Opis:
The present text focuses on English borrowings in the Russian language that are used to coin the names of Russian watches. The problem is scrutinized in the context of the Americanization of culture in post-Soviet Russia. It has been shown that the borrowings most frequently used by the Russian watchmakers are well-established in Russian as they have been functioning in the language at least since the first half of the 20th century. The analysis of nominations employing English borrowings indicates that tendencies in the naming practices in the Russian watchmaking industry seem to be substantially conservative.
В статье рассматриваются английские заимствования, используемые в наименованиях часов русского производства в контексте американизации культуры в постсоветский период истории России. Показано, что если заимствования используются, то это заимствования, которые освоены в первой половине ХХ века. Анализ номинаций с использованием англицизмов говорит о значительной консервативности нейминга в российском часовом производстве.

Simulator-based training assumes a very important role in the maritime domain, particularly in the education of Officers Of the Watch (OOW). In the Portuguese Navy, most of the cadet’s skills as future OOW rely on the success of this training. Beyond theory and technical training, the development of non-technical skills is a key factor for obtaining officers capable of identifying and solving problems. To optimize the training and development of non-technical skills, using the Portuguese Naval Academy Simulator, a previously designed Behavioral Marker System model was further assessed. The revised model, which comprises new parameters such as the effectiveness of the task, was validated through a set of simulated sessions, where 11 instructors and 48 students participated. After each session, data was collected with questionnaires and focus group discussion, focusing on the quality and usability of the model and on the design of the scenario. The results show that the revised model, positively addresses the limitations found on the previous version, and it has received encouraging feedback from both instructors and cadets. This new model is now under implementation in all the Naval Academy course programs, and future research aims to digitalize the behavior markers.

Opis:
This article presents the basic elements of the “Principal-Agent” model. Some of the reasons for applying this economic model to the process of investigating and analyzing contemporary systems of representative democracies are given. The main point of the analysis is the problem of cognitive/ informational asymmetry among the Principal-Agent relation. Thompson’s strategies for diminishing the consequences of this asymmetry are scrutinized. From this point of view the currently growing demand for accountability and transparency of governments’ actions is discussed in the article. Four possible ways of holding central and local governments accountable are proposed and analyzed. The author’s own proposal is to use three criteria – effectiveness, scope, and civic status – to describe and deliberate on the various forms for holding government accountable. The criteria and the perspective offered by the “Principal-Agent” model are also used in order to describe and analyze the activities of watchdog NGOs. Finally, some proposals are suggested for implementing the “Principal-Agent” model into research practice (both methodologically and thematically).
Artykuł przedstawia podstawy modelu “Principal-agent”. Sugeruje się niektóre przyczyny zastosowania tego ekonomicznego modelu do badania i analizowania współczesnych systemów reprezentatywnej demokracji. Głównym elementem analizy jest problem poznawczej / informacyjnej asymetrii w relacji „Principal-agent”. Omawia się strategię Thompsona zmierzającą do zmniejszenia skutków tej asymetrii. Dyskutuje się rosnące żądanie rozliczenia i przejrzystości działania rządu. Proponuje się 4 możliwe sposoby rozliczenia centralnego i lokalnego rządu, stosując 3 kryteria opisu (efektywność, zakres, status obywatelski). Kryteria i perspektywa oferowana przez model “Principal-agent” jest użyta do opisu i analizy działalności NGO jako “watch dog’a”. Proponuje się kilka sposobów zastosowania modelu PA w praktyce badawczej, zarówno pod względem metody, jak też merytorycznym.

Opis:
Manoeuvring characteristics of the vessels at the head-on situation are examined in this study. The meetings between the power-driven vessels are considered based on their propellers. These vessels can either have a single propeller or double propellers. A vessel with a single right-handed propeller alters her course to port side easier than the starboard side. There exists an unnoticed gap, therefore the authors discuss the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs), Rule 14, considering the vessel orientation based on its propeller walk. After presenting all possible cases and their probable consequences, this paper offers authorities to embed the information of propeller characteristics into the Automatic Identification Systems (AIS) in order to prevent misunderstandings during the VHF communications, probable collision risks and discussions on liability issues in case of marine accidents.

