The objective of the present paper is to define the determinants and instruments associated with the information (hybrid) war between Russia and Ukraine. The paper focuses on measures taken by Russia, between 2013 and 2015, in relation to Ukraine. The paper does not aspire to discuss the issue comprehensively, but constitutes an attempt at outlining the problem, indicating determinants and characteristics of the information war (information war as an element of hybrid warfare). The consolidated Russian information space is subordinated to the interests of authorities and draws heavily from the tools characteristic for propaganda, frequently relying upon the Soviet model. In addition, this is done with the view of re-establishing the “Russian World” (Русский мир), which would be wholly subject to Russia’s political interests. Moreover, Russian propaganda goes hand in hand with military actions – a conventional conflict in South-Eastern Ukraine.

This article assesses the situation of forced migrants from Ukraine in European countries. I use data from the Statistical Bureaux and sociological institutions of Ukraine and recipient countries and from international organisations. Semi-structured interviews with experts were conducted in order to expand the information base of the research and obtain more substantiated analytical results and the trends of forced migration from Ukraine since 24 February 2022 were investigated. An attempt was made to explain the difference between the data from various sources regarding the migration of Ukrainians caused by the Russian war against Ukraine. The hierarchy of problems of forced migrants from Ukraine is determined on the base of in-depth interviews of experts. An attempt was made to estimate the impact of the forced migration of Ukrainians on local markets of goods and services. The recommendations for minimising the irreversible migration losses of the population of Ukraine are developed.

The collection of papers in this section aims to overcome the territorial bias that shapes democratic thinking and underpins diaspora scholarship (particularly diaspora engagement with democratic processes and its potential and contribution to democratic change) and to propose a deterritorial vision of both these elements. Having the Ukrainian case study at its centre, this section asks how the modern perspective of dispersal offers a useful way to conceptualise diaspora, while examining how the modern diaspora activity enables diasporas to influence the processes of democratisation and high skilled migrants to impact democratic processes in their homeland. In this section we seek to probe how various actors and groups, located across territorial space, can affect political systems and, more specifically, influence democratic processes. In that sense, this section is driven by a post-territorial vision of politics and democratisation processes that privilege networks of affiliation and organising, rather than geographically-bound political movements. It focuses on the nexus between one form of displacement, diaspora, and a particular political system, democracy, to provide insights into how the former might impact democratic processes. Specifically, this section explores that nexus principally in relation to the role of the multifaceted Ukrainian diaspora and their efforts to get involved in the democratic processes and democracy building in contemporary Ukraine.

As a result of geopolitical changes which occurred on the verge of the 1980s and 1990s, the map of East-Central Europe underwent signifiant modifiations. The enlargement of the EU encompassing Central European states (especially Poland) contributed to the change of the EU’s attitude towards the post-Soviet space. Up to the time of the enlargement, due to the dominance of the “Russia fist” policy, the EU did not recognize the need for tightening relations with post-Soviet states. After 2004, a gradual change in the EU’s attitude towards its eastern neighborhood can be observed. The present paper aims to describe the EU’s eastern policy in the period of crises: on the one hand, those plaguing the EU, and on the other, the so-called Ukrainian crisis. The crisis, a de facto, armed conflct between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In 2017, it is 8 years since the Eastern Partnership was implemented. The project, its achievements, objectives and opportunities need to be revisited. In other words, works on the Eastern Partnership 2.0 ought to be commenced. A change of both the approach and narration as far as the EaP project is concerned, is required. New areas and filds the EaP will offer opportunities for EaP-EU relations to be tightened ought to be discovered. The armed conflct in Ukraine, resulting in the instability of eastern neighborhood, constitutes a security challenge for the whole area of Eastern Europe.

When the tsarist empire was disintegrated the Ukrainians took up the fight for creating their own country, Stempowski supported progressive political forces. He did not think that because of this political transformation he lost everything he gained in life. But Stempowski perceived Ukraine also in other dimension. For him both Polish and Ukrainian nation in 1918 got a chance of being sovereign countries and should take advantage of this chance. That is why after having sacrificed his private life he did everything possible to support Ukraine's liberation actions.

