The algorithm for measuring unemployment rate can be formulated in many ways. Its basic variant is defined as the quotient of unemployed people number and the professionally active population (unemployed and employed). However, sometimes it is indicated that this relationship is based on the number of unemployed people and the production age population. Solving this alternative does not seem difficult. Adopting conventional definitions of unemployment rate components is much more complicated, i.e. the definition of an unemployed and an employed person. Different interpretations of meanings ingrained in these concepts result in an indicator value variation which, by assumption, is supposed to describe accurately the intensity of unemployment phenomenon in a given population. Therefore, it seems founded to pose a question – what should be done to make national and international unemployment statistics more credible? An attempt to solve this problem determines the logical sequence of the discussion presented in the paper (problem identification – recommended solutions).

In 2009, the economic crisis fully manifested in virtually all areas of the real economy. The economy in each country, including Slovakia, lost on its dynamics, which resulted in the reduction of production and this had a major impact on reducing the number of jobs and subsequent dismissals. This development has resulted in a worldwide recession in many countries has caused a number of serious macroeconomic imbalances. These imbalances include high unemployment. Core: One of the phenomena accompanying the market mechanism is the unemployment rate, which at the present time we accompanied at every step. With this concept we encounter in everyday life, whether in media or touches us directly. Healthy development of each economy, in addition, economic growth should entail an acceptable rate of unemployment, respectively. natural rate of unemployment. With increased unemployment, the economy loses the goods and services, which could produce in a given period, unemployed people, and this loss is at an average labor productivity can be easily quantified. Part of what the economy during the period of increased unemployment comes as funding unemployment benefits. Those on one side to create the conditions to the man who lost his job, he continues to live a dignified life, but on the other hand, these benefits are considerable burden on the Treasury, which may result in a widening budget deficit. These economic losses from the period of increased unemployment are accompanied by examples of waste of resources in a modern economy. Economic crisis is a very difficult problem not only in economic but also social aspects. For there is no recipe that standard should apply to all countries equally. Therefore, the role of each government in the country irrespective of its political orientation to ensure the citizens of his country reduce risks and impacts of the global economic crisis. Not every country has the same economic potential, therefore, address these issues in each country individually and the time difference.

Opis:
This paper has two main objectives. The first is to show changes in the levels of unemployment and unemployment rates in Poland and other European Union countries and to explain why the Polish rates are relatively high. The second is to analyse the structure of unemployment by gender, age, levels of education, and duration of unemployment. In order to assess the Polish unemployment structure it is compared with the analogous structures in the other European Union countries. The analysis will indicate the groups of the labour force with high risk of unemployment. Among the groups of high risk of unemployment are women, youth, people with low skills, and the long-term unemployed.
Sformułowane są dwa główne cele opracowania: · po pierwsze, ukazanie zmian wielkości bezrobocia i stopy bezrobocia w Polsce i innych krajach UE27 wraz z określeniem przyczyn tych zmian; · po drugie, dokonanie analizy struktury bezrobocia według takich kryteriów, jak: płeć, wiek, poziom wykształcenia i czas pozostawania bez pracy w Polsce i innych krajach UE27. Przeprowadzone analizy wykazały, iż do grup szczególnie zagrożonych na rynku pracy należy zaliczyć: osoby młode, kobiety, ludzi z niskim poziomem wykształcenia i długoterminowo bezrobotnych.

The paper presents changes in the solutions of unemployment benefit, introduced in Poland in the years 1990-2013. The author has also undertaken an attempt at determining the influence of these changes on the realization of the income and motivation function of this allowance. As it results from the analysis carried out, in the study period a gradual tightening of the conditions of qualification for the benefit as well as principles for granting the allowance were observed. Consecutive legal regulations led to a limitation in the income function of the benefit and an increase in its motivation function.

