    Opis:
    This article aims to specify one method of descriptive analysis, which can be used in the epistemological framework of the Descriptive Translation Studies and the theory of the polysystem. The challenge is essentially to define the unit of analysis in relation to traditional translation methods (borrowing, tracing, literal translation, transposition, modulation, equivalence, adaptation), defined in 1958 by Jean-Paul Vinay and Jean Darbelnet. We aim to associate the comparative stylistics with polysystem theory on the descriptive studies of translation and to propose a method of qualitative and quantitative analysis on corpus of source and target texts. The method could be profitable especially for studies in the field of the history of translation (in the phase of “historical criticism” according to the taxonomy of the discipline formulated by A. Pym).

    Opis:
    The article deals with the epistemic situation understood as a semantic unit of scientific texts. An epistemic situation comprises the substantial aspects of the content – ontological (represented by the terminized concept), methodological (how knowledge is acquired and in what form it is verbalized) and axiological (correlated with value characteristics of knowledge). A language system possesses a wide range of means that can explain the epistemic situation. The rhetorical analysis consists of determining the dominant characteristics of the text, conditioned by dynamics of the epistemic situation – the dynamics which help to appeal to the addressee.

    This article discusses the peculiarities of the linguistic representation of the 19th century St. Petersburg as understood by the individual author. Through the analysis and description of the lexical units of the novel against a wide historical background, it is possible to reconstruct the details of the life of the city. Facts of a social, domestic, and cultural nature are revealed through a close examination of the writer’s idiosyncratic language, including fixed collocations, jargon words and names created by Gogol himself. The lexeme “shinel” and its various descriptions in accordance with civilian ranks, as well as other names contextually related to this uniform, are also examined.

    In short-term, the activities of local government units are significantly different from those of enterprises. The short-term goal of the activity of a local government unit is to meet collective needs of its residents, and the short-term goal of commercial enterprises is to maximize profits. However, in long-term, in the case of local government units and commercial enterprises, both goals are similar – an increase in the value of the territorial self-government / commercial enterprise assets). In both cases, the financial analysis tools can be considered as helpful in the decision-making process as well as the assessment of the broadly understood effectiveness. Therefore, based on the models developed for enterprises in the field of financial analysis, it is worth making an attempt to assess the financial effectiveness of local government units. The aim of the article was to show, on the example with specific indicators and their interpretation, that the financial analysis of local government units provides a lot of useful information both to the manager of the unit and entities cooperating with a given local government unit. The article stresses the legitimacy of financial analysis in local government units and presents the basic tools for such.

    Opis:
    Groundings and collisions still represent the highest percentage of marine accidents despite the current attention on Maritime Education and Training and the improvement of sensor capability. Most of the time, a collision is caused by a human error with consequences ranging from moderate to severe, with a substantial impact on both environment and life safeguarded at sea. In this paper, a brief statistical data regarding human element as a root cause of marine incidents together with collision regulations misunderstanding is presented as a background chapter. Furthermore, the present work discusses a decision support system architecture to suggest an appropriate action when the risk of a potential collision is detected. The proposed architecture system is based on various modules integrated with proper sensor input data regarding the surrounding navigation area. As a result, the tool can support the Officers of Watch in the decision-making process providing an early suggestion in compliance with the COLlision REGulations. The proposed system is intended to be used onboard independently from the degree of automation of the ship, and it is based on AIS, which is mandatory, making it widely applicable. The proper use of the system can considerably reduce the number of collisions, as demonstrated by the obtained results.

    Artykuł analizuje decyzje z zakresu tzw. zmów przetargowych wydane przez Prezesa Urzędu Ochrony Konkurencji i Konsumentów. Przeważającą większość tych decyzji charakteryzuje specyficzna praktyka przedsiębiorców polegająca na wycofaniu niższej oferty. Po przeprowadzeniu ekonomicznej analizy wspomnianej praktyki oraz omówieniu koncepcji „jednego organizmu gospodarczego”, autor staje na stanowisku, że w części z omawianych spraw z zakresu „polskich zmów przetargowych” nie doszło do antykonkurencyjnego porozumienia pomiędzy przedsiębiorcami.
    The paper discusses the specific, novel form of bid rigging that was the basis for recent bid rigging cases in Poland. The analyzed scheme is conceptually different from canonical bid rigging which is usually meant to over-charge the public purchaser. By contrast, the “Polish bid rigging” scheme involves two entrepreneurs participating in the same tender and one entrepreneur withdrawing his lower bid after he was chosen by the procuring public authority (allowing the latter entrepreneur to win the tender). The author discusses the economic considerations standing behind “the Polish bid rigging strategy” and argues that, in most cases, the Polish scheme constituted a unilateral practice rather than an agreement captured by competition laws.

    W artykule omówiono przypadek hali o betonowej konstrukcji prefabrykowanej, pierwotnie wykonanej jako wielonawowa wiata wyposażona w szereg suwnic o niewielkim udźwigu. Z biegiem lat część obiektu obudowano ścianami oraz, co ważniejsze, zamontowano kolejne suwnice, a istniejące wymieniono na nowe, o zwiększonym udźwigu. W lutym 2007 roku użytkownik obiektu stwierdził przypadki wzajemnego przesunięcia płyt dachowych i dźwigarów, mylnie przypisując ich powstanie działaniu silnego wiatru. Analizując konstrukcję oraz zachowaną dokumentację techniczną z okresu realizacji obiektu i kolejnych jego modernizacji, stwierdzono szereg błędów i uchybień popełnionych na etapie projektowania, wznoszenia i użytkowania hali. Znaczna ich część związana była z ekspertyzami i projektami dotyczącymi wymiany istniejących i zabudowy nowych suwnic. Nałożenie się tych przypadków doprowadziło do istotnego zaniżenia sztywności obiektu, co - wobec znacznych sił poziomych wywołanych intensywnym użytkowaniem suwnic - skutkowało powstaniem wzajemnych przemieszczeń elementów konstrukcji dachu. Podjęte działania zaradcze, a w tym opracowanie projektu i realizacja usztywnień konstrukcji, doprowadziły do poprawy sytuacji, pozwalając na dalszą, bezpieczną eksploatację hali.
    This paper discusses the case of an industrial buliding with a prefabricated concrete structure, originally built as a shelter with multiple bays, fitted with a number of travelling cranes of low capacity. Over time walls were built around part of the structure, and more importantly, further cranes were installed, and the existing ones replaced with new cranes of higher load capacity. In February 2007 the user of the building identified case of relative shifting of roofpanels and girders, erroneously ascribing them to the action of strong winds. Analysing the structure and the surviving technical documentation from the time of construction and subsequent adaptations of the building, a series of errors and irregularities were identified as having occurred at the stage of design, erection and use of the facility. Many of these were connected with expert assessment and plans relating to the replacement of existing travelling cranes and installation of new ones. The cumulative effect was a significant lowering of the rigidity of the structure, which in view of the significant horizontal forces caused by intense use of the cranes, led to relative shifting of the structural elements of the roof. The remedial action udertaken, including the design and execution of measure to increase the rigidity of the structure, led to an improvement in the situation and enable the facility to continue to be used safely.