The institution of the President of Ukraine, its shape and models, are even now being discussed by the constitutional lawyers, historians and politicians. There is controversy even concerning the exact date of establishing the president’s office. The evolution of this office started in the Ukrainian People’s Republic. The fall of European powers at the end of World War I gave Ukrainian elites the chance to establish an independent state. On March 17, 1917 in Kiev the Ukrainian Central Council, presided by Mykhailo Hrushevski was established. The Council’s function was to represent the Ukrainian national interests and to convene the Ukrainian parliament. In April 1917 the Council convened the first Ukrainian National Congress, where strong national tendencies emerged. They demanded the authonomy for Ukraine and stated that future relations with Russia will be defined by future Legislative Assembly. The newly organized Central Council declared itself to be the Ukrainian parliament and the executive power was vested to so called Small Council. The Council consisted of President, two vice- presidents, secretaries of the Council and of two representatives of each Ukrainian political party. Hrushevsky was elected President by 900 representatives; Volodymyr Vynnychenko and Sergei Jefremov were elected vice-presidents. There is important controversy about presidential status: was he the head of state or only the head of the Assembly? On January 9, 1918 the Central Council proclaimed full sovereignty of the Ukrainian People’s Republic (Ukrainśka Narodna Respublika). During the first months of the independent state the Central Council expressed its legislative functions strongly. It was dissolved by the German occupation forces and – as a reaction to this fact – on April 29, 1918 it elected M. Hrushevsky to be the first Ukrainian president. Although on the same day ataman general P. Skoropadsky carried out the coup d’etat and restored old system, we can conclude that during this few hours the presidential office existed. The election of Hrushevsky was a formal act, which only confirmed the existing practice. He was not only the president of the Central Council, but he performed the functions of the head of state. It has to be mentioned that the constitution was saying nothing about the president’s office. It constituted the National Assembly and vested him with the supreme power of the state. The Assembly was entitled to perform the legislative functions and to create the executive power (art. 23). The president of the Assembly (Holova) was elected by the members of the Assembly and performer its functions in the name of the Republic. The president could control the acts of parlament and this function shows that he was not only the head of the Assembly. The next leaders of the Ukrainian state in 1918–1926 – V. Vynnychenko and Semen Petlura did not use the title of presient. In 1921 Ukraine occupied by the Bolsheviks and there was no chance for independent Ukraine.

The development of events in Ukraine at the end of 2014 led to the outbreak of armed fighting in Donbas, where virtually all kinds of land forces’ arms were used, not only of Soviet or Russian production but also the latest ones and armaments that had been previously withdrawn from operation. The purpose of this paper is to investigate the armaments used during the fighting in the Donbas region, innovations in weaponry and tactics in the period from April 2014 to the middle of February 2015. The study is based on the qualitative analysis of primary source materials from photographs and video clips available in free circulation as well as information shared in online forums (particularly Russian ones) and unstructured interviews with the participants of those events. The findings of the study pertain to the kinds of Soviet and Russian land forces’ armaments in a real combat situation as well as the tactics involved in using them.

The article presents the common causes (external and internal factors) for reforming the national higher education, which actively began after the proclamation of the independence of Ukraine. Strategies of state policy in the sphere of education are presented. They are aimed at overcoming the crisis of the previous socialist education system, ensuring the state's needs for highly qualified specialists and scientific research, promoting development of the society through the establishing a competitive human capital. Ways and the complexity of formation and development of the national high school during the last decade of the XX–XXI centuries of the first decade are researched. The Carpathians contain the remains of the Western Tethys, the main of which are: continental/microcontinental fragments (Alkapa and Tisza-Dacia terranes) of the Tethys Ocean, now located in the Central (Inner) Carpathians, and (palaeo)accretionary prisms, building mainly the Outer Carpathians. The Ukrainian Carpathians occupy the junction where the Western Carpathian and Eastern Carpathian nappe systems converged. In the presented work, author try to reconstruct the tectono-sedimentary evolution of the Eastern and Western Carpathian nappe systems in the junction area on the basis of own and published geomapping works, stratigraphic, sedimentological and structural research using existing restorations (see van Hinsbergen et al., 2020 and references therein). The Central Western Carpathian nappes (part of the Alcapa Terrane) are not exposed in Ukraine and probably buried under Neogene Transcarpathian Depression. The Central Eastern Carpathian nappes (part of the Tisza-Dacia Terraine) are represented in Ukraine by the Marmarosh thick-skinned basement nappes, that were formed in the Early Cretaceous time and overlapped by the latest Early Cretaceous–Paleogene post-nappe sedimentary cover. Between the Central Eastern and Central Western Carpathian nappe systems, the Pieniny Klippen Belt suture zone and Monastyrets Nappe filled with Paleogene flysch are developed. The structure of the junction between the Outer Eastern and Outer Western Carpathian nappe systems is more complicated. In Ukraine, the Outer Carpathians are made up of a several stacked nappes filled with Cretaceous–Neogene, mainly flysch sediments uprooted from their original substratum. In the Eastern Carpathian segment of Tethys at the Late Jurassic and/or Early Cretaceous, Ceahlau-Severin ocean (called Fore-Marmarosh one in Ukraine) was opened between the Dacia continental block (part of the Tisza-Dacia Terrane) and the Eurasian continent (van Hinsbergen et al., 2020 and references therein), that suggested by rift oceanic and continental basalts occurring under the Cretaceous flysch of the Outer Eastern Carpathian. Sinking of the Dacia (micro)continent into a subduction zone existed in the Neotethys ocean and inclined to the west (van Hinsbergen et al., 2020), could have caused the east-directed thrusting of the thick-skinned Marmarosh Nappes towards the CeahlauSeverin ocean. Ahead the Marmarosh nappe pile, the Eastern Carpathian Internal flysch thin-skinned nappes such as the Kamyanyi Potik, Rahiv, Burkut, Krasnoshora, Svydovets and Chornohora ones were formed. Coarsening upward and regular younging of the stratigraphic successions from inner to outer nappes suggest their attribution to the accretionary wedge growed in the Early Cretaceous–Paleogene time due to the subduction of the Outer Carpathian flysch basin basement under the Marmarosh pile. In the Western Carpathian segment, the Pieniny Klippen Belt accretionary wedge began to rise in the Late Cretaceous due to subduction of the Penninic oceanic domain under the Central Western Carpathians (part of the Alcapa Terrane) accompanied by detaching and grouping together originally very distant lithofacies (Plašienka, 2018 and references therein). The Western Carpathian Internal flysch nappes such as the Magura and Dukla units were attached to the Fore-Alcapa prism during the Middle Eocene–Oligocene, accordantly to outward shifting and uplifting of the trench-like Magura and Krosno lithofacies during this time. Closuring of the Monastyrets “between-terrainian” flysch basin at the late Eocene suggests the collision of the Alcapa and Tisza–Dacia terranes at the turn the Eocene and Oligocene. As a result, the Fore-Alcapa and Fore-Tisza-Dacia wedges were incorporated within an amalgamated internal wedge system that limited from the SW the Outer Carpathian basin. This unificated Menilite–Krosno basin was gradually uplifted and its deposits were subsequently thrusted as the external Silesian, Skyba and Boryslav-Pokyttya nappes onto the Miocene Carpathian Foredeep. Sedimentological and structural data suggest northeastward shift/migration of the wedge front–trench/foredeep– forebulge during Carpathian evolution. In addition, the junction of the Eastern and Western Carpathian accretionary wedges is complicated by strike-sleep movements.

