It is clear that humanbeings has destroyed the nature since the last quarter of the 19 th Century with start of industrial revaluation .In the beginning of the 21st century we faced extraordinary natural disasters as well as rainfall and temperature changes, rapid ice melting in different part of the world. All these mostly have occurred under the effect of climate change and forced a paradigm shift from demand or supply oriented harsh water development to use current water resources as efficient as possible. This logical approach is getting larger and larger as the years go by. Therefore near future water management concept will shift from building new and more water supply systems to better operating existing ones. The variation of water values in time and space has increasingly motivated efforts to address water scarcity and reduce water conflicts. Hydro-economic models represent spatially distributed water resource systems, infrastructure, management options and economic values in an integrated manner. In these tools water allocations and management are either driven by the economic value of water or economically evaluated to provide policy insights and reveal opportunities for better management. A central concept is that water demands are not fixed requirements but rather functions where quantities of water use at different times have varying total and marginal economic values. The 2015 World Economic Forum Global Risks Report ranked water as the number one risk factor. All these other sources of stress on water systems will be affected and/or exacerbated by climate change. This paper reviews the vital role of Hydro-Economics concept in a sustainable water management that will implement full cost recovery policy under the effect of climate change. It also focuses on the growing problems of allocation of water resources among competitive uses

Poland is endowed with the wealth of mineral resources, especially resources of coal and lignite, metal ores and mineral rawmaterials for chemical industry. Exploitation of these resources as a rule leads to inflow of water to mine workings and thus to various technical problems which have to be solved. Such problems arise at all the stages of management of mineral deposits, from reconnaissance and prospecting and exploration to preparing of a deposit for exploitation and exploitation and closing of mines. The water can have significant negative influence on prospecting and exploration and preparation of deposits to exploitation and creates a risk for mining operations and miners.Water inflow also results in environmental changes and increases extraction costs. The arising problems are technical and economic in character and the key for their solution is hydrogeology or, more precisely speaking, one of its more specialized branches - that is mining hydrogeology. The aim of this paper is to show the role and significance of hydrogeological works in management of mineral resources. A special attention is paid to the major achievements of Polish hydrology, which contributed to the developments in mining in our country and the world. Moreover, significance of contribution of hydrogeology at all the stages of mineral resources management, from reconnaissance and prospecting to exploitation of mineral deposits and closing of mines, is discussed. The presentation is of the review type and comprises examples of contributions of hydrogeology to exploration and documentation of individual mineral deposits, including assessments of mine water inflow and risks, environmental impact of mining operations and water management issues. It is worth to note that achievements of the mining hydrogeology from the last twenty years were mainly connected with working out methods for forecasting and assessments of environmental impact of closing the mines. In short, it may be stated that the actual contribution of Polish hydrogeology to the developments of mining sector is well shown by the presented examples concerning practically all the major mineral resources and the whole process of their management.

The purpose of the paper has been pointing out the ballast waters donor ports which for the Police harbour are of the highest risk category as far as transmitting living alien species is concerned. The species when encountering similar environmental conditions become risk to the local species as food competitors treating the local species as food and expanding in an invasive way and spreading formerly unknown diseases to the local environment. Moreover, they become dangerous to human health as well as hinder the economy development by reducing fish resources, growing on hydro-technical constructions etc.
Celem pracy było wskazanie portów, z których pobór wód balastowych stwarza dla Portu Police najwyższe ryzyko przywiezienia gatunków obcych w stanie żywym. Gatunki te, trafiając na podobne warunki środowiskowe, stwarzają zagrożenie dla gatunków rodzimych, będąc konkurencją do pokarmu bądź traktując jako pokarm gatunki rodzime. Rozprzestrzeniają się w sposób inwazyjny i przynoszą nowe choroby. Ponadto mogą one zagrażać zdrowiu ludzi oraz utrudniać gospodarkę przez zubażanie zasobów rybackich, obrastanie na budowlach hydrotechnicznych itp.

