Opis:
Due to its very nature, globalization undermines the government control. This paper focuses on the impact of globalization on developed states. In particular, it analyzes how globalization has affected each of the following four institutions: (i) governance, (ii) capital markets, (iii) welfare state, and (iv) labor market. This can be summarized as follows: governments have become limited in their decision making, domestic capital markets have transformed into branches of the global market and thus have not been able to freely promote domestic interests, the welfare state serves capitalism rather than protects the society and reduces inequality, and the labor market experiences the migration of workers to developed states, whereas industries moved offshore to developing states.
Ze względu na swój charakter globalizacja podważa kontrolę rządu. W artykule skupiono się na wpływie globalizacji na kraje rozwinięte. W szczególności analizuje, w jaki sposób globalizacja wpłynęła na każdą z czterech następujących instytucji: (i) zarządzanie, (ii) rynki kapitałowe, (iii) państwo opiekuńcze oraz (iv) rynek pracy. Można to podsumować następująco: rządy ograniczyły się w podejmowaniu decyzji, krajowe rynki kapitałowe przekształciły się w gałęzie rynku globalnego i tym samym nie były w stanie swobodnie promować interesów wewnętrznych, państwo opiekuńcze służy raczej kapitalizmowi niż chroni społeczeństwo i zmniejsza nierówności, a rynek pracy doświadcza migracji pracowników do krajów rozwiniętych, podczas gdy branże przeniosły się za granicę do krajów rozwijających się.

Opis:
It was a daunting task before the Nehru-led government to frame a suitable policy of governance for secluded North-Eastern states which were completely separated from the mainstream British India. Due to the historical background as well as the geographical location of the region the government of India has long been tried to integrate the North-Eastern states with mainland India keeping social and cultural institutions of that region unaltered. With the continuous pursuance of protective and proactive role by the government growth scenario of the North-Eastern states has turned out to be satisfactory. Per-capita income has also been growing at a moderate rate and poverty both in absolute and relative term and inequality are declining. However, the worrying factor is that growth is pronounced where government is acting as principal economic actor. In addition, most of the North-Eastern states have demonstrated very poor fiscal condition and solely relying on central assistance. Economic integration sought under a decentralised development model on the failed promise of bringing equitable development across the North-Eastern states has acted as an incentive to raise the demand for special constitutional arrangements, separate state or country based on ethnicity or identity. Finally, occasional use of coercive forces, doling out of funds, and providing autonomy without accountability are the adhoc measures often used by the state to settle the unsettled culturo-social and politicoeconomic issues rooted in the Indian soil based on the notion of the abortive post-colonial Indian nationhood. Resultantly, the grand Indian nation state would certainly suffer from hyper-paranoia and a dreamer for “welfare state” will continue to be interrogated amidst the quagmire of movements based on identity and ethnicity.

Opis:
The paper on European welfare regimes and policies presents common and shared features of the social development of the post-communist countries that are members of the EU today. This will provide a basis for an attempt to assess if there is a single regime for those countries that distinguishes them from the three classical (and later four) regimes of the Esping-Anderson classification, or if there is an affinity to one of those models en bloc, or if there is similarity to one of the regimes, but in a different way for each of the new EU members. This attempt will be made primarily on the example of Poland, but with salient references to other countries in the group. The basis of the thoughts presented here is that of a project on Diversity and Commonality in European Social Policies: The Forging of a European Social Model (Golinowska, Hengstenberg, Żukowski 2009). Considerations and analysis done in the paper lead into conclusions that social policy development in the new member states is characterized by a one social model distinguishing them differently than according to the Esping-Andersen classification, in spite of a some differences in the outcome of the social policy being pursued. Similarities are mainly of an institutional character, resulting from both the similar past and the similar challenges connected with the systemic transformation towards the democratic system and market economy. In the future this specificity may fade and integration within the EU will cause a Europeanization of social policy of member states, but now this process is not sufficiently advanced.