The Ukrainian Holodomor (famine-genocide) in 1932-1933 be-came for Ukrainians the same, as Holocaust for Jewries and carnage in 1915 for Armenians. As a tragedy the scales of which it is impossible to understand, hunger injured nation, leaving on its body deep social, psychological and demographic scars which carries until now. Holodomor gave up black shade on methods and achievements of the soviet system. Researchers name the different numbers of lost during holodomor, but in any case, the question is about millions of innocent victims. Taking into account indirect victims, by provisional calculations, Holodomor took away life of 14 million people. The reason of Holodomor was the policy of the Stalin-mode in relation to Ukrainians as a nation and, in particular, in relation to peasants as to the class. The primary objective of organization of artificial famine was injury of social base of resistance of Ukrainians against communist power and providing of total control from the side of the state of all layers of population. Opponents cannot explain the enormous amount of victims of famine, but deny assertions, that soviet authority could destroy people. It is not needed to explain to the oversea opponents of genocide theory, why Nazis, for example, exterminated Jewries, and they cannot imagine, that own government destroyed not political opponents, but millions far from a policy children, women and old people. The problem of Holodomor to this day has political character. Noteworthy the aspect of famine is an attempt to delete it from public consciousness. Yet to quite recent time soviet position was taken to objection of fact of famine. If all scales of tragedy got winds, obviously, it would inflict serious harm by that image of country, that Moscow aimed to create both for itself at home, and abroad. That is why authority long forbade openly talk about famine in SRSR. One of opponent's arguments of Holodomor confession in supposition that in the genocide of the Ukrainian people will accuse today's Russia. Besides, Russia provokes such idea through the statements of MFA. And although in society a consensus already formed in relation to confession of Holodomor as an act of genocide, however by virtue of insufficient knowledge, propagandas of the proper political forces and unclear position of political leaders, part of Ukrainian population does not understand the real consequences of this tragedy. Ukrainian nation is tragic nation, because its own historians continue until now to look at own history, through Russian glasses. From their point of view - there was not genocide, because in the imperial seeing there is the unique Slavonic people, two parts of which are little variously named. While hungry pestilence will remain a white spot in history, until then humanity will not see all chain genocides in XX century.

This is especially true in the era of music consumption, when even CD quality - forget about vinyl -is forgotten in favor of MP3 format, which is more comfortable in use but is known for faults of compression. Certainly, live performances give feelings incomparable with listening to such recordings. But Ukraine lacks the culture of attending and organizing live shows, and this is a problem to deal with if we want the new generations to understand what musical beauty is about. Music enriches personality, and Ukrainians now are effectively deprived of it.

In this article, I analyse reactions of writers belonging to the “Young Ukraine” to the Euromaidan. In the first part, I define the specific character of the “Young Ukraine”. In the next part, I present the volume Nebesna Sotnya/ Heaven’s Hundred Heroes as a form of resistance against the authorities. In the third part, I focus on the writings of Andriy Lyubka in the context of the pro-EU revolution. Finally, I describe the literary reaction to the end of the Euromaidan (focussing mainly on the writings of Lyubka).

The article analyzes the Ukrainian narrative concerning the role of student protests in Ukraine in October 1990. The narrative in question competes with much more widespread knowledge about the actions undertaken by the so-called Rukh (People’s Movement of Ukraine, Narodnyi Rukh Ukrajiny) and its leaders as the nation strove for independence. The memory of the so-called the Revolution on Granite is passed on by the participants of those events. Thanks to the inclusive narrative, also moderated by the state, the alternative repre-sentation of the past and historiography has no potential to provoke a conflict of memory, being merely a different interpretative approach indulging in hypothetical scenarios of development of Ukrainian democracy had the key demands of the protesters been met (early elections in 1991).

