Opis:
The investigation ofthe Low Temperature Co-fired Ceramic (L TCC) via filling process quality is presented in this paper. The goal of this paper was to propose and to validate a way of the verification whether the L TCC fabrication was conducted correctly. The work presents an application of the Design of the Experiment (DoE) methodology in such validation and discusses usefulness and drawbacks of the chosen solution. The optimized technology of via filling will be applied in the fabrication of tactile displays for blind people.

In 2004 Peterson and Seligman presented their concept of virtues and 24 character strengths which are widely-valued positive characteristics considered to be important for achieving a good, happy life (Peterson, Seligman, 2004). For their measurement Peterson and Seligman (2004) developed Values in Action – Inventory of Strengths (VIA-IS). As a part of his International Personality Item Pool project (ipip.ori.org), Goldberg developed his own measurement of Peterson and Seligman’s character strengths, which differs from VIA-IS for example in its open access form. Research on Polish version of the International Personality Item Pool – Values in Action questionnaire (IPIP-VIA) was conducted on a sample of N = 908 adults. It proved satisfactory psychometric properties of the tool. High or satisfactory reliability for all the scales measuring character strengths was achieved. Validity of the tool was tested by comparing sex differences obtained in research with a Polish version of the IPIP-VIA and the results of studies conducted in the UK with the VIA-IS questionnaire.

In this paper, we proposed a novel design of U-slotted SIW antenna. Our antenna design is aimed to cover upper K-band and lower Ka-band spectrums, specifically from 24 GHz to 32 GHz. It has a compact square size of 5.2 x 5.2 mm2. We use a rectangular truncated corner to optimize the square radiator. The optimized rectangular truncated corner size of 2 x 0.8 mm2 gives an impedance bandwidth of 7.87 GHz. SIW cavity is constructed by using multiple metallic via-holes which are drilled in a dielectric substrate establishing. Next optimization, applying the U-shaped slot and SIW structure yield a wider impedance bandwidth of 8.89 GHz, there is about 1.02 GHz of impedance bandwidth enhancement. In addition, the SIW structure gives a higher gain of 7.63 dB and decreases the sidelobe level of -12.1 dB. Implementation of the SIW structure significantly decreases the size of antenna while keeping the antenna parameter’s performances.

“The way of beauty” in Bruno Forte’s view appears to be experienced faith or life in the horizon of faith. Beauty, as a category connected with the attitude of love, is a moving, dynamic value. Understood in this way beauty of love till the end can be discovered in the icon of the Beautiful Shepherd – the Crucified Christ. In this personal fragment of history the entirety of the Mystery comes to us – God, who is Love (cf. 1 John 4, 8.16). The love that is cognized is the driving force: love demands a reply of gratefulness. This responsorial character of love that should be characteristic of every Christian, can be first of all seen in Mary – All Beautiful, a transparen Icon of the Mystery. Contemplation of Christ’s face (following Her example of in Her), to which Blessed John Paul II encouraged the faithful (cf. NMI 25), leads to a transformation of the person and the world of persons, as it is entering the way of beauty, whose end is beauty of the person and beauty of the world. For “beauty will save the world” (F. Dostoyevsky).

