The article analyzes various aspects of the actions taken by participants involved in the process of a spatial change. Such a process is described as a game about space or a game in the space. Different terminology is presented, in particular the meaning of: spatial order, regional studies, eco-development, sustainable development. Different forms of the game are analyzed: space as a theater, as a casino, as an area of conflict. The paper addresses also the question on the role of the game planner in defining its rules and mechanisms.

The paper discusses the problems connected with effects of revitalization. The authors concentrate on the differences resulting from ways as well as used base to carry out process of revitalization. The aim of the paper is assessment of the revitalized place carried out without analysis based on historical function of that place. To this end the authors used one of Wroclaw district conducted the desk research and field research. The authors used the method of observation and case studies. As a result, it can be said that revitalization process should be carried out with maintaining the historical function and the needs of inhabitants of revitalized places. The authors also refer to another example of revitalization process and compare it in the context of used ways and effects. According to the conducted research it can be said that the process of revitalization result from both legal principles and form awareness of local authorities in the context of quality of live and inhabitant needs.

In civil societies, urban movements are one of the tools in the process of spatial governance. In Poland, urban activism is beginning to develop together with a budding participation in public life. Therefore, there is a need to assess the scope and efects of the urban movements' actions. The aim of the study was to determine and evaluate their impact on the spatial development in three Polish cities - Poznań, Gdańsk and Gdynia, especially in regard to the procedures in local urban planning and the process of participation. On the basis of the data collected during research and community interviews conducted in these cities, the following factors were analysed: the background and current profile of urban movements, the extent, regularity and efectiveness of their actions, the planning and spatial development initiatives undertaken, their cooperation with the local authorities and their contribution to the enhancement of participatory mechanisms.

Opis:
Due to the complexity of planning processes, as well as the desire to satisfy stakeholders and entities involved in spatial development and planning procedures, there is a clear need to create a platform for managing spatial development planning information. The aim of this paper is to present a project and pilot version of an urban platform (spatial planning geoportal), which is intended to be a solution used for the creation, analysis, and presentation of spatial data related to spatial planning. To implement the concept of the geoportal, one of the models used in systems and software engineering known as incremental execution was used, together with the language for documenting phases of an IT project – the Unified Modeling Language (UML). The concept includes a formal description of the geoportal functionalities using UML as well as the perspective of solution users and stakeholders. This paper also shows the functionality of the pilot version of the geoportal, which refers to spatial planning at the local level and local spatial development. The spatial planning geoportal presented in this paper adheres to the reform of spatial planning and is intended to help in conducting spatial policy, both at the local and central level. Establishment of the spatial planning geoportal may contribute to increasing the efficiency and quality of the spatial planning system in Poland, as well as other areas such as management of local government units, local and regional transport, and regional planning.

Article refers to the planning processes taking place in the first years after World War II. Author analyses the legal conditions, historical regional and local planning documents, as well as selected urban planning concepts and theses from 1945-1949, on the example of the West Pomerania and Szczecin. The article also uses archival drawings and designs to illustrate the planners workshop from analysed period.
Tekst odnosi się do tematyki procesów planistycznych mających miejsce w pierwszych latach po II Wojnie Światowej. Omówione zostały uwarunkowania ustrojowe i prawne, przedstawiono historyczne opracowania planistyczne w skali regionalnej oraz lokalnej a także wybrane koncepcje i tezy urbanistyczne z lat 1945-1949, na przykładzie ówczesnego Województwa Szczecińskiego oraz Szczecina. W artykule wykorzystano archiwalne rysunki i założenia projektowe ilustrujące ówczesny warsztat planistyczny.

The article discusses the spatial development of non-urban areas based on the use of local peat resources. Creating a methodology for the advanced spatial development of non-urban areas has peat resources based on multi-criteria optimisation of production and social infrastructures. The industrial and social infrastructure of the non-urban areas having reserves of peat, associated mineral, and industrial raw materials. Regularities, trends, and features of formation and functioning of the productive and social infrastructure of the natural and man-made complex in the development of peat reserves, associated mineral, and industrial raw materials. To achieve this goal, it is necessary to conduct interdisciplinary research and solve the following specific objectives: (1) the scientific justification of new technological processes and equipment for peat and mineral raw materials processing for obtaining new composite materials for multiple purposes; (2) the feature analysis of the use of local peat resources to provide the development of non-urban areas based on a set of scientific approaches; (3) the development of the methodology for project management of the natural and man-made complex to ensure multi-criteria optimisation of productive and social infrastructure. The example of the Khanty-Mansiysk Autonomous Okrug – Yugra development selected results of confronting the existing “big grand” and national challenges through the mechanisms of rational use of local peat resources non-urban areas are illustrated. The results indicated that by 2030 there would be a 3.8-fold increase in mineral extraction and a 5.9-fold increase in processing industries.