The difference in the methodology of conducting military operations by Russian and Ukrainian troops during the war ongoing since February 2022 is striking. It does not result only from the adopted convention of conducting these activities but is conditioned on a much deeper mental level resulting from cultural conditions. They determine the perception and understanding of the phenomenon of war. In other words, the operational and tactical methodology can be adapted to changing realities, provided that the essence of such a change is understood in terms of achieving the assumed military and non-military goals. Furthermore, these goals could be achieved by conducting military operations according to a completely different methodology, probably with much greater effectiveness. Why, in such a perspective, did the Russian side choose such a barbaric way of conducting war, characterising the methodology of military actions of the past decades or even centuries? This paper aims to answer the research question: What premises condition the Russian methodology of military action in the Russian-Ukrainian war of 2022? Empirical methods were employed to obtain an answer to this question.

Eastern Europe (especially Ukraine) struggles with a significant number of problems, both internal and external in character. Euromaidan in Ukraine complicated the situation of the country even further. Some researchers believe the aftermath of Euromaidan sent the strongest shockwave since the fall of the USSR. In addition, the conflict results in geopolitical changes in Eastern Europe, but also infl uences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership (EaP) is quite frequently considered an ineffi cient policy. Some go as far as to claim it has lost its raison d’etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? The present paper constitutes a general review of the situation the European Union’s Eastern Partnership countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The paper attempts to offers answers to the following questions: Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East? Will Russia’s actions towards EaP states prevent the objectives from being reached?

The maturity of a state always correlates with the strength of the national (not ethnic) community’s identity. The quality of such correlation becomes crucial and often improves during the trials. Peace has never existed without war, but worldwide development is constant in its changing cycles of colonization (confirmation of Empires/confederations, movement towards bipolarity, strengthening of military-technogenic human potential, globalization of economics and identity) and decolonization (territorial reconstruction of the world, development accent’s shift towards the social equity, branding “comfort places”, peripherality of capitalism). Each sociopolitical developments (war and a coup d’état, terrorism and AIDS, natural disasters and changes in social display) as attractors of such cycles actualize the question about the maturity of relations between a state and society. The form of such relationships could be designed by religion, political regime, social contract and establish systematic game rules. It converts political support for public institutions by masses into increasing of various incomes among the population (economic stability, legal, financial and social population security, distribution of capabilities and software and growth prospects system on the whole, it’s symbolic and social equity).The chosen format of relationships between a state and society is the core of the system modernization, key actor’s responsibility (government, community, business and media-environment) and the correspondence of their activity with a single strategic model (which system aims at) is a major factor in its successful renewal.

War in Ukraine and the Russian annexation of Crimea are the events that changed the US policy towards Russia. The events in Ukraine forced the United States to take a closer look at Eastern and Central Europe. The United States’ policy during the Ukrainian crisis has been limited to sanctions and strong statements so far because in Ukraine there is an asymmetry of interests. Ukraine is much more important to Russia than to the United States. The United States may be willing to support the democratic and western aspiration of Ukrainians but will not risk a major conflict with Russia over it. However the crisis in Ukraine is not only about Ukraine or Russia. It is also about US credibility around the world. Both friends and foes are watching closely the American reaction to the situation. That is why the United States has increased its military presence in those NATO countries that share borders with Russia.

The aim of the article is to analyse and evaluate Poland’s attitude towards Ukraine’s aspirations to NATO membership. The main research problem is the question whether the authorities of sovereign Poland unambiguously supported the idea of Ukraine’s membership in NATO and whether they took measurable actions to implement it. The Polish authorities, regardless of political provenance, have invariably been in favour of NATO’s ‘open door’ policy since the end of the Cold War. They have supported the idea of including the post-Soviet republics, including Ukraine, in the Alliance. Ukraine’s entry into NATO is in Poland’s strategic interest, as it would almost cease to play the role of the Alliance’s flank state, which would significantly increase its security. The Polish authorities failed to convince NATO allies, mainly Western European countries, to include Ukraine in NATO, which was due to Russia’s strong opposition. However, new circumstances appeared with the Russian aggression against Ukraine in 2022. During the research, the method of content analysis of text sources was used.

Untrained reform of „perestroika” has profound ideological crisis of the Communist Party of Ukraine in 1985–1991. As a result, there has been complete loss of control over social and political processes. The authority of the Communist Party undermining the newly created „informal” organizations and political parties whose activities led to a breach of the monopoly of Communist Party, and the formation of a multiparty system. Crisis could not be avoided to unsatisfactory work of the apparatchiks of primary organizations (especially large industrial enterprises).

The paper analyses the ongoing Russo-Ukrainian confl ict from the point of view of the struggle for remembrance and identity between two post-Soviet states. Will the war of the brotherly nations wreck Russia’s long-term policy towards Ukraine? Will the confl ict ruin Russia’s plans of post-Soviet space reintegration whose pivot is set on Ukraine? Will the war stimulate Ukraine to deal with the issue of its identity, post-Soviet legacy and collective memory? Ukrainian crisis is also a challenge for the transformation of Ukraine’s political system. The relations between Ukraine and Russia are extremely complex as they are built on a shared history, religion, language and culture and they should not be gauged with Western standards. Evaluating the current situation from a broader perspective, the fact that Ukraine plays a signifi cant role in Russia’s foreign policy needs to be emphasised. Ukraine is considered as the key post-Soviet state, a significant ‘near abroad’ country whose position, potential and geopolitical location are vital for the balance of power in both Eastern Europe and Europe in general.

