Opis:
The results of investigations on a possible utilization of waste products formed during the production of commercial and food inorganic salts are presented. Application of wastes in the production of compound fertilizers was suggested. The work covered a full research cycle starting from laboratory tests and ending on the production implementation. Fertilizer formulas were developed on the basis of laboratory tests. A possible production of fertilizers of suggested compositions was tested on a pilot plant scale. The compound fertilizer production with the use of waste raw materials was implemented in Chemical Company Alwernia S.A. It reduced the amount of wastes directed to industrial waste site.

The paint waste from the cosmetics packaging industry was sent to the third party for disposal by paying several management fees for hazardous waste. The use of paint waste as raw material for paving block products can reduce the environmental impacts and provide economic benefits. The life cycle assessment is a tool for measuring the environmental impact of this utilization compared to the management carried out by the third party. There are four scenarios reviewed that consist of third-party management, utilization as raw materials for paving block by the concentration of 1, 2, 3, 4 and 5% respectively. The analysis shows that the utilization of dry paint waste as a raw material for a paving block can reduce the impact of global warming and photo oxidant. The compressive strength value of paving blocks increased with the addition of the dry paint waste with the concentration of 1 and 2%, then a slight decrease in proportion occurred with the addition of paint waste concentration up to 5%. The addition of dry paint waste does not affect the water absorption with a range of 2%, meeting the standard for a paving block.

Opis:
Food waste has recently received attention due to its environmental, economic and social impacts. Final processing of food waste encounters a number of technical challenges, arising from weak physical structure of food waste with weak porosity, high content of water, and low carbon-to-nitrogen relation. This study deals with the research of food waste processing in households by using an automatic device. The main objective of the study was to assess the toxicity of the end-product produced by an automatic device. The research included 10 experiments. The input foundation consisted of common food waste generated in household kitchens. Following its processing, the end-product was tested in a pot experiment for the germination capacity and biomass increase in different concentrations. The end-product was mixed with the reference soil in concentrations 5/95, 30/70, 50/50 (tested/reference substrate). The testing included three different plant species, i.e. Sinapis alba L., Hordeum vulgare L. and Cannabis sativa L. The germination capacity of plants and their increase in biomass were evaluated after 21 days. The increase in biomass was monitored by using the Before-After-Control-Impact method. The plants developed much better without the end-product additive to the soil substrate than with its small addition. The best germination capacity in the case of end-product addition was observed in the concentration ratio 30/70 in all plants. In spite of this, the highest increase in biomass was recorded in the concentration ratio 5/95. This might have caused the occurrence of mould in the pots. The test shows that the end-product made of food waste is toxic to plants; therefore, it is not recommended for direct application as a soil amendment.

A principle of extended producer’s responsibility in the law of waste management pursues the following aims of the waste management: 1) the maximum decrease in the amount of waste in any type of business and human existence, 2) the immediate reuse of production waste in a manufacturing process, 3) recovery of raw materials from collected waste, 4) application of processes to dispose of waste, 5) orderly waste storage ensuring the least damage to the environment. The overriding objective of this principle is application of legal instruments encouraging producers to undertake activities which will: prevent production of waste, decrease the level of using materials and energy at every stage of a product life cycle and encourage to introduce changes in the phase of a product design and during its manufacture. Broadly speaking, a principle of extended producer’s responsibility is connected with a producer’s financial liability for a product. In a legal structure of the extended producer’s responsibility we deal with preventive liability. This principle completes a principle of incurring costs of waste management.

The results of the study regarding utilization of the waste gypsum formed as a by-product during the production of the magnesium sulphate from dolomite have been presented. The use of this waste have been proposed for the production of granulated multi-component fertilizers containing 25% N; 8% S; 14% CaO and 3.5% MgO. In the process of fertilizer production, the urea which will be bounded with the calcium and magnesium sulphate from the waste in the form of adducts of CaSO4 . 4CO(NH2)2 and MgSO4 . CO(NH2)2 . 3H2O will be the source of nitrogen in the fertilizer. It has been stated on the basis of the laboratory tests that the fertilizer with the assumed composition can be obtained by means of granulation of the raw material pulp, along with the dried and ground product return. The possibility of the production of the fertilizer with good physical properties according to the assumed concept has been confirmed in the pilot scale.

