Przełomowe innowacje (disruptive innovations) wpływają na rozwój miast, podważają statusquo wykorzystywanych dotychczas rozwiązań, ale także stanowią wyzwanie dla obywateli, którzy musząprzygotować się do życia w nowej rzeczywistości. Niniejszy artykuł stanowi przegląd literatury w obszarzewpływu przełomowych innowacji na rozwój społeczno-kulturowy miast. Jako przykłady przełomowychinnowacji omówione zostały Mapy Google, kooperatywy mieszkaniowe oraz InPost. W oparciu o dostępnemateriały przeanalizowano ich wpływ na istotne elementy społeczno-kulturowego rozwoju polskich miast,jakimi są: kształt więzi społecznych, kapitał społeczny, starzejące się społeczeństwo, formy zamieszkania,migracje, dziedzictwo kulturowe, patriotyzm lokalny i polityka miejska. Ostatecznie wskazano konsekwencje,jakie niesie ze sobą obecność przełomowych innowacji w miastach, w tym wpływ na planowanie, antycypowanieniebezpiecznych zjawisk społecznych, a także wykorzystanie potencjału innowacji w rozwiązywaniuproblemów miast.
Disruptive innovations affect the development of cities – they challenge the status quo of theapplied technologies to date, but also force citizens to adjust to the new reality. This article makes a reviewof the literature on the impact of disruptive innovations on the socio-cultural development of cities. In thiscase, Google Maps, housing cooperatives and InPost were discussed as examples of disruptive innovations.Based on the available materials, the impact on the socio-cultural dimensions of urban development wasdetermined. It included social ties, social capital, aging society, forms of residence, migrations, cultural heritage,local patriotism and urban policy. Finally, the consequences of the presence of disruptive innovationsin cities were indicated, including the impact on planning, anticipating dangerous social phenomena, as wellas using the innovation potential in addressing urban challenges.

This methodological, policy-focused paper firstly defines the concept of “sustainable territorial innovation” and its operationalisation according to the strategic objectives of Europe 2020. Statistical processing was based on 26 indicators, which helped to perform a multivariate analysis and allowed to identify ten groups of municipalities characterised in terms of the territorial sustainable innovation idea. Their GIS spatial distribution has led authors to combine them with the set of indicators proposed by the Italian Government in the UE Cohesion Policy 2014–2020 perspective. The paper also addresses the constraints and opportunities for urban and peri-urban policies within new scenarios.

The article presents the role of innovation in city logistics, and above all the impact of modern logistics investments on the quality of life of residents. On the example of the proceedings of the local government of the city of Rzeszów, a brief description was made of activities related to innovations in urban logistics of various types: technological, organizational, structural, process and image-related. On the basis of a survey among the inhabitants of Rzeszów and the Rzeszów agglomeration, the impact of innovations in urban logistics was examined, among others on changing the behavior of society, lifestyle, preferences in movement, quality of life, as well as the identification of residents with the city. As a result of the research, it was found that the inhabitants perceive very well all already implemented and being implemented innovations in urban logistics. It was also recognized that modern investments contribute to improving the quality of life, lifestyle, air quality, health and safety. In particular, it can be said that the innovations made it possible, among others, to shortening travel time by public transport, smoothing traffic in congested areas, infrastructure integration of ecological forms of transport operating in the urban and suburban areas, connecting public transport with individual bicycle, pedestrian and car communication, improving the mobility of people with disabilities or people with reduced mobility, energy efficiency of urban transport by investing in transport with alternative propulsion systems, reducing the negative impact on the environment, including reducing noise and vibrations as well as greenhouse gas emissions, mainly CO2.
W artykule przedstawiono rolę innowacji w logistyce miejskiej, a przede wszystkim wpływ nowoczesnych inwestycji w obszarze logistyki na jakość życia mieszkańców. Na przykładzie postępowań samorządu miasta Rzeszowa, dokonano zwięzłej charakterystyki działań związanych z innowacjami w logistyce miejskiej o różnym charakterze: technologicznym, organizacyjnym, strukturalnym, procesowym oraz wizerunkowym. Na podstawie badań ankietowych wśród mieszkańców Rzeszowa i aglomeracji rzeszowskiej, zbadano m.in. wpływ innowacji w logistyce miejskiej na zmianę zachowań społeczeństwa, styl życia, preferencje w przemieszczaniu się, jakość życia, a także utożsamianie się mieszkańców z miastem. W wyniku badań stwierdzono, że mieszkańcy bardzo dobrze postrzegają wszystkie wdrożone i wdrażane innowacje w logistyce miejskiej. Uznano również, że nowoczesne inwestycje przyczyniają się do poprawy jakości życia, stylu życia, jakości powietrza, zdrowia i bezpieczeństwa. W szczególności można stwierdzić, że innowacje umożliwiły m.in. skrócenie czasu podróży komunikacją miejską, upłynnienie ruchu na obszarach objętych kongestią, integrację infrastrukturalną funkcjonujących na obszarze miejskim i podmiejskim ekologicznych form transportu, powiązanie transportu publicznego z indywidualną komunikacją rowerową i pieszą oraz samochodową, poprawę mobilności osób z niepełnosprawnością lub osób z ograniczoną zdolnością ruchową, poprawę efektywności energetycznej transportu miejskiego przez inwestycje w transport o alternatywnych systemach napędowych, zmniejszenie negatywnego oddziaływania na środowisko, w tym redukcję hałasu i drgań oraz emisji gazów cieplarnianych, głównie CO2.