Branża bezzałogowych statków powietrznych rozwija się dynamicznie i wyprzedza regulacje z nią związane. Integracja lotnictwa załogowego z bezzałogowym jest koniecznością w celu zapewnienia odpowiedniego poziomu bezpieczeństwa oraz zrównoważonego rozwoju branży bezzałogowych statków powietrznych. Dlatego przygotowano nowelizację polskiego prawa lotniczego. Uwzględniono w niej obowiązujące regulacje unijne dotyczące UAS, które są stosowane bezpośrednio od początku 2021 roku. Prawo unijne wymaga jednak uszczegółowienia w wielu kwestiach. Doprecyzowanie rozwiązań unijnych pozwoli na bardziej skuteczne oddziaływanie przepisów na użytkowników UAS oraz władze lotnicze i osiągnięcie zakładanych celów projektowanych zmian. W artykule omówiono przyczyny wprowadzanych zmian, zarys i istotę unijnych rozwiązań regulacyjnych oraz elementy rozstrzygnięć krajowych. Zaprezentowano projektowane zmiany w ustawie Prawo lotnicze oraz ustawach o PAŻP z dnia 8 grudnia 2006 r i ustawie z dnia 13 kwietnia 2016 r. o systemach oceny zgodności i nadzoru rynku. Najważniejsze znaczenie ma dodany do Prawa lotniczego dodatkowy Dział VIa - Bezzałogowe statki powietrzne. Artykuł omawia zawartość sześciu rozdziałów, zapisy dodatkowe oraz przepisy karne i nowe opłaty dotyczące stref geograficznych. Przedstawione są także projektowane zmiany do ustawy o PAŻP związane z nowymi obowiązkami dla Agencji. Artykuł zamykają podsumowanie i wnioski, które wskazują pozytywne oddziaływanie nowelizacji. Jednocześnie podjęto próbę wstępnej oceny wprowadzanych zmian określając braki i niedoskonałości nowych przepisów.
The unmanned aerial vehicle industry is developing dynamically and ahead of the regulations. Integrating manned and unmanned aviation is necessary to ensure an appropriate level of safety and the sustainable development of the unmanned aerial vehicle industry. Therefore, an amendment to the Polish aviation law has been prepared. It includes the effective EU regulations on UAS, which have been applied directly since the beginning of 2021. EU law, however, requires more details in many aspects. Specifying EU solutions will allow for a more effective impact of the regulations on UAS users and aviation authorities and the achievement of the assumed goals of the proposed changes. The article presents the reasons for the introduced changes, the outline and essence of EU regulatory solutions, and elements of national solutions. The proposed changes to the Aviation Law, the PANSA Act of December 8, 2006, and April 13, 2016, Act on compliance assessment and market surveillance systems were presented. The most important thing is the additional Section VIa - Unmanned Aerial Vehicles added to the Aviation Law. The article covers the content of six chapters, additional provisions, penal provisions, and new charges for geographic zones. The proposed amendments to the PANSA Act related to new obligations for the Agency are also presented. The article ends with a summary and conclusions that indicate the positive impact of the amendment. At the same time, an attempt was made to evaluate the introduced changes by identifying the shortcomings and imperfections of the new regulations.

Jedną z przyczyn współczesnego kryzysu kulturowego są procesy sekularyzacyjne. Wywierają one wpływ na wiele aspektów życia indywidualnego i społecznego, których odzwierciedleniem jest sfera sztuki. Twórczość artystyczna jest nie tylko obrazem ludzkiej egzystencji, ale także wyrazem tęsknoty i dążenia do tego, co wykracza poza doczesność. Potwierdzają to wielkie arcydzieła, które pomimo, iż powstały przed wiekami ciągle nas zachwycają, gdyż ich twórcy czerpali inspirację z piękna chrześcijańskiej wiary. Współczesne odejście od  Boga przyjmuje różne formy – od sekularyzmu, który radykalnie neguje rzeczywistość nadprzyrodzoną aż po desekularyzację z jej „nową duchowością”, będącą często nieokreślonym spirytualizmem w stylu New Age. W tej perspektywie sztuka sakralna, zamiast ulegać presji zeświecczenia, winna na nowo odnaleźć swoją tożsamość jako ważny element nowej ewangelizacji. Wobec dzisiejszego człowieka, który zagubił niejednokrotnie drogę do Boga, sztuka jako via pulchritudinis spełni wówczas misję ewangelizacyjną, stając się pełnym nadziei ukazywaniem sensu, jaki nadaje naszemu życiu tajemnica zbawczej miłości Chrystusa.
Secular processes are one of the reasons of the contemporary cultural crisis. They influence many aspects of individual and social life which is reflected in the sphere of art. Artistic activity is not only a picture of human existence, but also an expression of longing and desire for what exceeds wordliness. Great masterpieces, in spite of being created many centuries ago, confirm this, as they do not stop to delight us because their creators were inspired by the beauty of Christian faith. The contemporary departure from God takes different forms - from securalizatiom which radically denies the supernatural reality to desecularization with its "new spirituality", being quite often an indefinite spiritualism in the New Age style. In this perspective, sacred art, instead of surrendering to the secularization pressure, should find its new identity as an important element of the new evangelization. Art as via pulchritudinis is to continue to fulfill its evangelizing mission for modern man who so often loses his way to God. It will then become for us a meaning full of hope which human life receives from the mystery of Christ’s redeeming love.
Eine der Ursache der heutigen Kulturkrise sind Säkularisierungsprozesse. Sie beeinflussen viele von jenen Aspekten des individuellen und gesellschaftlichen Lebens, die ihren Wiederhall in der Kunst finden. Die künstlerische Tätigkeit ist nicht nur das Abbild der menschlichen Existenz, sondern sie spiegelt auch die Sehnsucht und Suche nach dem wider, das die diesseitige Existenz übersteigt. Dies wird an großen Meisterwerken sichtbar, welche ‒ obwohl sie vor Jahrhunderten entstanden sind ‒  immer noch beeindrucken, weil ihre Schöpfer die Inspiration aus der Schönheit des christlichen Glaubens geschöpft hatten. Das gegenwärtige Weggehen von Gott nimmt verschiedene Formen an: von einem Säkulkarismus, der die übernatürliche Wirklichkeit radikal in Frage stellt, bis hin zur Desakralisierung mit ihrer "neuen Spiritualität", die nicht selten zu einem unbestimmten New-Age-artigen Spiritualismus verkümmert. In dieser Perspektive muss die sakrale Kunst, statt dem Laizisierungsdruck nachzugeben, ihre Identität als ein wichtiges Element der Neuevangelisierung wiederfinden. Gegenüber dem heutigen Menschen, der nicht selten den Weg zu Gott verloren hat, wird die Kunst als via pulchritudinis eine Evangelisierungsmission spielen können, indem sie den hoffnugsvollen Sinn darstellt, der unserem Leben das Gehemnis der erlösenden Liebe Christi verleiht.