Catfish (Pangasius sp.) is a freshwater fish commodity that is processed into filet. The development of the catfish fillet industry has generated a lot of waste. One of the uses is making surimi, but not all surimi produced is of high quality. Surimi is an intermediate product that has undergone a process of washing, pressing, and freezing. Surimi with low quality can be improved as raw material for making edible films. Edible film is a thin layer made of material that is safe for consumption and biodegradable. This research aims to determine the best concentration of glycerol as a plasticizer in the catfish surimi protein edible film and to determine the characteristics of the edible film produced. The method that was used in this research is the experimental method with Completely Randomized Design (CRD) with three treatments and three repeats of addition glycerol plasticizer concentrations are 0.6%, 0.8%, and 1.0%. The parameters observed were thickness, tensile strength, elongation, transparency, and solubility. The resulting data were analyzed using ANOVA and continued with the Duncan test (α = 5%). The results showed that edible film with the addition of 1.0% glycerol plasticizer concentration has the best characteristics based on Japanese Industrial Standard (JIS) and statistic analysis with a thickness of 0.068 mm, tensile strength of 402.02 kgf / cm2, elongation of 33.3%, clarity of 98.06% and transparency of 1.94.

Smart design upcycling of post-production display panels into new creative materials to support the sustainable development of a circular economy in the furniture industry. The economy is currently transforming from a linear economy to a circular economy. This is increasingly supported by policy, legislation, industry, and academia. A circular economy means more efficient management of renewable natural resources, which has implications for businesses’ bioeconomies, as expressed in the sustainable development goals of the United Nations’ 2023 Agenda. Our study contributes to solving a research gap by seeking to answer several questions: How can post-production residues be used to improve a company’s bioeconomy? Can they bring profit to a company while saving natural wood? Is upcycling using the smart design of post-production a helpful solution for material and cost savings in the bioeconomy? The outcome of our study is twofold. From a creative input perspective, we show the creative possibilities of upcycling production residues. For business models, we refine the conceptualisation of a sustainable SME circular bioeconomy through the profit gained from such a product solution. Based on our research, we present conclusions and suggestions for small and medium-sized enterprises, scientists, designers, and technologists to help the furniture industry transition from a linear economy to a sustainable circular economy. This promotes company profitability and growth and helps to save natural wood.

There is a growing interest in natural antioxidants due to their potential in improving the quality of food and cosmetic products and their health-promoting properties. Distilled spirits contain high amount of ethanol and may be an alternative to the food-grade solvents, while agricultural by-products contain phenolic substances that may have antioxidant properties. This study was therefore conducted to find out if gin, vodka, and tequila flavored spirit, alcoholic beverages with about 40% ethanol, can extract the phenolic compounds from agricultural by-products, and to determine if the extracts possess the antioxidant activity. Peels of ripe banana (Musa acuminata), ripe mango (Mangifera indica), calamansi (Citrofortunella microcarpa), squash (Cucurbita maxima), ripe pineapple (Ananas comosus), purple yam (Dioscorea alata), and sweet potato (Ipomea batatas) were collected, dried, and ground. The phenolic substances in the plant materials were extracted with alcoholic beverages or 40% ethanol. The total phenolic content (TPC) of the extracts was determined by means of UV-Vis spectroscopy using Folin-Ciocalteau reagent and gallic acid as reference compound. The antioxidant activity of the extracts was evaluated through the 2,2-diphenyl-1-picrylhydrazyl (DPPH) free radical scavenging assay. Butylated hydroxyanisole (BHA) served as positive control in the DPPH assay. Non-linear regression was applied to the DPPH assay data to estimate the values of median effective concentration (EC50). All three alcoholic beverages were able to extract the phenolic materials from the plant samples. However, the ability of vodka and gin to extract the phenolic substances was either statistically comparable or better than 40% ethanol. The results of the DPPH scavenging assay showed that the M. indica peel had the strongest activity, while C. microcarpa had the weakest scavenging activity. At 1000-ppm level, the antioxidant activity of the M. indica peel was comparable with that of BHA, regardless of the solvent used for extraction. Therefore, the M. indica peel can be a source of natural antioxidants and potential substitute to synthetic antioxidants. Both gin and vodka can be used as a substitute for food-compatible solvents.