Yezupil is the first Middle Palaeolithic site discovered in upper part of the Dnister River valley. It is situated in a set of sediments composed of loess and fossil soils lying on alluvia. The results of geological and palaeopedological investigations are presented. They contain lithological and geochemical analyses (main components and trace elements), as well as micromorphological study. Palaeo- and petromagnetic record is presented too. Horohiv pedocomplex developed from the older, Wartanian loess. It is composed of luvisol originated during the Eemian Interglacial and chernozem soil - during the Early Vistulian interstadials. An subarctic brown Dubno soil dated to the Interplenivistulian (Middle Vistulian interstadials) separates two parts of the younger loess. Older assemblage of Middle Palaeolithic-Mousterian culture with Levalloisian technique was found in the E horizon of the luvisol and therefore it could be dated to the Eemian Interglacial. Younger Middle Palaeolithic-Micequian-type materials were situated in partially redeposited by solifluction, Early Vistulian chernozem. Scanty and uncharacteristic Upper Palaeolithic assemblage was found in interstadiał Dubno palaeosol.

Sytuacja społeczna i gospodarcza Ukrainy, a zwłaszcza pauperyzacja społeczeństwa oraz pogłębiające się problemy budżetu, skłaniają do zwrócenia uwagi na te obszary państwa, które mogą generować zagrożenia dla Europy. Powiększa się rozdźwięk między obecną władzą a niektórymi środowiskami nacjonalistycznymi, posiadającymi dużą reprezentację w Radzie Najwyższej Ukrainy, co sprawia, iż należy podchodzić pesymistycznie od wdrożenia porozumienia „Mińsk II” w zakresie deeskalacji sytuacji w Donbasie. W związku z tym na Ukrainie można mówić o trwałym zagrożeniu destabilizacją. Występuje ono w szczególny sposób w wielu obszarach zachodniej części Ukrainy. Procesy separatystyczne mają miejsce w szczególności w regionie Zakarpacia, gdzie rozwija się ruch Rusinów karpackich i mniejszości węgierskiej. Ponadto regionem tym wstrząsają konflikty między silnymi grupami przestępczymi, związanymi z ukraińskimi nacjonalistami.
The current social and economic situation of Ukraine, and especially the impoverishment of society and the growing problems of the budget, tend to pay attention to those areas of the state that can generate a threat to Europe. There is growing gap between the authorities and some nationalist circles, who have a large representation in the Verkhovna Rada of Ukraine. This situation makes it necessary to approach pessimistic about the implementation of the Agreement "Minsk II" in the field of de-escalation of the conflict in Donbas. Therefore, Ukraine can talk about a permanent threat of destabilization. It occurs in a special way in many areas of the western part of Ukraine. Separatist processes take place in particular in the Transcarpathian region. There is growing national Ruthenian movement toward autonomy, supported by the Hungarian minority. Moreover the region is experiencing sharp fighting between criminal organizations associated with Ukrainian nationalists.

The article focuses on the energy security of Ukraine as one of the most important priorities of the state. It is proved that the coverage of current volumes of gas imports by the capacity of Ukraine’s own production will allow the state not to depend on the external market conditions and to protect it from Russian Federation’s profiteering. It is stated that it is impossible to achieve energy independence unless a detailed plan has been developed. Such plans are outlined in the Energy Strategy of Ukraine 2030 and 2035. The authors analyze the first steps Ukraine has taken to separate from the energy system shared with Russia and to join European networks.

With the annexation of the Crimea by Russia in spring 2014, a new strategic situation in Europe occurs. Both a deep going geopolitical and a value confl ict is now determine the relations between the West (EU, NATO including the Ukraine) and Russia. Germany was faced with the failure of its policy of strategic partnership with Russia since the year 2000. Unfortunately, a critical examination of the errors of this policy since the chancellorship of Gerhard Schröder does not take place until now. The German political elite is still on the way to a new strategic concept to deal with the new situation, fluctuating between value-based policy and Realpolitik. However, the public opinion in Germany about Russian policy is getting more critical. Finally, the contribution analyses the actual challenges for the future of German policy towards Russia and try to describe the possible scenarios.

The institutionalization of the Polish movement in Ukraine, 1988–1991For a long time the Polish minority in Ukraine was unable to fulfill its religious, cultural, educational, and political needs because of the Soviet communist regime. All institutions were controlled by the Communist Party and state security organs. Nevertheless, the process of the rebirth of Polish institutions and organizations began in 1989 via the former channels of the communist apparatus which was prepared to allow limited concessions. Thus the process was from above and not from below, from the center to the periphery, according to the former command political system. It relied on former organisations, mostly Towarzystwo Łączności i Związków Kulturalnych z Zagranicą.However, the ethnic mobilization of the Polish minority in Ukraine proceeded faster than the equivalent process embracing the Ukrainians themselves, who fought also for sovereignty for the nation. The article describes in detail the phases of forming the Polish organizations for which Polskie Stowarzyszenie Kulturalno-Oświatowe was a precursor, and its forms of activity, later imitated by other social organizations, such as Polish language courses, festivals and competitions, folk dancing, travel to Poland.