Although the Australian road freight transport industry has seen three mass limits reviews in the mid 1970s, the mid 1980s and in the late 1990s, (Hassall, 2005), there were two very significant truck configuration changes that happened in the mid 1980s and then again in the early 2000s. The first was the trials of a variant of the Canadian B-train (the B-Double) which was introduced into Australia in the mid 1980s. This ‘Australian’ B-Double could achieve payloads some 30% to 40% higher than the conventional ‘semi trailer’ articulated combination. By 2016 some 18,900 of these vehicles were operational in Australia. The second adoption of new vehicle configurations started in 1999 through the National Road Transport Commission (NRTC), who adopted, and further developed, another Canadian concept, that of “Performance Based Standards” (PBS). This effectively allowed for new, flexible truck designs, as long as the vehicles performed against a set of 17 specific technical engineering performance criteria. This Performance Based Standards approach, since 1998, also allowed even larger configurations to B-Doubles to be used by operators. The benefits of these new configurations have already delivered billions of dollars in kilometre savings to the road freight industry and to its customers, as well as very significant safety benefits to the community.

The problem of regional diversity is the subject of a broad scientific discourse. The dynamics of territory development is connected with many factors. Among them, the so-called spaces for development opportunities of individual units and resiliance issues for external factors of regions. The author discusses the diversity of individuals from the point of view of these two factors. It indicates future directions of regional research, which will show why regions at the start with potentially the same structure are developing completely differently and why in most cases resistance is associated with innovation and in the case of Polish regions it is not.

The article deals with the priorities and dynamics of the Canada urban development and describes the sustainable cities evolution. The purpose of the work is to compare the main achievements in the implementation of sustainable cities in Canada and to outline the problems and prospects of the formation of smart cities. To date smart cities is also an innovative system, where technologies are used to improve the relationship between citizens and their governments and provide social innovation and improve quality of life. A sustainable and smart cities is a place where citizens work with local authorities to improve service delivery, develop community initiatives and create solutions to improve quality of life. In this context, it is important to analyze the current policy of sustainable urban development in Canada in order to identify problem points and formulate recommendations for further development.
Artykuł dotyczy priorytetów i dynamiki kanadyjskiego rozwoju miast oraz opisuje ewolucję miast zrównoważonych. Celem pracy jest porównanie głównych osiągnięć w zakresie wdrażania miast zrównoważonych w Kanadzie oraz przedstawienie problemów i perspektyw tworzenia miast inteligentnych. Do tej pory inteligentne miasta to także innowacyjny system, w którym technologie są wykorzystywane do poprawy relacji między obywatelami a ich rządami oraz zapewnienia innowacji społecznych i poprawy jakości życia. Zrównoważone i inteligentne miasta to miejsce, w którym obywatele współpracują z władzami lokalnymi w celu poprawy świadczenia usług, rozwoju inicjatyw społecznych i tworzenia rozwiązań poprawiających jakość życia. W tym kontekście ważne jest przeanalizowanie obecnej polityki zrównoważonego rozwoju miast w Kanadzie aby zidentyfikować punkty problemowe i sformułować zalecenia dotyczące dalszego rozwoju.

