The article discusses the theoretical principles of statistical research with regard to the national market of logistics services during wartime. The system of statistical indicators of the research of the logistics services market is structured through the allocation of separate blocks of indicators by priority of their estimation in war conditions. The market of logistics services of Ukraine is characterised by selected blocks of indicators. The paper identifies the main structural changes that occurred due to the hostilities faced by the country. Moreover, the authors determine the main factors influencing the functioning of the analysed market during war, as the statistical study of these factors is considered necessary for the transformation and development of logistics services. It is substantiated that taking into account such statistical indicators as the level and availability of logistics infrastructure, security, the human factor and changes in legislation are likely to result in a new alternative direction of logistics routes and contribute to the development of the logistics services market in general. The authors proposed the construction of a centralised electronic service (or several services) with the purpose of consolidating information about the logistics infrastructure. The software system should offer the option of an operational interactive visualisation.

In the aftermath of the sinking of the US-flagged containership El Faro in October 2015, one of the U.S. National Transportation Safety Board’s (NTSB) recommendations was for the National Oceanic and Atmospheric Administration (NOAA) to explore increasing the collection of weather data from ships in order to improve the weather forecast products that they distribute. Currently NOAA runs the Voluntary Observing Ship (VOS) program, where ships voluntarily submit weather observations to NOAA. However, only a small fraction of the thousands of vessels sailing worldwide participate in this program, and VOS weather observations are submitted infrequently, typically four times per day via a mainly manual process. One method being explored to automate and increase the frequency of data submittal is by using the existing Automatic identification System (AIS) equipment installed aboard vessels. Most commercial ships (in particular those subject to the International Maritime Organization's (IMO) Safety of Life and Sea (SOLAS) convention) have a Class A AIS transceiver installed to comply with mandatory carriage requirements. Many vessels not required to carry AIS equipment voluntarily install AIS transceivers (either Class A or B). All of these AIS transceivers (except for the Class B “CS”) can be used to transmit an AIS message 8 (broadcast binary message) by sending the transceiver an appropriately formatted NMEA sentence (BBM). Weather data can be embedded in an AIS application-specific message (ASM) carried by the AIS message 8 and automatically transmitted by the ship. This transmission can be received by terrestrial AIS stations (when in range) or by satellite AIS receivers. The AIS weather data can then be converted into the appropriate format and forwarded to the weather forecasting offices for use in models and weather predictions. This data may also be of use to other researchers monitoring climate change or other environmental factors. By leveraging this existing base of AIS transmitters, the volume of weather data being sent to weather forecast offices and others could be greatly increased. The U.S. Army Corps of Engineers (USACE) and U.S. Maritime Administration (MARAD) have been exploring the feasibility of this concept. Following a simple bench test performed by Alion Science in September 2018, an initial proof-of-concept was tested aboard the MARAD vessel Cape Wrath while moored in Baltimore in October 2018. After this successful demonstration, a prototype was installed on the Massachusetts Maritime Academy training ship TS Kennedy during her training cruise Jan-Feb 2019. During this cruise, the AIS equipment aboard the ship transmitted weather data at 3-minute intervals. Several different ASM formats were tested, including two developed specifically for this test to improve satellite reception. This report will discuss the concept, the demonstrations, and the results to date including the efficacy of the various ASM formats.

