Opis:: An approach to reliability analysis of two-state systems is introduced and basic reliability characteristics for such systems are defined. Further, a two-state consecutive “ k out of n: F” system composed of two-state components is defined and the recurrent formulae for its reliability function are proposed. The algorithm for numerical approach to reliability evaluation is given. Moreover, the application of the proposed reliability characteristics and formulae to reliability evaluation of the system of pump stations composed of two-state components is illustrated.

Opis:: W artykule przedstawiono propozycję modelu neurorozmytego dla złożonego obiektu nieliniowego. Ze względu na osobliwości modeli analitycznych, zasugerowano strukturę rozmytą z adaptacyjnym doborem parametrów. Opracowano koncepcję adaptacyjnego obserwatora rozmytego, działającego na podstawie stworzonego modelu neurorozmytego. Dokonano oceny efektywności modelu i estymatora adaptacyjnego pod względem złożoności konstrukcji i nakładu obliczeniowego. Procedura implementacji modelu została przeprowadzona z użyciem środowiska obliczeniowego MATLAB.
The paper presents a proposal neurofuzzy model for complex nonlinear plant. Due to the peculiarities of analytical models, suggested fuzzy structure with adaptive selection of parameters. The concept of adaptive fuzzy observer, operating on the basis of created of neurofuzzy model. An evaluation of the effectiveness of the model and adaptive estimator in terms of the complexity of the design and computational effort has been made. Implementations of the model were carried out based on MATLAB environment tools.

Opis:: The paper deals with the application of neural networks for state variables estimation of the electrical drive system with an elastic joint. The torsional vibration suppression of such drive system is achieved by the application of a special control structure with a state-space controller and additional feedbacks from mechanical state variables. Signals of the torsional torque and the load-machine speed, estimated by neural networks are used in the control structure. In the learning procedure of the neural networks a modified objective function with the regularization technique is introduced. For choosing the regularization parameters, the Bayesian interpretation of neural networks is used. It gives a possibility to calculate automatically these parameters in the learning process. In this work results obtained with the classical Levenberg-Marquardt algorithm and the expanded one by a regularization function are compared. High accuracy of the reconstructed signals is obtained without the necessity of the electrical drive system parameters identification. Simulation results show good precision of both presented neural estimators for a wide range of changes of the load speed and torque. Simulation results are verified by the laboratory experiments.

Opis:: The flypaper effect is undoubtedly among the most interesting concepts in subnational government spending behavior. This study is the first attempt to provide empirical evidence on the existence of the flypaper effect in the two largest economies in Sub-Saharan Africa: Nigeria and South Africa. Using the two-step system generalized method of moment’s estimator, our results show that the flypaper effect exists for both state and provincial governments in Nigeria and South Africa. Provincial governments in South Africa are found to be more responsive to positive changes in unconditional federal transfers than state governments in Nigeria. We therefore recommend sensitization on the receipt and disbursement of unconditional federal transfers. This will help reduce the illusion or information asymmetry about the use of unconditional federal transfers.

Opis:: This article proposes a method of study the M/E_s/2/m and M/E_s/2/∞ queueing systems with a hysteretic strategy of random dropping of customers. Recurrence relations are obtained to compute the stationary distribution of the number of customers and steadystate characteristics. The constructed algorithms were tested on examples with the use of simulation models constructed with the help of GPSS World.

Opis:: The subject matter of this article is discussing legal concepts of Ignacy Matuszewski in the interwar period. In the core of the camp of adherents of Piłsudski he was one of the few people interested in the economic issues of the state, what is more he belonged to a small circle of its representatives who themselves formulated original political concepts of the Republic of Poland. Matuszewski’s output as a publicist formed not only the projects of a constitution, but also discussions concerning the shape and functioning of specific constitutional bodies. It was demonstrated that Matuszewski – the proponent of strong power of the head of the state, at the same time was characterised by a pragmatic attitude to system issues. He was against the view that only with the help of adequately enacted law the intended goal could be unfailingly achieved. The article contains the analysis of Matuszewski’s constitutional views from which it could be deduced that he was the advocate of a two-chamber parliament and of effective rule of the Council of Ministers. The study brings closer the achievements of Matuszewski in the sphere of law, which are in our times practically unknown.