Currently, the design of garment styles is weakly supporting the MWD concept. It is kept fixed during all its very changeable manufacturing process, thereby increasing pre- and post-consumer fabric wastes. To improve the situation the final values of construction parameters which influence fabric use efficiency should be determined for every unique production order only in the garment manufacturing process. Four garment styles were tested to see how light changes in their width and length influence fabric use efficiency. Even minimal reduction of these parameters can give noticeable fabric savings. Different values of these parameters create slightly different shapes of pattern pieces, and with it, give a huge number of new possibilities to create more efficient production markers. The authors found a way how to make the garment designing process more efficient, as well as, to create a “virtual bridge” between garment designing and the manufacturing phase. Both improvements could give serious benefits: reduced fabric use and product price, as well as, reduced pre- and post-consumer textile material wastes.

Steel is dominating construction materials applied in different branch of economies. The article presents the results of experiments aimed at the identification of the influence of the share of phenol and amine resins in burnt fuel mixtures from wood waste along the basic parameters of the process of their thermal oxidation in a low- -power boiler. Differences in the composition of combustion gases from the burning of waste from “virgin” wood and plywood manufactured using urea-formaldehyde (UF) and phenol-formaldehyde (PF) glues were observed.
Zbadano wpływ udziału żywic fenolowych i aminowych w spalanych mieszankach odpadów drzewnych na kształtowanie się podstawowych parametrów procesu ich spalania w urządzeniu kotłowym małej mocy. Badania prowadzono na laboratoryjnym stanowisku badawczym składającym się z paleniska retortowego o mocy 50 kW odpowiednio oprzyrządowanego. Ocenę składu gazów spalinowych prowadzono przy pomocy przenośnego analizatora spalin wyposażonego w cele elektrochemiczne. Materiałem badawczym były odpady sklejki wodoodpornej (zaklejanej klejem fenolowym – PF), suchotrwałej (zaklejanej klejem mocznikowym – UF) oraz odpady „czystego” drewna. W trakcie eksperymentu zmieniano ilości dozowanego do paleniska powietrza w zakresie 50–140 m3. Stwierdzono, że spalaniu paliw drzewnych zawierających fenolowe żywice klejowe towarzyszyła wyższa zawartość tlenku węgla i węglowodorów, w porównaniu z paliwami zawierającymi żywice mocznikowe i „czyste” drewno. Zwiększanie ilości dozowanego powietrza przy spalaniu sklejki fenolowej powodowało znaczący spadek emisji tlenku węgla i węglowodorów w porównaniu z paliwami zawierającymi żywice mocznikowe, spalanymi w ten sam sposób. Przy spalaniu sklejki mocznikowej i dozowaniu powietrza z prędkością 140 m3/h stwierdzono około trzy razy wyższą zawartość tlenków azotu w gazach spalinowych w porównaniu z „czystym” drewnem i sklejką fenolową. Dodatek sklejki fenolowej do spalanej sklejki mocznikowej przy dozowaniu powietrza do paleniska z prędkością 140 m3/h spowodował znaczący spadek emisji Nox.

Currently, the Polish power industry is mainly based on solid fuels, such as hard coal and lignite, and there is a problem with the management of significant amounts of combustion waste. One of the directions of recovery of these types of waste is underground hard coal mining operations, where the general problem of their management is the variability of physical and chemical properties resulting from the combustion of fuels of different parameters in power boilers with different exhaust gas cleaning solutions, mainly desulphurization methods. One of the solutions for energy production currently in use is the combustion of coal in fluidized bed boilers, in which the so-called dry desulfurization method is adopted. As a result of this process, a fine-fraction waste with the European code 10 01 82 is created, which is characterized by pozzolanic features, enabling its use wherever specific strength parameters are expected from the material. One such technology is the liquidation of underground workings based on the pouring of a hydro-mixture into the fenced-off space of the workings using a gravity-fed pipeline. The space to be filled is fenced off by closing it on both sides with dams, usually made of brick walls, located at an appropriate distance. It should be taken into account that the hydro-mixture will tend to slow the sedimentation of solid particles on the spreading path, and working may have a variable slope. The paper presents the results of laboratory tests of the physical and mechanical properties of hydro-mixtures made on the basis of selected energy waste from a fluidized bed boiler, along with a practical example of its application for the liquidation of underground workings.