More and more attention become to Transport Company’s functioning efficiency due to growing of goods’ nomenclature and specific requirements for their service. Existing scientific and practical approaches to managing of transportation process consider separate service of each contract individually. Up-today requirements for transportation services complicate such evaluation. These requirements primarily include transportation frequency and volumes variation in each logistics system due to seasonal consumption of material flows. Different seasonality leads to irrational use of vehicles and decrees of their efficiency. All this gives rise to the mechanism of compatible transportation service of numerous logistics systems and their material flows by any enterprise. The paper consist of next sections the analysis of scientific framework and methods on the transportation services, fleet estimation, efficiency evaluations, analysis of requirements of transportation services; Mechanism of joint transportation services; Modelling of transportation services in logistics systems, where joint efficiency estimation of transportation functioning and logistics system and conclusions. The proposed methods and tools in the complex allow to identify and evaluate the effectiveness of the joint motor transport service of logistic systems by own and hired vehicles compared to the separate on the basis of performance indicators, which vary depending on the technological parameters: transport distances, runway usage factor, cargo class, load capacity of motor vehicles . The offered approach will reveal: regularities of change of indicators of efficiency of variants of the joint motor transport service between the traditional approach (a separate calculation of efficiency for each logistics system) and the proposed (calculation of compatible services), which allows to determine the equivalent cost of transport services during motor transport maintenance of material flows. The calculations confirm the effect of use compared to the separate combined transportation of material flows, which will be shown in reducing the required amount of vehicles by 31,8% and increasing efficiency from 5% to 60%, depending on the initial values of the transportation services parameters. The results of the project can be used in the formation of a freight vehicle fleet of any enterprise that is faced with the issue of hiring transport or have its own, PL providers, transport companies, and others.

Ocenie zostanie poddana także jakość usług oferowanych przez przewoźników miejskich w Krakowie, ich tabor, ceny biletów oraz zamieszczone zostaną opinie pasażerów o tej formie przemieszczania się na krótkie odległości.
This article focuses on the issues regarding the city transport. The significance of city transport in Poland from 2014 to 2016 is discussed, including the demand for this type of travel in various regions of the country. The means of transport and transport infrastructure used to meet the society’s needs in terms of moving about the city and the suburban areas is characterized. The quality of services offered by the city’s transport operators in Krakow is also examined as well as their fleet vehicles and ticket prices. Furthermore, passengers’ opinions about this form of travelling short distances are included.

The process of monitoring vehicle traffic and detecting traffic incidents and traffic obstructions requires access to information from sensors located at various points of monitoring and data acquisition systems constituting elements of contemporary Intelligent Transportation Systems (ITS). Unmanned aerial vehicles (UAVs) are increasingly becoming an element of ITS used in reconnaissance, preventive or rescue operations. Ensuring the efficiency of transportation in conditions of increased traffic requires providing users with multimedia information about: meteorological conditions prevailing on roads, traffic, current events and difficulties, and information on the availability of parking spaces. In each of the mentioned cases, the reliability and quality of information provided with the use of UAVs is an extremely important issue. Therefore, the provision of video surveillance services with a predictable level of quality and reliability is an important challenge for UAVs practical implementations. Thus, the fundamental research problem considered in the publication is the analysis of the impact of environmental and technical parameters on the quality and reliability of the UAVs video monitoring service provided in a real operating environment.

In Japan, it is becoming difficult to move freight long distances using only trucks, owing to a shortage in truck drivers. In this context, there is a tendency to also actively utilize ferries or roll-on/roll-off (RORO) ships. Intermodal freight transport uses two or more suitable modes of transport from the origin of goods to the destination. In order to promote intermodal freight transport, it is necessary to analyze factors such as the characteristics of transported goods, transportation services and fares, and lot sizes. In this study, we focused on ferries and RORO ships in Japan, and attempted to identify cargoes transported using different modes of transport, based on the net freight flow census. In conclusion, high volumes of “agricultural and fishery products,” “metal machinery,” “chemical industrial,” “light industrial,” and “miscellaneous manufacturing products” can be transported using ferries or RORO ships. Specifically, there is a tendency that products are segregated by transportation mode such as a truck, or a ferry and a RORO ship.

Artykuł przedstawia porównanie poziomu logistycznej obsługi klienta świadczonej przez dwóch przewoźników wykonujących usługi transportowe dla wybranej firmy XYZ. Zestawiono ze sobą parametry dotyczące czasu, niezawodności, komunikacji oraz wygody dostarczania. Poziom obsługi logi-stycznej u badanych operatorów oceniono jako wysoki, w niektórych aspektach wyższy jego poziom cechuje przewoźnika A. W trakcie analizy zidentyfikowano obszary do doskonalenia dla obu partnerów firmy XYZ. W przypadku operatora A jest to niezawodne dostarczanie przesyłek o wysokiej wartości oraz przedstawianie zleceniodawcy na czas dokumentów odrzuceń. Przewoźnik B również powinien udoskonalić powyższe parametry, jednocześnie zwracając uwagę na zmniejszenie liczby opóźnień i uszkodzeń przesyłek.
The article presents a comparison of logistic customer service level provided by the two transporter operators for selected company XYZ. Time, reliability, communication and convenience of delivery were compared. The logistic services of the surveyed carriers were highly evaluated, yet operator A was found better in several aspects. Thanks to the analysis area of improvement for both shipping companies has been identified. In the case of logistic provider A – reliability of high value shipments needs to elevate and issue with sharing of refusals documents in acceptable time has to be addressed. Same issues should be of concern for shipping operator B. Additionally amount of delayed and damaged shipments has to be reduced.

This paper presents results of research on the need for transportation services and their forms. Based on a conducted survey it might be stated that 59.04% of farmers see a need for transportation service and the share in answers increases along with an increase in age of the respondents (50% for group A and 68.18% fro group C). 46.94% of respondents point to time savings as the most common reason for such service demand. The average of service users is 48.80%, but this number increases along with an increase in farmers’ age. The most frequent justification for the use of transportation services is time efficiency (increase in number of users along with an increase in age) and cost efficiency (there is however an opposite correlation). 43.98% of farmers are service providers and their main reason is additional income, with a decreasing tendency along with an increase in age. Combination of supply services and sales with transportation services performed by compa-nies who supply and purchase products is the most frequently quoted service model, with the average of 36.73% and a decrease in interest in such ventures along with an increase in farmers’ age is visible. Another model is neighbour-to-neighbour services, with an average of 30.73% and a significant increase along with an increase in farmers’ age.
Przedstawiono wyniki badań dotyczących potrzeby usług transportowych na terenach wiejskich i ich modelu. Na podstawie przeprowadzonych badań można stwierdzić, że 59,04% rolników widzi potrzebę usług transportowych i w miarę wzrostu wieku właściciela liczba odpowiedzi rośnie (grupa A 50% i grupa C 68,18%). Oszczędność czasu (46,94% odpowiedzi) to najczęstszy powód zapotrzebowania na usługi. Przy średniej 48,80% korzystających z usług w miarę wzrostu wieku rolnika liczba korzystających rośnie. Podstawowym powodem korzystania z usług jest oszczędność czasu (wzrost korzystających wraz ze wzrostem wieku), drugi powód to taki, że usługi są tańsze (tendencja odwrotna}. 43,98% rolników jest usługodawcami, a główny powód to dodatkowy zarobek - widoczna tendencja malejąca w miarę wzrostu wieku rolnika. Łączenie zaopatrzenia i sprzedaży produktów z transportem wykonywanym przez firmy zaopatrujące w środki i zakupujące produkty, to najczęściej wymieniany model obsługi (36,73% odpowiedzi) ma coraz mniejsze zainteresowanie w miarę wzrostu wieku rolnika. Drugi z kolei model to usługi sąsiedzkie (30,73% odpowiedzi), na który występuje znaczny wzrost zainteresowania w miarę wzrostu wieku rolnika.

