    This publication focuses on the attempt to determine the effectiveness of regional development management activities on the example of the Bucharest Ilfov Region in Romania. In recent years, the EU's operational programmes have supported the development of many countries such as Poland and Romania.     The aim of the article is to characterize the experience of networking in the exchange of data, information and knowledge, to promote regional development in the Lubuskie voivodship (province). Efforts were made to get the answer to the question of how integrated information resources contribute to regional development. The cooperation of official statistics and the scientific community is based on the idea of developing a joint information system. This collaboration also invited Lubuskie Regional Territorial Observatory. Cooperation shall be implemented according to a bipolar model. Participating in this activity players create and provide complementary information. On their basis are constructed strategic planning and socio-economic diagnosis. In these institutions are prepared study work, studies and specialist reports. (original abstract)

    Opis:
    The study concerns a natural cluster that arises as a consequence of the development of Euroregion. Each Euroregion has a "form" of a cluster "inscribed" into the philosophy of its functioning, which in turn creates a new management structure for the area covered by Euroregion. To document the above statement, the study attempted to compare the characteristics of Euroregion and a cluster, to describe mutual dependencies and convergences between them, which was included, among others, in the form of synthetic tables (Tables 4 and 5). Euroregion itself is a cluster, and it manages its subordinate area through Euroregional institutions. The term "natural" stems from the fact that Euroregion as a region bears the signs of naturalness, as it is created from the bottom up due to natural causes and motives, which through formalisation take on a specific shape of the structure with its institutions. Euroregion itself (a natural cluster), in addition to its management capabilities over the region, is also managed by the institutions representing it (described here is the Association of European Border Regions - AEBR). As a result, Euroregion as a natural cluster manages on its own and is subject to being managed.

The concept of smart specialization plays a key role in the new EU financial perspective (2014-2020) but it is also a development strategy, which ensure the growth of innovation. The article attempts to indicate the place of logistic in national and regional smart specialization.

    Most conflicts are territorial, nurtured by the rents from natural resources and strategic locations. Struggles over land, water and energy, clashes for control of routes, ports and airports; all these are often implicit in the more broadcast confrontations attributed exclusively to inequalities, culture, religion or ideologies. On the other hand, many of these territorial conflicts are internal to each country and, beyond issues related to the spatial allocation of rents from natural resources and control of strategic locations, there are spatial bargains on taxes and public expenditures that can lead to more enduring distrust. The paper assumes the the spatial profile of land, water and energy influences the spatial pattern of population distribution observed in regularities of the Zipf's Curve that relates the Size and Rank of the Cities of Each Country. It aims to demonstrate how regional governance, mirrored in the spatial allocation of governmental taxes and expenditures, plays a crucial role in urban concentration and spatial justice. The paper presents Zipf's Curve estimates for South Asian countries and maps for various countries, the differences between the estimated curve and the population of various cities. The result analysis indicates that the spatial distribution of rents obtained from natural resources and public transferences play a significant role in the spatial distribution of wealth. Summing up, there are reasons to believe that governance influences spatial justice, specifically through the spatial allocation of property rights over natural resources as well as through the spatial distribution of public spending. Moreover regional conflicts are remarkably associated with places and cities that, according to Zipf's Analytical Scheme, are below the level of what would be expected.(original abstract)

    Opis:
    W artykule przedstawiono problematykę roli samorządów w kwestii rewitalizacji i zarządzania zasobami naturalnymi w sektorze rolnictwa. Opisano kwestie dotyczące podziału kompetencji między państwem a regionem. Autor wykazał, że samorządy mają znacznie mniejsze uprawnienia do zarządzania i kontrolowania wykorzystania zasobów naturalnych, w tym odnawialnych, rolnych i regulacji środowiska niż centralna administracja państwowa. Wskazano na wyzwania, jakim należy sprostać w celu rozwiązania tych problemów administracyjnych w zarządzaniu odnawialnymi zasobami naturalnymi.
    The paper is dedicated to peculiarities of activating local self-government bodies in management of the processes of use of agricultural natural resources. Urgent problems concerning share of powers between the state and the region are substantiated. It was determined that bodies of local self-government have much less powers in management and control of the use of natural resources including agricultural renewable resources and in the sphere of environmental regulation than local administrations. Perspective tasks are described, which have to be solved by local self-government bodies in the process of managing use of renewable natural resources.
    В статье рассмотрены особенности активизации органов местного самоуправления в управлении процессом использования природных ресурсов сельского хозяйства. Обоснованы проблемные вопросы распределения полномочий между государством и регионом. Выявлено, что органы местного самоуправления имеют гораздо меньше полномочий по управлению и контролю за использованием природных ресурсов, в том числе и сельскохозяйственных возобновляемых, а также в сфере регулирования окружающей среды, чем местные органы государственной власти. Определены перспективные задачи по их решению органами местного самоуправления в процессе управления использованием возобновляемых природных ресурсов.