Secondary products (minerals) formed during bioleaching play an essential role in this process. Their adhesion to the surface of leached grains can inhibit bioleaching. For this reason, it is crucial to know the physicochemical conditions of adhesion. Selected material from the Wiśniówka Quarry (Kielce, Poland) with increased content of sulfides was subjected to microbial leaching. A precipitate collected from a bacterial culture was used as a secondary product (mainly jarosite). Adhesion and bio-extraction tests were carried out in a column reactor with a mineral bed (particle size 0.8 - 1.2 mm). The cationic surfactant (CTAB), anionic surfactant (SDS), and rhamnolipids (RL) were used to modify the surface of minerals and secondary products. Changes in the surface properties were determined with zeta potential measurements. The cationic surfactant above the 0.5 mM caused stability of jarosite suspension. Also, bioleaching efficiency was the highest for mineral surfaces modified by CTAB. The quantitative interpretation of the adhesion of the secondary product to bioleach mineral material was carried out.

Asbestos is a set of naturally occurring minerals. They belong to the amphibole class and to the serpentine class. Chemically, they are hydrated iron-magnesium aluminosilicates that are frequently composed of Ni2+, Ca2+, Na+, Mn4+. In nature their number is approx. 150 (Pyssa, 2014). For years asbestos has been used for construction purposes due to its insulation and fireproofing properties. Owing to its carcinogenic effect on the living organisms, asbestos was considered as the harmful raw material, the usage of which in housing began to be banned and the removal of asbestos from both man’s existence and from the natural environment began to be necessary. These issues are regulated by legislative regulations on waste management on both the EU level and the national level.

Opis:
The stabilization of post-slaughter soft animal waste with Fenton’s reagent has been studied. Crude waste was characterized by a high content of fat (581.8 g/kg d.m.) and proteins (264.5 g/kg d.m.), and the share of organic mass constituting 93.6% of d.m. The stabilization was investigated in two reaction variants using various dozes of oxidant (100–1000 cm3/kg/d.m.) and Fe2+:H2O2 molar ratios (1:10, 2:10 and 4:10), for a period of 1 day. During the stabilization, an increase in the solubility of FeSO4·7H2O in waste was observed, probably due to the binding of Fe2+ ions in ferroorganic ligands. The dynamics of the process and the efficiency of the decomposition of organic compounds increased with increased doses of reagents. The biggest loss of organic mass was recorded for the stabilization variant without initial acidification of the reaction environment. The studies confirm the possibility of disregarding the preacidification step of stabilized waste without adversely affecting the oxidation efficiency of organic compounds. A high degree of reduction in protein and fat concentrations with a low organic mass loss are evidence of incomplete oxidation of these compounds.

The industrial revolution taking place since the 18th century has brought the global economies to the stage of mass production, mass industrialization and spreading ideas connected with its efficiency. The most famous of its kind is Fordism and its modern variations called PostFordism or Neo-Fordism. We can still see traditional way of producing things in some parts of the world, and the leading economies are using Ford’s ideas or the modifications of the Ford’s concepts. But there is a question about the place of these models in the modern economy, especially because mass-production causes mass-waste and modern societies has woken up to the reality of the global pollution, climate change or just the simple fact that the amount of the raw materials is limited. The social mood is slowly changing so there should be a change to the way we produce and consume things as well. There is a question: can we proceed within existing models or should we think outside the box so we can invent more suitable way of looking at efficiency and effectiveness. The objective of this paper is to contribute to the discussion about the future of how are we going to produce things. It is based on the literature review considering Fordism and its variations, Product Life Cycle facing issues like pollution, massive waste and changes in modern economy, as well as on the case study of implementing waste reduction activities in the product’ design phase in the industrial plant based in one of the EU countries – Poland.

