    Celem badań było określenie sposobów wykorzystania wspólnych zasobów będących w posiadaniu wspólnot gruntowych i leśnych w Polsce. Zastosowano metodę analizy przypadków wybranych wspólnot gruntowych w Polsce. Z przeprowadzonej analizy wynika, że sposób wykorzystania zasobu zależał od stanu uregulowania prawnego wspólnoty. We wspólnotach, które nie powołały spółek wspólny zasób był nadmiernie wykorzystywany lub zaniedbywany, co w obu przypadkach mogło doprowadzić do spadku jego przydatności ekonomicznej.
    The aim of the paper was to identify the models of using of commons in land and forest communities in Poland. In the paper the case study method was used. The analyses showed that the legal status of community is crucial for the mode of commons using. In communities which failed to submit the legal status, the commons are overused or neglected. In both cases it can lead to a decline in its economic usefulness.

    The paper discusses the issue of the development of timber production market and timber industry in Poland and selected EU countries. The potential of forest resources in Poland against the background of other European countries is presented, as well as selected aspects exerting impact on the development processes of the sector of production. Particular attention is paid to the structure of ownership of forests in Poland and selected countries of the European Union. The structure of the use of means for research and development is analyzed with particular focus on those branches which allocate the biggest amounts for such purposes. Technological trends in the timber industry in Poland is described. Finally the prospects in the development of timber industry in the near future are discussed.
    Artykuł podejmuje zagadnienie rozwoju rynku produkcji drewna oraz branży drzewnej w Polsce i wybranych krajach Unii Europejskiej. Przedstawiony został potencjał zasobów leśnych Polski na tle innych państw wspólnoty oraz najważniejsze, wybrane aspekty wpływające na przebieg procesów rozwojowych tego sektora produkcji. Zwrócono również uwagę na strukturę własności lasów w Polsce oraz wybranych krajów Unii Europejskiej. Przeanalizowano strukturę wykorzystania środków na działalność badawczo-rozwojową, z wyszczególnieniem branż, które na tą działalność przeznaczyły najwięcej środków. Opisano trendy technologiczne w branży drzewnej w Polsce. Ponadto określono perspektywy rozwoju przemysłu drzewnego w najbliższych latach.

    The aim of the article is a theoretical analysis of aspects regarding the essence and structure of the tourist product of an area, show the importance of forest resources in tourism on the example of the Bialowieza Forest, and to present the concept of the integrated (complex) tourist product of that area, based on unique forest resources. This study concentrates on showing the possibility to create new tourist products of the forest, which will be linked together by a common idea and will create a conceptually coherent whole.
    Artykuł podejmuje problematykę szeroko rozumianego produktu turystycznego obszaru. Głównym jego celem jest analiza teoretycznych aspektów dotyczących istoty i struktury produktu turystycznego obszaru, ukazanie znaczenia zasobów leśnych w turystyce na przykładzie Puszczy Białowieskiej i przedstawienie koncepcji zintegrowanego produktu turystycznego tego obszaru w oparciu o unikatowe zasoby leśne. Kreowanie nowych leśnych produktów turystycznych (jako produktów cząstkowych), które będą powiązane ze sobą wspólną ideą (pod nazwą Leśne Dziedzictwo Europy) pozwoli lepiej wykorzystać dotychczasowy unikatowy potencjał przyrodniczy regionu.

    Opis:
    The aim of this study was to identify the motives of visits in the Wigierski National Park (north−eastern Poland), which were focused on health and regeneration of vitality by inhabitants of Suwałki. Knowledge about the influence of forest environment on health was also investigated. The quota sampling was used to determine the sample size and number of respondents was determined proportionally to the level of education and age of people surveyed. We used discriminant analysis to determine which variables stood out in four analysed age groups. Recreational and tourism as well as therapeutic opportunities, to a great extent, are not just noticed by respondents, but also applied by them in their daily life. Respondents appreciated the healing effect of the forest environment on people, on their physical and mental needs. Such attitude was achieved thanks to widely conducted education, which enhanced such aspects as medical properties of forests and their role in health prevention. Respondents declared the need for visiting actively forest areas for leisure and health reasons. Respondents particularly emphasized a possibility of health improvement, even more than a desire to enjoy anthropogenic attractions of the Wigierski National Park. Taking into account tourists' needs that are aimed at leisure and health, as well as appreciating non−productive importance of forests, it is recommended that the State Forests, through supervision and adequate infrastructure, should strive for the most convenient way to make forest environment available for people. It was also applied for protecting forest resources in order to maintain their sustainability for present and future generations. It was stated that the promotion of active leisure in connection with natural forest environment is a new way of life, especially applied by residents of large urban agglomerations. Such promotion is also a key task of public authorities and various organizations related to ecology and health. A special role is attributed to tourism and recreation organizers, but most of all to the State Forests, which are the main administrator of this forest area.

