The approach to the prediction of critical infrastructure accident consequences is proposed. Moreover, the cost analysis of losses associated with the consequences of chemical spill, without and with considering the climate-weather impact, is proposed.

The paper presents the impact of the weather on inland navigation conditions. Each mode of transportation depends on the weather, but inland navigation is the one most affected by it. Inland navigation is strongly dependent on the water level in a river bed, which is a result of weather conditions. In Poland the depth of inland waterways is relatively low, but the biggest consideration is the weather which results in the variability of this level. The variability of hydrotechnical conditions results in problems with planning for transportation. It is widely known that water is one of the most important factors in the hydrotechnical conditions of inland navigation and it is directly correlated with the weather. In this paper the authors present the impact of temperature on the duration of the navigation season on the Border Oder, based on research conducted in the years from 2004 to 2018 and the authors also investigated important changes in the weather conditions during last few years. The results showed that the number of navigable days has dropped significantly over the investigated period as a result of changes in the climate.

We examined to what extend the rate and direction of changes in unmanaged grassland depend on fluctuations in climatic conditions. Vegetation data from permanent plots in a semi-natural grassland in southern Poland collected over 12 years were used. Relations between weather variables, time, and the cover of 41 more frequent species and 14 plant functional groups were analysed. The greatest effect on the dynamics of species and functional groups had precipitation in spring and/or early summer, particularly in the current year. The majority of plant groups were significantly affected also by the temperature in spring and early summer in one of the three previous years. During 12 years, the cover of annuals and biennials, short plants, and plants with small leaves decreased, while the cover of taller plants, plants with larger leaves, and with vegetative spread increased. The analyses suggest that these successional changes were not directly associated with climatic conditions but were affected by them indirectly through interspecific competition. The fluctuations in climatic conditions, chiefly precipitation, had a significant effect on both the composition and the rate of changes in abandoned grassland. The increase in the cover of tall perennial species with broad leaves hindered succession towards woodland despite of the presence of woods in the closed vicinity. It can be expected that during drier periods colonisation of grassland by later successional species could be easier.

The Baltic Sea basin is analyzed and Baltic Sea main geographical and climatological parameters are presented. The Baltic Sea environmental impacts of human activity and the ways of their consequences protection are discussed. The set of critical infrastructure networks at Baltic Sea and its seaside is identified and critical infrastructures and their operation environment methodology is introduced. The integrated management system of safety and security of Baltic Sea area critical infrastructure networks is proposed as a new research project continuing HAZAD project subjects and its core aims and description are presented. The project research team conception is created and partner cooperation added values are addressed. Seven main steps of project implementation are suggested. Moreover, the appropriate and wide references are given.

In the world weather derivatives play an important role in securing companies from energy industry. That industry was a pioneer in the use of weather derivatives and their creation was a natural response to the demand for this type of protection against weather risk. The article aims are to answer the question whether the energy industry companies in Poland are also vulnerable to the negative impact of not catastrophic weather risk and how a hedge instrument, diminishing the effects of prevailing weather conditions and securing the revenues of the industry might look like-. Owing to the analysis of the obtained results, we can conclude that weather conditions have a significant impact on the revenues of power companies. It is therefore reasonable to consider the introduction of weather derivatives on the Polish market. This article presents theoretical constructs of weather derivatives on the stock market and outside it.

