Opis:
W artykule przedstawiono wyniki badań oczyszczania ścieków bytowo-gospodarczych w małej oczyszczalni roślinno-glebowej. Obserwowano zmiany natężenia odpływu oraz stężeń i ładunków fosforu ogólnego odprowadzanych z odciekiem po nawodnieniu powierzchni kwatery dawką surowych ścieków. Badania przeprowadzono w różnych fazach pracy oczyszczalni - na etapie wpracowywania się złoża (1997 r.), właściwej eksploatacji (1999 r.) oraz po kilkuletniej pracy, na przeciążonej kwaterze (2005 r.). Doświadczenia przeprowadzano w miesiącach zimowych i letnich. Cechą charakterystyczną odpływu były maksymalne wartości obserwowane w pierwszych godzinach od pojawienia się odcieku. W większości przypadków maksymalne wartości stężenia fosforu ogólnego oraz jego ładunku odprowadzanego z odciekiem występowały wraz z pojawieniem się największego natężeniem odpływu.
This article shows results of a study on domestic sewage treatment in a small artificial wetland irrigated with domestic raw sewage. Changes of flow intensity, concentrations and loads of total phosphorus in the outflow were observed. The study was conducted in different periods of the treatment plant operation: at the beginning (1997), during proper operation (1999) and after several years of bed functioning in overloaded quarter (2005). The experiment was carried out in winter and summer months. Maximum flow intensity was typically observed in the first hours. In most cases, maximum phosphorus concentration and load discharged with the outflow accompanied maximum flow intensity.

The aim of this study was to assess the reliability of two on-site sewage treatment facilities (BCT S-12 and TJ EP-4) serving two school buildings located in rural communes in Małopolska region. The reliability was determined using Weibull reliability method. The research was conducted for 24 months and it involved the collection and analysis of 48 samples of raw and treated sewage from each facility. The analyses included organic and biogenic pollution, i.e. BOD5 , COD, and total nitrogen. Reliability assessment revealed the following effectiveness for BCT S-12 facility: 77% for BOD5 , 96% for COD and 25% for total nitrogen. For TJ EP-4 facility, the effectiveness was 81%, 88% and 72% for BOD5 , COD and total nitrogen, respectively. Both facilities used the activated sludge process and experienced periodic disturbances in the treatment flow that resulted in reduced sewage treatment efficiency. Considering the above, the processes of nitrification and denitrification in the biological reactor should be streamlined to provide more effective removal of organic and nitrogen-based compounds in the investigated facilities.

Artykuł podejmuje problematykę dotyczącą wykonywania środków zabezpieczających na podstawie przepisów kodeksu karnego wykonawczego. Przede wszystkim w opracowaniu przedstawiono uprawnienia i obowiązki jednego z organów postępowania karnego wykonawczego ujętego w art. 2 pkt 5 k.k.w. – czyli osoby kierującej innym zakładem przewidzianym w przepisach prawa karnego wykonawczego. Podmiot ten jest odpowiedzialny w szczególności za wykonywanie środków zabezpieczających orzeczonych wyrokiem karnym. Zagadnienia te są aktualne w świetle rozważań doktrynalnych, rozwiązań prawnych, a także z praktycznego punktu widzenia, albowiem zasadniczo to właśnie działania podejmowane przez ten organ postępowania wykonawczego warunkują skuteczne i prawidłowe wykonanie wyroku, którym orzeczono wobec sprawcy środek zabezpieczający. Przedmiotem opracowania jest przede wszystkim analiza kompetencji przyznanych osobie kierującej innym zakładem, o jakim mowa w k.k.w,. związanych z przyjęciem sprawcy do zakładu i realizacji orzeczenia o zastosowaniu wobec niego środków zabezpieczających oraz dotyczących kontroli pomieszczeń, w których przebywają sprawcy i ingerencji organu w ich kontakty ze światem zewnętrznym. Ponadto w artykule zaprezentowano pozostałe obowiązki osoby kierującej innym zakładem przewidzianym w przepisach prawa karnego wykonawczego, a także dokonano oceny rozwiązań prawnych w zakresie podjętej problematyki zawartych w ustawach oraz w przepisach pozaustawowych.
The paper concerns the performance of protective measures under the provisions of the Executive Penal Code (k.k.w.). Primarily, it presents the authorisation and duties of one of the organs dealing with criminal enforcement proceedings, provided for in Art. 2 item 5 of k.k.w., that is a person managing another facility regulated by the criminal law. In particular, this entity is responsible for the execution of measures awarded in criminal proceedings. The above issues are current in the light of the doctrine, legal solutions, as well as from the practical point of view since it is the actions undertaken by the body of executive proceedings that determine effective and proper enforcement of the judgment whereby a protective measure was awarded against the perpetrator. This study features an analysis of the powers that a manager of another facility has, as referred to in the k.k.w. related to his/her competence to admit a perpetrator into the facility, implement the judicial decision concerning the application of protective measures, inspect the rooms where perpetrators are detained, and interfere with detainees’ contacts with the outside world. Further, the paper presents other duties of persons heading another penal facility as provided by the Executive Penal Code. It also offers an appraisal of legal solutions to be found in statutes and regulations other than statutes.