    The paper focuses on the characterisation of forest resources and harvesting, sale and distribution of roundwood for woodworking industry, wood−derivative board production plants and pulp and paper indus−try in the Notecka Forest. The age and species structure of stands indicates that the analysed forest complex is and in the future can be an important supplier of timber for sawmills and pulp and paper mills, especially for the Wielkopolska region. The roundwood offered is of an ever more higher quality. A regular increase in proportion of trees in older age classes has caused that the Notecka Forest becomes a source of valuable timber for the sawmill and plywood industries. However, the long−term forms of cooperation between large sawmills and the State Forests Holding have to be perfected.

    Opis:
    Paper concerns the valuation of forests under all forms of ownership on the basis of the first stage of the Large−Scale Forest Inventory completed in 2009. The total value of Polish forest resources (land and stands) at the end of 2008 amounted to nearly PLN 189 billion, of which 80% was the value of the forest resources available for wood supply. Forest resources of the highest value (PLN 145 billion), including those under the management of the State Forests (PLN 137 billion) are the property of the Treasury. Timber resources account for 85% of the value of forest resources, while the remaining share includes forestland resources (PLN 29 billion). Basing on the obtained results, the average value of forests in Poland is about 21,000 PLN/ha.

    The paper discusses conditions and problems concerning natural regeneration of pine in the „Puszcza Białowieska” Promotional Forest Complex. The studies on pine regeneration established from self−seeding were carried out on permanent experimental plots occupied by fresh and fresh mixed coniferous forests site types. A space filling index used in the experiment was to define space occupied by pine regeneration the so−called „height sum”. A significance test of differences in mean values between the abundance and height sum (t−Student's test) was used for each experimental variant within the forests site types. Natural regeneration in the Białowieża Forest occurs infrequently. It can be found mainly in loose pine stands growing in fresh coniferous forest site types. Pine naturally regenerates most successfully in fresh and fresh mixed coniferous forest site types, on fenced clear−cuts with a few reserved trees, with soil prepared in furrows and well−performed tending treatments, as well as in pine stands with stocking 0.4 providing that the same conditions are maintained. The primary condition for successful natural regeneration of pine in the Białowieża Forest is its protection against animals in the form of fencing.

    Opis:
    The conditions of using concentric sample plots in a successive inventory were researched. New definitions of ‘ingrowth' and ‘overgrowth' were introduced. As there is a possibility that sample plots could be located at stand edges, a new method POW_K of converting data from concentric plots was developed. The calculation results using this method were compared with the results obtained by the traditional method WSP. Two variants of obtaining inventory results for the whole forest district were taken into consideration – with and without stratification. Due to the value of mean errors of assessment of significant characteristics – volume and current periodic volume increment – the WSP method turned to be better – particularly in the variant with stratification. However, this method cannot be applied for utilizing the results of measurements of edge plots.

    The paper is an attempt to evaluate the forest management pursued in the mountains on the basis of the analysis of the volume and structure of Carpathian forest resources in the space of nearly forty years, i.e. from 1967 till 2006. The studies comprised 68 forest divisions (previously having the rank of forest districts) covering an area of 467,226 hectares of forests administered by the State Forests National Forest Holding and forests of the Forest Experimental Station in Krynica. The same research method and research material as in 1967 were used for the comparison of the results. The material included overall inventory results obtained from individual forest divisions, so−called "tables of age classes by dominant species".

