    Prezentowany w niniejszym artykule materiał stanowi niewielki fragment empirycznych badań własnych autora, przeprowadzonych na przełomie lat 2009/2010 na terenie Warmii i Mazur wśród 343 właścicieli mikro i małych przedsiębiorstw prywatnych. Techniką wiodącą był wywiad kwestionariuszowy. Za wskaźniki do uwydatnionego w tytule problemu badawczego posłużyły odpowiedzi respondentów rozstrzygających dylematy: czy tworzyć firmę z osobami z kręgu rodziny, czy też spoza niej i czy zatrudniać w firmie wyłącznie krewnych, czy też wyłącznie innych pracowników niż członkowie rodziny i krewni. Odpowiedzi odpowiednio agregowano i szukano ich związku z parametrami firm prowadzonych przez udzielających odpowiedzi. Okazało się, że tak mierzoną „rodzinność” w badanej populacji determinują parametry firm, np. wyniki finansowe.
    This paper presents only a small fragment of own study. The study (completed in 2009/2010) used the technique of individual questionnaire survey, which provided information from 343 owners of businesses operating in the Warmia and Mazury region that in statistical terms are described as private micro and small firms. The evaluation of gathered information has used the percentage distribution of answers to given questions, such as: Is it better to open the business with family members or not? Is it better to hire only family members or not? The results indicate that owners’ preference to level of family influence on business depends on firm attributes, e.g. financial results.

    Rozwój branży turystycznej w regionie nie jest możliwy bez źródeł finansowania. Przedsiębiorstwa turystyczne wymagają środków kapitałowych na działalność bieżącą oraz inwestycyjną. Właściwy dobór tych środków może w znacznym stopniu przyczynić się do dynamicznego rozwoju regionu. Celem artykułu jest przedstawienie potencjalnych źródeł finansowania działalności turystycznej w województwie warmińsko-mazurskim.
    Tourism is a sector that significantly contributes to the dynamic economic country development. An essential factor of the tourism development is a source of financing. Natural conditions, landscapes and diverse cultural values make tourism as a one of the key sectors of economic development of the Warmia and Mazury region. Among many possible sources of financing very important role play support from the European Union. Accession to the EU structures allowed more dynamic economic development, including tourism. However, that source should not be the main and only source of capital, but rather support for capital-intensive investment projects. Tourists enterprises that want to build a strong competitive market position should reasonably create capital structure.

    The aim of this article was to determine the growth and development of the Mazurian population of red deer (Cervus elaphus L.) on the basis of morphological parameters of antlers. Data from measurements of stags harvested in the Olsztyn Province during three hunting seasons 1988/1989, 1989/1990 and 1990/1991 were taken for analyses. The sampled group contained selective, shootable and prospective stags. Stags from the last two groups formed the class of strong stags, i.e. stags with antlers developed above the standard for a given age being the basic material for this study.