Celem artykułu jest przedstawienie kluczowych założeń oraz możliwości wykorzystania koncepcji smart city w polskich realiach na przykładzie miasta Płocka. W artykule autorzy zaprezentowali ideę inteligentnego miasta oraz korzyści i zagrożenia, jakie płyną z jej wdrożenia. Ponadto, na podstawie krytycznej analizy dokumentów oraz obserwacji autorzy dokonali oceny działań podejmowanych w Płocku i wskazali na elementy, które świadczą o jego inteligentnym zarządzaniu.
The idea of a smart city is nowadays one of the most frequently raised issues during discussions concerning city management. The aim of this article is to present key assumptions and possibilities of using a smart city concept in Polish reality based on the example of the city of Płock. The authors of this article presented the idea of an intelligent city with the benefits and risks of its implementation. Moreover, based on the critical analysis of documents and observations the authors have evaluated the actions undertaken in Płock and pointed out elements that prove the intelligent management.

The problem examined in the paper is part of a broader reflection on public governance, especially in its territorial dimension. The author focuses mainly on the modernisation of the public sector in Poland and the world with regard to the principles of participatory democracy as evidenced by the practice of urban governance. In particular, the author focuses on one of the tools that stimulate participation, i.e. participatory budgeting, which has recently resulted in a breakthrough trend in institutional practice and which can be regarded as an  innovation in public governance. The aim of the paper is to examine the impact of the implementation of participatory budgeting on governance in selected Polish cities. The whole analysis is carried out in the context of normative assumptions and the analysed problem highlights the question of the standards of good public governance, which should be respected at the local level. The paradigm adopted by the author reflects the call for the “right to the city for the citizens,” i.e. an approach whereby cities should develop not only in order to support the economy but also to be able to meet people’s aspirations to a better quality of life.

Local resources of gminas from the region of the Świętokrzyskie Mountains are predominantly based on tradition and folk culture as well as the wealth of cultural and environmental values. The aim of this analysis was to evaluate available local resources of the region of the Świętokrzyskie Mountains, which boost creation and innovation of development of tourism. It was based on statistical data for the period of 2010–2014 obtained from the Local Data Bank of the Central Statistical Office of Poland, directory of local resources from the Catalogue of Local Resources of the region of the Świętokrzyskie Mountains. The first part presents theoretical background, introduces terminology and describes the area of the study. The second part presents results of evaluation of local resources and tourism.
Zasoby lokalne gmin regionu Gór Świętokrzyskich, oparte są w większości na tradycji i kulturze ludowej oraz bogactwie walorów przyrodniczych i kulturowych. Celem analizy była ocena stanu zasobów lokalnych regionu Gór Świętokrzyskich, których wykorzystanie pobudza procesy kreowania i innowacyjności w rozwoju turystyki. W opracowaniu wykorzystano dane statystyczne pozyskane z BDL GUS za lata 2010–2014, spis stanu zasobów lokalnych zawarty w Katalogu zasobów lokalnych regionu Gór Świętokrzyskich. W pierwszej części pracy omówiono zagadnienia teoretyczne, związane z terminologią uwzględnioną w badaniu oraz dokonano charakterystyki obszaru badań. W drugiej zaprezentowano wyniki badań oceny zasobów lokalnych i ruchu turystycznego.