This paper studies the determinants of the total factor productivity (TFP) for Ukrainian firms in the manufacturing sector across macro-regions using recent micro-level datasets for 2013. Our empirical results show some degree of heterogeneity across Ukrainian macro-regions; in particular, the link between the total factor productivity, firm size, imports and the level of competition seems to be valid for all macro regions. However, the effects of private ownership status, capital intensity and exports seems to be region specific. In addition, we found no relationship between firm productivity and foreign ownership for any of the regions.

The paper is focused on the analysis of the lessons learned from the genocides in the 20th century for the existing situation in Ukraine. Apart from the short overview of the history behind the term genocide and the adoption of the convention for its prevention and punishment in the post-World War II period, the paper explores the main specifics of the selected genocides (Armenian genocide, the Holocaust, Cambodia, Rwanda, and Yugoslavia). On the basis of the identified specifics, several conclusions and lessons have been drawn, including the expectation that mass atrocities will happen again and that international justice is often slow and deals with a limited number of perpetrators.

This article proposed a structure of geography of religion : confessional geography, sacred geography, geography of pilgrimage. This structure considers three elements: 1 ) the spatial situation of religious life in Ukraine and defined regional denominational  structure ; 2 ) the geography of the sacred center The meaning of religious centers in religious life are divided into levels : national, regional, local ; and 3 ) the geography of pilgrimage – for different denominations within Ukraine, abroad from Ukraine, from abroad into the country. The general trends in the geography of religion, created in the early 21st century: 1 ) revitalization of the Moscow Patriarchate with the active support of the Russian Orthodox Church and the public authorities. This is evident in the increasing number of religious communities and the active construction of churches; 2 ) increases the number of Protestants and charismatic churches of believers; 3 ) the strengthened position of Greek Catholics; 4 ) a “return ” of some Ukrainians to ancient religious roots, promoting actually paganism (Native Ukrainian National Faith), rituals of which are reconstructed.

In the early 20th century, relics of Pleistocene mammals were found near the village of Starunia. Gravity surveys performed in the place of the discovery revealed a low-density bed in the Miocene Vorotyshcha salt-bearing beds. The lowered density resulted from high halite content and probably an increased number of ozokerite veins. The localization of zoological relics can be attributed to the existence of this bed. Surface gravity surveys enabled scientists to determine its course and horizontal range. Gravity surveys also confirmed the existence of the Rinne fault. In the western part of the study area gravity modelling showed an interface between Miocene Vorotyshcha salt-bearing beds and Sloboda Conglomerates, differing in average bulk density. Geologic data indicate that this interface may have the form of an overthust rather than of a fault.

The events in Ukraine from the turn of 2014 and 2015 showed the complexity of contemporary armed conflicts. For this reason, the war in Donbas is the subject of many scientific studies. Gradually, however, little space was devoted to the analysis focusing on the activities of special formations in the framework of the aforementioned Eastern Ukrainian conflict, hence the authors’ insights focused on the anti-terrorist dimension of the Donbas war. The aim of the article was to assess the legitimacy of ATO recognition as an anti-terrorist operation. Particularly important in this dimension is the expatriation of the participation of Ukrainian special forces in the conducted combat operations.

The paper reflects on selected parts from interviews taken by the author in Lune 2016 in Munich. All the participants are so-called „displaced persons”, who after the end of the World War II were on the territory of Germany. For different reasons they did not go to the West but also decided not to return to their Motherland. In the beginning of the article the author mentions the reasons of the decisions to interview Ukrainians in Munich. They share their memories about the time spent in displaced persons camps (about 10 years). The interviewees talked about Polish-Ukrainian antagonisms, which had taken place before the beginning of World War II, the unpleasant reality during the German occupation, the terms of work in the camps of the Reich and the divisions within the Ukrainian diaspora.

The aim of this article is to present the position of Patriarch Cyril I towards the autocephaly of the Ukrainian Orthodox Church. Patriarch Kirill I is against the autocephaly of Ukrainian Orthodoxy because it deprives Russia  one of the effective instruments of influence over Ukraine, weakens the position of the Moscow Patriarchate in Russia itself, and the prospects of implementing the concept of the russkij mir. The patriarch argued that the situation of the Orthodox community in Ukraine was a consequence of the Ukrainian government's policy, the goals of which were the same as in the revolutionary period in the Soviet Union, i.e. to cause divisions that would lead to the destruction of the Russian Orthodox Church. It is very dangerous as it can be used by other countries as an example to violate religious freedom and human rights violations by political authorities.

More than a year after the Russian aggression against Ukraine, a little can already be said about Turkey‘s attitude and the consequences of the conflict for Ankara. The text aims to analyse Turkish-Russian and Turkish-Ukrainian relations, especially since the outbreak of the war, and to answer the question of what the possible consequences of the Russian-Ukrainian war are for Turkey, whether it will be the big winner or rather the big loser of the situation.

