    Artykuł omawia warunki prawne świadczenia usług opartych na przetwarzaniu danych geografi cznych (Location Based Services LBS). Wskazuje w jaki sposób pozyskiwane są dane o położeniu geografi cznym urządzeń mobilnych, bez których świadczenie usług LBS nie byłoby możliwe. Artykuł identyfi kuje i omawia zależności pomiędzy sposobem pozyskiwania danych o położeniu geograficznym a regulacjami prawnymi, które mają zastosowanie do danego przypadku.
    Article discusses legal conditions for provision of services based on processing location data (Location Based Services LBS). Article indicates how geographic data concerning location are gathered, which are necessary for the provision of LBS. Identifi ed and discussed are problems of relationships between methods of gathering data on geographical location and legal regulations applied to specifi c cases of service provision.

    Artykuł przedstawia przyczyny i następstwa nowelizacji Prawa telekomunikacyjnego z 2011 roku w zakresie warunków świadczenia usług o podwyższonej opłacie, w skład których obok usługi telekomunikacyjnej wchodzi dodatkowe świadczenie. Masowe naruszenia interesów użytkowników i niepowodzenie samoregulacji spowodowało wprowadzenie środków daleko wykraczających poza wymagania ochronne Unii Europejskiej. Dokonano analizy obowiązków informacyjnych dostawców przy promocji usług o podwyższonej opłacie, zawieraniu umowy i w czasie korzystania z usług. Omówiono środki zapewniające osobom korzystającym z tych usług możliwości kontroli nad wydatkami. Przedstawiono kompetencje regulatora dotyczące egzekwowania obowiązków dostawców tych usług oraz wykonawców świadczeń dodatkowych.
    This paper aims to present grounds and results of the 2011 amendment of Telecommunications Law concerning provisions on the delivery of prime rate services, that combine the telecommunications service with value added service. Extensive infringements of users’ rights and failure of selfregulation initiatives resulted in the introduction of protective regulations exceeding the requirements of the European Union. The analyze regards the suppliers’ information obligations related to the promotion of those services, conclusion of service contract and the process of service provision. The article addresses measures that provide users of premium rate services with controls over the amount of expenses related to the service. The competences of the regulator aimed at the enforcement of obligations imposed on telecommunications service providers and suppliers of value added part of the service were discussed in detail.

    Celem artykułu jest określenie roli sektora usług w procesie transformacji gospodarczej. Dotyczy to przekształceń w sektorze usług i rosnącego wpływu usług na gospodarkę światową, w związku z procesem przekształceń dokonujących się w innych sektorach. Aby osiągnąć założony cel, dokonano analizy udziału zatrudnienia w usługach w ogólnej liczbie pracowników oraz wkładu tego sektora w tworzenie wartości dodanej. Rozważania przeprowadzono na podstawie publikacji naukowych i dostępnych danych statystycznych, publikowanych przez Eurostat i OECD.
    The aim of this paper is to determine the role of the service sector in the process of economic transformation. The author explores the transformations within the service sector and the growing impact of services on the entire world economy, in connection with the process of change in other sectors. To accomplish this objective, the author analyses the share of those employed in services in the total number of workers, and the share of this sector in the creation of added value. The paper is based on scientific publications and available statistical data published by Eurostat and the OECD.

    Aim/purpose–This study sought to assess the impact of an increased historical fixed VAT rate of 14% to the current rate of 15% on the South African economy. Design/methodology/approach–The method applied in this study was based on a Dynamic Computable General Equilibrium (CGE) model to evaluate the impact of both the VAT rate of 14% and a new rate of 15% on the South African economy. The CGE model has been proven over the years to be a suitable model when evaluating the impact assessment of any shock within an economy. Enhancements were made by the researcher to the direct and indirect tax section of the model, i.e., the direct tax section was disaggregated, such that for both firm and household revenues, a dividend income stream is separated from other income streams. The main reason is to facilitate a detailed analysis of Corporate Income Tax (CIT) and Personal Income Tax (PIT), as well as the latest implemented Dividend Tax (DT).Findings–When VAT was increased from 14% to 15%, the immediate reaction of the shock from the Dynamic CGE model indicates that the Gross Domestic Product (GDP) declined by 0.0002% in 2018, but increased by 0.0028% in the following year (2019). The trend continued until 2021, hence the 1% increase in the VAT tax rate will increase the expected forecast of VAT collection by approximately R3.2 billion on average. Research implications/limitations–The findings of this study will be implemented by the South African government, which will use a dynamic CGE model to assess South Africa’s VAT contribution to the economy. The database of the CGE model was limited to the Social Accounting Matrix (SAM) for 2015. Originality/value/contribution–The study recommends the use of this method for assessing the impact of tax policy changes to the South African economy. The CGE model seems to be the best model as far as the impact assessment of a shock in the economy is concerned. This will assist the South African authorities with their decision making regarding future VAT revenue.