Product Lifecycle Management remains a strategy that aims to strengthen the capabilities and competitive advantages of the company. Its implementation and its adoption depend on the problems that are brought back to be solved by this tool as well as its acceptance by the companies that will implement it. Hence, we like to introduce this approach within the cottage industry to improve its competitiveness. For this, we are going to present this article as being the first step towards the introduction of this strategy within the craft sector. So, we aim to investigate the problems faced by the craft sector, the levers favoring the establishment of this kind of approach and to analyse the independence between the problems investigated, the nature of the companies interviewed and their sector of activity. Data was gathered from surveys of 132 craft industries the primary data analysis was performed using excel and SPSS techniques and chi square test. The results affirm that the management and communication problems, as well as problems related to the raw material waste, are the most dominant in the sector. Moreover, our study shows that the problems faced by the sector are independent towards the nature of the company and the sector of activity.

Samples of excess sludge from wastewater treatment plants were investigated in order to determine the dependence of rheological parameters of sewage sludge on lime addition. Hydration of the sludge is one of its main features which determine sludge management and waste disposal cost. The rheological behavior of sludge is a key characteristic, since it determines the treatment processes. This research has evaluated the use of rheological properties for characterization and control of sludge and lime mixture flow behaviour. A laboratory investigation was conducted using rotating coaxial cylinder and several different gravimetric oncentrations of the investigated sludge. In order to describe the rheological characteristics, the 3-parameter Herschel-Bulkley model was applied. Rheological characterization is of great importance in sludge management, both in terms of biomass dewatering and stabilizing properties, and in terms of design parameters for sludge handling operations.

Jednym z roślinnych odpadów poprodukcyjnych, generowanych przez zakłady Herbapol w Białymstoku, są drobnoziarniste odpady pokrzywy powstające podczas ich segregowania i pakowania. W artykule przedstawiono wyniki badań wpływu parametrów technologicznych procesu granulowania bezciśnieniowego na kształt granulatu z odpadów pokrzywy. Proces granulowania przeprowadzono z wykorzystaniem nowatorskiego układu mieszająco-granulująco-dozującego stosowanego jako układ podający materiał roślinny do układu zagęszczającego urządzenia granulująco-brykietującego z matrycą płaską. Budowa układu pozwala na jednoczesną realizację zarówno operacji mieszania, jak i bezciśnieniowego granulowania pylistych frakcji przetwarzanego materiału. W badaniach określono wpływ prędkości obrotowej cylindra wewnętrznego układu mieszająco- granulująco-dozującego (25, 40, 55 obr·minˉ¹), wpływ ilości lepiszcza dodawanego do odpadów pokrzywy (10, 20, 30%) oraz wpływu zawartość skrobi w wodnym roztworze lepiszcza (0, 10, 20%) na kształt uzyskanego granulatu (wartość współczynników kształtu cząstek). Badania przeprowadzono przy masowym natężeniu przepływu zagęszczanego surowca 8 kg·hˉ¹. Uzyskane wyniki badań pozwoliły stwierdzić, że zwiększenie prędkości obrotowej cylindra granulacyjnego wpływa na zwiększenie jednorodności granulatu określonego za pomocą współczynnika kształtu. Wraz ze wzrostem ilości lepiszcza dodawanego w procesie granulacji zmniejsza się zróżnicowanie współczynnika kształtu cząstek. Natomiast zwiększenie zawartości skrobi w lepiszczu nie wpływa znacząco na rozkład granulometryczny pod względem współczynnika kształtu. Różnice w udziałach ilościowych wynoszą jedynie 2 do 5%.
One of the vegetable waste products generated by the Herbapol company in Białystok is fine-grain nettle waste generated during sorting and packaging. The article presents the results of research on the impact of technological parameters of the non-pressure granulation process on the shape coefficient of nettle waste granules. The granulation process was conducted using a new mixing-granulation-dosing system which is used as a delivery system of plant material to the pelleting-briqueting densification device with flat matrix. The design of the system allows simultaneous implementation of both the blending operation and non-pressure granulation of the powdery fraction of the processed material. The effect of the rotational speed of the inner cylinder of the mixing-granulation-dosing system (25, 40, 55 min·revˉ¹), the influence of binder amount added to nettle waste (10, 20, 30%) and the effect of starch content in the aqueous solution of the binding agent (0, 10, 20%) on the morphology of obtained granules (particle shape coefficient) were determined during the studies. Test was conducted with mass flow rate of the compacted raw material of 8 kg·hˉ¹. The obtained results led to the conclusion that an increase in the rotational speed of the granulation cylinder increases the homogeneity of the granulate as determined by the shape coefficients. Increasing the amount of binder added during the granulation process reduces the differentiation of particle shape coefficients. Whereas, an increase of starch content in the binder does not significantly affect the particle size distribution in terms of particle shape coefficients. Differences in the quantitative proportions are only 2 to 5%.