In today's world the general idea has arisen that tourism management should stand in accord with the sustainable development which is one of the priorities of the territorial policy of the European Union. This concept has been reflected in numerous European documents, which emphasize the necessity for the reinforcement of the regional identity and for the preservation of natural and cultural heritage. The main assumption of hereby article is the concept that tourism is one of the main modern anthropogenic factors, affecting the natural environment . The author notices that the „sentimental” tourism has remained stable for many years now. Such an approach to „sentimental” tourism shows the potential for the development especially in the case of Polish tourists to Ukraine, Belarus and Lithuania, as these directions are connected with the territories previously inhabited by Poles, who left huge cultural and natural heritage behind. The aim of the article is to explore the topic of „sentimental” tourism in the context of sustainable development. This type of tourism is connected with trips directed towards searching the places for sightseeing, including the objects of tradition and history such as castles, churches, graveyards, mansions, statues and others. They all constitute the feeling of cultural identity. „Sentimental” tourism is important due to the fact that it evokes childhood memories and they convey the same meaning as they used to in the times of glory. The visitors possess various interests. Some are in search for the historical places, some others with those connected with literature, still others look for the places associated with their ancestors. Therefore it is so important to maintain these objects untouched in character which lingers in the consciousness of Polish visitors. „Sentimental” tourism also gives rise to the economic development of the region, ensuring work places for many tourist oriented services such as tourist information centres, historical monuments and buildings restoration and conservation institutions. It also contributes to the development of agriculture in the context of sustainability.

Obserwacja procesów przestrzennych w Polsce – postępującej degradacji krajobrazów naturalnych, procesów żywiołowego rozlewania się miast, rozpraszania zabudowy na terenach wiejskich, przeznaczania terenów zalewowych pod zabudowę, degradacji terenów parków krajobrazowych – wprowadzających dysharmonię w przestrzeni, rodzi pytanie o przyczyny tego stanu rzeczy. W artykule poprzez analizę wybranych aspektów prawnych planowania przestrzennego z obowiązującą jego wykładnią stosowaną w sądach administracyjnych wskazano na wady prawne tego systemu wpływające na ład przestrzenny oraz na znaczne koszty lokalnej polityki przestrzennej.
Observation of spatial processes in Poland: progressing degradation of natural landscapes, processes of spontaneous urban sprawl, scattering buildings in rural areas, earmarking floodplains for development of housing, land degradation of scenic parks, all of which introduce disharmony in space, raises questions about the reasons for this state of a airs. The article, by analyzing selected legal aspects of spatial planning with their current interpretation used in administrative courts, points out the legal defects of the system which affect the spatial order and substantially increase costs of local spatial policy.

Creation of the built environment and research in this field pose a particularly difficult challenge nowadays. The pace of social and technological change does not allow for evolutionary development of cities and the formation of their land use according to current conditions. Creating spatial solutions that are unmatched in their contexts is becoming not only possible, but very probable (see Alexander, 1964). The development of the built environment involves not only art, technology, history, economics and law, but also philosophy, culture, medicine, psychology, sociology and many other spheres in which human life is manifested. However, only a relatively small number of disciplines such as spatial planning, urban design, urban planning, etc. (ignoring at this point the differences in the meaning of the concepts) in their application layer are meant to create space and bear responsibility for it. Also society has certain requirements of practical nature towards them.This article attempts to outline the nature of research on space urbanised by people and to determine the four main fields of research aimed at the problems of man and the built environment. In the next part, particular attention is paid to issues related to the impact of the built environment on the life of its residents in order to highlight the particular role and complexity of this area of research. This study, acting as a kind of test of the research, cannot be considered representative. Nevertheless, the analysis prompts several reflections on the current and future role of the built environment in the development of our civilisation, as well as further challenges related to it.

The current economic crisis is having a strong impact on socio-economic processes in the development of Russian cities. The impact of the crisis is particularly strong on city territory where the activity of core industrial enterprises, military units or similar institutions has been stopped. In such cases, the situation is directly related to the functioning of military units or one industrial enterprise responsible for the formation of the city. In these cities, the socio-economic situation is unstable and is close to stressful. The average level of unemployment is growing, and the population rate is decreasing. The subject of this article is associated with the processes taking place in areas that are closed administrative-territorial formations (ZATO) of the Ministry of Defence of the Russian Federation in post-Soviet space. The closed town Zvezdniy will be presented as an example.
