Sprawowanie opieki farmaceutycznej w warunkach pandemii COVID-19 stanowi duże wyzwanie dla organu prowadzącego aptekę z uwagi na występowanie ograniczeń organizacyjno-prawnych, utrudniających proces implementacyjny. Opieka farmaceutyczna, jako podstawowe dla realizacji społecznej misji apteki świadczenie zdrowotne, zwiększa rolę farmaceuty w procesie zarządzania farmakoterapią pacjenta powodując, że zaczyna on być traktowany jako profesjonalista medyczny, a nie tylko „lekopodawca”. Upodmiotowienie roli farmaceuty w systemie ochrony zdrowia publicznego może przyczynić się do zwiększenia efektywności zarządzania farmakoterapią pod warunkiem, że proces implementacji opieki farmaceutycznej będzie miał powszechny charakter. Wymaga to jednak stworzenia dogodnych warunków organizacyjno-prawnych i powiązanie świadczenia opieki farmaceutycznej z systemem refundacji z budżetu państwa. Celem pracy jest przedstawienie uwarunkowań organizacyjno-prawnych determinujących efektywną realizację opieki farmaceutycznej w praktyce aptecznej w warunkach pandemicznych i postpandemicznych. Pozwalają one określić zakres czynności dostosowawczych, które powinien podjąć organ prowadzący aptekę, aby ułatwić farmaceutom wykonywanie ich prospołecznej misji, realizowanej w ramach systemu ochrony zdrowia publicznego i systemu ochrony zdrowia pacjenta.
Providing pharmaceutical care in the conditions of the COVID-19 pandemic is a major challenge for the authority running the pharmacy due to the existence of organizational and legal restrictions that hinder the implementation process. Pharmaceutical care, as the basic health service for the implementation of the social mission of the pharmacy, increases the role of the pharmacist in the process of managing the patient’s pharmacotherapy, causing him to be treated as a medical professional, and not just a „medicine provider”. Empowering the role of the pharmacist in the public health system may contribute to increasing the effectiveness of pharmacotherapy management, provided that the process of implementing pharmaceutical care is universal. However, this requires the creation of favorable organizational and legal conditions and linking the provision of pharmaceutical care with the reimbursement system from the state budget. The aim of the paper is to present the organizational and legal conditions determining the effective implementation of pharmaceutical care in pharmacy practice in pandemic and post-pandemic conditions. They make it possible to define the scope of adjustment activities that should be undertaken by the authority running the pharmacy in order to facilitate the pharmacists in the performance of their pro-social mission, carried out as part of the public health protection system and the patient’s health protection system. - Źródło:
