    Opis:
    The article is showing ways of entering private health insurance into the Polish system of the health care. Relating to conditioning for functioning of the health care and principles every country should accept as a result of the social agreement concerning financing and functioning of the health care universal purposes standing before the health care in every country were presented. Next for Poland statistical data on public and private funding of the health care in relation to macroeconomic conditioning were presented. A proposal of ways of solving the issue to include the private funding in the form of commercial insurance in the financing mechanism of the health care in Poland is the most important part of the article.
    Artykuł przedstawia sposoby wprowadzenia prywatnych ubezpieczeń zdrowotnych do polskiego systemu ochrony zdrowia. Na tle uwarunkowań dla funkcjonowania ochrony zdrowia oraz zasad, jakie każdy kraj powinien przyjąć w wyniku porozumienia społecznego dotyczącego finansowania i funkcjonowania ochrony zdrowia, przedstawiono uniwersalne cele stojące przed ochroną zdrowia w każdym kraju. Następnie przedstawiono dla Polski dane statystyczne pokazujące publiczne i prywatne finansowanie ochrony zdrowia na tle uwarunkowań makroekonomicznych. Najważniejszą częścią artykułu jest przedstawiona propozycja sposobów rozwiązania kwestii włączenia prywatnego finansowania w postaci ubezpieczeń komercyjnych do mechanizmu finansowania ochrony zdrowia w Polsce.

    Prezentowany tekst zawiera krótką analizę najważniejszych motywów dyskusji toczących się w Europie i dotyczących przyszłości tradycyjnej instytucji uniwersytetu, które są istotne w kontekście polskim. Siedem motywów najważniejszych w polskim kontekście to równość dostępu do szkolnictwa wyższego i ekspansja systemów edukacyjnych, współfinansowanie studiów, finansowa niezależność uczelni, wyższe wykształcenie jako dobro prywatne i dobro publiczne, przedsiębiorczość uczelni, zmieniająca się dynamika relacji prywatne – publiczne w szkolnictwie wyższym oraz regionalna misja uczelni.
    The paper contains a concise analysis of the most important motifs of discussions going on in Europe, which concern the future of the traditional institution of university and which are especially relevant in the Polish context. The seven motifs which are particularly important in the Polish context are: equal access to higher education and expansion of educational systems; co-funding of education; financial independence of universities; higher education as a private and a public good; entrepreneurial system of universities; the changing dynamics of the private versus public relation in higher education; and regional mission of universities.     Celem opracowania była ocena uregulowań prawnych dotyczących ograniczeń w zadłużaniu się gmin i ich wpływu na zdolności absorpcyjne środków finansowych z unii europejskiej. Ocena uregulowań prawnych została przeprowadzona z zastosowaniem metody analizy dokumentów o charakterze legislacyjnym, tj. ustawy z dnia 27 sierpnia 2009 r o finansach publicznych jak również rozporządzenia Ministra Finansów w sprawie wieloletniej prognozy finansowej jednostki samorządu terytorialnego z dnia 10 stycznia 2013 r. Analizy zawarte w artykule obejmują lata od 2011 (reguła pokrywania wydatków bieżących z dochodów bieżących z art. 242 ustawy o finansach publicznych) ze szczególnym uwzględnieniem okresu od roku 2014 (indywidualny wskaźnik zadłużenia z art. 243 ww. ustawy). Oceny funkcjonowania regulacji dokonano za okres od wprowadzenia przedmiotowych zasad do roku 2017. Przedstawione dane i uregulowania potwierdzają słuszność koncepcji uzależnienia zdolności kredytowej gmin od wielkości wypracowanych nadwyżek operacyjnych. Zaprezentowane w artykule dane pokazują, że coraz mniej gmin ma problem ze spełnieniem wymogu ustawowego w tym zakresie a wielkość wypracowywanych nadwyżek w stosunku do dochodów ogółem rośnie.
    The aim of this study is to evaluate legal regulations limiting the amount of debt incurred by gminas (basic units of local government in Poland) and the impact these regulations have on local governments’ capacity to absorb financial resources from the European Union. The method used to evaluate the legal regulations involved analyses of documents of legislative nature, i.e. the Public Finance Act as well as the Regulation of the Minister of Finance on the Multiannual Financial Forecast of Local Self-Government of January 10, 2013 (Journal of Laws 2015 item 92). The analyses conducted in this study cover the period from 2011 (the rule providing that current expenditure should be covered from current revenues under article 242 of the Public Finance Act), with particular emphasis on the period from 2014 (the individual debt ratio from article 243 of the aforementioned act). The evaluation of the functioning of these regulations covers the period from the date when the laws came into force until 2017. The presented data and regulations confirm the validity of the concept of making the creditworthiness of gminas dependent on the amount of generated operating surpluses. The data presented in the article show that fewer and fewer gminas have a problem with complying with the statutory requirement in this respect, and the amount of surpluses generated in relation to total revenues is growing.

    Celem opracowania było poznanie gotowości pacjentów do dokonywania dopłat do specjalistycznych świadczeń zdrowotnych oraz poznanie akceptowanego poziomu dopłat w opiniach anonimowych respondentów. Dla przeprowadzenia badań i zebrania danych opracowano kwestionariusz ankiety. Kwestionariusz został zamieszczony na portalu internetowym. Ankietowani wybierali właściwy dla nich wariant odpowiedzi. Wszystkie pytania miały charakter pytań zamkniętych. Bazę danych założono w programie Excel. W obliczeniach uwzględniono 527 kompletnie wypełnionych kwestionariuszy. Analiza zgromadzonych danych pokazała, jaka jest kwota akceptowalna dla dokonywania dopłat do specjalistycznych wizyt lekarskich. Według osób wypowiadających się ustalona kwota powinna być równa dla wszystkich, a do grup społecznych uprzywilejowanych powinno się zaliczać tylko osoby niepełnosprawne i przewlekle chore. Najczęściej chęć dopłaty deklarowały osoby z wyższym poziomem miesięcznego dochodu netto na jedną osobę w gospodarstwie domowym oraz z poziomem wykształcenia wyższym i średnim. Badania pokazały, że osoby młodsze częściej akceptowały wprowadzenie dopłat aniżeli osoby starsze. Z uwagi na fakt, że w bazie analizowanych danych w strukturze wieku przewagę stanowiły osoby młodsze, w deklarowanym posiadanym poziomie wykształcenia najmniej liczną grupą były osoby z podstawowym poziomem wykształcenia i większość respondentów była mieszkańcami miast, uzyskane wyniki badań pozwoliły na wysnucie potrzebnych i ciekawych spostrzeżeń, nie upoważniają jednak do uogólnień, inspirują do poszerzenia bazy danych i prowadzenia kolejnych analiz.
    The purpose of the study was to learn more about readiness to pay for specialist health services and to learn about the acceptable level of co-payments through the opinions of anonymous respondents. A questionnaire was developed to conduct the survey and collect the data. The questionnaire was posted on an internet website and the respondents chose an appropriate answer variant. All questions were closed ones. The database was created in Excel. The analysis included 527 completed questionnaires. The analysis of the data collected identified the amount of acceptable co-payments for specialist medical consultations. According to the respondents, the co-payment amount should be equal for everyone, and privileged social groups should include only disabled and chronically ill people. The willingness to co-pay was declared most often by those with a higher monthly net income per person in a household and with a higher and secondary education. The study has shown that younger people accepted the subsidies more than the elderly. Due to the fact that younger people were the most represented in the data the least numerous declared level of education was basic education while the majority of respondents were urban residents, hence the results illustrated a number of essential and interesting observations. However, they cannot be applied as generalizations, although they inspire further expansion of the scope of the data collected and the conducting of further analyzes.

    Due to depleting natural resources and increasing costs of their extraction, alternative energy sources are becoming an import ant branch of energy. Their impact on environmental pollution is much lower than with conventional energy sources, or if you consider solar energy zero. Currently, many programs are subsidizing the costs of assembly and devices using renewable power sources, the beneficiaries of which are residents of municipalities participating in projects that are largely financed by the European Union. Solar collectors are devices used to heat water for everyday use in homes and farms. Thanks to adequate sunlight they are able to provide comfortable medium temperature conditions for most of the year. This significantly reduces bills for natural gas or electricity - depending on the type of water heater. Collectors are divided into 3 types: flat, vacuum and focusing. Their heat conducting medium may be liquid or gas. Photovoltaic devices, solar collectors and biomass stoves were used in the commune and the city of Błażowa. Focusing on collectors, it can be seen that the flat collectors have been selected, which have a good priceperformance ratio and the energy obtained. 210 households benefited from the co-financing program. Most people decided to install collectors on residential buildings because their own contribution depended on the location of the devices - 8% VAT for mixing buildings and 23% VAT for farm buildings. The cost of the set on a residential building depended on the power and ranged from 2,488.00 [zł] to 3,131.60 [zł], which with a net price without co-financing of respectively 8600,00 [zł] to 10,770.00 [zł] gives a very large saving. The effect of the investment is about 75% energy saving, which in a few years allows you to recover the money invested in collectors.

    The article aims at evaluating the use of EU funds allocated to public services development by local government administration and indicates the problems and challenges of Polish local governments in terms of integration and globalization processes, while stressing the necessity of public services development in e-administration. Then, the local governments’ opportunities to acquire co-funding from 2014-2020 Operational Program Knowledge Education Development, specifically under priority axis II Effective public policies for the labour market, economy and education (measure 2.18) have been provided with their characteristics. Further, the article evaluates the use of EU funds for the projects, submitted and recommended for co-funding, in response to the competitions announced by the Ministry of Internal Affairs and Administration in Warsaw. Last but not least, the outcomes reported by the Local Authorities participating in the completed projects, are presented. The importance and significance of e-administration development for clients residents and entrepreneurs using e-services provided by local authorities has also been stressed. This article constitutes an introduction to a series of publications for researching the effect of EU funds on the development of local governments, and thus enhancing the competitiveness across the regions.

    The article aims at evaluating the measures applied in the EU projects supporting e-services development in selected local governments. The article provides characteristics of three partner projects co-funded as part of the 2014-2020 Operational Program Knowledge Education Development, specifically actions implemented under priority axis II Effective public policies for the labour market, economy and education (measure 2.18). Then the actions focused on e-administration development and evaluated it in terms of the benefits for the participating local governments, and thus the residents using the e-services. Further the, article presents the training actions completed as part of the projects and which were evaluated by 672 local government administration employees. Participants evaluated the trainings in terms of acquiring competencies, professional career development and the possibility of applying the knowledge in their professional work. Detailed questions also consisted in collecting the opinions on training organisation and the teaching methods and tools applied. Recapitulation stresses the importance and significance of e-administration development for clients using e-services provided by local governments. Finally, there are some conclusions and recommendations presented, referring to the execution of EU projects with the participation of local governments. This article is an introduction to a series of publications aiming at performing research on the effect of EU funds on the development of local governments, and thus the regional competitiveness.