    Opis:
    The introduction of energy conservation and resource conservation measures has a positive impact on the environment and is one of the components of sustainable development at the macro level. In turn, at the micro level, such measures lead to a systematic decrease in the production costs of companies and thereby expand their economic and financial security. This article is devoted to the development of methodological tools for modeling the environmental and economic effect of added value created in the energy service market. For this, the peculiarities and components of the energy service contract have been identified. It has been established that one of the indicators of the conclusion of such a contract is the indicator of energy efficiency and environmental friendliness of measures in the structure of the added value of an energy service company. An analysis of existing models of added value created in the energy service market is carried out. A model of economic value added is taken as the basis for modeling the ecological and economic effect of added value created in the energy service market. The rationale is that such value-added is a modification of the economic profit indicator, which measures the financial result of a company, considering not only accounting costs but also the opportunity costs of invested capital for energy efficiency and environmental measures.
    Wprowadzenie zasad służących oszczędzaniu energii i zasobów ma pozytywny wpływ na środowisko i jest jednym z elementów zrównoważonego rozwoju na poziomie makro. Z kolei na poziomie mikro takie działania prowadzą do systematycznego obniżania kosztów produkcji firm, a tym samym poszerzają obszar ich bezpieczeństwa ekonomicznego i finansowego. Ten artykuł poświęcony jest opracowaniu metodologii służącej modelowaniu efektu środowiskowego i ekonomicznego na wartość dodaną na rynku usług energetycznych. Aby to było możliwe, omówiono specyfikę i elementy umowy o świadczenie usług energetycznych. Ustalono, że jednym ze wskaźników takiej umowy jest wskaźnik efektywności energetycznej i ekologiczności działań przedsiębiorstwa usług energetycznych mający wpływ na wartość kontraktu. Przeprowadzano analizę istniejących modeli wartości dodanej funkcjonujących na rynku usług energetycznych. Model ekonomicznej wartości dodanej jest podstawą do modelowania efektu ekologicznego i ekonomicznego. Uzasadnienie jest takie, że taką wartością dodaną jest modyfikacja wskaźnika zysku ekonomicznego, który mierzy wynik finansowy przedsiębiorstwa, biorąc pod uwagę nie tylko koszty księgowe, ale także koszty alternatywne zainwestowanego kapitału na działania w zakresie efektywności energetycznej i ochrony środowiska.

    Background: The maritime port terminals, handling cargo and servicing maritime and land means of transport with variable intensity over time, operate as mass service systems where the process of notifying and fulfilling needs usually occur at random. The main research problem was to determine the interdependence between the mechanism of reporting and meeting the demand for terminal services and its effectiveness measured in terms of operational efficiency and profitability. Methods: The aim of research involves evaluating the terminal operational mechanism and evaluating it under operational categories, that is, operational stability and efficiency, and economic ones, i.e., effectiveness with respect to costs and revenue. To achieve the aim of research, the theory of mass service was applied, with the use of queuing theory as well as case study. The research was conducted in an example of bulk handling terminal, i.e. HES Gdynia Bulk Terminal. Results: In the article, the authors assumed that the bulk cargo handling terminal in Gdynia operates as a queueing model. Therefore, it was possible to analyse the operating mechanism of the selected port terminal as a logistics system and a link in the supply chain by characterising it in terms of technical and operational efficiency and economic and financial effectiveness. Conclusions: So far, such terminals have not the subject of this kind research, because researchers focused predominantly on seaports as composite multimodal transport nodes. The results of the conducted research confirm the previously formulated hypothesis, indicating that queueing theory can be used as an useful instrument to optimize the efficiency and effectiveness of bulk cargo terminals.