In the labour market theory, the natural rate of unemployment is associated with the unemployment level, for which the market for purchasing power maintains a state of equilibrium. Full employment has become a crucial issue in contemporary debate, whilst the unemployment is considered a social problem. The following article will introduce a model for calculating the natural rate of unemployment in Poland, as well as its comparison with the real observed rate of unemployment, or the unemployment computed according to the BAEL method in context of the NAIRU theory (Non-Accelerating Inflation Rate of Unemployment). The article presents the results of an unemployment estimation based upon the main macroeconomic indicators for the Polish economy.

Research background: One of the principal contributions of Maynard Keynes?s General Theory was identification of the phenomenon of involuntary unemployment, due (on account of adverse expectations and confidence on the part of potential buyers) to a want of demand for the quantity of output which a fully-employed labour force was capable of producing.  Such unemployment, he insisted ? contrary to conventional opinion ? was not due to workers pricing themselves out of work by demanding wages higher than employers could afford.  Far from unemployed workers being themselves responsible for their plight, they were, in reality, victims of circumstances beyond their control. Keynes?s understanding was, for many years, widely accepted by academics, policy-makers and the general public. In recent times, however, mainstream macroeconomic theory has shown a regrettable tendency to return to old modes of thinking. Blame for unemployment is again put on the workforce, whose alleged misunderstanding or slow response to change are said to imply seeking employment on unrealistic terms. A more extreme view is that worklessness may reflect a deliberate choice of leisure. To anyone sceptical of the validity of such analyses there is a clear need to recover the Keynesian understanding of the possibility not just of frictional or voluntary, but also of involuntary unemployment.  Purpose of the article:  Ezra Davar, recognising that it is important not to lose sight of the idea of involuntary unemployment, has recently attempted in this Journal to explain Keynes?s concept. Unfortunately, however, he fails to recognise that Keynes accounted for involuntary unemployment as resulting from deficiency of aggregate demand for output, not as  the consequence of any supply-side factor. In attributing involuntary unemployment to a peculiarity in the labour supply function Davar quite misses Keynes?s point, and in fact identifies as involuntary unemployment a situation of what Keynes would have described as ?voluntary? employment. The objective of the present note is to clear up this misunderstanding.

The paper is devoted to the phenomenon of unemployment in Poland and in the world as the basic problem of economic policy. The issue of unemployment itself results from the equilibrium between demand and supply on the labour market in a given economy and it has an objective character: “unemployment may be eliminated only by way of perfect competition.” This kind of competition cannot be accomplished, therefore in each economy there is a margin of unemployment. It may be regarded as normal (this means it does not call for the state’s intervention), if it results from the economic and concerns 5-6% of the unemployed. There are economies, however, and Poland is now one of them, where unemployment has a structural character and has remained at a very high level (at the moment 17-18%). Unemployment is also structural in the majority of UE countries, but at a lower level. The paper depicts numerous comparative tables of the state and dynamism of unemployment in Poland and UE countries, including a discussion of the main factors that are conducive to unemployment, focusing especially on the situation in Poland. The author analyses the prospects of unemployment in Poland and puts forward a hypothesis that owing to its profoundly structural unemployment this state of affairs will remain for several years. The rate of unemployment, which is likely to fall, will not be higher than 1-1.5 per cent annually. It follows from this fact that the battle against unemployment must be indirect and directed above all at the factors which make this state of affairs linger on, whereas demand for jobs is small.

This paper shows that Keynes’s involuntary unemployment derives from Walras’s voluntary unemployment by means of changing the characteristic of the aggregate supply curve (function) of labour. On the one hand, when the original aggregate supply function is a strong-ly increasing function, as in Walras’s approach, there might only be voluntary unemployment, and its magnitude is the difference between the available quantity of labour and the equilibrium point. On the other hand, if the supply curve of labour is a weakly increasing one, which means that the supply function may have a horizontal segment, then there might be involuntary unemployment if the equilibrium point is located be-tween boundary points of the horizontal segment, and the magnitude of involun-tary unemployment is the difference between the right boundary point of the hori-zontal segment and an equilibrium point. According to Walras’s approach, “forced unemployment” might also might be considered, which is the result of the intervention of external forces (government, monopoly, trade unions, and so on) into the market, and is therefore a disequilibrium phenomenon.
