Nigeria has greater challenges when it comes to water development and management. The current water resources development and supply status is unacceptably low and needs a major transformation. With the rapid growth in population, urbanization, industrialization and competition for economic development, water resource has become vulnerable to depletion and degradation. Management of this valuable resource is determined by its acceptability and utilization in terms of quantity and quality. Due to imbalance between demand and availability, management approaches are facing various ethical dilemas. This paper therefore considers the water supply and sanitation situation in the country and the challenges facing the sector. The paper calls for institutional reforms and review of policy targets, define key elements for the development of action and investment plans as well as provide some guidelines in order to minimize duplication and maximize effectiveness. The paper also suggested strategies and viable framework/agenda for sustainable water supply and emphasizes that the machinery of water resources development and management needs an urgent overhauling with the aim of streamlining the overlapping functions of the various agencies that have operated the system up till now. More importantly, the paper suggested integrated approaches/strategies for sustainable management as well as offers relevant policy recommendations for water resources management in Nigeria.

The paper assesses the volume and type of water consumption in Poznań using a water footprint indicator (WFTP) consisting of such components as green, blue and grey water consumption. Average rainfall over many years, water retention within the city, pollution indicators found in sewage and the amount of sewage treated from the city area were assessed. The water footprint obtained for Poznań was compared with the values of indicators for Wrocław. The presented analysis of the results of WFTP calculations should constitute the basis for assessing direct and indirect water consumption by consumers and producers of Poznań and serve better water management and maintenance in the urban area.

The bottom sediments of river hydroecosystems were studied for the gross content of heavy metals (K, Ti Cr, Fe, Ni, Cu, Zn, Rb, Sr and Hg). The environmental and geochemical processes of bottom-sediment formation in aqua landscapes were analyzed, allowing us to stress the need to determine the methodological basis for the correlation-regression dependence of the heavy metal accumulation processes in bottom sediments, as well as total content of organic carbon. The ranking of pairwise correlation coefficients arranged in decreasing order is: TOC:Cu (0.87) >TOC:K (0.82) >TOC: Ni (0.75) > TOC:Sr (0.73) > TOC:Fe, (0.7) >TOC:Ti (0.67) > TOC:Hg (0.63) > TOC: Cr (0.58) >TOC:Rb (0.56) > and TOC:Zn (0.51). The proposed methodological approach determines the environmental and geochemical aspects of the sedimentation processes heavy metals, while also identifying the general trends in hydroecosystems prone to the anthropogenic impact.

The proper management of water resources is currently an important issue, not only in Poland, but also worldwide. Water resource management involves various activities including monitoring, modelling, assessment and designing the condition and extent of waters sources. The efficient management of water resources is essential, especially in rural areas where it ensures greater stability and efficiency of production in all sectors of the economy and leads to the well-being of the ecosystem. The performed analyses have demonstrated that the time of origin of the cadastral data defining the course of water boundaries has a significant effect on their quality. Having analysed the factors (timeliness, completeness, redundancy) used to assess the quality of cadastral data, their clear trend of changes in time was noticed. Thus, it is possible to specify the estimated degree of quality of cadastral data defining the course of watercourse boundaries only based on the information about the method, time and area of data origin in the context of the former partition sector. This research paper presents an original method of assessing the quality of spatial data that is used to determine the course of the shoreline of natural watercourses with unregulated channels flowing through agricultural land. The research has also demonstrated that in order to increase the efficiency of work, the smallest number of principal factors should be selected for the final analysis. Limiting the analyses to a smaller number of factors does not affect the final result, yet it definitely reduces the amount of work.

Questions regarding the water have a specific position in the context of environ-mental challenges. The possibility of escalating tensions between individuals, social groups, states or groups of states may even be higher for water-related issues than with other environmental problems. According to many pessimistic forecasts in the course of the 21st century water conflicts occur, which can have tragic consequences. Even though such conflicts have not yet reached a significant regional or global dimension, the risk of such a conflict cannot be ruled out. The aim of the research is to identify other potential risk areas where the water situation will most likely worsen, which may result in a threat of violence, conflict. At the same time, we were comparing the state of renewable water resources in individual countries of the world.
Pytania dotyczące wody mają szczególne znaczenie w kontekście wyzwań środowiskowych. Możliwość eskalacji na-pięć między jednostkami, grupami społecz-nymi, państwami lub grupami państw może być nawet większa w przypadku problemów związanych z wodą niż w przypadku innych problemów środowiskowych. Zgodnie z wieloma pesymistycznymi prognozami w ciągu XXI wieku dochodzi do konfliktów wodnych, które mogą mieć tragiczne konsekwencje. Mimo że takie konflikty nie osiągnęły jeszcze znaczącego wymiaru regionalnego ani globalnego, nie można wykluczyć ryzyka takiego konfliktu. Celem badań jest zidentyfikowanie innych potencjalnych obszarów ryzyka, w których sytuacja wody najprawdopodobniej się pogorszy, co może skutkować groźbą przemocy, konfliktami. W tym samym czasie porównaliśmy stan odnawialnych zasobów wodnych w poszczególnych krajach świata.