A health resort treatment facility is a particular medical entity that performs therapeutic activities because it is located in a health spa resort municipality which has the status of a spa health resort. Only the spa health resort municipality implements its own tasks related to the maintenance of health spa functions, and creates the conditions for this type of health facility to function and to develop the municipal infrastructure in order to meet the needs of people staying in the municipality for spa resort treatment. The basic, but not the sole, purpose of establishing and maintaining a health resort treatment facility is medical activity consisting in providing spa patients with health services performed as part of spa treatment integrated into the health care system. The study focuses on how the definition of this type of facility has evolved in the legislation and the directions of changes that have occurred as a consequence of the change in the legal status, as well as other important terms referring directly to the spa treatment facility. The presentation of its various types and tasks performed by these establishments enables the identification of numerous interpretation problems related to their qualification. Due to the diversified ownership structure of these medical entities, reference is made to their organizational and legal forms, with a demonstration of the possible consequences that result from transforming these establishments into health resort companies. The current epidemic in Poland allows the scope of limitations in the operation of spa treatment facilities to be shown and, consequently, changes in the organization of some types of these facilities.

Spa treatment, which constitutes an integral part of health care, is an organized activity consisting in providing health care services in the field of spa treatment or spa rehabilitation carried out in a spa by spa treatment facilities. In order to ensure the proper and efficient operation of this form of treatment in specially adapted facilities that are medical entities, this treatment is subject to professional supervision. Supervision over health resort treatment entails the control and evaluation of health resort treatment carried out in health resort treatment establishments. This issue is regulated primarily in the Act of 28 July 2005 on spa treatment, health resorts and health resort protection areas and in health resort communes, as well as in the Act of 15 April 2011 on medical activity. The study contains an analysis and evaluation of the legal regulations concerning the supervision of spa treatment. It discusses the basic terms related to spa issues and presents some concepts of control and supervision in terms of the doctrine. Spa supervision is characterized by specific regulations and the degree of complexity. This applies to individual issues that allow the reconstruction of the essence of supervision. These are the supervisory authorities, subject of supervision, the supervised entities, criteria and scope of supervision exercised and legal means of supervision. The authorities supervising the health resort treatment include the Minister of Health, the Voivode, the Minister of National Defense and the Minister of the Interior. In this article, in the analysis of the scope of his competences and control and supervisory powers great attention is paid to the Minister of Health as the central body of government administration in the field of matters belonging to the department of health administration managed by him. Due to the specific nature of supervision of this treatment carried out in the voivodeship, the legal position of the chief physician of the health resort, with whose help the voivode exercises this supervision, was analyzed. Since spa treatment is carried out in spa facilities in a health resort, the study contains the problem of separate control procedurescarried out in this area, within which special attention is paid to internal, management and ad hoc control.

The spa treatment facility located in the health resort is distinguished by its specificity due to the fact that it conducts spa treatment in this type of medical entity. For the proper performance of the healing function and offering the health services for which a given spa is intended, the human factor plays an important role, taking into account the specificity of the health resort. This applies to those constituting the authorities of a health resort treatment facility, namely the manager and social committee (which in this study are limited to non entrepreneurs), as well as medical professionals and other employees. The special powers of the authorities and staff of spa treatment facilities towards the people using the health services provided there are reflected in the sources of law, which include the statute and organizational regulations of this type of medical facility. The article contains an analysis and assessment of legal regulations relating tothe scope of the activities of the authorities of this type of spa treatment facilities, with particular emphasis on the manager and social council and staff, especially person body plays a fundamental role in managing a medical facility, with responsibility for management and for all facility employees. On the other hand, the social committee, which is the collegiate body of this institution, is appointed only ina non-entrepreneurial medical facility, and this body is characterized by a specific legal nature that performs various tasks. The efficient operation of the plant is also ensured by professional medical staff, other medical workers and other employees. The legal status of company bodies and personnel is presented in terms of generally applicable regulations, as well as in the context of the organizational regulations and the statute of the spa treatment facility.