Opis:
Przedstawiono wyniki badań hydrogeologicznych pięciu wysadów solnych zlokalizowanych na Kujawach. Stwierdzono, że wysady solne usytuowane są w strefie aktywnej wymiany wód podziemnych i oddziaływają na otoczenie. Oddziaływanie to można podzielić na wpływ solanek spływających od strefy lustra solnego oraz wód o niższej mineralizacji migrujących z wyższych partii czap wysadów. Omówiono zagrożenia wodne związane z pozyskiwaniem soli i magazynowaniem mediów w wysadach oraz zasady rozpoznawania warunków hydrogeologicznych i monitoringu wód podziemnych w rejonie tych obiektów.
The paper presents the results of hydrogeological investigations of five salts domes in the Kujawy region. The salt domes are situated in active groundwater exchange zones and they affect the surrounding environment. This influence includes the effect of brines flowing from the salt mirror zone, and the effect of water of lower mineralization flowing from the upper parts of the caprock. The investigations were the basis for determination of water risks related to salt extraction and media storage, as well as for creating the rules of recognition and monitoring of hydrogeological conditions.

Opis:
A water distribution system (WDS) ought to be high reliable continuous operating system. Failure factors in WDS should be identified and prioritised, for example, the causing factors in the most frequent failures in water-pipe network. In this paper, the failure risk analysis of the WDS is presented, and accordingly, a New method consisting the failures index (FI) and the evaluation of risk of failure within the relevant area, based on the assumed categories (tolerable, controlled and unacceptable risk). It is expecting that the methodology for the WDS performance risk analysis would provide the city leadership for decision making support.

Water supply network is an essential element of urban water supply systems. The operation of a water supply system is inseparably connected with a risk of failure. The main problem in the risk of failure analysis of water mains is the uncertainty of the information collected on the description of failure. In order to consider the uncertainty of information, the theory of fuzzy sets was used. The fuzzification of frequency, severity and the consequences of the incident scenario is basic input for fuzzy risk analysis. The presented model is part of a complex model of risk management of failures in water mains and can be used in practice in system operator’s decision-making process. An adaptation of the fuzzy set theory to analyse risk of failure of water mains is not a standard approach. An effect of the analysis of different sources of risk can be used for the design of a more reliable safety system assurance.

The subject and main purpose of this study is to present the method of risk analysis and assessment of the lack of water supply to the collective water supply system (CWSS). Presented method using the expected value of water scarcity. The analysis was based on all possible states of the operation of water production subsystem. The article contains calculation example of analysis for the exemplary CWSS with regard to absolute risk, equal to the expected value of water scarcity and the relative risk referred to the nominal value of the water demand. In the example attached special importance to the criteria levels of the relative risk of lack of water supply. Presented method is a new concept which allows to make comprehensive analysis of reliability, safety and operation of the collective water supply system.

The new regulation concerning the quality of drinking water offers a number of delegations on the waterworks inform users about the quality of tap water. The study analysis on the public risk health should be prepared. In the paper the analysis and assessment method of the population and property related to failure occurrence of collective water supply systems is presented. Four categories of factors having impact on the multiplicative risk: purity category or probability of danger occurrence, material damage, loss of population health and security were adopted. On this basis four-parametric risk matrix was developed. In the study also examples of application methods were presented. The method can provide a planning tool in crisis management at the local government level.

In this paper, two indexes for own ship risk collision assessment in the restricted water are proposed. The first one concerns the collision threats for ships. The second one describes threats that are generated by human error. It is carried out dynamically with accordance to changes in time. To realize the main aim of the paper, the definition of the extended domain of the ship is introduced. Furthermore, the rules to determine the indexes and range of their values are developed. Finally, a comprehensive model and its potential application are presented. There are some important things to take into account during the model development: the interface, the levels and type of the output information, the type and accuracy of the information about the position and movement dynamics of the particular ships. It gives the opportunity to consider the different operation levels. In addition, it also allows us to take into account the different levels of measurement and the collision risk warnings. This approach can be helpful for both the VTS operator and OOW, the ship’s navigator, as the tool to support the safe navigation in restricted water.

