In civil societies, urban movements are one of the tools in the process of spatial governance. In Poland, urban activism is beginning to develop together with a budding participation in public life. Therefore, there is a need to assess the scope and efects of the urban movements' actions. The aim of the study was to determine and evaluate their impact on the spatial development in three Polish cities - Poznań, Gdańsk and Gdynia, especially in regard to the procedures in local urban planning and the process of participation. On the basis of the data collected during research and community interviews conducted in these cities, the following factors were analysed: the background and current profile of urban movements, the extent, regularity and efectiveness of their actions, the planning and spatial development initiatives undertaken, their cooperation with the local authorities and their contribution to the enhancement of participatory mechanisms.

The article discusses the process of formation and transformation of urban movements in Poland. Conclusions are based on the data collected during the research project “Urban Social Movements in Poland” supported by the National Science Centre. For the requirements of the project was adopted a method of qualitative research using the techniques of in-depth narrative interviews, participant observations and secondary data analysis. The author conducted 30 in-depth interviews with leaders of urban movements from sixteen cities. The article describes the process of structuralization and the creation of the identity of the Polish urban movement and their role on the local political stage, stressing, in particular, their significant role as creators of a new discourse in Polish cities.

The study regards major social associations and individual initiatives in social networks, which carry out the idea of the right to the city. The object of analysis is the multimedia material posted on the Internet, capturing an image of a virtual city created by spontaneous actions of residents. The described visible activity is an expression of an arising reflective approach toward urban space. The change in residents’ mindsets about their role is facilitated by the network connection of participants. The efficacy of these networks creates an influential environment which has a considerable impact on today’s city management.

Traditional model of territorial governance is facing structural crisis. In general terms it is reflected in the rejection of institutions and procedures known for the last centenary. This crisis is also reflected in the way the traditional institutions try to build new links with new stakeholders and actors claiming their right to the space. Profile of new stakeholders – like for example new urban activists – challenges not only institutions but also legal and political system of the European countries.The paper discusses the new perspective of territorial governance in Poland. It starts with the short presentation of the traditional governance structure followed by the study of the new stakeholders with the special focus on so- called „urban movements”.Then the issue of new forms of co-operation between traditional institutions and civil society is being discussed. Special focus here is on participatory budgets, recently commonly used in Polish cities. Also new forms of public involvement into urban governance is carefully studied. Political consequences of these new forms of co-operation are being presented and analysed.The concept of multilevel governance is being discussed in the perspective of presented phenomena. The paper concludes with some recommendations for the future which might bring a few possible solutions however the more important outcome the authors see rather in rising a few questions for the about new forms of territorial governance and new model of responsibility for the space.

The question of public responsibility for urban development grows to be among the major, contemporary issues of new urban governance. The urban responsibility discourse is being facilitated by local administration, but also investors and businessmen, media, researchers and the emerging social associations. The local power, traditionally based on the elected bodies (the council and the mayor) is recently being challenged by growing, often unstructured and informal urban movements. New powers have been renegotiating supremacy relations, using generally strong public and medial support, but some critics stress the lack of formal legitimacy. Public co-responsibility is associated with public co-governing; sharing responsibility is also sharing power. The main problem of social urban (ir)responsibilities lays in difficult compromises and individuality of various actors and narrow, sectoral or local perspectives.

This paper constitutes an analysis of urban movements, marked in the research as alternative groups and civil organisations, in terms of the new politics characteristic of new social movements. In particular it indicates that these movements, ostensibly urban, actually express demands towards the broader social system, delegitimating it in a twofold manner.  Firstly, the acceptance of certain general principles in democratic values and rules is coupled with criticism of how the system functions in practice and of the political elites in Poland, via protest, lobbying, and watchdog activities. A separate type of delegitimation embraces organisations among which we may list cooperatives and squats, as well as organisations managing concrete spaces and withdrawing from participation in public life, shutting themselves away within autonomous spaces and realising a different cultural and democratic model. In both of these groups we are thus dealing with a strongly accentuated anti-systemic and anti-capitalist attitude towards the political reality of the period of transformation in Poland. The research delivered confirmation of the overall research hypothesis adopted in the Lifewhat project, according to which in response to economic crisis civil society responds with the emergence of alternative forms of resilience, not only alleviating the consequences of the crisis but which also, as time passes and the scale of their activities increases, may give rise to a new quality – including in a political sense. The research constitutes a part of the international Lifewhat project. It was conducted on a sample of eighteen purposefully selected civil groups and organisations operating in large cities in Poland, using the method of in-depth interviews.

