    In the first article in this series, the research methodology concerning the analysis of inspection errors based on MSA attribute study data set for the improvement purposes was presented. In the final article in the series, applying the methodology in practice step by step was presented. Instructions for correct performance of the analysis, in compliance with the author's procedure, were determined. Both advantages and disadvantages of the developed approach were underlined.

    Opis:
    According to the latest research of The Standish Group only 14% of software development projects provide high satisfaction with high return on value to their users, sponsors and other stakeholders. Also surprising are the results of the correlation study between projects alignment to the organization's strategy and achieved business values. Projects that are less suited to the strategy allow for achieving twice as large business values as projects with high alignment to the strategy. The reason for this phenomenon could be greater scale of innovation of the projects vague and distant from the strategy. However, this is in contradiction with the principles of the project portfolio management which are focused on the alignment between projects and strategies. The paper provides recommendations of how to achieve and deliver business values and activate an engine of growth, which – in opposite to the high level’s strategies – answer to the real and up to date stakeholders' needs. It also shows the change in the way of thinking, propagated by Tom Gilb in the Competitive Engineering and the change from focusing on functions and features to the quantitatively described value improvements.

    Porównano stary i nowoczesny tabor kolejowy pod względem poziomu ochrony przeciwpożarowej. Przedstawiono najnowsze zmiany i ulepszenia konstrukcyjne oraz zastosowane materiały, ze szczególnym uwzględnieniem ich wpływu na bezpieczeństwo pożarowe. Omówiono kierunki dalszych badań, ze wskazaniem potrzeb oraz trendów rozwojowych. Zaproponowano metodę ilościowego oszacowania zagrożenia pożarowego w taborze kolejowym.
    A comparison is made between older and modern railway rolling stock regarding the level of fire protection. Latest technological changes and improvements in construction and materials are presented with emphasis on their potential impact on the fire safety. Needs and directions for further studies are discussed with focus on possible development trends. A quantitative method of assessment of the fire threat in railway rolling stock is proposed.

    The development of technology such as neural chips prompts reflection on the state’s attitude to such and similar improvements, taking into account the legal possibilities of influencing citizens. The basis for considerations is the taxonomy of G.Cohen’s improvements and the standards of limiting rights and freedoms expressed in the ECtHR and the Polish Constitution. The aim of the article is to answer the following research question: do constitutional norms allow for the obligatory use of neural chips by citizens? The analysis was carried out both for the general public and selected social groups.The effect of the analysis has an impact on the future perception of the relationship between the state and the individual in connection with social changes resulting from the development of technology. The key to the presented and future considerations related to the place of improvement in the legal system is its impact on positional or absolute goods.
    Rozwój technologii takiej jak chipy neuronowe stanowi asumpt do rozważań na temat stosunku państwa do takich i podobnych ulepszeń, biorąc pod uwagę prawne możliwości oddziaływania na obywateli. Podstawą do rozważań jest taksonomia ulepszeń Glena Cohena oraz standardy ograniczania praw i wolności wyrażone w ETPCz oraz Konstytucji RP. Celem artykułu jest udzielenie odpowiedzi na następujące pytanie badawcze: czy normy konstytucyjne umożliwiają wprowadzenie obowiązku wykorzystywania chipów neuronowych przez obywateli. Analiza przeprowadzona została zarówno dla ogółu społeczeństwa, jak i wybranych grup społecznych. Efekt przeprowadzonej analizy ma wpływ na przyszłe postrzeganie relacji pomiędzy państwem a jednostką w związku ze zmianami społecznymi wynikającymi z rozwoju technologii. Kluczowym dla przedstawionych, a także przyszłych rozważań związanych z miejsce ulepszeń w systemie prawnym, jest jej wpływ na dobra pozycyjne lub absolutne.
