Modern city development requires increasing investments in so-called green and blue infrastructure. Water deficits and frequent droughts are a motivation for the introduction of economic water management and rainwater retention. Urban areas, which are often intensively developed and sealed, have lost their natural ability to retain rainwater. This is often the cause of urban floods that occur as a result of intense rainfall events, the intensity of which exceeds the capacity of urban drainage systems. These problems are caused by low surface and soil retention. These negative phenomena force us to take certain actions related to urban hydrology, such as determining catchments in urban areas and capturing rainwater. Town and city management must also take into account the functional and aesthetic aspects with the aim to improve the life quality of residents. Rainwater management on site of the rainfall allows to combine sustainable water management with the creation of places characterized by high aesthetic and functional value. The paper outlines the policy of the city of Wrocław with respect to rainwater management and presents the proposed solutions for a selected street, large-surface parking lot and a city square. Calculating the rainfall amount correctly and then preparing a land management design allows to use rainwater in creating attractive recreation areas.

Functional urban areas are becoming increasingly important in urban development policies as a comprehensive approach to solving problems and addressing development goals, not only of cities but also neighboring towns. Integrated territorial investments (ITI) are a new tool of cohesion policies aimed at better achievement of socio-economic development objectives regarding urban functional areas. The purpose of the paper is to assess the use of ITIs in policies for the development of Bialystok Functional Area by analyzing strategic documents, including the Strategy of Integrated Territorial Investments of Bialystok Functional Area for the years 2014-2020. The following research hypothesis has been formulated: the financial resources in ITIs' allocation enable the city to strengthen its cooperation with the neighboring municipalities, mainly in the fields of public transport, investment attractiveness, and human capital.

Urbanization is a global phenomenon and currently more than half of the world’s population lives in urban areas. Studies on geomorphological heritage and the development of specific methods of investigation (assessment, inventories, cartography) are, however, relatively rare and limited. This paper first describes the relationships between urbanization and geomorphology. Secondly, it presents an overview of the main works on the urban geomorphological heritage. Then, the main methods of investigation are presented. Finally, we discuss the challenging issues concerning the protection and the promotion of the urban geomorphological heritage.

Introduction. The quality of primary medical care for children in Poland is unsatisfactory. In the ranking known as ‘the European Health Consumer Index’, Poland (taking the patient point of view on healthcare quality) is classified on the 27th position out of the 33 possible. The unsolved problems concern inter alia the quality and availability of night paediatric urgent care. Objective. The aim was assessing the quality as well as the level of satisfaction with the night paediatric urgent care in the Lublin Province of eastern Poland. Materials and method. The materials for this study consisted of 540 parents of children aged 6–16 years benefiting from night paediatric urgent medical assistance in Lublin Province. The survey was conducted using the Original Survey Questionnaire. Results. Inhabitants of the Lublin Province (regardless of place of residence) generally assessed the quality and accessibility of night paediatric urgent care facilities as only satisfactory. Inhabitants living in rural areas have worse access to night paediatric urgent care facilities because of having to travel greater distances, and receive less comprehensive medical assistance than inhabitants living in more urbanized areas, and they are more often referred to hospital emergency departments. During the past five years, both the availability and quality of night paediatric urgent care did not change significantly. Conclusions. Inhabitants of the Lublin Province (regardless of place of residence) generally assessed the quality as well as accessibility of night paediatric urgent care facilities as only satisfactory. Rural residents have more reasons for dissatisfaction than urban dwellers. Both the quality and availability of such medical care needs to be improved.

The presented study considers the impact of public expenditure related to land development on the potential of an urban green infrastructure to provide ecosystem services (ES). The study site (Szachty) is located in Poznań, the fifth largest city in Poland. In the article, we recognised the type of expenditure (permanent infrastructure and ongoing maintenance), the costs and the influence on ES (stimulating, weakening or no relevant). The study shows that the financial policy concerning the study area is focused on creating an infrastructure that enhances cultural ecosystem services (CES). However, the creation of recreational facilities weakens the potential of the area for supplying regulating services concerning maintaining nursery populations and habitats. The results highlight the need for scientific support for policymakers in understanding the synergies and trade-offs between ES, resulting from financial decisions. This is particularly important in the decision-making process in the areas of high natural value, in which full, long-term effects of the decisions may be barely visible and incomprehensible for the society. Showing the impact of financial decisions on the structure and level of ES may provide arguments supporting a more complex and high-quality social dialogue, including balancing the interests of various stakeholders.