    The paper contains the results of studies relating to the construction of the future strategy for development of forests and forestry, which were based on reports relating to the condition of forests and forestry, and the results of the last inventory of forests in Poland. It was found that realisation of the forest management by State Forests is correct and consistent with the principles of sustainable development and principles of the development of multifunctional forest. It is also static, without the proposal of innovative solutions, under−performing both its economic strength and accumulated intellectual capital and practical experience.

    Z powodu różnic istniejących pomiędzy populacjami drzew niezbędne jest wydzielenie obszarów ich występowania i opracowanie właściwych zasad stosowania oraz przenoszenia nasion z tych obszarów. Obszary występowania różnych proweniencji, nazwane regionami nasiennymi, zostały wyznaczone na podstawie: - genetycznej informacji o zmienności gatunków w ich naturalnych zasięgach; - różnic klimatycznych; - ekologicznych warunków wzrostu. Polskę podzielono na 108 mikroregionów nasiennych, wyróżniając wśród nich 2 kategorie: zwykłe i mateczne. W 56 mikroregionach matecznych zgromadzone są drzewostany nasienne najwartościowszych populacji drzew i nie wolno jest na ich teren sprowadzać innych proweniencji niż te, dla których mikroregiony zostały wyróżnione. Koncepcja wyróżnienia mikroregionów matecznych jest więc jedną z form gromadzenia i ochrony zasobów genowych in situ.
    To maintain the variability existing among the tree populations it is necessary to delimitate the areas of populations and to create adequate rules for using and transferring the seeds from these areas. On the basis of genetic information on variability of species in their natural range, climatic diferences and ecological conditions of growth, the areas of different origins occurence were delimited and called the seed regions. Polands' teritory was divided into 108 seed micro-regions of the two categories: the regular and the mother ones (micro-regions of valuable origins). 56 mother micro-regions cover the most valuable forest stands and in these territories it is not allowed to introduce any other tree populations from the other regions. Thus, the idea of mother micro-regions separation is one of the ways for forest genetic resources protection in situ.

    Peat bogs of the “West Sudety” Promotional Forest Complex are considered as the raised and temporary type, they present unique and specific features of mountain peat bogs of sub arctic character. Biggest pig bogs are situated in Reserve of the Izera Valley Peat Bog – the biggest in Poland reserve of mountain peat bogs. On the area of 574 ha bog is found to the depth of ca 2,5 m.

    W warunkach naturalnych wolnych od znaczniejszej ingerencji człowieka zróżnicowanie genetyczne gatunków powstawało na drodze rekombinacji związanych z rozmnażaniem generatywnym, mutacji genetycznych i selekcji naturalnej eliminującej genotypy najmniej dostosowane do życia w określonych warunkach środowiska. Procesy te utrzymywały określone zróżnicowanie genetyczne populacji, które umożliwiało dostosowywanie się tych populacji do zmieniających się warunków środowiska. Obecnie jednak tempo zmian tych warunków zarówno w skali makro (ocieplenie klimatu - efekt szklarniowy) jak i w skali lokalnej wywoływane przez różnego rodzaju czynniki antropogeniczne (emisje przemysłowe, wylesienia, ingerencja człowieka) powodują, że utrwalone naturalne mechanizmy genetyczne są lub mogą być niewystarczające. Dlatego też zachowanie w długim okresie czasu określonych gatunków wymaga podjęcia specjalnych działań mających na celu ochronę ich zróżnicowania genetycznego. Do 1990 r. ochrona zróżnicowania genetycznego realizowana była jedynie pośrednio w programach hodowli selekcyjnej oraz w ramach szeroko rozumianych działań w zakresie ochrony przyrody. Pierwsze założenia koncepcji ochrony zróżnicowania genetycznego w Lasach Państwowych opracowano w „Programie ochrony leśnych zasobów genowych i hodowli selekcyjnej drzew leśnych w Polsce na lata 1991-2010”. W pierwszym etapie do ochrony wytypowano 1000 wyłączonych drzewostanów nasiennych 18 gatunków drzew leśnych, 6400 drzew doborowych (genotypów) oraz 150 populacji zachowawczych wytypowanych na obszarze Lasów Państwowych i Parków Narodowych. Ochronę ex situ realizuje się obecnie głównie w wybudowanym w 1995 r. Leśnym Banku Genów w Kostrzycy. W drugim etapie realizacji programu ochrony oprócz działań prowadzonych dotychczas przewiduje się rozpoczęcie ochrony zróżnicowania genetycznego pozostałych gatunków stanowiących istotne składniki zbiorowisk leśnych (gatunki domieszkowe, krzewy, rośliny zielne itd.).
    Under natural conditions, without any human activities, genetic diversity of the species was created by recombination of genetic materials at the time of generative propagation, mutations and natural selection eliminating the genotypes less adapted to existing environmental conditions. Now the rates of these changes either, in global (greenhouse effect) and in local (air pollution, deforestation and negative anthropogenic influence) scales cause that these natural genetic mechanisms aren't sufficient and some of the species need additional protection for conservation their genetic variability. Unitil 1990 gene conservation of the forest plant species in Poland was realised indirectly in breeding programmes for conservation of the species, populations and genotypes valuable from breeding point of view. Also in National Parks and reserves a part of genetic variability was preserved on strictly and partly protected areas. First special programme for gene conservation of the forest species was started in 1991. Until now for gene conservation 1000 selected seed stands of 18 tree species, 6400 plus-trees and 150 gene reserves in State Forests and National Parks were chosen. Ex situ gene conservation is realised mainly in the Forest Gene Bank which has been established in Kostrzyca 4 years ago. At the next stage of this programme the list of species will be substantially extended including forest shrubs and herbs into gene conservation programme.