Celem artykułu jest przedstawienie pochodzenia i działalności ruchów miejskich, takich jak „Inteligentne miasta” na Podkarpaciu. Ich inicjatorami w Rzeszowie i Mielcu byli lokalni politycy, członkowie SLD. Głównym celem Rzeszów Smart City oraz Mielec Smart City było stymulowanie aktywnego obywatelstwa, inteligentny rozwój, a w przypadku Rzeszowa – także prowadzenie działalności politycznej. Omówiono umieszczenie na Facebooku sztandarowego hasła „Nie przekażę miasta do PiS”, a także deklarację publiczną Konrada Fiołka jako kandydata na stanowisko Prezydenta Miasta Rzeszowa w przedterminowych wyborach. Analizę przeprowadzono w odniesieniu do bezpartyjnych graczy politycznych i oceniano, czy nowo powstające ruchy miejskie obejmują nowoczesną inicjatywę społeczną, a raczej aktywność partii pod zmienioną nazwą.
The aim of the article was to present origins and activity of city movements, such as smart city in Podkarpacie. Their initiators, both in Rzeszów and Mielec were local politicians, members of Sojusz Lewicy Demokratycznej (Democratic Left Alliance), and the newly created party assumed cross-party profile, associating first and foremost young people. The main aim of Rzeszów Smart City as well as Mielec Smart City was to stimulate active citizenship, intelligent development, and in case of Rzeszów, it was also political activity. It was indicated not only by coining on Facebook the flagship slogan ‘We will not hand over the city to PiS’, but also the public declaration of Konrad Fiołek as the candidate for the post of the Mayor of Rzeszów in pre-term elections’. The analysis was done with regards to non-party political players and it was evaluated whether the newly-formed city movements comprise a modern social initiative, or rather party activity under changed name.

The report includes a detailed description of the plan of the lectures, the substantive sessions and the workshops that took place during the IV Urban Movements Congress in Gorzów Wielkopolski. It also describes urban theses modified by this congress, that are fundamental for urban movements. Moreover, remarks about the debate of majors of Słupsk, Gorzów Wielkopolski and Poznań as well as debates of candidates to Polish parliament were also included.

Ruchy miejskie są nowym zjawiskiem obserwowanym w Polsce. Stanowią przejaw demokracji obywatelskiej, przeciwwagę dla braku zaangażowania ludzi w politykę oraz oddzielania się obywateli od spraw publicznych. W artykule opisano fenomen ruchów miejskich na świecie – genezę, rozwój i znaczenie. Scharakteryzowano początki działalności ruchów miejskich w Polsce oraz opisano udział w wyborach kandydatów wywodzących się z tego nurtu. Ponadto podjęto próbę oceny tego, czy przedstawiciele ruchów miejskich odnieśli sukces czy też porażkę w wyborach samorządowych w 2014 roku.
Urban movements are a new phenomenon observed in Poland. A manifestation of civic democracy, a counterweight to the lack of involvement of people in politics and the separation of citizens from public affairs. The article describes the phenomenon of urbanmovements in the world: the origins, development and significance. They characterized the beginnings of urban movements in Poland and describes the participation in elections of candidates deriving from this trend. In addition, an attempt to assess whether representatives of urban movements have succeeded or failed in the local government elections in 2014.