Opis:
Deterioration of water conservation, water protection, water-regulating, soil-protective, health and recreational properties of urban forests is an urgent problem in urban areas. Researching the state and growth characteristics of urban forests will help in developing the best forestry management activities of care. The objects of study were the urban forests of Kharkiv region. During the study, methods commonly used in forestry, forest inventory and biometrics were applied. The investigation determined a species range of urban forests and prevailing species in terms of users. The stands’ distribution by species composition, age groups, their average age, site class, stand density and timber volume was determined. The practicability of further research of these objects was proved.

W Polsce istnieje silne zróżnicowanie zamożności społeczeństwa wynikające ze zróżnicowanego rozwoju regionów, różnic pomiędzy miastem a wsią. W różnym tempie rozwijały sie miasta różnej  wielkości, przy czym najszybsze tempo rozwoju zaobserwowano w  dużych aglomeracjach. Duże miasta posiadały lepszą infrastrukturę społeczną i  techniczną, większe zasoby wykwalifikowanej siły roboczej, rozbudowane funkcje miejskie, co pozwalało na ich efektywniejszy rozwój. Celem artykułu jest zbadanie, w jakim stopniu rozwój ekonomiczny miast wpływa na poziom życia ich mieszkańców, ponieważ – jak wiadomo – rozwój gospodarczy nie zawsze jest gwarantem rozwoju społecznego. W badaniach empirycznych wykorzystano wyniki europejskiego badania warunków życia ludności (Eu-sILc) z lat 2006–2009 przeprowadzonego przez GUS. Porównano z jednej strony podstawowe determinanty poziomu życia gospodarstw domowych, tj. wykształcenie i dochody, w klasach miast różnej wielkości, z drugiej zaś poziom zaspokojenia istotnych potrzeb materialnych.
In Poland there is a large diversity of society’s wealth resulting from differences in the development of regions, differences between urban and rural areas. The rate of development differed for the all size classes of cities, but the fastest growth rate was observed in large urban. Large cities had a better social and technical infrastructure, greater resources of the skilled labour, advanced urban functions, which contributed to their more efficient development. The goal of the studies is to examine how the economic development of urban areas affects the standard of living of their residents, because as it is known, the economic development is not always a guarantee of the social development. In the empirical studies were used the results of the research of European union statistics on Income and Living condition (Eu-sILc) concerned the years 2006–2009, conducted by the central statistical Office in Poland. There were compared, on the one hand, the main determinants of households’ living standard, i.e. the education and income level in different size classes of cities, on the other hand the level of meeting the essential material needs.

Objectives. The aim of this study was to discover the relationship between the performance of different mechanical movements of rowers, and define its effect on the motor programs of the cyclic movement in athletes living in rural and urban areas. Materials and method. Twenty-two male rowers participated in the experiment using a rowing ergometer (Concept2, USA). The experiment consisted of 3 tests examining the maximal power of the pull-ups (MPbpu). The movement mechanogram was registered with a specialized complex Noraxon’s 3D MyoMotion (Noraxon Inc., USA). The software of the complex allowed calculation of the values of the joint angles from the accelerometer data. The Origin Lab 8.5 program was used for the mathematical and statistical processing of the signals from the mechanograms. Results. It was found that all experiment participants had a stepped controlled increase in the power of single bar pull-ups leading to a corresponding proportional increase in the frequency of rowing – test 1 and, conversely, a stepped controlled increase in the rowing frequency accompanied by a proportional increase in the power of the bar pull-ups – test 2. The involuntary dependence of the power and the rate was due to the peculiarities of the central cyclic movement programming, according to which the forces and durations of the active and passive bar pull-ups phases were interconnected and regulated together. The voluntary power-rate dependence control led to the breakdown of these links in the motor program of cyclic movements and to the separate control of these parameters. Conclusions. Motor programs in cyclic movement may be created in the same pattern in tope level sport and recreation, as well in different environmental conditions – gym halls (movement simulators), professional and recreational water sport tracks.