    Opis:
    Elm resources in Poland were analysed on the basis of latest forestry inventory data (updated in 2012). As compared with the 1970s, a remarkable increase was noticed in the total area of forest stands dominated by elms. However, the contribution of elms to the total forest area in Poland is still small (17 653.67 ha, i.e. 0.24% of the total forest area), while forest stands dominated by them cover only 1011.84 hectares (0.01%). Elm forests are the most frequent at alluvial sites, but majority of elm trees is scattered in lowlands, mostly at the fertile potential sites of oak−hornbeam forest. Elms do not prefer any part of Poland, but their contribution is markedly lower in forests of the Sudety Mountains.

    Opis:
    We analyzed data on wood resources of small−leaved lime in the forests managed by the State Forests, depending on the type of occurrence, age of trees, type of forest site, soil and region of the country. Particular attention was paid to the mature and close−to−mature stands with lime occurring in the overstory and undergrowth. We pointed regions and habitat conditions that are most favorable for the growth of small−leaved lime, from the point of view of its productivity. As for January 1st, 2016, the wood resources of lime amounts to 5.4 million m3 of timber. The largest part occurs in Wrocław and Olsztyn Regional Directorates of the State Forests. About 89% of the total timber resources of lime is located in the stands overstory. The timber volume of mature and close−to−mature stands (aged over 60) is 71% of the total volume. 50% of the wood resources of this layer is located in stands with 10 and 20% share of lime. The greatest average timber volume (255 m3/ha) was stated in stands with the share of lime at the level of 90%, while the average volume of the overstory is nearly 160 m3/ha. Also the wood resources of lime trees in undergrowth grows with the growing share of this species to reach about 90 m3/ha in the case of pure lime undergrowth. The largest volume is characteristic for stands with lime trees in the IV and V age classes. The lime stands growing on fresh forest and upland forest sites, and on brown and rusty soils are the most productive. The richest lime stands in the country, growing on fresh and moist forest habitats, reach over 500 m3/ha. We observe a small but steady increase in the share of small−leaved lime in the stands managed by the State Forests, in terms of both surface and volume.