Abstract: The article concerns the problem of the processes of the formation and development of Polish urban social movements. In the first part of the article, the author analyses historical background of urban social movements in Europe and structural changes among contemporary social movements. The second part is devoted to the specificity of social activism in Polish cites. The author analyses the transformation processes of dispersed urban social activism into urban social movement, represented by such organization as the Congress of Urban Movements as well as the electoral coalition: the Alliance of Urban Movements.
Abstrakt: W artykule przeanalizowano proces tworzenia miejskich ruchów społecznych w Polsce. W pierwszej części autor przedstawił krótki historyczny rys kształtowania się europejskich miejskich ruchów społecznych oraz zmiany strukturalne, jakim są one obecnie poddawane. Drugą część poświęcono specyfice miejskiego aktywizmu w Polsce. Autor przeanalizował procesy, w których ramach rozproszony miejski aktywizm skutkiem wewnętrznej integracji ewaluował w kierunku miejskiego ruchu społecznego, reprezentowanego między innymi przez takie organizacje, jak Kongres Ruchów Miejskich czy koalicja wyborcza Porozumienie Ruchów Miejskich.

Artykuł poświęcony jest analizie procesu formowania i przekształcania się polskich ruchów miejskich. Autor swoje wnioski wyprowadza na bazie projektu badawczego: „Miejskie ruchy społeczne w Polsce”, w ramach którego zrealizował 30 wywiadów pogłębionych z liderami i liderkami ruchów miejskich z różnych miast. W swojej analizie autor wskazuje na dwie fazy rozwoju polskich ruchów miejskich. Pierwszą formacyjną z lat 2007–2014 zorientowaną głównie na kwestię tzw. wynajdywania miejskości oraz drugą po 2014 roku, kiedy to krystalizuje się tożsamość ruchu społecznego i zaczyna on nabierać charakteru politycznego.
The article analyzes the process of formation and transformation of urban social movements in Poland. Conclusions are based on the data collected in the course of the research project entitled “Urban Social Movements in Poland”. Research material consists of 30 in-depth interviews with the leaders of urban movements in various cities and towns. The author analyzes two phases of the development of Polish urban social movements. The first phase (2007–2014) was foundational and aimed primarily at “inventing urbanity”, while the second phase (starting after 2014) can be treated as a period when the social movements’ identity has crystallized and they have begun to take on a political character.

Serbska stołeczna inicjatywa Ne da(vi)mo Beograd (Nie damy/zatopimy Belgradu) definiuje się jako lokalny ruch polityczny, powstały z inicjatywy mieszkańców Belgradu. Ruch ten należy do wyodrębniających się z nowych ruchów społecznych miejskich, które zaliczają się do tzw. nowych ruchów społecznych drugiej generacji i wskazują na dynamiczny rozwój oddolnych inicjatyw obywatelskich, chcących zmieniać lokalną rzeczywistość w obliczu braku zaufania do polityków ze szczebla władz centralnych, jako osób niezainteresowanych wpływem na zmianę położenia przeciętnego obywatela. Ruchy miejskie z kolei cechują inicjatywy ukierunkowane na poprawę życia mieszkańców danej miejscowości. Artykuł ma na celu analizę działalności tego ruchu jako elementu szerszej aktywności, znanej w Serbii jako Front Obywatelski, który zrzesza lokalne organizacje polityczne, aktywizujące się w ramach poszczególnych miejscowości. Ma również na celu próbę odpowiedzi na pytanie, gdzie kończy się granica ruchu społecznego a zaczyna aktywność organizacji politycznej. Ne da(vi)mo Beograd wydaje się być inicjatywą wykraczającą poza jednoznaczne definicje i być może stanowi przykład kolejnych, nowych aktywności obywatelskich, które potrzebują nowego zdefiniowania, wyznaczając równocześnie nowe ramy aktywności.
The Serbian socio-political initiative Ne da(vi)mo Beograd (We will not give/flood Belgrade) is defined as a local political movement initiated by the citizens of Belgrade. This movement is one of the new urban social movements emerging from the so-called new social movements of the second generation and indicate the dynamic development of grassroots civic initiatives that want to change the local reality in the face of lack of trust in politicians from the central government, as people not interested in changing the situation of the average citizen. Urban movements, in turn, are characterized by initiatives aimed at improving the lives of the inhabitants of a given town. The article aims to analyze the activities of this movement as an element of a wider activity, known in Serbia as the Civic Front, which brings together local political organizations that are active in individual towns. It also aims to try to answer the question where the border of a social movement ends and the activity of a political organization begins. Ne da(vi)mo Beograd seems to be an initiative that goes beyond unambiguous definitions and may be an example of new, new civic activities that need a new definition, while setting a new framework for activity.