Despite the efforts of all stakeholders maritime accidents still occur, most commonly caused by human failure. Efficient team work is a vital tool in preventing occurrence or rectifying the errors and violations. Therefore Bridge Resource Management course focuses on developing and sustaining work teams. Unfortunately, team work can be hampered by many factors, including poor organisation, cultural differences, improper attitudes and behaviours, as shown by analysis of many accidents and it is important to address these issues during trainings. As a starting point for a discussion simulation training can be used. In this paper we propose three scenarios based on real accidents, which address problems that are usually not familiar to students: authority gradient, desire for harmony in a group and antagonism between specialties.

In this paper author suggest methods for position cross-checking on modern bridge equipped with ECDIS. Terrestrial navigation techniques in relation to newly implemented technology are adopted to fulfil international requirements and recommendations. Author proposes voyage recording procedures conforming to IMO requirements ready to be used as navigational procedures in Safety Management System. Vessel Inspection Questionnaire of Ship Inspection Report Programme is used to systematize the needs. Differences in approach between paper charts and ECDIS navigation are exposed and clarified serving as a guide for ships liable to undergo vetting inspection. Author shows both, advantages and weak points of various ECDIS features using as an example ECDIS manufactured by Japan Radio Company.

It is assumed that the so-called the refugee crisis began in 2015 with a particularly intense influx of this group to the borders of Europe. One of the countries most affected by the problems related to the phenomenon of an increased influx of refugees was and still is Greece. Due to the crisis, the organizations and institutions responsible for monitoring the respect for the rights and freedoms of individuals began to raise doubts related to issues such as human rights violations or counteracting terrorism. The study used the method of source analysis, which was applied to reports from 2015 to 2020, prepared by one of the most important non-governmental organizations dealing with the protection of human rights in the world, namely Human Rights Watch, which produces annual reports on migration and asylum policy of countries European Union. The reports also include information on issues of discrimination and intolerance as well as on counterterrorism. The aim of the study is to check what actions in the field of limiting human rights have been taken by public administration entities, in relation primarily to refugees, but also citizens in general. The research problem is the violations of human rights in the period 2014-2019 in the surveyed country indicated by Human Rights Watch. The content analysis of the reports focused primarily on the part devoted to Greece, as this country was most affected by the crisis related to the reception of the incoming population from different regions of the world, as evidenced by the launch of EU aid for Greece and Italy as the frontline countries. The study used the category of militant democracy, which allows for the theoretical validation of the research and explanation of the activity undertaken by this state in relation to refugees.

The maritime industry is striving towards increasing levels of autonomy within the field of navigation. However, fully autonomous vessel navigation requires an extraordinarily complex system. As a step towards full autonomy and to reduce system complexity, nautical officers should still be available on board to take over the watch from the autonomous system in situations, in which human intervention is required. Therefore, a highly advanced human-machine interface (HMI) is essential, which supports nautical officers in retrieving all necessary information in order to manage the takeover. The implementation of the autonomous system and introduction of an HMI creates new processes, which need to be defined. In this paper, we portray our approach to define the processes for watch handovers from the autonomous system to nautical officers by investigating current watch handover processes. Subsequently, the resulting process models are described and discussed.

The article is an analysis of an illustrated note, handwritten in Rome in 1858 by a painter from Wilno, Bolesław Rusiecki,. The note described some objects (a silver watch, a wax seal and an Ottoman medal with a ribbon), owned by a Polish monk named Tyszka or Tyszko, who was supposedly close to Adam Mickiewicz during his final weeks at Constantinople in 1855. The watch is said to belong previously to general Józef Bem, who died at Aleppo in 1850. The most important of these objects seems to be the seal with an inscription (which links it to a military unit of Polish volunteers in Turkey in 1855), a Polish eagle and Mickiewicz’s coat of arms – most probably designed by the poet himself on his deathbed.