Objectives Atmospheric pressure is the most objective weather factor because regardless of if outdoors or indoors it affects all objects in the same way. The majority of previous studies have used the average daily values of atmospheric pressure in a bioclimatic analysis and have found no correlation with blood pressure changes. The main objective of our research was to assess the relationship between atmospheric pressure recorded with a frequency of 1 measurement per minute and the results of 24-h blood pressure monitoring in patients with treated hypertension in different seasons in the moderate climate of the City of Łódź (Poland). Material and Methods The study group consisted of 1662 patients, divided into 2 equal groups (due to a lower and higher average value of atmospheric pressure). Comparisons between blood pressure values in the 2 groups were performed using the Mann-Whitney U test. Results We observed a significant difference in blood pressure recorded during the lower and higher range of atmospheric pressure: on the days of the spring months systolic (p = 0.043) and diastolic (p = 0.005) blood pressure, and at nights of the winter months systolic blood pressure (p = 0.013). Conclusions A significant inverse relationship between atmospheric pressure and blood pressure during the spring days and, only for systolic blood pressure, during winter nights was observed. Traffic volume is the main independent variable of risk exposure in road safety models. Cyclists as a vulnerable road users are more exposed to weather conditions than e.g. car drivers. As a result, their decision of whether to cycle is strongly related to weather conditions. It suggests that any change in the weather may have a significant effect on bicycle use. Objective of the paper was to indicate which weather parameters have a significant impact on bicycle use, how a change in weather parameters affects the change in bicycle volume (risk exposure) and, consequently, predicted number of crashes with cyclists and which factors differentiate the impact of weather conditions on bicycle volume. The impact of weather on bicycle volume variability was estimated based on literature review. The Web of Science, Scopus and TRID databases were searched. Finally, 33 papers from 1977 up to 2020, different in terms of the methodology used, country of origin, and analyzed group of cyclists, were reviewed. The impact of change in weather conditions on the predicted number of crashes with cyclists was estimated using own road safety models and previous research results. Results indicate that air temperature, precipitation, sunshine, cloud cover, humidity, and wind strength, have a significant influence on bicycle use. The impact of the weather on bicycle volume differs between different cyclists’ groups (different levels of experience, age, gender), trip motivations (recreational, commuting, etc.) and locations (countries, cities, climate zones). The paper shows complexity of impact of weather conditions on cycling and sensitivity of relationship between weather conditions and bicycle volume (i.e. risk exposure) and, as a consequence, bicycle safety. Results indicate that weather conditions should always be taken into consideration when analyzing cycling, especially in road safety analysis. The discussion of presented research results, research methods used with their limitations, and recommendations for future research were described.

In the paper a general safety analytical model of complex technical system related to the climateweather change process in its operating area is defined. First, the system operation at climate-weather variable conditions is given. Additionally, the semi-Markov approach is used. Further, the safety model of the multistate system at climate-weather variable conditions is introduced. The notions of the conditional safety functions at the climate-weather particular states, the unconditional safety function and the risk function of the complex system at changing in time climate-weather conditions are presented. The other safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensities of ageing of the critical infrastructure and its components and the coefficients of the climate-weather impact on the critical infrastructure and its components intensities of ageing are defined.

The weather conditions in winter 2011/2012 in Poland caused severe frost killing of winter crops (in most areas up to 90%) requiring spring resowing. This brought about a considerable impact of chemical plant protection. The paper presents results from two farms, belonging to a State Treasury company, with intensive agricultural production, located in the Wielkopolska voivodship. The number of plant protection treatments increased due to resowing from 39.9 to 81.4%, depending on the farm, and the amount of used p.p.p.(plant protection products) increased from 51.9 to 153.7%. Costs of used p.p.p. increased overall by 28.5%. The value of multi-criteria index of pesticides negative impact on the environment increased from 18.8 to 39.8% in farms 1 and 2. Identifying extremes in plant protection will allow more accurate than only on the basis of average values, planning and calculation of effect in production, as well as projections of adaptation processes to the changing conditions of production caused by the on-going global climatic changes.

W artykule omówiono proces wymiany ciepła w przemysłowych gazomierzach miechowych i wpływ warunków atmosferycznych na to zjawisko. Potwierdzono, że wymiana ciepła pomiędzy otoczeniem przemysłowych gazomierzy miechowych a gazem płynącym w ich wnętrzu jest silnie zależna od powierzchni wymiany ciepła, jaką jest obudowa oraz od objętości cyklicznej. Wraz ze wzrostem wielkości gazomierzy miechowych wydłuża się droga dla przepływającego medium, a tym samym i czas oddziaływania temperatury otoczenia, co skutkuje pogłębieniem różnicy pomiędzy temperaturą gazu na wlocie i wylocie z gazomierza. Dalsza analiza pozwoliła na wytypowanie reprezentatywnego miejsca do pomiaru temperatury gazu w celach rozliczeniowych objętości zużytego gazu oraz na opracowanie zaleceń dla układów rozliczeniowych wykorzystujących przemysłowe gazomierze miechowe.
The article depicts the process of heat transfer in a diaphragm gas meter and the possible impact of weather conditions on this process. It has been confirmed that the heat exchange between the inner and outer temperatures of an industrial diaphragm gas meter, is dependent on the heat exchange surface such as the housing and the cyclic volume. Along with the increase of the gas meter’s size, the path for the flowing medium extends, and hence the time of impact of the ambient temperature, which results in a widening of the difference between the inlet and outlet gas temperatures. Futher analysis allowed to identify a representative place to measure the temperature of the gas, for the purpose of billing the volume of gas consumed and to develop recommendations for billing systems that use industrial diaphragm gas meters.