    The research aims at presenting and exploring the mechanisms for protection of the rights of national minorities (based on the example of Ukrainian minority) in the Warmia and Mazury Region of the Republic of Poland. The research hypothesis is based on the statement that in fact the protection of rights of national minorities at the level of the Warmia and Mazury Region could be treated as a model, and thus implemented in other regions in Poland, or even in other countries facing the problems related to the protection of national and ethnic minorities. The main research problems are addressed within the questions: how is Ukrainian minority distributed in the studied region?; What are the state and local government institutions working for national minorities in the studied region of Poland?; What activities do these institutions undertake to ensure equal treatment of national minorities and provision for their rights?; How are these activities assessed by organizations/representatives of the Ukrainian national minority? The leading research method was the institutional and legal one. The research also contained the interviewing method as well as the focus group interview. Obtained results of the study confirmed the research hypothesis. It turned out that the Warmia and Mazury Region has created an effective institutional environment for the development of national minorities, including the Ukrainian one. It was possible thanks to the activity of the only Polish Plenipotentiary of the Marshal for national minorities and also the only National and Ethnic Minorities Committee of the Regional Council in Poland.
    Celem przeprowadzonych badań było ukazanie i analiza mechanizmów ochrony praw mniejszości narodowych (na przykładzie mniejszości ukraińskiej) w województwie warmińsko-mazurskim, wchodzącym w skład terytorium Polski. Jako hipotezę badawczą przyjęto stwierdzenie, że w praktyce ochrona praw mniejszości narodowych na poziomie województwa warmińsko-mazurskiego jest modelowa, a tym samym może być realizowana także w innych województwach w Polsce, a nawet w innych państwach, w których istnieją problemy związane z ochroną mniejszości narodowych i etnicznych. Główne problemy badawcze zawierały się w pytaniach o to: jak jest rozmieszczonа w badanym województwie mniejszość ukraińska?; jakie są w badanym regionie Polski instytucje państwowe i samorządowe działające na rzecz mniejszości narodowych?; jaką działalność przejawiają te instytucje na rzecz równego traktowania mniejszości narodowych i zagwarantowania ich praw? jak te działania oceniają przedstawiciele organizacji mniejszości ukraińskiej? Wiodącą metodą badawczą była metoda instytucjonalno-prawna, а także zastosowano ankietę i wywiad fokusowy. W wyniku badań potwierdzono hipotezę badawczą. Okazało się, że w województwie warmińsko-mazurskim stworzono efektywny, instytucjonalny klimat dla rozwoju mniejszości narodowych, w tym ukraińskiej. Stało się to możliwe dzięki działalności jedynego w Polsce pełnomocnika marszałka województwa do spraw mniejszości narodowych i również jedynej w Polsce Komisji Mniejszości Narodowych i Etnicznych sejmiku tegoż województwa.

    Gradually shaping for ages the rural landscape, according to the tradition and experience, is subject to the violent transformation. Confronted with the investment pressure, global process and progress in cultural landscape degradation observing in the 90s of the 20th century, it started to come back, very lively at the turn of the 19th and 20th centuries, the ideas of regionalism. Since the mid-90s the landscape shaping and its preserving has been in the Warmia and Mazuria region actively and creatively undertaken by the olsztyńskie association the Cultural Community "Borussia". From that circle came out the impulse to invite tenders for the design of the modern house which had been inspired by the local tradition. In 2010 the competition "Twój dom - dialog z tradycją" ["Your house - the dialogue with tradition"] was organized by the Warmian and Mazurian Marshal Office, National Center for Historical Monuments Studies and Documentation (presently National Heritage Board of Poland) and Polish Architecture Association - Local Division in Olsztyn. The main goal of that competition was to find out and to popular some new models of the family housing for the rural lands which could have been a kind of the traditional building continuation. a point of departure for the creative interpretation of the most characteristic and valuable landscape and Warmian and Mazurian architecture motives was the monograph concerning the tradition of the regional housing and farm building. 184 designs from all over Poland entered into this project. Many of the participants made an attempt in creative and modern interpretation of the historical motives both in the form and the details and being also inspired by the farm buildings. Prized (4) and awarded (24) projects were prepared to be sold and have also been presented in the catalogue which was distributed in the region. The competition organizers believ, that the designs will wind the purchasers and the constructed houses will soon appear in the Warmian and Mazurian region raising its landscape value.

    Opis:
    Society of Fighters for Freedom and Democracy was formed in 1949 as a merger of almost all previously existing veterans’ associations. At the regional level, the most important element of the Association was the regional board and the superordinate bodies were poviate boards and clubs. Within the Regional Board there were merit-based commissions (e.g. verification, propaganda, health, medals, social), and after 1956 - also the so-called social group commissions (e.g. political prisoners, participants of revolution fights, fighters for the independence of Warmia and Mazury). In the years 1949-1956, the Association was in fact only a tool of political indoctrination and was strictly governed by political authorities that aimed at liquidating the Association. After 1956, the Association became totally independent and the veterans were given a limited possibility of postulating, mainly in social matters. The condition for being a member of the Association was loyalty towards the communist state.