Nowadays the increasing number of animal enterprising depending on the needs of human population growth and nutrition need that was occurred during the production of animal breeding have revealed the manure issue. Manure from animal barn, when not stored properly, causes environmental problems including odour and visual pollution, and could create environmental pollution problems. On the other hand, random storage of manure on the land outside animal barn as a result of climate parameters such as rainfall results in leakage of manure and can cause contamination of water resources. In Turkey, animal manure obtained from animal barns is almost not utilized and is accumulated outside. Manure which is produced in animal barn to be used for agricultural purposes must be stored in the areas which prevent the spread of in the environment . Thus, the loss of minerals in the soil plant available forms are contained in manure, will be prevented. In addition, due to the nutrients and microorganisms, surface and underground water resources can be a factor in polluting and may create a risk to animal health and environmental pollution. The study has been carried out by determining the 4950 cattle breeding enterprises around the Eğirdir, Beyşehir Burdur and Salda lakes in the Lakes Region. About 50000 cattle are bred in the 4950 cattle breeding enterprises in the study area. However, of these animals 43502 are bred for commercial purposes. When the values in literature are taken into account, the daily manure amount that would be put forth has been calculated as 1500 tons. It has been concluded that animal manure which is the output of animal breeding enterprises will result in environmental pollution, water resource pollution as well as posing a threat to life in general by mixing with water resources such as underground water, lakes etc. when deposited haphazardly in stacks that are not well managed. As a result, we believe that our producers should be well informed regarding manure management prior to experiencing such problems.

Adaptation possibilities of the Вас’s method of calculation of water content in soil for irrigation purposes were estimated. To this agrometeorological information from agricultural experiment stations and standard meteorological data were used (for growing season 1980-1986). On this bas is the area with negative difference between precipitations and evaporation in central part of Poland has been distinguished.

Rainfall in the Lake Tana basin is highly seasonal and the base flow contribution is also low resulting in the need for reservoirs to meet the agricultural demand during the dry season. Water demand competition is increasing because of intense agricultural production. The objective of this study is to develop water balance models. The Mike Basin model has been selected for water allocation modelling and identifying potential changes needed to the existing water allocation scheme to reduce the stress due to increased water demand. The study considers baseline and future development scenarios. The construction of new dams results in two competing effects with respect to evaporation loss. The first effect is increased evaporation from new reservoirs, while the other is reduced evaporation from the Lake Tana as a result of a decreased surface area of the lake and reduced inflow of water to the lake. Once a dam is built, there will be an additional free water surface area and more evaporation loss. In dry months from January to May, the irrigation water demand deficit is up to 16 Mm3. It is caused by reservoirs built in the basin, which reduce the inflow to the Lake Tana. The inflow varies between wet and dry months, and there is more water flow in wet months (July, August and September) and reduced flow in dry months because of the regulatory effects produced by the reservoirs.

This article presents a theoretical and empirical analysis of resource efficiency in the use of natural resources for economic growth consistent with the principles of sustainable development in EU countries. To realize this objective, a review of the literature and EU strategic documents concerning the subject under study is presented. The comparative analysis has been prepared on the basis of international statistical data (Eurostat, EEA) for EU countries from the years 2002−2013. The analysis covers the following indicators: resource productivity, water exploitation index, water productivity, generation of waste, and the landfill and recycling rate. The results show that in general terms the efficiency of resource use in the EU is gradually improving, but only to a small extent. With regard to individual countries this process shows significant diversity, and is closely associated with the level of economic development of a particular country. In some individual countries, this resource efficiency is at a very low level, which is the case with several countries of Eastern and Central Europe.

Subject and purpose of work: The study attempts to examine the trade unfairness and transboundary bottlenecks between Bangladesh and India with a view to prosper a balanced trade and sustained water cooperation. Materials and methods: The study is based on secondary data and statistical information. Mixed research methods such as qualitative, quantitative and data visualization techniques are adopted in this study to assess the political economy of river basin management, loss and damage assessment and trade situation assessment. Results: Due to upstream intervention, the North-Western region of Bangladesh has lost 4254218 metric tons of rice production during 2006-2014 cropping years which value is $1036 million. During the same period, the trade deficit of Bangladesh stood at $5.58 billion with India due to the diverse tariff and non-tariff barriers which triggers tension between this close neighbor. Conclusions: The trade and water co-operation should be extended among the South Asian countries including India and Bangladesh without delay to obtain the maximum benefit and economic prosperity.
Przedmiot i cel pracy: Praca ma na celu przedstawienie stanu stosunków gospodarczych między Bangladeszem i Indiami w kontekście wykorzystania transgranicznych zasobów wodnych. Szczególną uwagę poświęcono zachowaniu równowagi w handlu między tymi krajami oraz potrzebie rozwijania współpracy bilateralnej. Materiały i metody: W pracy wykorzystano dane i informacje wtórne zaczerpnięte ze statystyk i opracowań instytucji krajowych i międzynarodowych oraz literatury problemu. Zastosowano mieszane metody badawcze o charakterze jakościowym i ilościowym oraz techniki wizualizacji. Ocenie ekonomicznej poddano procesy i metody zarządzania zasobami gospodarczymi w dolinach rzek oraz potencjalne straty wynikające z niezrównoważonych stosunków handlowych. Wyniki: Badania wykazały, że niezrównoważone relacje transgraniczne sę niekorzystne dla Bangladeszu, który utracił w latach 2006-2014 możliwość wyprodukowania 4 254 218 ton ryżu o wartości 1036 mln USD. W tym samym czasie deficyt Bangladeszu w handlu z Indiami wyniósł 5579 mld USD. Wnioski: Z przeprowadzonej analizy wysunięto wniosek o potrzebie rozwoju współpracy w gospodarowaniu transgranicznymi zasobami wody oraz intensyfikacji stosunków handlowych poprzez ograniczanie i znoszenie barier handlowych.