Introduction/background: Following the SARS-CoV-2 virus outbreak, the goals of the health care system had to be adapted to the changed environment to meet the health care needs of patients and the expectations of Polish health care workers for safe working conditions in emergency situations. The need for change concerning the health workforce, is mainly due to organisational and economic changes affecting health care systems worldwide and affects all forms of health care. The aim of this paper is to determine the impact of the COVID-19 pandemic on the operation of a selected treatment facility. The research resulted in the author's master's thesis. Aim of the paper: The aim of the paper is to determine the changes that may have occurred in the operation of the treatment facility under investigation, influenced by the events taking place as a result of the COVID-19 coronavirus pandemic, and to analyse the assessment of the staff of the treatment facility before and during the COVID-19 pandemic. Materials and methods: Literature analysis, analysis of source materials (internal), survey method - technique: indirect survey, tool: survey questionnaire. Results and conclusions: The COVID-19 pandemic showed the state of the treatment facilities and the measures taken to cope with the new operating conditions. It is important to address staff shortages: nurses, doctors, economists trained in health system administration. Deficiencies in the health care system were revealed. Working in an environment with a lack of equipment and personnel forces changes in treatment methods. The application of standard treatment methods, developed under normal conditions, turns out to be either suboptimal to protect life and health or impossible. The most obvious conclusion is the lack of equipment, which occurs when the practitioner does not have the necessary tools or protective equipment that are formally authorised for medical use. Another of the identified frailties is the lack of adequate preparation of staff to work under stressful and even 'combative' conditions, contributing to staff overload, which may result in staff wanting to change jobs. Another finding is the lack of a developed procedure in terms of storage policy, which has a significant impact on the shortage of medical equipment in the medical facility. In addition, the sudden increase in the number of patients could have been a reason for employees to feel increased stress or a desire to change jobs. Such feelings, on the other hand, may have been the result of a lack of knowledge regarding the medical management of SARS-COV-2 coronavirus patients, in which certain risky emergency procedures were reserved for specialists or specially trained persons (e.g. intubation).

The article presents the institution of corporate governance in spa treatment entities that conduct organized activities in the field of providing spa health care services and spa rehabilitation. Using the term health resort management adopted for the purposes of this study, attention is drawn to the general administrative powers of the health resort authorities towards users (patients). There is no doubt that this sovereignty is necessary to achieve the objectives of a given entity. In the case presented here, the goal of the health resort treatment facility is to conduct spa treatment and to provide patients with guaranteed health services in this area. This study confirms that the acts of corporate law include organizational regulations and the statute of the health resort in the health resort. Against their background, reference is made to the problem of compliance with the corporate governance guaranteed by authoritative legal measures. The aim of the study is to analyze and evaluate the legal regulations concerning the authority used in the spa treatment facility. In this matter, the concept and essence of the institution of corporate governance on the grounds of doctrine and jurisprudence are discussed, and a catalog of features typical of spa company governance is indicated. The institution of the company regulations and statutes of the spa treatment facility is also examined, indicating the characteristics and legal nature of the standards established by company bodies, in terms of both the legal forms of operation of the facility and the sources of law. The issues of users and the use of a spa treatment facility allow for the indication of the rights and obligations of users of this type of facility, along with showing doubts regarding the issue of paying fees for health services in the field of spa treatment or spa rehabilitation.

The article aims to determine the share of mechanical-biological installation of waste processing (MBP) in the levels of recycling and preparation for the reuse of paper, metals, plastics, and glass (PMPG) achieved by municipalities. Two MBP installations were taken for the analysis - with the highest and the lowest share of municipalities in the Podlaskie Voivodship (Poland), which reached the recycling level required in 2019. In order to determine the share of MBP installations in the level of recycling achieved by communes, the share of the mass of recycled PMPG waste segregated from mixed municipal waste was calculated: in the total mass of generated PMPG waste and in the total mass of recycled PMPG waste from the municipal waste stream. On the basis of the conducted analyses, it should be stated that the MBP installation may have an impact on the achievement by municipalities of the recycling level required by law.
Celem artykułu jest określenie udziału instalacji do mechaniczno-biologicznego przetwarzania odpadów komunalnych (MBP) w wysokości osiąganych poziomów recyklingu i przygotowania do ponownego użycia papieru, metali, tworzyw sztucznych i szkła (PMPG) przez gminy w województwie podlaskim (Polska) w 2019 r. Analizie poddano samorządy gminne kierujące zmieszane odpady komunalne do instalacji MBP o największym i najmniejszym udziale gmin, które osiągnęły wymagany poziom recyklingu. Otrzymane wyniki dotyczące udziału masy odpadów PMPG wysegregowanych ze zmieszanych odpadów komunalnych w dwóch analizowanych instalacjach MBP zestawiono z osiągniętymi przez gminy poziomami recyklingu oraz łączną masą odpadów poddanych recyklingowi. Wysoki udział MBP w masie odpadów poddanych recyklingowi nie determinował osiągnięcia przez wszystkie gminy wymaganego poziomu recyklingu, natomiast niski udział nie przesądzał o nieosiągnięciu przez gminę poziomu recyklingu.