W niniejszym artykule przeglądowym przedstawiono stan gospodarki obiegu zamkniętego (GOZ) w Polsce. Pokazano GOZ w zróżnicowanym ujęciu: przedmiotowym (strumienie odpadów, energia), sektorowym (budownictwo, oczyszczalnie ścieków, energetyka węglowa) i zasobowym (minerały antropogeniczne, fosfor), a także pod kątem właściwego gospodarowania energią w budownictwie (budynki niemal-zero-energetyczne).
The manuscript presents the condition of circular economy in Poland in diversified approach: subjective (waste streams, energy), sectoral (construction, wastewater treatment, coal energy), related to the resources (phosphorous and anthropogenic minerals) and considering proper energy management (almost zero energy buildings). The achievements reached in different sectors as well as the requirements towards implementation of CE are presented. The advancement of recycling technologies does not deviate from the global level, in terms of areas specific to Poland. Limiting the exploitation of natural resources and usage of new materials as well as producing more durable products are of CE concern. Also energy and heat recovery in buildings and technological processes (e.g. during wastewater treatment), ways of utilization of combustion by-products and water decarbonization waste are described. The implementation of CE in Poland needs not only research and technical activities, but also the modification of technological processes, the right policy, overcoming crosssectoral barriers, developing legal regulations and support schemes for CE.

The aim of this experiment was to establish the effect of the ProBio OriginalTM preparation (hereinafter "preparation") on the composting process of biologically degradable waste in garden composters. The first stage of research was focused on the effect of different concentrations of the preparation onto the composting process in garden composters. Monitored parameters were the effect of the preparation on the course of temperatures during the composting process, material volume decrease and effect on the quality of the composted material. The input raw material was freshly cut grass provided by Centrální kompostárna (Central Composting Plant) Brno, a.s. The experiment was carried out in five garden composters (290 L) for a period of 13 weeks. Three composters were enriched with the preparation at different concentrations, two of them were reference composters. During the experiment, the course of the composting process was monitored (temperature, loss in material volume) as well as the compost quality (C/N ratio, nutrients, heavy metals).During the experiment, a positive influence was observed of the preparation on the course of temperature in the composters. The enriched composters reached in the mineralization phase the thermophilic temperature ranges for a period of two weeks. The rate of composted material volume reduction in the composters with the preparation was higher than that in the reference composters. Moreover, a positive effect of the preparation was observed on the compost quality. As compared with composts from the reference composters, Ca and Mg concentrations in the resulting compost from the enriched composters were higher. The effect of the preparation on the concentration of other nutrients was not demonstrated.

The article presents binding legal regulations governing entrepreneurs’ obligations as regards recovery and recycling of packaging and post-use waste. It shows fee rates, recovery and recycling levels for packaging in the years 2007–2009. It gives examples of calculating the product fee that according to the Act must be paid by entrepreneurs for 2007, 2008 and 2009. The author of the article elaborates on regulations that must be complied with by the entrepreneurs who pack products and place them on the market. Furthermore, the article shows how the obligations imposed by the Act on obligations of the entrepreneurs as regards management of certain waste and on product fee are met in Podkarpackie Province.
Artykuł przedstawia obowiązujące akty prawne, określające obowiązki przedsiębiorców w zakresie odzysku i recyklingu odpadów opakowaniowych i poużytkowych. Podane zostały stawki opłat oraz poziomy odzysku i recyklingu opakowań w latach 2007–2009. Pokazano przykłady wyliczeń opłaty produktowej za lata 2007, 2008 i 2009, którą ustawa nakłada na przedsiębiorców. W artykule omówiono przepisy, jakie powinni stosować przedsiębiorcy, którzy pakują produkty i wprowadzają je na rynek. Przedstawiono realizację powinności wynikających z ustawy o obowiązkach przedsiębiorców w zakresie gospodarowania niektórymi odpadami oraz o opłacie produktowej na terenie województwa podkarpackiego.