The participation of stakeholders is an important component in integrated and adaptive watershed planning and management. In Quebec, Canada watershed organizations are in the process of implementing participatory based watershed planning and management schemes. However, there is a lack of simple and readily implementable frameworks and methods to explicitly involve stakeholders, as well as integrate physical and social processes, in watershed planning and management in Quebec. This paper describes the application of the first three stages of a newly proposed five stage stepwise Participatory Model Building framework that was developed to help facilitate the participatory investigation of problems in watershed planning and management through the use of qualitative system dynamics models. In the agriculturally intensive Du Chene watershed in Québec, eight individual stakeholder interviews were conducted in cooperation with the local watershed organization to develop qualitative system dynamics models that represent the main physical and social processes in the Du Chene watershed. The proposed Participatory Model Building framework was found to be accessible for all the interviewees, and was deemed to be very useful by the watershed organization to develop an overview of the different perspectives of the main stakeholders in the watershed, as well as to help develop watershed policies and strategies. The individual qualitative system dynamics models developed in this study can subsequently be converted into an overall group built system dynamics model (describing the socio-economic-political components of the watershed), which in turn can be quantified and coupled with a physically based model such as HEC-HMS or SWAT (describing the physical components of the watershed).
Rola interesariuszy jest ważnym elementem w zintegrowanym zarządzaniu zasobami wodnymi zlewni. Organizacje zajmujące się zagospodarowaniem zlewni rzecznych, w prowincji Quebec wdrążają obecnie system zarządzania zasobami wodnymi zlewni oparty na partycypacji interesariuszy, którzy zainteresowani są wykorzystaniem zasobów wodnych. Obecnie brakuje nieskomplikowanej i wygodnej we wdrożeniu metodyki uwzględnienia interesariuszy w zintegrowanym zarządzaniu zlewnią, w którym rozpatruje się ponadto zachodzące procesy społeczne i fizyczne. W pracy opisano zastosowanie pierwszych trzech, z pięciu etapów, nowo zaproponowanej metodyki stworzenia dynamicznego modelu partycypacyjnego, stosowanego w celu ułatwienia rozstrzygania problemów zarządzania zlewnią poprzez partycypację interesariuszy korzystających z jej zasobów. W intensywnie użytkowanej rolniczo zlewni Du Chene w prowincji Quebec, przeprowadzono 8 wywiadów z interesariuszami, a następnie, przy współpracy lokalnego zarządu wodnego, przystąpiono do zbudowania ilościowego modelu dynamicznego, który uwzględnia główne procesy fizyczne i społeczne w zlewni – Du Chene. Zaproponowany model partycypacji został oceniony przez interesariuszy jako przystępny oraz okazał się być użyteczny dla zarządów wodnych w celu przeglądu różnych perspektyw wkładu interesariuszy w zarządzanie zlewnią, a także ułatwił opracowanie strategii i polityki zarządzania zasobami zlewni. Model dynamicznego systemu udziałowców, zbudowany dla indywidualnych udziałowców w badanej zlewni i opisany w tym artykule, może zostać stopniowo rozbudowany do ogólnego, zbiorczego modelu, opisującego socjologiczne, ekonomiczne i polityczne procesy, istotne dla zarządzania zlewnią, oraz może zostać zintegrowany z modelami matematycznymi, takimi jak HEC-HMS lub SWAT, opisującymi fizyczne komponenty zlewni.

