Opis:
The idea of retrospective voting refers to voting decisions that are based on an evaluation of how the government has managed the economy. Research on economic voting in Poland have been carried out from the beginning of the democratic transformation, focusing on isolating and testing of the transition model specific to the countries of Central Europe. Its differentiating feature is a novel way of simultaneously joining the retrospective and prospective motivations in the behaviour of voters, compared to the conventional model present in consolidated democracies. The retrospective voting model is defined as deciding whether to reward or punish the incumbent party on the basis of past policy performance. Based on analysis and own research, the presented paper evidences that the validity of applying the transitional model in the study of economic voting in Poland has been exhausted, as the retrospective motivation is nowadays predominant in the decisions of voters.

Under the pressure of sanitary restrictions, the potential of information techno- logies available to the academic communities for over a dozen years, but not used for various reasons, is released. As a specific case of this trend, a migration from brick-and-mortar voting towards the remote voting by electronic means may in- tensify in the post-pandemic period at universities. This phenomenon requires an in-depth analysis, the aim of which is to facilitate the management of academic units to choose optimal solutions in the coming years, when such decisions can be made without time pressure and invasive sanitary restrictions. In the process of electronic remote voting, security is a key requirement, which has a number of various attributes: authenticity, correctness, anonymity, verifiability, receipt- freeness, availability. In response to these, to some extent contradictory, requi- rements, the world of science has been developing protocols and systems based on cryptographic formalisms for years. This article explains the main challenges related to security of remote electronic voting, from which even advanced solu- tions implemented in academic practice are not free.

Opis:
The article provides an insight into the realignment of voting behaviour of Swiss living abroad after the implementation of e-Voting. The canton of Geneva was selected as a case study in the article as it was one of the first to introduce online voting in Swit-zerland. In 2003 canton of Geneva together with cantons of Zurich and Neuchâtel partic-ipated in a pilot programme, the aim of which was to test e-Voting systems. A year later residents of Geneva were allowed to use online voting system in elections at cantonal and federal level. Subsequently the right was extended to other communities and in 2009 it was conferred on Swiss living abroad. The aim of the paper is to verify whether the implementation of e-Voting positively affected the turnout of citizens under consideration and if it replaced other means of voting. In the research mainly quantitative research methods were used. A statistical analysis was based on data related to voting behaviours of Swiss in period 1999–2014.

W wyniku rozprzestrzeniania się koronawirusa SARS-CoV-2 w debacie politycznej powrócono do rozmów nad wdrażaniem alternatywnych metod głosowania dostępnych dla wszystkich obywateli. Jedną ze zdalnych metod oddawania głosu jest głosowanie za pośrednictwem Internetu. Dotychczas jedynie Republika Estonii gwarantuje taką możliwość uczestnictwa w wyborach powszechnych swoim obywatelom. Poniższa praca może stanowić istotną platformę do określenia kierunków zmian potrzebnych do wdrożenia procedury e-votingu zarówno z prawnego punktu widzenia, jak również społecznego czy technicznego.
As a result of the spread of the SARS-CoV-2 coronavirus, the political debate resumed discussions on the implementation of alternative voting methods accessible to all citizens. One of the remote methods of voting is e-voting. So far, only the Republic of Estonia guarantees this possibility to participate in general elections to its citizens. The work below may constitute an important platform for determining the directions of changes needed to implement the e-voting procedure from a legal, social and technical point of view.

The fundamental claim which accompanied the implementation of alternative vot-ing methods into the Polish Law was the guarantee of the fullest realization of the uni-versal suffrage. The current regulations of the Electoral Code allow people with disabili-ties to vote by mail or by proxy. This deviation from the rule of voting personally in a polling station and enfranchising people with disabilities is a clear sign of the adapta-tion of Polish reality to Western European standards. The enactment of the law and implementation of additional legal solutions are only the first step to a greater change. The current challenges of electoral law are both perfect-ing the new voting methods and educating voters to compel them to vote; that is to exer-cise their constitutional privilege.

Research on economic voting in Poland have been carried out from the beginning of the democratic transformation, focusing on isolating and testing of the transition model specific to the countries of Central Europe. Its differentiating feature is a novel way of simultaneously joining the retrospective and prospective motivations in the behavior of voters, compared to the conventional model present in consolidated democracies. The purpose of the present article is to attempt to determine the relationship between the two types of electoral motivations identified above in the parliamentary elections, starting with the election of 1991 and ending with the 2011 elections. Based on analysis and constructive criticism of findings of other researchers and own research, the presented paper evidences that the validity of applying the transitional odel in the study of economic voting in Poland has been exhausted, as the prospective motivation is nowadays predominant in the decisions of voters.

Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

The aim of this paper is to present the results of experiments relating to voting methods based on the bounded rationality theory. The research demonstrated that a positive nudge changes the voting results. The study focused on three methods of voting: the Borda Count method, the Condorcet winner method and the anti-manipulation method. In a laboratory experiment, the subjects were asked to select the best musician. They were to manipulate their voting so that a predetermined winner is chosen. In the first voting, the subjects did not receive any a priori information, while in the second voting, some a priori information was provided, i.e. the true, objective ranking of the musicians. What followed was another voting. It was initially assumed that the participants would manipulate their voting the same way as in the first voting. The results, however, were different. The obtained second ranking of musicians was closest to the true, objective ranking, thus proving that the manipulation effect was neutralised by the a priori positive information about the true, objective order.

In most studies of voting behavior, political preferences are explained at the level of the “country, election, electoral cohort or individual voter” (Franklin 2004). Notably absent from these studies is the impact of voters living abroad. Their importance is not to be neglected, especially in democratizing states. This research targets the predictions that lie behind the turnout and preferences of Romanian emigrants. Romanian Diaspora consistently votes for parties and candidates that promise reforms. This vote is associated with liberal economic policy preferences and support for minority groups. I test these hypotheses with elections results data from 2000 to 2016 coupled with data collected from Votulmeu.com an online Voting Advice Application from the 2012 parliamentary and 2014 presidential elections in Romania.
