Opis:
The aim of this paper is to use closed-circuit television (CCTV) to search and track moving objects in inland waterways. The area of the analysis is the part of the West Odra river between the Długi and Kolejowy bridges in Szczecin. The points of interest are chosen intentionally due to the risk of vessel collision with bridges. The results of the research into the implemented methods of tracking objects could be utilized in the future to extend inland navigation services, which could be used by the captains of the ships and River Information Services operational personnel as well.

Opis:
Improving the performance of Dynamic Positioning System in such applications as station keeping, position mooring and slow speed references tracking requires improving the position and heading control precision. These goals can be achieved through the improvement of the ship control system. Fractional-order calculus is a very useful tool which extends classical, integer-order calculus and is used in contemporary modeling and control applications. Fractional-order PI?D? controller, based on the added flexibility of fractional-order operators, are capable of superior performance compared to their integer-order counterparts. This paper presents the fractional order PI?D? controller designed to maintain the ship position and heading and the results were compared with classical integer order PID controller.

This paper explores concerns regarding the design, implementation, and management of alarms in DP vessels that, while in operation, need an incredibly high level of accuracy along with high reliability and safe operations. The Human, Technological, and Organizational factors (HTO) method is primarily used as analysis tool to find weaknesses in alarm handling during DP operations. The research focuses on results collected from Dynamic Positioning Operators (DPO) and instructors. Findings from the survey are presented and compared to the results from past accidents and technical requirements from Petroleum Safety Agency Norway via YA 711. Three accidents from past are referred to picturize the findings from the survey results. Furthermore, the conclusion is given with recommendations reflecting the findings from the survey. The main findings are an urgency to establish a centralized marine accident investigation system which enforces learning and recommendation to make operations safer. In addition, the survey also suggests that prohibition of clients or limiting their access to the bridge is necessary. Manufacturers could focus on research and development of alarm prioritization, on structuring and presentation, and profiting by taking feedback from end-users to make DP operations safer.

In order to enable port operations, which require an accuracy of about 10cm, the German Aerospace Center (DLR) operates the Maritime Ground Based Augmentation Service (MGBAS) in the Research Port of Rostock. The MGBAS reference station provides GPS dual frequency code + phase correction data, which are continuously transmitted via an ultra-high frequency (UHF) modem. Up to now the validation of the MGBAS was rather limited. Either a second shore based station was used as an artificial user, or measurement campaigns on a vessel with duration of a few hours have been conducted. In order to overcome this, we have installed three separate dual frequency antennas and receivers and a UHF modem on the Stena Line ferry vessel Mecklenburg-Vorpommern which is plying between Rostock and Trelleborg. This paper concentrates on the analysis of the highly accurate phase based positioning with a Real Time Kinematic (RTK) algorithm, using correction data received by the UHF modem onboard the vessel. We analyzed the availability and accuracy of RTK fix solutions for several days, whenever the ferry vessel was inside the service area of the MGBAS.

Opis:
This paper presents ideas for creating and developing Interactive Navigational Structures (IANS) by using satellite systems. The author of the present paper introduced the concept of IANS into the literature in 2004 (Czaplewski, 2004). The paper presents the possibility of adapting the contemporary methods of robust estimation that are used in geodesy for the purpose of performing selected marine navigation tasks. IANS utilise modern M-estimation methods. Interactive structures can assist human beings in carrying out special tasks at sea, for example, in identifying objects at sea and on land without the need to approach them. Moreover, these structures can also be used in the process of navigation carried out by underwater vehicles or unmanned watercraft. This paper presents the mathematical methods that are essential for creating IANS. The theoretical assumptions are illustrated with an example of how IANS can be used while performing a typical navigation task. The paper closes with information about research studies which deal with the practical aspects of using this set of mathematical methods.

Opis:
A lightering operation is a type of Ship-To-Ship (STS) operation where two ships are together in open waters and transfer the cargo e.g. crude oil, LNG. High skills and experience are required by the human operators as no relevant equipment for determining the relative speeds and distances with sufficient accuracies has been implemented. The officer in charge of an STS lightering takes the decision on adequate maneuvering orders based on predominantly visual observations during the final approach. Landing on all fenders simultaneously is an objective in order to minimize ship-fender contact forces, but this is rather difficult to achieve in practice even in calm sea due to the effect of hydrodynamic interaction when the ships are closing in. Furthermore, currents that are present in the lightering zone add to the operational complexity. A field measurement experiment has been carried out with a Velocity Information GPS (VI-GPS) system installed onboard a ferry approaching port for berthing which is similar to an STS lightering. The paper proposes to apply VI-GPS as input sensor to a decision-support and guidance system aiming to provide accurate velocity information to the officer in charge of an STS operation. It is argued that DOP of VI-GPS is related to the velocity error.

A decomposition of dynamic positioning system structures and a description of redundancy in this system using a complex plane have been outlined. System state transition models based on a complex plane have been shortly described and a graph of the system transition has been shown. Application of the redundancy model proposed by the authors for reliability estimation of dynamic positioning system has been presented.
W materiale zarysowano dekompozycję struktur systemu dynamicznego pozycjonowania oraz specyfikę rezerwowania w tym systemie wykorzystując płaszczyznę zespoloną. Krótko scharakteryzowano przejścia stanów systemu stosując płaszczyznę zespoloną oraz pokazano graf przejść stanów systemu. Przedstawiono zastosowanie modelu rezerwowania zaproponowanego przez autorów dla szacowania niezawodności systemu dynamicznego pozycjonowania.