Saltwater intrusion in the rapidly developing city of Da Nang in central Vietnam is currently causing various water-related challenges, including inadequate water supply and water pollution. An integrated SWAT-MODFLOW numerical model was used to investigate the origin and mechanism of saltwater in Holocene and Pleistocene aquifers. Geophysical and isotopic approaches were used to validate the SEAWAT model applied for simulating saltwater intrusion. The results suggest that the ebb and flow of tides, as well as water levels in rivers primarily impact coastal aquifers. However, effective water resource planning and management, along with maintaining the natural recharge of fresh water from local rain during the rainy season, could enable the rational and efficient utilization of groundwater, reducing saltwater intrusion in many areas. During the dry season, groundwater is recharged from higher altitude areas. The current saltwater intrusion mainly occurs along the rivers up to the hydraulic dam. Simulated models, using scenarios of stop abstracting groundwater, but changing to the use of surface water for drinking water, show that the area of saline water shrinks quickly after 30 years, reducing from 59.6 km2 to 39.5 km2 and from 40.2 km2 to 28.6 km2 in the Holocene and Pleistocene, respectively.

The Ghorveh plain with an annual average rainfall of 350 millimeter and a cold and semi humid climate is located between the Dehgolan's watersheds and Chahardoli and 95 kilometers east of Sanandaj and northwest of Hamadan. From a geographic coordinates point of view it is situated between the longitudes of 47° 38' 52" to 48° 06' 03" eastern and latitudes of 35° 02' 22" to 35° 30' 54" northern . This plain leads to Mts. Darvazeh and Ebrahim Attar from south, it leads to hillside lands from the northern side , from Westside it reaches Mt. Bikheir and from the eastern part it is limited to the Dam Gaz heights. The area of the Ghorveh watershed is 1063/50 square kilometers while the area of the region under study is 197 square kilometers. Geologically speaking, it is located in the Sanadaj –Sirjan zone. The collision depth to the underground waters in the heights range bordering the plain is a maximum of 42 meters while the same rate about the river Talvar is at least zero and it is less than 5 meters in a wide range region of the eastern side of the plain. The direction of the underground water flow in the Ghorveh region is from the south west to north east. The Piezometrical water level changes compared to the western side plain has had a reduced height.The Dehgolan's plain with an annual average rainfall of 354 millimeters and a cold and semi humid climate is located in the eastern side of the city of Sanandaj between the longitudes of 47° 08' 00" to 48° 12' 00" eastern and latitudes of 35° 00' 00" to 36° 00'00" northern. This plain is limited to not very high ridge of Shanooreh from the eastern side and it leads to the Darband Kabood heights and Abdulrahman heights from south, while it leads to Mt. Sheida and Akhikamal and Salarabad from north and then it is limited to the Khatoon heights from the west part . The area of the watershed of Dehgolan is 2250 square kilometer and the area of the region under study is 644 square kilometers . Geologically and regionally speaking, it is part of the geological – structural zone of Sanandaj – Sirjan. The general slope of the region is towards east and north east. The main river of this plain is called Talvar. The alluvial aquifer of the Dehgolan's plain is of a free type and is on average 90meters thick where in some parts thickness swells to 90 meters.

In recent years researchers have focused increasingly on climatic changes taking place in nature (increasing air temperature, decreasing precipitation totals). These imply changes in components of water balances and in practice changes in water relations both on the global and local scale. At present site overdrying is considered to be the biggest threat [Pierzgalski 2007]. The aim of the study is to present water relations in the forest swampy areas in a forest district (the Marianka Forest District) of the Siemianice Forest Experimental Station in hydrological years of 2005 and 2006. The investigations showed that analysed catchments, despite being located in swampy areas, are characterized by periods of water depletion in ditches. In analysed watercourses runoff was recorded from mid-November 2004 to the beginning of June 2005, while in the next hydrological year it was recorded again from mid-November, but this time longer to mid-June 2006. In relation to ground water of the catchment area a predictable relationship was observed of the water table level at the locations of observation wells. The wells located in the top sections of the catchment had water table the deepest below the ground level, while wells in valleys had water tables at the most shallow levels. It may also be stated that wells situated in higher areas (watershed), are characterized by a slightly bigger variation in the ground water table during the year than it was the case with wells located at lower points (in valleys). Both analyzed hydrological years (2005 and 2006) showed a similar pattern of ground water table at individual sites. Moreover, a marked cyclicity was recorded in the elevation of the water table, i.e. water level rising in autumn and lowering in summer months (as a result of changes in plant transpiration). The relationship of ground water levels with different forest sites found in the analyzed catchments confirms the dependence on the site moisture level variant. Water was lying at the most shallow levels in the ash-alder swamp forest site – a marshy site, while it was markedly the deepest in fresh mixed coniferous forest sites – a fresh site type. When analyzing changes in the ground water levels in terms of stand age classes we may clearly observe the seasonal variation and similar patterns of changes. Water lay the most shallow in stands of age classes V and VI. The level was significantly deepest in age class IV. The above dependencies pertained both to the hydrological year 2005 and 2006.

Opis:
The paper presents an original method of calculating actual water resource in forest skeletal soils as a sum of two components: water resource in the fine earth fraction and water resource in the skeletal (grain size ≥ 2mm) fraction. A scientific justification for applied procedures was provided. Functional forms of empirical equations were developed to calculate water resource in soil skeletal fraction depending on the moisture content in the surrounding fine earth fractions. Examples of detailed description of these dependencies for the organic and mineral matter layers of the skeletal soil profile under the stands of the Beskid Śląski Mountains are given.

