a significant impact on this event. In addition, an analysis of the possibility of a evacuation from the ship "Bulgaria" is done, which sets of the possible times and evacuation routes of passengers from the ship. Analysis is allowed on the determination of these factors, which could have been avoided, and thus reduce or eliminate some consequences.

W artykule przedstawiono współczesne tendencje występujące na rynku promowych przewozów pasażerskich oraz pasażersko- towarowych. Na przestrzeni ostatnich 10 lat segment żeglugi promowej nieustannie się rozwijał, jednak sytuacja ta uległa zmianie podczas trwania pandemii koronawirusa. W związku z wprowadzeniem przez Międzynarodową Organizację Morską (IMO – International Maritime Organization) bardziej restrykcyjnych regulacji prawnych dotyczących ograniczenia poziomu zanieczyszczeń ze statków oraz wdrażaniem koncepcji zrównoważonego rozwoju na rynek żeglugi promowej dostarczanych jest coraz więcej innowacyjnych i proekologicznych jednostek pasażersko-towarowych, tzw. ro-pax i szybkich, określanych jako high-speed. Region Morza Bałtyckiego i Morza Północnego został uznany jako Obszar Kontroli Emisji Tlenków Siarki (SECA – Sulphur Emission Control Area) i Azotu (NECA – NO Emission Control Area). Dopuszczalne limity emisji SOx i NOx były coraz bardziej ograniczane, przez co jednostki eksploatowane w tym Regionie należało wyposażyć w systemy oczyszczania spalin lub alternatywne źródła zasilania. W tym Regionie żegluga promowa jest bardzo dobrze rozwinięta ze względu na ukształtowanie geograficzne terenu i występowanie wielu wysp. Celem artykułu jest analiza i identyfikacja tendencji na rynku promowych przewozów pasażerskich oraz pasażersko-towarowych.
This article presents contemporary trends in the passenger and passenger-freight ferry transport market. The ferry segment has grown steadily over the past 10 years, but this has changed during the coronavirus pandemic. In connection with the introduction by the International Maritime Organization (IMO) of more restrictive legal regulations on reducing the level of pollution from ships and the implementation of the concept of sustainable development, more and more innovative and environmentally friendly passenger and cargo units are delivered to the ferry market, like so-called ropax and fast, referred to as high-speed. The Baltic Sea and North Sea Region has been recognized as a Sulfur Emission Control Area (SECA) and Nitrogen (NECA – NO Emission Control Area). The permissible SOx and NOx emission limits were increasingly restricted, so the units operated in this Region had to be equipped with exhaust gas cleaning systems or alternative power sources. In this Region, ferry services are very well developed due to the geographical conditions and location of many islands. The aim of the article is to analyze and identify trends in the passenger and passengerfreight ferry transport market.

This article pictures the forming of container trade in Poland. It mentions and generally presents container links and shipowners whose wich vessels enter Polish ports. It classifies container transportation by its largeness, qualities and jrequency. It illustrates the manner Polish harbours prepare to handle containerized cargoes and shows the direction of their development.

Artykuł dotyczy żeglugi na Odrze, która po II wojnie światowej była ważnym szlakiem dla czechosłowackiego handlu. Zaprezentowano w nim negocjacje handlowe pomiędzy rządami polskim i czechosłowackim zakończone podpisaniem traktatu o transporcie. Zgodnie z jego postanowieniami we Wrocławiu powstała spółka zajmująca się transportem towarów, zarządzaniem stocznią. W tekście omówiono również pozycję, jaką zajmowała na polskim rynku, strukturę organizacyjną oraz skład osobowy.
After the Second World War the Czechoslovak Government attached importance to the navigation on the Oder River, which – in addition to the Elbe and the Danube – was to be an important route for international trade of the country. The trade negotiations with Poland, which had the whole navigable length of the river, were crowned with signing the Transportation Treaty on July 1st. It vested the Republic of Czechoslovakia with special powers in the Szczecin Harbour (free of duty zone) and a privileged position in the river and sea navigation. Following the stipulations of the Transportation Treaty there was another contract signed on May 12th, 1948 in Wrocław, an agreement to create a limited liability company, the Czechoslovak Oder Navigation Company (CSPO), which dealt with freight transport of merchandise goods on the Oder and its tributaries, as well as on the (German) canals connected to it; the Company also managed a shipyard and auxiliary workshops to repair its own shipping. The article presents the creation of the CSPO, its position in the Polish legal system, its inner structure, size and staff, organisational changes, rules of cooperation with the Polish Oder carrier, i.e. the legal, organisational and personnel conditions of the functioning of a foreign ship owner, against the background of developing the transport function of the Oder in the Polish-Czechoslovak relations.

The main components influencing the efficiency of rescue actions are: estimating the localization of an accident, estimating the survivor acting and error of its valuation, marking out the estimated survivors localization and an error of that localization, correct estimating a search are. The following elaboration presents the method of estimating the search and rescue area based on the search objects leeway speed regression model. There have been used a diffusion process (Fokker – Planck equation) during projecting a model to mark out a search probability area map.

The problem of positioning for maritime navigation and hydrography purposes, seen only from the categories of the position error point of view, seems to have been solved on a global scale. In such a situation characteristics of radio-navigation systems such as: availability, reliability, continuity, integrity and ambiguity of position, which are equally important but often neglected, turn out to be essential. One may risk a claim that integrity and characteristics of reliability theorem origin: availability, reliability, continuity, treated on various levels of structures of radionavigation systems, now seem to be one of the main areas of research. This article presents an analysis of meanings like: availability, reliability and continuity based on navigation literature in the last twenty years. Its changeable nature and ambiguous definition of continuity have been discussed here.

The new algorithm developed by authors has been implemented into the program NEXPERT OBJECT.