    Rezerwaty przyrody są – obok użytków ekologicznych, lasów wodochronnych i programów małej retencji – jednym z ważnych ogniw w zachowaniu zasobów wody w Lasach Państwowych. Około 6,5% powierzchni rezerwatów zajmują wody (w postaci akwenów lub cieków), około 7,4% – bagna i torfowiska, a ok. 15,1% – podmokłe bory i lasy. Stanowi to łącznie prawie 30 tys. ha, zgrupowane głównie w rezerwatach leśnych, torfowiskowych, faunistycznych i krajobrazowych. Większość tej powierzchni podlega ochronie czynnej, przy czym zabiegi ochronne zrealizowane w analizowanym roku dotyczyły zarówno siedlisk hydrogenicznych, będących przedmiotem ochrony w danym rezerwacie, jak i tych, które są tylko jednym z typów środowisk w nim występujących. Należałoby jednak przyjrzeć się efektywności ochrony wodnych i podmokłych siedlisk przyrodniczych, gdyż w pewnych przypadkach zastosowane reżimy i metody ochrony odbiegają od zalecanych standardów.
    Apart from ecological utility areas, water-protecting forests and programs of small retention, nature reserves are also important for water resources conservation in the State Forests. About 6,5% of reserves’ area is occuppied by water (reservoirs or streams), about 7,4% – bogs and marshes, and about 15,1% – soppy forests. It gives in total almost 30.000 ha, which are located mainly in forest, peat-bog, faunal and landscape reserves. The majority of this area is actively protected. In the year in question, the conservation activities concerned water-related habitats, which were the scope of protection in these reserves, or simply one of biotope types existing there. In some cases, however, it seems necessary to review the effectiveness of water and wetlands conservation, because adopted rigours and methods diverge from the recommended standards.

    Opis:
    The article presents the results of research concerning directions of improvement of human resource management in the State Forests, in terms of rationalization of non−manual employment. The research was conducted in the second half of 2009 using the questionnaire survey method. 414 forest district managers and 105 representatives from a group of directors, department heads and chief specialists from all the Regional Directorates of the State Forests in the country participated in the survey. Respondents emphasized the need to rationalize employment in the State Forests and expressed their opinions on the possibilities, scope and method of reducing staffing levels. The subject matter is shown against the background of employment changes taking place in forestry in the European countries. The results can be used for adjusting the human resource policy in the State Forests.

    The indicators of the possibilities of timber harvesting in the State Forests in Poland arouse doubts. The timber volume increment values determined in recent years show gross errors. A proposal of different interpretation of some indicators (harvest/resources ratio, age class structure, assessment of destabilisation of stands, reduction of maturity age of stands is presented. The large−scale inventory of forest resources may provide reliable data on the status of forest resources and the possibilities of their utilisation.

    The genetic variation is considered to be a key factor for long−term survival of the species. The recognition of the existing genetic diversity is the preliminary phase in development of an effective strategy for conservation of forest tree species gene pools. Taxus baccata L. with a wide but scattered distribution in Europe is an example of rare and endangered species that needs both ex situ and in situ protection. The increase in fragmentation and isolation of populations and reduction in effective population size can cause erosion of the gene pool through increased genetic drift, increased inbreeding, reduced gene flow and decreased migration rate. As a result, local populations may be responsible for the loss of genetic variation, hence a decrease in their viability and adaptability. A few genetic analyses based on isozymes and DNA markers indicate that the yew, both in Poland and in other regions of Europe, is characterized by high levels of genetic variation within populations and moderate genetic differentiation between populations.

    Wych elm (Ulmus glabra Huds.) is a rare scattered forest tree species in Poland. First studies on genetic diversity of the species in its natural range in Poland give a good basis for the management and conservation of its genetic resources. In the present study, we determined the level of genetic variation and genetic differentiation of seventeen natural Wych elm populations in Poland using nine nuclear microsatellite loci. The number of analyzed individuals was 601. The level of genetic diversity of Polish populations of Wych elm corresponded with the results of the previous studies on this species in Europe. The populations show quite low level of genetic diversity of the species on the population level and quite high diversity on the interpopulation level. A total of 119 alleles was found, with average number per locus (A) equal 6.0 and allelic richness at medium high level (AR10=4.7). Observed (Ho) and expected (He) heterozygosity reached 0.583 and 0.602 respectively. The genetic differentiation between Polish populations of Wych elm occurred at a low level (Fst=0.089). Inbreeding depression may occur in the next generations (Fis=0.031). Genetic diversity between Wych elm populations in Poland may be the result of unfavorable random processes related to the reduction of population size resulting from elm disease. To better understand the processes related to the genetic diversity of Wych elm populations, research on field elm variation should be undertaken. Such studies may give an answer to the potential influence of introgression between these species on the genetic structure of the Wych elm. Both in situ as well as ex situ conservation measures are highly recommended to preserve genetic resources of this valuable noble hardwood species in Polish landscape.