W publikacji omówiono główne problemy dotyczące braku spójności legislacji odpadowej z wymaganiami rozporządzenia REACH. Wymieniono bardziej istotne zapisy odnoszące się do odpadów w rozporządzeniu REACH oraz legislacji odpadowej. Następnie dokonano analizy pod kątem istniejących konsekwencji zapisów prawa, ze szczególnym uwzględnieniem pojęcia „produktu ubocznego” oraz „odpadu, który utracił status odpadu” oraz sytuacji energetyki zawodowej, dotkniętej jako pierwsza branża problemem braku spójności w istniejących zapisach. Na koniec przedyskutowano kwestię braku pragmatycznego podejścia do zapisów prawnych na przykładzie importu pasty ołowiowej, która miała służyć jako uzupełniający surowiec w produkcji akumulatorów. Artykuł zakończono wnioskami oraz podsumowaniem w postaci cytatów pochodzących od respondentów Punktu Konsultacyjnego ds. REACH i CLP Ministerstwa Gospodarki.
The problems concerning lack of the consistency between waste legislation and REACH regulation requirements have been discussed. The most important provisions referring to REACH and waste legislation have been mentioned. Then the assessment of consequences of legal provisions with particular attention to the term „by-product” and „waste ceased to be waste” has been made. Also situation of power industry affected as the first sector by inconsistency in existing legal provisions has been analyzed. Finally question of lack of pragmatic approach to the legal provisions has been raised on the example of import of leaded paste to be used as supplementary feedstock for the production of car batteries. Article includes conclusions in the end and summing up in the shape of some quotes originating from respondents of the REACH & CLP Consulting Point of the Polish Ministry of Economy.

W artykule przedstawiono wyniki badań podstawowych właściwości użytkowych spoiw popiołowo-cementowych, które mogą być wykorzystane w drogownictwie oraz dokonano ich klasyfikacji w oparciu o kryteria normy PN-EN 13282-2:2015-06. Do przygotowania spoiw obok cementu portlandzkiego wykorzystano popioły lotne z konwencjonalnego kotła pyłowego, popioły lotne z cyrkulacyjnego kotła fluidalnego oraz mieszaniny tych popiołów o stosunku masowym 1:1. Stwierdzono, że wprowadzenie do mieszanki spoiwowej już 8% cementu pozwala na uzyskanie spoiwa popiołowo-cementowego o wytrzymałości odpowiadającej klasie spoiwa N1 według PN-EN 13282-2:2015-06. Wzrost zawartości cementu portlandzkiego w spoiwach zwiększa ich wytrzymałość. Mieszanki spoiwowe zawierające 25–30%, 35–40% i 50% cementu portlandzkiego klasyfikowane są odpowiednio jako spoiwa klasy N2, N3 i N4.
The paper presents results of studies on functional properties of Portland cement-fly ash binders, that can be used for road engineering. The binders were also classified in accordance with PN-EN 13282-2:2015-06 standard. Portland cement, as well as fly ashes from a conventional pulverized fuel fired boiler, fly ashes from a circulation fluidized bed boiler and 1:1 ratio by mass mixtures of both types of ashes, were used to prepare the binders. It was found that addition of only 8% of Portland cement allows to obtain Portland cement-fly ash binder with a compressive strength of a strength class for N1 binder according to PN-EN 13282-2:2015-06 standard. An increase of Portland cement content in binders improves their strength. Binding mixtures containing 25–30%, 35–40% and 50% of Portland cement are classifified accordingly as binders of classes N2, N3 and N4.