The aim of the study was to assess the risk posed by Legionella bacteria in a public building in Krakow. An old building with internal installation risers of different ages, as well as draw-off points of different types, was selected for testing. Samples were collected during two campaigns. In one sample of the first series of tests, no bacteria were found. During the second series of tests, no Legionella bacilli were found in just one sample and in one sample only 4 colony-forming units were detected. At the remaining draw-off points (water taps), the bacteria count detected were greater than the maximum threshold allowed by legal regulations (admissible threshold for public utility buildings – 100 cfu/100 mL). No morphological differences were observed with respect to the occurrence of specific serogroups. In 14 samples, Legionella pneumophila serogroups 2–14 were found, while the Legionella pneumophila serogroup 1 was only found in one sample. The risk assessment was also carried out based on a semi-quantitative risk matrix approach and as a quantitative microbial risk assessment. The risk matrix approach was successfully implemented for the recognition of the potential risk associated with the Legionella occurrence in a water system. The calculated annual cumulative risk is high. The research shows that even if the weekly inhalation exposure dose (and therefore the calculated risk) is high, the number of Legionella pneumophila illness cases found can be equal to zero. This is probably due to the large uncertainty associated with QMRA determination. The size of the room in which the contaminated water is used also affects the possibility of infection.

The subject and main purpose of this study is to develop risk analytic model for the design and operation of water supply sector. A water supply system belongs to the critical infrastructure of cities, and it should be a priority task for waterworks and even for the local authorities to ensure the suitable level of its safety. A water supply systems (WSS) ought to be high reliable continuous operating system. Failure factors in WSS should be identified and prioritized, for example, the causing factors in the most frequent failures in waterpipe network. Drinking water supply utilities are responsible for providing a safe and reliable supply of potable water to their customers. Risk priority helps asset manager to target and refine maintenance plans, capital expenditure plans, investigative activities, and deal with potential failure before it occurs. In this paper, we present a review of classic risk analyses, risk management and new methodology for water supply networks management. This paper presents a framework for the analysis of performance risk in water supply that can be applied to the entire system or to individual subsystems. It is expecting that the methodology for the water supply performance risk analysis would provide the city leadership for decision making support.

W pracy przedstawiono analizę ryzyka braku dostawy wody dla miasta Krosna w przypadku awarii magistrali doprowadzającej wodę z ujęcia w Iskrzyni. Przedstawiono wielowa-riantowe symulacje skutków czasowego wyłączenia magistrali przyjmując zmienność rozbioru i napełnienia w zbiornikach sieciowych dla różnych czasów trwania awarii. Podstawą opracowania jest model hydrauliczny systemu zaopatrzenia w wodę. Wyniki symulacji porównano z danymi eksploatacyjnymi uzyskanymi podczas awarii magistrali.
Summary. The work contains risk analysis of water shortage in town of Krosno, resulting from water main failure providing water from Iskrzynia intake. The results of temporary closing this water main were shown for different conditions of water supply system work: water storage tanks filling, water demand, time when the pipeline is closed. The simulations of closing the water main were performed using hydraulical model of water supply system. Relults of the simulations were compared to field data from a failure of the water main.

The aim of the paper is analysis of risk and uncertainty in water management in order to include them in a rigorous way in the decision making in water management according to the Integrated Water Resources Management (IWRM) principles. Review of scientific literature as well as case studies analysis of the European Union research on risk with regard to IWRM served for the assessment of challenges related to the risk and uncertainty estimation in water management. A novelty in the paper is a comprehensive presentation of risk analysis methods related to IWRM based on the analysis of case studies. The conclusions indicate the gaps in the current practice of risk estimation, presentation and visualization. Thus, in turn could enhance decision making in water management.

The use of polluted water bodies for recreation poses a risk of infectious diseases. This fact necessitates taking into account bacteriological indicators to determine the danger of recreational water use. The aim of the article was to develop a new method for assessing the potential risk to population health during recreational water use. A new method for assessing the potential risk to population health during recreational water use has been proposed, which combines the identification of potential risk according to chemical and bacteriological indicators. A new classification of water hazard levels according to the values of risk to population health has been developed. The value of the potential risk to the population health during the recreational use of 6 beaches in the urbanized territories of the city of Kharkiv and its suburbs (Ukraine) was obtained. It was established that bacteriological contamination has the probability of a very large impact on public health (hazard class 5). To compare the methods of assessing the risk to population health during recreational water use, the hazard index (NI) was determined according to the chemical indicators of the quality of water bodies in the city of Kharkiv. The use of the assessment of the potential risk to population health for the environmental regulation of the discharge of pollutants into a water body with wastewater is justified.