This article is about e-learning based on learning by watching videos in the Internet. At the beginning, the author briefly explains the role of public television in the education of the viewers, which is defined in the Act on Radio and Television in 1992. The next section describes the educational programs which were (before 89') and which are (after 89') available on public television. After that, the author has focused on approximate educational opportunities that result from the ability to create videos and to publish them on the web. The article presents some examples of channels available on the Internet on the YouTube: Head Squeeze, Polimaty, Edudutv, Eksperymenty Domowe. In the article's conclusion, the author briefly indicates the advantages of learning through videos published on the web.

Stud ies of age of flu vial land forms and sed i ments of the Last Cold Stage in the Carpathian fore land have been started more than 100 years ago. Be fore the mod ern sedimentological meth ods and ra dio car bon dat ing were in tro duced, pi o neer stud ies of Pleis to cene river ter - races and sed i ments in the Carpathians were per formed by Mieczys³aw Klimaszewski, and sub se quently, by his student Leszek Starkel who mapped in 1950s a mar gin of the Carpathian Foot hills as well as al lu vial fans of Wis³oka, Wis³ok and San rivers in the Carpathian fore land. In that time a stra tig ra phy of al lu vial in fill ings in the mar ginal moun tain zone was elab o rated for the Late Vistulian and the Ho lo cene. Start ing from 1970s and bas ing on stud ies in key sites in the Wis³oka val ley near Dêbica, fo cused on palynological anal y ses and ra dio car bon dat ing, gen eral strati - graphi cal schemes of al lu vial fills within the Vistulian ter race 15 m high and within the Ho lo cene ter race 8–10 m high have been con structed. A com par i son with the val leys in a periglacial area prowed that the Vistulian ter race 15 m high was in cised be fore the max i mum ex ten sion of the last Scan di na vian ice sheet (i.e. be fore 20 ka BP) and the ter race 11–12 m high (with rel ics of braided river chan nels) was formed at the de cline of the Plenivistulian. A fi nal in ci sion be low the pres ent river bed and aggradation oc curred dur ing the Late Vistulian (13–10 ka BP). The rivers changed their re gime and their chan nel pat tern from braided to large me an ders-type as an ef fect of for est de vel op ment and lower sed i ment load. The Youn ger Dryas cool ing re sulted in in creased bedload and braid ing.