Introduction. Mortality due to various causes, despite continuous efforts to improve the quality of medical services, is a serious problem for modern healthcare systems. Ischaemic heart disease and stroke are the cause of over 15 million deaths annually, and are therefore known as the world’s number one killer. Objective. The aim of this study is to characterise the missions and the most common reasons for dispatching Helicopter Emergency Medical Service (HEMS) crews, with special emphasis on the differences between urban and rural areas. Materials and method. The study was conducted using a retrospective analysis of HEMS missions, including flights to accidents and diseases carried out by HEMS crews in Poland from January 2014 – December 2018. The final analysis included 35,213 cases of HEMS missions. Results. The study group consisted mainly of male patients (66.40%), aged 50–64 (22.06%), mean age of the entire analysed group – 47.71 (SD: 25.96). The main reason for HEMS missions were strokes (21.63%). Analysis of patients’ clinical status revealed that the clinical status of patients treated in rural areas was more severe, which was indicated by the Glasgow Coma Scale – GCS (12.03 vs 12.35) and the Revised Trauma Scale – RTS (10.14 vs 10.60) scores. When assessed by the National Advisory Committee for Aeronautics (NACA) score, body injuries and fatal diseases were observed more often in patients in rural areas (NACA 7 6.12% vs 3.46%) (p<0.05). Conclusions. Multi-organ injuries, head traumas, sudden cardiac arrest, traumatic brain injuries, collapse and epilepsy, were more frequent reasons for HEMS missions in rural areas than in urban areas.

This paper presents a four-motor drive system designed within the frame of ECO-Mobility Project (ECO-Car subtask). A flexible non-mobile experimental set-up with an ultracapacitor energy storage for 2WD electric car powertrains testing is under development. Proposed topology with an active grid converter will allow to simulate electrochemical battery with any desired characteristics. This in turn will enable various experiment scenarios in terms of battery cells quality, wear level and thermal conditions. Our next target is to design a powertrain (power converters and controllers) for a mobile mockup, incl. an auxiliary energy storage and a converter that interfaces a LiFePO4 battery pack. A control strategy for the hybrid onboard energy storage is presented in detail. Some decisions concerning system functionality are discussed. A mobile mockup is also under construction. The proposed vehicle has been designed as a city car suitable equally for disabled, elderly and fit people.

The real estate cadastre is the primary source of information on land use. It re cords information related to the division of land into types based on the actual way of land use or development. The distinguished types of land use depend on many geographical factors, as well as historical and economic conditions. The study presents a comparison of the detail of land use classification registered in the real estate cadastre in areas functionally related to the urban areas of 9 European countries: Austria, Bulgaria, the Czech Republic, Estonia, Spain, Lithuania, Luxembourg, Germany and Poland. The research concerned the determination of the degree to which the classification of land use in urbanized areas is detailed, whether the studied European countries are characterized by the same number of distinguished classes of ob jects at different levels of detail, and what percentage are the distinguished classes of land use objects in urbanized areas in relation to all of the distinguished classes of objects land use at different levels of detail of classification. The study used legal acts regulating land use issues which have been made available in national languages by government institutions.

Process of globalization, rapidly progressing nowadays, can cause conflicts between cultural norms and values valid in a globalized society and local values. Similar mechanism may occur on a smaller scale, where culture characteristic of urban centers and rural areas may clash. The purpose of this article is to establish what is the economic mentality of students at the Faculty of Economics of the University of Opole from rural areas and cities by comparative analysis of one of its components – work. The article presents a fragment of own research conducted in April 2016 year. Research is an introduction to the wider research into the economic culture of rural areas. In the course of testing the hypothesis formulated in the context of the economic mentality have been confirmed.