Martín Ramírez is a Spanish scientist, Director of the Nebrija-Santander Chair on Risk and Conflict Management, Fellow of the WAAS, Chair of the Spanish Pugwash and President of CICA International – International Conferences of Conflict and Aggression. He studied Medicine, Humanities, and Law, obtaining a PhD degree in Medicine and Surgery (Neurosciences), and in Philosophy (Education) as well as three Diplomas, and a Master in National Defense at the Spanish CESEDEN. Creating a new territorial defence system is caused primarily by a change in the essence of war and the content of the armed struggle. Modern war is not an armed confrontation anymore. The events of recent years clearly show us examples of the so-called war without rules, when the prime targets of defeat are not even the armed forces and their personnel, equipment and weapons, but the infrastructure of the state, human resources ensuring its smooth functioning. The modern warfare is importantly featured by widely used terrorist methods of struggle, identical scenario of unleashing of armed conflict, overthrow of the state governments, and implementation of coups in the territories of different countries of the world. The article describes some theoretical propositions about the nature of the territorial defence of Ukraine.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

This paper follows a comparative approach to the analysis of collective dominance doctrine and practice in the EU and the enforcement practice in Ukraine. The aim of this paper is to assess the compliance of the Ukrainian competition authority’s (AMCU) analysis of the national electricity market with EU law enforcement practice. The latter arises from Ukraine’s wider duty to fulfil its international law obligation to comply with EU competition rules, based on Article 18 of the Treaty establishing the Energy Community also taking into account the interpretative criteria developed in EU case law (according to Article 94 of the Association Agreement between Ukraine and the EU). Article 255 of the Association Agreement, which clearly provides for the use of the principle of transparency, non-discrimination and neutrality when complying with the procedures of fairness, justice and the right of defence, also illustrates the necessity of carrying out research in this field. The paper examines notions such as: the dominance doctrine, market power definition, economic strength and collective dominance in the EU enforcement practice. Special attention is placed on enforcement practice in the electricity market. Since the scrutinised market inquiry constitutes the first investigation into the Ukrainian electricity market, there is no national practice on this issue yet. For this reason, the analysis follows a wide comparative approach towards the principles of collective dominance in the electricity market in Ukraine. The paper concludes that the AMCU’s approach to the regulation of the electricity market in Ukraine confirms the necessity to reform the system of state regulation in the wholesale electricity market and in the market of services for electricity transmission. In order to develop competition in the electricity market, it is also necessary to change the system for tariff and pricing policy formation on the part of the National Energy and Utilities Regulatory Commission of Ukraine and the Ministry of Energy and Coal-Mining Industry of Ukraine. Stressed is also the necessity to follow the approach and criteria of EU competition law with regard to the determination of market dominance. This requirement is stipulated by Ukraine’s international legal obligations arising from Articles 18 and 94 of the Treaty establishing the Energy Community and Article 255 of the Association Agreement between the EU and Ukraine.
Le présent article utilise une approche comparative afin d’analyser la doctrine et la pratique de la dominance collective dans l’Union européenne, ainsi que la pratique d’application du droit de la concurrence en Ukraine. L’objectif de l’article est d'évaluer la conformité de l'analyse de l'autorité ukrainienne de la concurrence (“AMCU”) concernant le marché national de l’électricité avec la pratique de l’Union européenne dans cette matière. La conformité mentionnée ci-dessus découle de l’obligation internationale de l’Ukraine d’assurer la cohérence avec les règles européen du droit de la concurrence, basée sur l’article 18 du Traité instituant la Communauté de l’énergie, en tenant compte également des critères interprétatifs développés dans la jurisprudence de l’Union européenne (l’article 94 d’Accord d'association entre l'Ukraine et l’Union européenne). L'article 255 de l'Accord d'association, qui prévoit clairement l’obligation d’application du principe de transparence, de non-discrimination et de neutralité dans le respect des procédures d'équité, de justice et de défense, démontre également la nécessité de mener des recherches dans ce domaine. Le document examine des notions telles que: la doctrine de la domination, la définition du pouvoir de marché, la force économique et la domination collective dans la pratique européenne de l’application du droit de la concurrence. Une attention particulière est accordée à la pratique d'application dans le domaine de marché de l’électricité. Vu que c’est la première analyse détaillée du marché ukrainien d’électricité, il n'existe pas encore le pratique nationale concernant ce sujet. Pour cette raison l’article utilise une approche comparative aux principes de dominance collective sur le marché de l'électricité en Ukraine. L’article conclut que l'approche de l'AMCU à la réglementation du marché de l'électricité en Ukraine confirme la nécessité de réformer le système de réglementation étatique sur le marché de gros de l'électricité et sur le marché des services de transmission d'électricité. Afin de développer la concurrence sur le marché de l'électricité, il est également nécessaire de modifier le système de formation des prix et tarifs par la Commission nationale de réglementation de l'énergie et des services publics d'Ukraine et par le Ministère de l'Energie et de l'Industrie minière du charbon de l’Ukraine. L’article souligne également qu’il est nécessaire de suivre l'approche et les critères du droit européen de la concurrence en ce qui concerne la détermination de la dominance. Cette obligation découle des articles 18 et 94 du traité instituant la Communauté de l’énergie et de l'article 255 de l'Accord d'association entre l’Union européenne et l'Ukraine.