Opis:
The influence of water conditions on the condition and growth of tree stands has been analysed in the context of the climatic and hydrological functions forest plays. Long observational series obtained for precipitation, outflow and depths below the surface of the water table have been put together with measured increases in the breast-height diameters of Scots pines and the severity of crown defoliation observable in selected tree species growing on the Polish Lowland, in order to determine the overall scope to the reaction stand condition manifests in the face of ongoing variability of water conditions within forest. An overall improvement in the condition of stands over the last 20 years does not disguise several-year cyclicity to changes capable of shaping the situation, i.a. departures from long-term mean values for precipitation totals and groundwater levels. The condition of stands is seen to worsen in both dry and wet years. Analysis of the degree to which pine, spruce and broadleaved stands experience defoliation points to spruce stands responding most to extreme hydro-climatic conditions. Extreme situations as regards water resources were seen to involve a response over two-year time intervals in the case of coniferous stands. Unsurprisingly, optimal growing-season (June-September) precipitation totals correspond with long-term average figures, while being slightly higher for spruce (at 384 mm), than for Scots pine or broadleaved species (375 mm). The relationships reported gain confirmation in analysis of periodic change in breast-height diameter increments characterising Scots pines, whose growth is seen to depend closely, not only on precipitation, but also above all on the depth of the water table in the summer half-year. Optimal depths of the water table proved to be different, being around 20 cm below ground in the case of marshy coniferous forest, 80 cm in wet habitats, and 135 cm in fresh habitats. Depending on the possibilities for water to soak into the rooting zone of trees there were even twofold differences in measured growth increments in Scots pine (as the dominant species in Poland’s lowland habitats). The maintenance of stable water conditions (as the most variable environmental factor in forest) should be an overriding aim of management activity in this habitat. When account is taken of the influence of the state of water resources on biomass production, and then on the intensity of evapotranspiration and the absorption of carbon dioxide from the atmosphere, it is seen how important it is to achieve improvements in water conditions in forests, as such an important factor in combating climate change.

The monograph concerns the method of radiation temperature measurements of natural meadow plants and application of these measurements for evaluation of water stress and evapotranspiration.The aim of this study was: 1. to investigate the influence of the water energy state (soil water content and soil water potential) on radiation temperature of plant cover in laboratory and lysimetric experiments 1. the comparison and verification of the models of actual and potential evapotranspiration calculation with the use of plant cover radiation temperature measurement; the realisation of this aim was performed in two stages, i.e. by evaluation and preliminary selection of the methods of évapotranspiration calculation basing on literature studies and by verification of some chosen methods in ly- simetric investigation of meadow plant cover; 2. the determination of plant water energetic status using the Crop Water Stres Index (CWSI) and its correlation with soil water potential in the soil and plants. In the monograph the role of water for plants development was described and the physical principles of mass, momentum and energy transport in the boundary layer of atmosphere were presented. The principle of infrared radiation registration with the use of thermographic systems was described as well as the factors influencing the measurement of canopy temperature. The review and analysis of the methods of actual and potential évapotranspiration evaluation were performed for selecting the method which was the subject of later verification. The investigation were performed on two maximally differentiated soils with natural meadow plant cover. The radiation temperature measurements were performed with the use of AGA 680 thermovision system (3-3,5μm) and the AGEMA 880 system (8-13μm). The radiation temperature difference between the investigated plant cover and the one in comfortable water condition is a good indicator of water stress of plants, which is determined by soil water potential, as a decisive physical factor of its accessibility for plants. The temperature difference regarding to water comfort conditions increases to 2°C when the value of soil water potential exceeds pF 3,7, which corresponds to the range of unavailable water for plants, having the maximal values of 7°C with pF 4,2, which corresponds to the plant wilting point. The actual évapotranspiration evaluation method was chosen, basing on the heat balance equation, in which radiation temperature of canopy surface is used for the determination of sensible heat flux. Two modifications of this method differing with the way of the aerodynamic resistance determination were the subject of verification. Basing on the lysimetric studies, the components of heat balance equation were analysed as well as the impact of the state of thermodynamic equilibrium in the atmosphere on the accuracy of sensible heat estimation and the utilisation of actual and potential évapotranspiration for crop water stress evaluation using of Crop Water Stress Index (CWSI).