Prezentowany artykuł poświęcony jest problematyce polskich ruchów miejskich. W pierwszej części artykułu analizowane są zmiany strukturalne, jakie zachodzą w obrębie szeroko rozumianych ruchów społecznych. Autor skupia się tutaj głównie na takich kwestiach jak nowe sposoby komunikacji oraz przemiany strukturalne ruchów społecznych. Wszystkie te przemiany prowadzą do tego, że współczesne ruchy miejskie przyjmują charakter raczej kulturowy niż polityczny. Druga część artykułu poświęcona jest specyfice polskich ruchów miejskich, analizowanych jako kluczowi agenci zmiany kulturowej. Polskie społeczeństwo, które było pozbawione kulturowych i społecznych podstaw miejskości, staje się obecnie społeczeństwem miejskim, potrzebuje zatem nowych narracji i nowego języka. Kulturowe podstawy nowych miejskich tożsamości są dostarczane polskiemu społeczeństwo właśnie przez ruchy miejskie.
This article concerns the problems related to defining Polish urban movements. In the first part of the article the author analyses structural changes in contemporary social movements. The author focuses primarily on the analysis of issues such as new manners of communication and structural transformations in social movements. The second part of the article is devoted to the specificity of Polish urban movements, analyzed as crucial social agents of cultural change. Polish society, which had previously become deprived of the social and cultural foundations of modern urbanity, has nowadays become an urban society. As such, it requires new narratives and a new urban language. These cultural foundations for a new urban identity are being built and supplied through Polish urban movements.

Polityka miejska najsilniej kształtowana jest przez dwa wymiary po-transformacyjnej sytuacji społeczno-ekonomicznej w kraju: młodą i relatywnie słabą demokrację oraz silny, w znikomym stopniu neutralizowany polityką społeczną, neoliberalizm przemian gospodarczych. Globalna tendencja do neoliberalizacji systemów gospodarczo-społecznych spowodowała, że w polityce miasto zaczęło być postrzegane przede wszystkim jako obszar zintensyfikowanej aktywności ekonomicznej, a nie zbiorowej konsumpcji. W nadganiających ekonomiczne zapóźnienie gospodarkach postsocjalistycznych neoliberalizacja celów polityki miejskiej doprowadziła do zdominowania jej przez problemy ekonomiczne. Wycofywanie się ze społecznej polityki redystrybucji intensyfikuje procesy polaryzacji przestrzeni miast. Niezrównoważony rynek mieszkaniowy, inicjowane programami rewitalizacji procesy gentryfikacji, powszechność grodzonych osiedli, komercjalizacja przestrzeni publicznych spowodowały mobilizację opozycji społecznej w formie ruchów miejskich walczących o prawo do miasta. Przygotowywane na szczeblu krajowym ustawy dotyczące krajowej polityki miejskiej, polityki rewitalizacyjnej, partycypacyjnych procedur w planowaniu miejskim są reakcją na budzące się postawy obywatelskie dojrzewającej w kraju demokracji. Jej relatywna młodość osłabia możliwości równoważenia rozwoju całego systemu społeczno-gospodarczego kraju.
In a post-transformational socio-economic situation, urban policy is mainly shaped by two dimensions: a young and relatively weak democracy; and a strong, economically- driven neoliberal policy, which is not balanced by a social welfare policy. Global neoliberal tendencies resulted in a shift of urban policy objectives from collective consumption to economic growth. This dominance of economic aims in urban policy is particularly visible in post-socialist countries, which are struggling to catch up with economically developed countries. The growing social polarisation of urban spaces is a result of the withdrawal of state policy from social welfare tasks. An unstable housing market, gentrification processes initiated by the state-led revitalization, the spread of gated communities, and commercialization of public spaces have given rise to social resistance. Mobilized urban movements are fighting for their rights to their cities. As a reaction to the growing demands from civil society for a more democratic policy, new national legislative proposals relating to urban policy, revitalization policy, and participation procedures have begun to be prepared by the state government.