The paper discusses issues related to communication via the Internet in the process of building an organization's image. The authors focus on the preparatory actions and strategic decisions that need to be taken so that long-term communication with Internet users could lead to expected results. The authors also point out to possibilities and ways of using the available tools and present in the selected case studies successful image-enhancing actions. When on 1 January 1983 a decision was taken to merge the ARPAnet and CSNET, giving rise to the nternet, hardy anyone realised the world was about to change beyond recognition. Within the two following decades the idea of computer connection reached out to practically all fields of human activity. With its ever widening availability, the new communication technology has become a natural environment for dialogue, information exchange and, consequently, the opinion forum. Today every subject hat actively functions in public space, be it a company, an institution or an individual, must think about eing present online (to a larger or lesser extent). This means, whether we like it or not, that our images co-created by the Internet.

The audit of the execution of legal regulations with respect to entities in the mutual wagering business has been conducted on order by the lower house of the Polish Parliament, i.e. the Sejm. The audit focused on the evaluation of the effectiveness of the Customs Service bodies in combating illegal organising and advertising of mutual wagering via the Internet, and in fighting against Polish citizens’ participation in this type of activity. The audit also examined how the Customs Service supervises the entities that have the Ministry of Finance’s permission to conduct mutual wagering, including via the Internet. The audit was conducted at the Ministry of Finance and in the Customs Chamber in the city of Szczecin.

The eastern end of Thrace, situated between the Black Sea and the Sea of Marmara, the Bosphorus and the Anastasian Wall, was in recent years the subject of Polish-Turkish archaeological investigations. The settlements on this territory formed Constantinople’s immediate hinterland in the Byzantine period. Our studies focused on the beginning of the Via Egnatia. They included the famous suburb of Hebdomon and the city of Rhegion. A number of new sources were recorded as a result of our excavations, surface surveys, sonar prospections of water bodies, and queries of archive collections. They enabled us to examine the spatial and settlement structure of this area in the Byzantine period. The structure also included the settlement complex on the Firuzköy Peninsula on Lake Küçükçekmece, as well as settlements in Athyras, Selymbria, Melantias, Episkopia, Angurina, Schiza and Daphnusion. They were elements of Constantinople’s communications and transportation system. The ceremony of adventus, i.e. welcoming the emperor, eminent guests or holy relics arriving in the capital, was also performed in this area. At present, these territories are undergoing a great deal of construction and infrastructure development, being part of the megapolis of Istanbul. This puts the archaeological heritage located there in danger.

In the time of the icon-based culture, vision as an element of pre-evangelisation constitutes a tool for catechization. It indicates complementarity and parallelism of truth and beauty (goodness). It is the Biblical texts that offer a positive possibility to use the hermeneutics of beauty for awakening faith in non-believers and strengthening it in those loosing faith. They interpret important themes of faith and lead to the eschatological hope for a completion of the God-human dialogue (prayer, contemplation, cardiognosis). Theology after Vaticanum II provides details of the method of seeing beauty in the adoption and development of the gift of faith in the teachings of the popes: Paul VI, John Paul II and Benedict XVI.