Opis:
Fluctuation of groundwater levels around the world is an important theme in hydrological research. Rising water demand, faulty irrigation practices, mismanagement of soil and uncontrolled exploitation of aquifers are some of the reasons why groundwater levels are fluctuating. In order to effectively manage groundwater resources, it is important to have accurate readings and forecasts of groundwater levels. Due to the uncertain and complex nature of groundwater systems, the development of soft computing techniques (data-driven models) in the field of hydrology has significant potential. This study employs two soft computing techniques, namely, extreme learning machine (ELM) and support vector machine (SVM) to forecast groundwater levels at two observation wells located in Canada. A monthly data set of eight years from 2006 to 2014 consisting of both hydrological and meteorological parameters (rainfall, temperature, evapotranspiration and groundwater level) was used for the comparative study of the models. These variables were used in various combinations for univariate and multivariate analysis of the models. The study demonstrates that the proposed ELM model has better forecasting ability compared to the SVM model for monthly groundwater level forecasting.
Na całym świecie fluktuacje poziomów wód gruntowych stanowią ważny temat badań hydrologicznych. Rosnące potrzeby wodne, błędne praktyki irygacyjne, niewłaściwa gospodarka glebowa i niekontrolowana eksploatacja poziomów wodonośnych są powodami, dla których poziom wód gruntowych podlega fluktuacjom. Dla skutecznego zarządzania zasobami wód gruntowych istotne jest dysponowanie dokładnymi zapiskami i zdolność prognozowania poziomu tych wód. Rozwój technik komputerowych (modele wykorzystujące dane) w dziedzinie hydrologii ma istotny potencjał z powodu niepewnego i złożonego charakteru systemów wód gruntowych. W prezentowanych badaniach wykorzystano dwie techniki komputerowe: maszynę uczenia ekstremalnego (ELM) i maszynę wektorów nośnych (SVM – ang. support vector machine) do przewidywania poziomów wód gruntowych w dwóch studzienkach obserwacyjnych w Kanadzie. Do porównawczych badań modeli wykorzystano zestaw danych miesięcznych z ośmiu lat (2006–2014), składający się z danych hydrologicznych i meteorologicznych (opady, temperatura, ewapotranspiracja, poziom wody). Wymienione zmienne zastosowano w rozmaitych kombinacjach do jedno- i wieloparametrycznej analizy modeli. Wyniki dowodzą, że model ELM ma lepsze zdolności przewidywania miesięcznych poziomów wód gruntowych w porównaniu z modelem SVM.

Szczególną rolę w krajobrazie Pojezierza Mazurskiego odgrywają źródła i obszary źródliskowe usytuowane zwykle w dolinach rzek i strumieni wciętych głęboko w teren. Różnorodne formy samowypływów wód napiętych hydrostatycznie spełniają wiele cennych i niezwykle złożonych funkcji przyrodniczo-gospodarczych. Wyniki prac badawczych, odnoszone do 34 źródeł i mokradeł dolinowych zajmujących łączną powierzchnię 902 ha, wskazują na daleko zaawansowany proces degradacji ekosystemów wodnych. Wskaźniki nierównomierności wydatku źródeł (Q maks./Q min.), dochodzące do 28,6, są dowodem braku stabilizacji i równowagi hydrodynamicznej zbiorników wód podziemnych. Wahania ekstremalne stanów wód w mokradłach sięgają wielkości 100-200 cm, co wynika z zaburzenia cykliczności występowania zjawisk naturalnych zachodzących w środowisku siedlisk hydrogenicznych. Dla powstrzymania procesu dalszej degradacji ekosystemów wodnych niezbędne jest podjęcie odpowiednich działań o charakterze organizacyjno-gospodarczym, jak: wyrównanie zbiornikowe odpływu na sieci rzecznej, hydroenergetyczna zabudowa zlewni, stopniowe wprowadzanie form rolnictwa ekologicznego, powiększenie retencji użytecznej gleb, wzbogacanie waloryzacji przestrzennej krajobrazu drogą odpowiednich zabiegów melioracyjnych (biologiczna regulacja rzek, regeneracja oczek wodnych i mokradeł śródpolnych, odbudowa zadrzewień o charakterze brzegowym i wodochronnym).
The results of survey covering 34 springs and marshy river valleys of the total area 902 ha in the Mazury Lake District (NE Poland) were presented in the paper. Advanced degradation process of water ecosystems was pointed out with respect to their valuable and complex functions of environmental and economic character. An evidence for hydrodynamic imbalance in underground water resources may be a high level of spring discharge irregularity coefficient (Q max./Q min.), achieving nearly 28.6. The extreme fluctuations of bog water table range from 100 to 200 cm what results from disturbances of natural circulation phenomena in hydrogenic environments. Some activities are proposed towards limiting the further degradation of water ecosystems e.g. flood wave attenuation in water reservoirs, hydro-power plant building on the river’s network, increasing useful retention of soils, enrichment of landscape valorization by means of using reclamation methods such as biological rivers’ regulation, renovation of small mid-field ponds, restoration of the forests along river banks.

The paper has been aimed to present the issue of the growing deficit of water resources in relation to public safety and the cost of water supply from the perspective of disadvantaged social classes. The author holds the view that that issue needs a holistic approach incorporating a variety of aspects including those of ecological, philosophical and ethical nature. The author tackles such issues as the axiological status of water as a valuable resource, access to water as a human right.