    Celem tego artykułu jest ukazanie instytucjonalnego wymiaru regionalizmu na Warmii i Mazurach. Z regionu po 1945 r. wyemigrowała większość etnicznych Warmiaków i Mazurów, pomimo tego inteligencja rodzimego pochodzenia organizowała instytucje, których działalność można nazwać „starym regionalizmem”. Mimo ograniczeń nakładanych przez peerelowski socjalistyczny nacjonalizm starano się zachować i propagować regionalną kulturę. Przełom roku 1989 przyniósł pojawienie się instytucji, które dążyły do budowania nowej regionalnej kultury i tożsamości. Chodziło o stworzenie syntezy kultur i tożsamości wszystkich grup zamieszkujących Warmię i Mazury. Nowy typ działalności można zasadnie określić mianem „nowego regionalizmu”.
    The aim of this article is to describe regionalism in the Warmia and Mazuria region. Although the majority of indigenous inhabitants emigrated from the region after 1945, some intellectuals who did not leave Poland established several organizations that focused on activities which may be described as ‘old regionalism’. Taking into account the political context, they tried to save the regional culture. After 1989 (the beginning of the transition period in Poland) new organizations were founded. Their members try to create a new type of regional culture and identity – a synthesis of cultures and identities of all cultural and ethnic groups living in Warmia and Mazuria. These new kinds of activities should be called ‘new regionalism’.

    W artykule została zaprezentowana sylwetka inżyniera Aleksandra Zubelewicza – pierwszego powojennego naczelnika wydziału komunikacyjnego Urzędu Pełnomocnika Rządu RP na Okręg Mazurski i Urzędu Wojewódzkiego w Olsztynie. Aleksander Zubelewicz był absolwentem Instytutu Technologicznego w Petersburgu. W okresie międzywojennym pracował m.in. jako dyrektor Dyrekcji Robót Publicznych w Nowogródku i w Wilnie oraz w charakterze naczelnika wydziału komunikacyjnego Urzędu Wojewódzkiego w Wilnie. Oprócz pracy zawodowej angażował się społecznie zarówno przed jak i po II wojnie światowej. Działał m.in. na rzecz rozwoju turystyki i krajoznawstwa, a po wielkiej powodzi jaka dotknęła Wilno w 1931 r. w ramach Komisji Technicznej Komitetu Ratowania Bazyliki Wileńskiej nadzorował prace budowlane w Katedrze Wileńskiej. Tekst stanowi przyczynek do dalszych badań nad dziejami elit przybyłych z Wileńszczyzny na Warmię i Mazury po II wojnie światowej.
    The article presents engineer Aleksander Zubelewicz - the first post-war head of the communications department of the Office of the Government Plenipotentiary of the Republic of Poland for the Mazury District and the Voivodeship Office in Olsztyn. Aleksander Zubelewicz graduated from the Technological Institute in Saint Petersburg. In the interwar period, he worked as the director of the Public Works Directorate in Nowogródek and Vilnius and as the head of the communication department of the Provincial Office in Vilnius, among other things. Apart from his professional life, he was involved in social issues both before and after World War II. For instance, he made efforts for the development of tourism and sightseeing, and after the great flood that hit Vilnius in 1931 he supervised construction works at the Vilnius Cathedral as part of the Technical Commission of the Committee for the Rescue of the Vilnius Basilica. The text is a contribution to further research on the history of the elites who came from the Vilnius Region to Warmia and Mazury after World War II.

    The paper attempts to present the scope of the Catholic image of the Union of Poles in Germa-ny. Until now, the Catholic character of this organisation was rather overlooked. There is also silence regarding the fact that the endurance of Poles, also during the interwar period, in Silesia, the border areas, Warmia and the Powiśle region was inseparably tied with Catholicism. With-out it, most initiatives taken up by the Poles would be impossible to commence.
    W artykule starano się przedstawić zakresy katolickiego oblicza Związku Polaków w Niemczech. Do tej pory katolicki charakter tej organizacji był raczej pomijany. Przemilczano więc to, że trwanie Polaków, także w okresie międzywojennym, na Śląsku, Pograniczu, Warmii i Powiślu było nierozerwalnie związane z katolicyzmem. Bez niego większość inicjatyw Polaków nie byłaby możliwa do podjęcia.
