Opis:
The study analyzed 8295 daily rainfalls recorded in Wrocław from 1960 to 2017. The frequency of daily precipitation in a year was determined in nine categories: from very weak (less than 1.0 mm) to disastrous (over 100 mm). In addition, the precipitation trends were determined by linear regression and the Mann-Kendall test. Analysis of the variability of the number of days with precipitation of particular categories showed a statistically significant downward trend for moderately strong precipitation (10.1-20.0 mm). In case of other categories of precipitation, the tests did not show statistically significant changes.

Opis:
Urbanisation and climate change have significant impact on disturbing water balance in catchments. Uncontrolled urban development, increased land surface sealing, and increasingly appearing heavy rainfall cause local inundations called urban flooding. Rational catchment water management necessitate that a new approach to the problem of flooding be introduced that includes the human factor. Greater emphasis should be placed on local management of rainfall water within catchment, especially in urban areas. What is more, it is of utmost importance to provide efficient legal system and co-operation of various authorities and decision-makers in terms of urban land use management. The present article reviews different courses of actions taken in order to improve reasonable water management in the USA, Europe, and Poland in face of climate change and urbanization that cause flooding.

This research examines the relationship between urban planning and environmental conditions. As urbanisation processes increase the density of the built-up tissue of cities, this process puts a lot of pressure on land and natural resources such as rivers and soil. This article aims to verify whether environmental risks (e.g. flooding) and land protection from them is sufficiently addressed in the examined spatial policies and strategies. This problem can be observed in the Powiśle district of Warsaw where buildings are constructed in the proximity of the unregulated Vistula River and that is why there is the direct risk of flooding. It is done despite the lack of legally binding Master plans which would consider the natural risk. The literature research on the Municipality-led spatial planning policies and documents was completed with qualitative interviews with key actors in this process (planners: the authors of Master plans under construction, regarding the area of Powiśle South and North). Main designers and team members were asked about the priorities of these plans as well as their dynamics (taking more than ten years to establish those plans). An environmental analysis was conducted in the GIS mapping system of many databases. The comparison of both aspects of current development, formal urban planning and environmental protection was made in an interdisciplinary approach. The study presents an analysis of the situation for urban planning along with flood maps and other environmental conditions. The results show the lack of necessary alignment of environmental issues with the planning documentation and strategies.

The study involves a preliminary analysis of short-duration high-intensity rainfall events in the area of Cracow. The events were selected from a 2-year data record from the MPWiK (Miejskie Przedsiębiorstwo Wodociągów i Kanalizacji [Municipal Water and Sewage Company]) in Cracow. A spatial analysis was carried out by comparing rainfall events with highest single totals which occurred at the same time at all observed precipitation stations. Extracted were nine cases from the data record of 2013 and ten from the data record of 2014. Each of the analysed events was classified according to the Chomicz scale for rainfall intensity in order to distinguish maximum rainfalls, in particular of the following types: heavy rainfalls, rainstorms and torrential rains. Additionally, observed were cases of the most unfavourable rainfall events, i.e. ones with the highest totals in the observed year. In both 2013 and 2014, certain areas in Cracow were observed to be characterised by a pattern of repeating rainfall types. Also, a change in the rainfall category was observed from lower into higher and reverse in certain areas represented by the same gauging stations. At the stations located in varying distances within one urban area of Cracow, the intensity of rainfall varied from rainstorm A1 to torrential rain B1.

The paper concerns numerical simulation of rapidly varied water flow resulting from flash flood propagation in a built-up floodplain. As the mathematical model of free surface unsteady water flow, the shallow water equations are assumed. In order to solve the equations, a numerical scheme of finite volume method is applied. For approximation of mass and momentum fluxes, the Roe method is used. Two methods of built-up area representation in a numerical model are presented in the paper - exclusion of the buildings from the numerical mesh of flow area and substitution of the buildings with high friction zones. In order to assess the quality of the numerical results obtained using both methods, the flow in the model city area with the building group representing a simplified town configuration was simulated. The numerical results were examined against the experimental data available due to laboratory depth measurements. The experiment of model city flooding was carried out in the hydraulic laboratory of Gdańsk University of Technology. Finally, the influence of the type of the boundary conditions imposed on building walls on simulation results is studied.

Two numerical simulations of extreme (flash) flood propagation in an urban area are presented. The simulations are performed to recognize some specific features of flow in a built-up area. As the mathematical model of free surface unsteady water flow the shallow water equations are assumed. In order to solve the equations, a numerical scheme based on finite volume method is applied. For approximation of mass and momentum fluxes the Roe method is used. The calculations are examined against the experimental data. The measured variations of water depth at some control points of flooded area are available due to physical modelling. The experiments of model city flooding events were carried out at the hydraulic laboratory of ENEL-CESI in Milan (Italy) in a framework of EC IMPACT project. The aim of these experiments was to simulate a flood in the area where a building group representing a simplified city configuration was introduced.