Natural resources are the basis of all material goods which are of special importance for the life and development of mankind. Therefore, sustainable management of natural resources is of great importance for modern society. The concentrations of heavy metals in the soil such as: (Cu, Fe, Cd, Mn, Pb, and Zn), have a negative impact on the contamination of crops. Human activity should be developed on the basis of the principles of environmental sustainability to achieve economic and social prosperity and environmental protection as well as, improve the environment polluted by human activity. Natural resources must be preserved and regenerated. Moreover, well-being, environmental management and maintaining the purity of the environment in the future enable the production of safe food. Preservation of good quality water resources creates security and maintains soil quality. Recently, there has been a marked increase in awareness of natural resources, especially the preservation of water quality, soil, and their importance to our lives. The study included various methodologies, qualitative and quantitative analyses, and statistics.

Given the complex links to the major economic activities and climate variability, water is becoming the most fiercely contested resource, challenging human survival and food security especially in arid hot dry regions, such as in the Middle East and North Africa areas (MENA). In the Kebili and Tozeur regions in southern Tunisia, groundwater resources undergo abusive exploitation mostly for agricultural activities. The lack of efficient management and adequate conservation strategies to ensure sustainable exploitation has resulted in gradual irreversible ecological and geological effects. Thus, this review paper provides a useful background synthesis for the critical assessment of the recursive dynamic substantial increase in freshwater in these regions, using a general equilibrium model of hydrodynamic and chemical changes of aquifers based on several water scarcity indices and economic-ecological factors. The collected data highlight the good correlation between the reviewed studies and the observed and (or) measured disturbance of the natural functioning of the deep confined aquifers, manifested by the gradual severity of the resulted environmental issues, the permanent irreversible depression of the water table, aquifer decompression, land subsidence in the Douz area, and contamination by petroleum flows, with 4 g/L of asphalt and 12 to 90 µg/L of cadmium in northern Kebili. Based on the assembled evidence, water scarcity has heavily influenced the equilibrium of these resources, and the adopted conservation plans have been insufficient to ensure economic incentives for environmental natural resources conservation (the annual average loss of fertile land is 1.25 ha). A detailed equilibrium analysis, relying on evaluating the water productivity-water exploitation ratio, is undoubtedly necessary for improving the integration among different decision makers. Moreover, a re-examination of the resulting impacts of the previously implemented strategies for reliable database development is the key to the successful handling of this transitory fragile situation.

The article reviews one of the important problems of water usage – operational management of irrigation. The article discusses a methodological approach to the estimation of economic efficiency of water usage in the conditions of climate change in the territory concerned. So far, there has not been a simple method to determine this indicator. When assessing climatic conditions, taking into account their influence on the productivity of agricultural crops, it is necessary to take into account meteorological factors that have a decisive influence on the development of agricultural crops and, accordingly, determine their yield. These include primarily heat and moisture. Moreover, it is necessary to take into account their possible negative influence on the development of plants, considering that for each crop a certain optimum regime of temperature and soil moisture is required in different phases of its growth. To assess climatic conditions taking into account the potential crop productivity, we can use the CPA formula. Calculations have shown a close relationship between the CPA and the yield of agricultural crops. Correlation coefficients of the obtained bonds vary from 0.85 to 0.98 depending on the culture and the territory.

В статье рассматриваются располагаемые ресурсы поверхностных вод в реках Поморья для водомерных сечений установленные на основании многолетних наблюдений на фоне водного дефицита травяных угодий и полевых культур. Представленные в статье числовые данные показывают значительное ограничение возможного использования текущих расходов рек Поморья для дождевания сельскохозяйственных культур в вегетационный период. В связи с этим, для рационального хозяйствования водой в речных водосборах Поморья необходимо хранить располагаемые водные ресурсы вневегетационного периода для их использования для дождевания культур в вегетационный период.
Available resources of surface waters in the Pomerania rivers determined on the basis of long-term observations of water-gauge cross sections against the background of water deficiencies of grasslands and field crops are presented in the work. The numerical data quoted in the work prove a drastic limitation of the current discharge of Pomerania rivers for sprinkler irrigation of agricultural lands in the growing season. For that reason the storage of available water resources outside the growth of crops is necessary for the use for sprinkler irrigations in the growing season.

Beech is an important woody species in terms of ecology, and it also has a considerable commercial value. This fact is also reflected in a high number of scientific papers handling the issue of natural regeneration of this woody plant. The aim of this review is to analyse influence of resources availability and impact of other factors (competition) on height and diameter growth, survival, density, biomass partitioning and morphological adjustment in naturally regenerated beech seedlings and saplings. It pays a particular attention to light – the factor that influences, directly or indirectly, other environmental factors, and consequently, as the key influence on the performance of beech natural regeneration. This contribution includes information about e.g. shade tolerance and mortality-light relationships, ability to increase growth under improved light conditions, dependence of trees growth on their individual size and age etc. In spite of a large number of papers handling the issue of research on beech natural regeneration, growth responses in individual plants are difficult to predict, because the factors involved are numerous. Thus, the process of natural regeneration is in fact interactive, and even retroactive: any change in one of the involved factors induces adjustments of the others.