Opis:
Ukraina jako państwo położone w Europie Wschodniej i sąsiad Rzeczypospolitej Polskiej jest jej ważnym partnerem gospodarczym, jednak wiedza o najnowszej historii Ukrainy i przyczynach jej obecnej sytuacji geopolitycznej są na ogół nieznane. W tekście podjęto próbę zanalizowania determinantów mających wpływ na obecną sytuację geopolityczną Ukrainy. Przedstawiono zarys historii tego państwa, poczynając od jego początków poprzez dzieje opozycji politycznej w II połowie XX w., okres uniezależniania się od Związku Radzieckiego, aż do transformacji ustrojowej pierwszej połowy lat 90. XX w. W artykule rozważono także kwestię budowania tożsamości narodowej obywateli Ukrainy, sprawę przynależności i struktury etnicznej Półwyspu Krymskiego oraz wpływ zróżnicowania etnicznego mieszkańców na kształt sceny politycznej. Zajęto się również charakterystyką porównawczą przemian politycznych początku lat 90-tych, jakie zaszły w Rzeczypospolitej Polskiej i na Ukrainie. Ponadto zaznaczono wątek stosunku Europy Zachodniej i Stanów Zjednoczonych do młodego państwa ukraińskiego w pierwszych latach jego niepodległości. Trudne dzieje oraz bardzo długi okres braku niezależnego państwa mają do dzisiaj znaczący wpływ na sytuację Ukrainy.
Ukraine as a country located in Eastern Europe and a neighbour of the Republic of Poland is its important economic partner, however, knowledge about the recent history of Ukraine and the reasons for its current geopolitical situation are generally unknown. This article attempts to analyze determinants influencing current geopolitical situation of Ukraine. Short history of this territory has been shown from its very beginning to structural transformation of first half of nineties XX c., including political opposition and the process of gaining independence from Soviet Union. The article touches the problem of rebuilding of national identity of ukrainian citizens showing key differences with Crimea and its influence on political scene. Differential characteristic of transformational processes in Poland and in Ukraine is also included. Attitude of EU and USA to Ukrainian independence is also explored. Difficult history and long lack of independent state have significant influence on Ukrainian condition.

Opis:
The subject of analysis is the assumption that the concept of soft power may be used as a theoretical basis for the interpretation of the EU influence on the less stable regions facing the spread of international conflicts. On the basis of current events and the high degree of instability in the region, it should be stated that such instruments are not efficient when it comes to Russia. In order to prove the above mentioned assumption, one needs to define the nature and specificity of the EU as soft power in the post-Westphalian international order. In the context of the use of such instruments, the analysis will also cover the manifestation of their implementation and efficiency in the EU policy towards Ukrainian crisis. Thus, it is essential to answer a few research questions. Firstly, what is the specificity of the EU in post-Westphalian international order? Secondly, what means does the EU have at its disposal and is it able to achieve its objectives and meet expectations which the international environment has towards it? Lastly, how can we assess the efficiency of the soft power instruments used by the Union in specific region of Eastern Europe, particularly during Ukrainian crisis?
Przedmiotem artykułu jest analiza instrumentów miękkiej siły UE wobec konfliktu na Ukrainie. Główne założenie brzmi: koncepcja miękkiej siły może być wykorzystana jako podstawa teoretyczna do interpretacji wpływu Unii Europejskiej na regiony mniej stabilne, szczególnie stojące w obliczu rozprzestrzeniania się konfliktów międzynarodowych. Na podstawie bieżących wydarzeń na Ukrainie i utrzymywania się wysokiego poziomu niestabilności w regionie trzeba jednak stwierdzić, że instrumenty te w stosunku do Rosji są nieefektywne. W celu udowodnienia wyżej wymienionego założenia należy zdefiniować istotę i specyfikę miękkiej siły Unii Europejskiej w postwestfalskim ładzie międzynarodowym. W kontekście stosowania tych instrumentów analiza obejmie też przejawy ich realizacji i efektywność w polityce UE wobec kryzysu na Ukrainie. Zasadnicza jest zatem odpowiedź na kilka pytań badawczych: po pierwsze, jaka jest specyfika Unii Europejskiej w postwestfalskim ładzie międzynarodowym? Po drugie, jakie instrumenty posiada Unia Europejska do swojej dyspozycji i czy jest zdolna za ich pomocą sprostać celom i oczekiwaniom stawianym wobec niej przez środowisko międzynarodowe? Wreszcie, jak możemy ocenić efektywność instrumentów soft power Unii Europejskiej stosowanych przez nią wobec specyficznego regionu Europy Wschodniej, szczególnie podczas kryzysu na Ukrainie?

The Ukraine crisis, which started at the end of November 2013 and in April 2015 turned into armed conflict in the east of Ukraine, had a negative impact on the geopolitical situation of Poland; it compromised Poland’s security and impaired the perception of security among the majority of Polish society. This article’s objective is to outline the direct implications of the crisis and conflict in Ukraine for the security of Poland. These implications include: destabilization of the international security with serious consequences for the security of Poland; an increased sense of threat from Russia in Polish society; increased efforts of Polish foreign and security policy-makers to strengthen military defense potential; reinforcement of NATO’s cohesion and its more active involvement in Polish and Central European security; enhanced cooperation between Poland and the United States in the field of military defense; and increased threats to the economic stability of Poland.