The article discusses current trends in designing green and eco-friendly façades of buildings of different functions in Poland and around the world. Information collected on completed façade projects, associated research and conclusions formulated on the basis thereof, indicate trends and possibilities for the use of contemporary material solutions and technologies in designing various forms of vertical 'greenery’ which support sustainable development of urban areas. The main objective of the research was to identify the most important features of green façades as eco-friendly architectural solutions. A case study with descriptions of the features and qualitative elements of 100 of the most architecturally interesting buildings with characteristic external wall structures was constructed for research purposes. The sites selected for the case study represent a review of global trends. The data was then used for a multi-criteria analysis of green façade systems from the perspective of eco-friendly architectural solutions. The conducted research, analyses and discussions on solutions already in place were then implemented as guidelines for innovative architectural design solutions, which were presented at the Faculty of Architecture at Poznań University of Technology in the form of selected diagrams and student visualisations. These comprised highly aesthetic compositions, possible to implement in the near future.

Opis:
The rapid cultural transformation of the countryside in Poland weakened the previous rural culture, but the inhabitants of peasant origin have preserved to some extent the core values constituting the former cultural identity. New ideas and behaviours become innovations when they are in line with the core values of the given culture. The influx of urban to rural migrants can carry innovation, but only under certain conditions, and its extent is usually limited.

Miasto Stołeczne Warszawa ma ambicje, aby zostać światową metropolią, która rozwija się dzięki innowacjom i zaawansowanym technologiom. Miasto odbudowano z ruin po II wojnie światowej, ale wciąż brakuje mu dobrego zagospodarowania przestrzennego i problematyczna pozostaje kwestia nieodpowiedniej infrastruktury i systemu komunikacyjnego. Co więcej, niekontrolowany rozwój miasta poza jego granice administracyjne powoduje, że władze Warszawy nie mają kontroli nad całym obszarem metropolitalnym, chyba że dojdą do porozumienia z włodarzami okolicznych gmin. Niniejszy artykuł wskazuje, że Warszawa nie może być ekonomicznie konkurencyjnym miastem w skali światowej, dopóki nie stworzy się warunków sprzyjających innowacjom i zrównoważonemu rozwojowi. Autorka proponuje utworzenie samorządu regionalnego w Warszawie dla obszaru całej metropolii, z tego względu, że gospodarka światowa jest oparta właśnie na współpracy regionalnej. Inwestycje usprawniające łączność regionalną, dostępność i konkurencyjność gospodarczą nie tylko stwarzają lepszy klimat dla innowacji w Warszawie, ale także zwiększają jej zdolność do pozyskiwania funduszy z Unii Europejskiej, która określa priorytety zintegrowanego rozwoju gospodarczego sprzyjającego zrównoważonemu rozwojowi i inkluzyjnemu wzrostowi. Artykuł sugeruje również, że Warszawa wkrótce będzie miała nowe centrum, w rejonie Pragi, które stanie się przykładem dla urbanistyki i zrównoważonego rozwoju. Model rozwoju Barcelony to doskonały przykład do naśladowania dla wspomnianego centrum, ponieważ barcelońska dzielnica innowacji łączy w przestrzeni miejskiej elementy sektora kreatywnego i prywatnego, który może rozwijać się w bliskości publicznej infrastruktury, udogodnień, parków i mieszkań.

Opis:
Current spatial planning system is based on sectorial dvisions or administrative structure. During occurring phase of transformation of cities and regions, functionally connected groups of cities also emerge. Such cities are becoming interdependent, especially by their labor markets. Apart from the causes and form of the process, contextual approach of development conditions is becoming more significant. The new approach to management of regional development has to be accompanied by preparation of new tools for objective delimitation of problem area and identifi cation of new development trends. Such approach will enable cities to become part of modern and globally competitive economy, partially by focusing on priorities for all partners. In European and national regional policy specific expectations are being made regarding development of cities and their functional areas. Those expectations are mainly related to development impulses on regional and cross-regional levels. Despite high requirements, tools and approaches for their development are insufficient. If urban functional areas are to become development poles, they require higher level of integration and systematic implementation of strategic development procedures. The aim of integration of urban functional areas is mostly found in quality and creating proper conditions for development of new activities and functions. If those areas have to fulfi ll their role in regional structure, they have to develop towards creating new values and relations between entities, which will result in innovation and creativity.