The paper presents the method of converting relative moisture of the ground layer in the soil profile into water resource expressed in the thickness of the water layer. The basis of conversion is the dimensionless degree of the soil moisture content. Water resources in soil profiles calculated by means of the proposed method can be compared and directly related to water balance components of forest habitats, among others, precipitation volume, interception, transpiration, evapotranspiration, as well as water outflow from a catchment. The paper provides a description and justification of procedures applied to non−skeletal soils in the profiles without free groundwater table and those with saturation zone.

Water is a key component of our environment; it is a renewable, limited and vulnerable natural resource, which provides economic, social, and environmental well-being of the population. The most promising source of drinking water supply is groundwater usage. Drinking and industrial groundwater is one of the most important components of the groundwater mineral resource base in the Russian Federation. Modern system of groundwater extraction management and state regulation is currently imperfect and has definite disadvantages, among them – lack of control over natural resources by the state, an old system of tax rates for the use of groundwater, commercialization stage of licensing, the budget deficit, which is passed on other spheres of the national economy. This article provides general information about the state of groundwater production and supply in Russia, negative trends of groundwater usage, some actions for the improvement in the system of groundwater’s fund management are suggested. The most important amendments of the law “About mineral resources” are overviewed, effects of these changes are revealed and recommendations for future groundwater extraction regulation are given.

The paper discusses some of the legal provisions governing commissioning of groundwater intakes. Well drilling and obtaining official approval of the exploitable resources report submitted, followed by obtaining a decision on environmental conditions and finally a permit for execution of water facilities still does not guarantee the investor shall be granted the desired water exploitation permit in the requested quantities. Therefore, some local governments have added an additional layer of locally-binding procedural requirements on top of the broader regulations in force, with safeguarding the interests of investors in mind. Situation of wells where water exploitation is of a seasonal nature (e.g. for agricultural irrigation) is somewhat peculiar as the issue is under-regulated. Seasonal water exploitation is not fully taken into account in the legal definitions of hydrogeological terms (e.g. exploitable resources of an intake), leading to errors in hydrogeological documentation. Such errors include those due to varied requirements of individual geological administration bodies, for example as concerns ways of determining the impact of intake operation.

Dhaka the capital of Bangladesh is facing a serious water scarcity problem due to the big gap between demand and supply of water system. When accelerating water scarcities and pollution in and around urban centers are superimposed on issues like continuing urbanization, lack of investment funds for constructing and maintaining water infrastructures, high public debts, inefficient resources allocation processes, inadequate management capacities, poor governance, inappropriate institutional frameworks and inadequate legal and regulatory regimes, water management in the megacities poses a daunting task in the future. To overcome these water related problems, water can be a designing element for structuring future development with the combination of sustainable approaches for social and physical transformation, open up opportunities for water management system. Therefore an integrated approach like integrated water resource management (IWRM) system is required that responds to problems that are all interrelated. Alternate supply and demand management tools such as ground water recharge, rainwater harvesting, effective water pricing, reclaimed water use are suggested to meet the deficit of current supply system through the efficient use of the scarce resources available. Institutional reform and improved water planning are required to facilitate economic growth and social development. Finally, human resource development is identified as key factor for the sustainable effective management of this valuable resource.
Stolica Bangladeszu Dakka doświadcza poważnych problemów związanych z niedostatkiem wody z powodu różnicy między zapotrzebowaniem a możliwością jego zaspokojenia. Kiedy na rosnący deficyt wody i zanieczyszczenia w i wokół centrów miejskich nakładają się takie problemy jak: postępująca urbanizacja, brak funduszy inwestycyjnych na budowę i utrzymanie infrastruktury wodnej, wysoki dług publiczny, niewydolny proces alokacji zasobów, nieodpowiednie zarządzanie, słaby nadzór, niewłaściwe ramy instytucjonalne i nieodpowiednie reguły prawne i kontrolne, zarządzanie wodą w dużych miastach stanowić będzie w przyszłości trudny problem. Aby pokonać problemy związane z wodą, powinna ona stać się elementem planowania przyszłego rozwoju w powiązaniu ze zrównoważonym podejściem do fizycznej i społecznej transformacji i do możliwości zarządzania zasobami wodnymi. Dlatego, potrzebny jest zintegrowany system, taki jak zintegrowane zarządzanie zasobami wodnymi, który mógłby reagować na problemy, które są wzajemnie ze sobą powiązane. Proponuje się alternatywne narzędzia zarządzania dostawą i zaopatrzeniem w wodę takie jak zasilanie wód gruntowych, gromadzenie wód opadowych, efektywna wycena wody, wtórne użycie wód uzdatnionych, aby sprostać obecnemu deficytowi zaopatrzenia w wodę przez wydajne wykorzystanie skąpych zasobów. Niezbędna jest reforma instytucjonalna i usprawnione planowanie, aby ułatwić wzrost gospodarczy i rozwój społeczny. Rozwój kadr uznaje się za kluczowy czynnik w zrównoważonym i wydajnym zarządzaniu tym cennym zasobem.