Maritime Autonomous Surface Ships (MASS) is currently on the agenda in several countries and also in the IMO. In Norway a 120 TEU container feeder is being build and will start sailing autonomously in 2022. The challenge is huge. One question is whether or not the present, quantitative, collision regulations needs to be updated to rules where expressions as “early” and “substantial” are quantified? Or if ships can sail autonomously under the present rules? Another question is if MASS should be marked to signal that the ship is in autonomous mode? Or if it is enough that she follows COLREGS? This discussion paper will take a closer look at these questions and advocate automation transparency, meaning that the behavior of an autonomous vessel has to make sense and be understandable to human operators on other manned ships and crafts.

The general accessibility and high accuracy of GPS caused that for a dozen or so years it is applied commonly, not only in marine navigation. We can ascertain that in this regard there exists the monopoly. However, now it is apparently that this system can be easily disturbed, what testify numerous reports. The problem has been treated as troubles in land navigation, however nowadays became every-day reality on coastal waters as well, especially on the Mediterranean and Black Seas and Persian Gulf. Officers who survived this tell that the first impulse in such situation is to verify GPS receiver, regardless of the situation around the ship. The concentration of the officer’s attention on the GPS receiver, especially on coastal waters creates the threat for the ship, however in this situation appear other threats which many officers does not associate with GPS. Usually on the present ship GPS receiver is not only the source of positioning information. It is a source of information for many other devices, so inappropriate work of it generates problems with many other processes on the ship. Today question is who on the bridge can notice GPS problems and how? There are receivers which do not inform about the problem, or present not realistic data. Sometimes only ECDIS picture shows some abnormality, for example still the same position while ship is under the way. On the paper the analysis of possibly aspects of the problem is discussed. Presented analysis goes to the conclusion that should be prepared some procedure how to proceed in case of the lack of GPS signals, as well as the watch officer should be prepared to act in such situation. This is a task for marine academies.

Mowa eschatologiczna Jezusa w redakcji wszystkich trzech ewangelii synoptycznych kończy się wezwaniem do czuwania (zob. Mt 24,42-51; 25,13-15; Mk 13,33-37; Łk 21,34-36). Wezwanie to jest w Ewangelii św. Marka krótkie, a zarazem szczególnie intensywne. Zawiera w sobie zarówno konkluzję mowy eschatologicznej, a zarazem jej wymowne zwieńczenie z wyznaczeniem konkretnych zadań dla uczniów, którzy nie znając czasu wypełnienia się zapowiedzi końca czasów, otrzymują zadanie szczególnej czujności. Krótka, ale wymowna przypowieść o Panu domu który, opuszczając na pewien czas swój dom, wyznaczył każdemu obowiązki, zawiera istotne zadanie odźwiernego czuwającego w oczekiwaniu na powrót Pana. Ewangelista przekazuje zarazem przestrogę przed postawą przeciwną, jakim jest uśpienie, które dotyka ludzi szczególnie w nocnej porze. Kontekst całej ewangelii wskazuje, że uczniowie doświadczyli prawdy słów Pana w nocy Jego wydania (Mk 14,14-72), gdy właśnie im zabrakło postawy czujności. Tym bardziej prawdziwe i przynaglające pozostaje wezwanie skierowane do wszystkich: „czuwajcie” (Mk 13,37).
Eschatological Jesus’s speech in editing of all three synoptic gospels ends with the appeal for watchfulness (see: Mt 24,42-51; 25,13-15; Mk 13,33-37; Lk 21,34-36). That appeal in Gospel of Mark is both conclusion of eschatological speech and its meaningful culmination with determination of particular tasks for disciples, who not knowing the time of impletion of prediction of end of time, receive the task of special watchfulness. Short but eloquent parable about host who while leaving his house scheduled duties to everyone, contains vital task of wakeful doorman waiting for his Lord’s back. Evangelist conveys both warning about oppose attitude, which is latency that concerns people especially at night. The context of the whole gospel points that disciples go to the truth of Lord’s words at the night of His release (Mk 14,14-72) just when they were out of watchfulness. All the more reason genuine and urgent stays the appeal for everybody “watch” (Mk13,37)