Opis:
Artykuł opisuje nowoczesną formę uczestnictwa mieszkańców w tworzeniu prawa i dokumentów strategicznych na przykładzie Estonii. Estonia to państwo, które jako jedno z pierwszych w Europie wprowadziło głosowanie internetowe, podpis internetowy czy mobile-ID, czyli cyfrowy dowód osobisty zamieszczony na karcie SIM. To właśnie dzięki innowacjom Estonia w ciągu ostatnich 25 lat stała się „bałtyckim tygrysem”. Warto wyciągać wnioski z sukcesów państwa, które dokonania zarówno w zakresie gospodarki, jak i rozwiązań ICT budzą podziw na całym świecie.
During the last fourteen years amount of the Internet users increased more than 7 times – to 3035,7 million people in 2014. In North America around 87,7% of the population have access to the Internet, whereas in Europe it reaches nearly 70,5%. The Estonian government decided that being connected is one of the most important human rights nowadays. In consequence Estonia spent 2-7% of their budget developing broadband Internet connections and e-administration tools, as well as for effective social dialogue improvement. During the last fourteen years the Estonian government completed three e-participation projects, developed useful electronic tools for improving citizens’ access to public life and invited self-government to adapt e-participation systems in local environment. Example: Today I Shall Decide (2000-2006) – first pioneer electronic participation project in Europe. Government agencies have run a website, where citizens could propose, discuss and vote for their propositions of new legislation. In seven years time, people submitted 1187 new proposals, 1% of which was entered into force. Though TID was innovative it had some issues like declining interests and disappointing involvement of the officials. Estonia has also run Osale.ee (from 2007) – heir of the TID project. A perfect website with 3 key features: deliberation, participation and information. With this project they increased the engagement of the officials and users are taken more serious – and Volis – project where government assists local governments in improvement of e-participation systems. In March 2000 Estonian parliament gave e-signature the same legal weight as traditional one. Since 2005 every Estonian citizen has the possibility to vote via Internet from every place in the world. Estonia is an example of modern governing in post- -socialist world. Polish public agencies should learn from them and create effective e-governance to become a friendly and modern state.

Opis:
Pielgrzymowanie do Santiago de Compostela przeżywa w ostatnich latach renesans. Pątnicy zmierzają do grobu św. Jakuba różnymi szlakami, spośród których jednym z najpopularniejszych jest Via de la Plata. W starożytności wzdłuż wyznaczonej dziś Drogi przebiegał trakt handlowy, łącząc południe z północną zachodnią częścią Półwyspu Iberyjskiego. Współcześnie, szlak rozpoczyna się Sewilli i prowadząc pielgrzymów w kierunku północnym i północno-zachodnim doprowadza go do celu wędrówki. Autor, w latach 2012 i 2013 pielgrzymując Via de la Plata, przeprowadził ankietę, której celem było zbadanie sylwetki pielgrzymów. Zgromadzone dane zostały uzupełnione ankietą internetową przeprowadzoną w 2015 roku. Wyniki badań pozwoliły na skonstruowanie trzech głównych wniosków. Po pierwsze, istnieje zależność pomiędzy wiekiem pątnika a motywami, którymi się on kieruje. Wraz z wiekiem wzrasta odsetek pielgrzymów wybierających się na szlak z powodów religijnych. Po drugie, głównym źródłem informacji o Camino dla pielgrzymów pochodzących z Hiszpanii są krewni i znajomi, natomiast zagraniczni pątnicy wiedzę o Drodze św. Jakuba czerpią najczęściej z literatury, internetu oraz od krewnych i znajomych. Po trzecie, najważniejszymi problemami napotkanymi w czasie wędrówki są warunki noclegów, dostępność kościołów i słabe oznakowanie Drogi.

The life of Wanda Malczewska provides a perfect example of how a life of contemplation, or vita contemplativa, can be harmoniously combined with one of social action, or vita activa. This distinguished Polish mystic, born in Radom in 1822, always managed to reconcile prayer and personal communion with God with her work on behalf of others. Malczewska was both an ardent Christian and a patriot. Her love of God and of her neighbours impelled her to perform acts of mercy on a large scale, bringing relief to those in need, and in this work she was tireless: she taught children and teens, with a view towards their future; she gave financial help to those who couldn’t afford schooling; she cared for and supported the broken in spirit; she instructed the unskilled; she acted as mediator, reconciling embittered married couples and feuding neighbours. In a word – she was an extraordinary character, completely devoted to serving God and her fellows. She lived in times that were difficult for Poland and the Polish people, when their country had been partitioned. This fact further hindered the many difficult tasks she had set herself, for the occupying powers introduced various restrictions aimed at weakening or eliminating Polish culture. At the time of her death in 1896, Wanda Malczewska was already popularly considered to be a saint. Efforts to have her so declared officially were commenced in 1924 by Father Grzegorz Augustynik, who had known Malczewska personally and was convinced of her saintliness. On 26 June 2006, Pope Benedict XVI authorised the promulgation of a decree on the heroic virtues of Servant of God Wanda Malczewska. This was an important decision in light of the efforts being made to bring the process of beatification of this exceptional person to a fruitful conclusion.