    Final and intermediate cuts volume in the State Forests are expected to range in 2011−2020 from 18.28 to 23.90 and from 13.39 to 13.58 million m3 netto annually respectively, with probability of 0.954. The final cut will account for about 60% of the principal harvest. Positive changes will occur during the forecast period in the average stand age from 3 to 4 years and in the average standing volume from 3 to 5 m3/ha.

    The objective of the study was to determine the quantitative and valuable potential of wood resources of black locust (Robinia pseudoacacia) and Douglas fir (Pseudotsuga menziesii) in individual regional directorates of the State Forests (RDSFs) in Poland. We used data from the State Forests Information System database (values for the end of 2014) to determine the amount of the resources of the analysed species in forests under the State Forests management. The monetary value of black locust and Douglas fir resources was determined using both the indicator method and on the basis of sales prices of individual assortments. The occurrence, and hence the resources of black locust and Douglas fir in our country are characterized by considerable spatial diversity. Generally speaking, studied tree species are of minor importance in Polish forests as far as area and volume are concerned, but both species can the most often and in the large abundance be found in the western and northern Poland. The average sale price of wood of the tested species varied a lot in individual regional directorates of the State Forests (fig.). In the case of black locust the average sale price ranged from 99 PLN/m3 in RDSF Szczecinek to 151 PLN/m3 in RDSF Krakow, while for Douglas fir the values from 59 PLN/m3 in RDSF Łódź to 277 PLN/m3 in RDSF Katowice were obtained. The total value of black locust timber resources was assessed by the sale price method at PLN 262.4 million, and by the indicator method at PLN 186.4 million. In the case of Douglas fir timber, these values were much higher and amounted to PLN 375.0 and 309.2 million, respectively. The highest value of the studied species stands was noted in the RDSF with the largest amount of their resources.

    Opis:
    This paper describes a method of determining the stocking density and volume of forest stands based on airborne laser-scanning data. The aim of this study was to determine the relationship between ground-based measurements of standing volume and tree-density, and those acquired based on the Crown Height Model (CHM) interpolated from airborne laser-scanning data. Data were collected from 34 sample plots of two sizes for the CHM analysis: 500 m2 (radius 12.61 m) and 1963.5 m2 (radius of 25.0 m): Trees for sampling were selected using two methods, those whose “centroid” was fully within the sample plot (the tree was considered to be within the sample plot if the centroid of the crown was inside the circle) and those at the “border” (the tree was included in the sample plot if, at least, one part of the contour of the crown was inside the circle). There was a strong relationship (R2 = 0.86) between standing volume measured in sample plots on the ground and the indices produced by the crown elevation model at the locations where the ground-based measurements were performed.

    Opis:
    Since the beginning of XIX century a considerable number of Douglas fir populations from North America were introduced to many European countries. In France, Douglas fir is still going to increase significantly its participation in growing stock and wood harvest. There are also some countries (e.g. the Netherlands), where the interest in breeding and silviculture of Douglas fir have been decreased in last decades. The data from the European literature was collected to show a current volume stock, growth increment, gene resources and qualified seed sources of Douglas fir in the outlook of the future role of the species in European forest economy. A short outlook on the breeding programs of Douglas fir working out in several European countries was also presented.

    Opis:
    On the basis of survival rate and breast height diameter divergence at age of 16, the adaptation of progeny of 45 Norway spruce stands of the Istebna race was evaluated in the Wisla (in situ) and Kórnik (ex situ) plots of the Carpathian Gene Bank. The determination concerned the significance of the effect of genetic (provenance) and environmental (block) factors as well as the effect of interaction of these factors on the divergence of the investigated adaptation traits. A selected Norway spruce population was characterized by the highest survival rate and breast height diameter in the habitat conditions of both conservation areas.