Obecnie szacuje się, że liczba zgonów w Polsce z powodu chorób układu krążenia w roku 2020 przekroczy 200 tysięcy. Z tego powodu należy zwrócić uwagę na kwestię profilaktyki zarówno pierwotnej jak i wtórnej. Leczenie Uzdrowiskowe oferuje kompleksową fizjoterapię, która jest łączona z balneologią specyficzną dla danego regionu. W artykule przedstawiono oceny uzyskane od kuracjuszy na temat walorów zdrowotnych, atrakcyjności turystycznej i dostępności komunikacyjnej uzdrowiska Nałęczów. Zaprezentowano również charakterystykę regionu Nałęczowa a także samego Uzdrowiska Nałęczów, uwzględniając rodzaje zabiegów wykonywanych w ośrodku. Zwrócono również uwagę na położenie geograficzne i szczególny rodzaj obecnego mikroklimatu korzystnie wpływające na zdrowie kuracjuszy Celem artykułu jest analiza jakości usług świadczonych w Uzdrowisku Nałęczów w opinii respondentów. Badania przeprowadzono metodą sondażu diagnostycznego z wykorzystaniem techniki ankietowej.
Currently, it is estimated that the number of deaths in Poland due to cardiovascular diseases in 2020 will exceed 200,000. For this reason, attention should be paid to the issue of primary prevention and secondary prevention. Health resort’s treatment offers comprehensive physiotherapy, which is combined with balneology specific to the region. This article presents the results obtained from the patients on the health, tourist attractiveness and accessibility of the Nałęczów health resort. The characteristics of the Nałęczów region as well as the Nałęczów resort itself were also presented, taking into consideration the types of treatments performed at the resort. Attention was also paid to the geographic location and the particular type of present microclimate that is beneficial to the health of the patients. The aim of the article was to evaluate the service spectrum and communication accessibility of the Nałęczów Health Resort. The study was carried out using the diagnostic survey method, using the author's own method.

Opis:
Formation of rational delivery routes is the main way to increase the effectiveness of client services for freight forwarding companies. The main part of the requests for transport services comes from occasional (non-constant) clients. The set of those requests forms a stochastic flow. For stochastic requests flow, the delivery routes are formed in the process of the requests receipt. Therefore, the standard approaches for merging of requests from multiple clients into routes, based on linear programming techniques, cannot be used in such conditions. An algorithm of formation under the stochastic demand conditions of such delivery routes, which allow servicing of two or more shippers, is proposed in the paper. The author has developed a specialized software to support decisions made by dispatchers of forwarding companies.

Leczenie uzdrowiskowe jest coraz chętniej wybierane przez pacjentów, ze względu na kompleksowe połączenie zabiegów fizykoterapeutycznych, kinezyterapeutycznych i balneologicznych. Z reguły trwa ono 3 tygodnie, więc jest to okres czasu rekonwalescencji, który może w istotny sposób wpłynąć na stan zdrowia. Terapia jest systematyczna a zabiegi można łączyć tak, aby wzajemnie się intensyfikowały. To, co ma duże znaczenie to dostępność komunikacyjna uzdrowiska, ponieważ mimo przewagi pacjentów korzystających z własnego samochodu, część kuracjuszy dociera do ośrodka innym rodzajem transportu. Krynica-Zdrój charakteryzuje się posiadaniem złóż wód leczniczych, dlatego w artykule zwrócono uwagę na schorzenia układu pokarmowego, które można leczyć i łagodzić wodami mineralnymi. Celem artykułu była ocena spektrum usług oraz dostępności komunikacyjnej Uzdrowiska Krynica-Zdrój. Badania przeprowadzono metodą sondażu diagnostycznego z wykorzystaniem autorskiego kwestionariusza ankiety.
Health resort`s treatment is increasingly eagerly chosen by patients, due to a comprehensive combination of physiotherapeutic, kinesitherapeutic and balneological procedures. Usually it takes three weeks, so this is a period of recovery time, which can have a significant impact on health. Therapy is systematic, treatments can be combined to intensify one another. What is important is the communication accessibility of the health resort, because despite the advantage of patients using their own car, some of the patients get to the center by other means of transport. Krynica-Zdrój is characterized by the possession of medicinal waters, so the article highlights the diseases of the digestive system, which can be treated and mitigated by mineral water. The aim of the article was to evaluate the service spectrum and communication accessibility of the Krynica-Zdrój Health Resort. The study was carried out using the diagnostic survey method, using the author's own method.

In recent years we can see intensifying implementation of Intelligent Transport System (ITS) measures in Polish cities and on national roads. The architecture of the National Traffic Management System (KSZR) will enable the implementation of a uniform, integrated and intelligent ICT system to launch ITS systems that are the most important for drivers and the General Directorate for National Roads and Motorways (GDDKiA). This paper presents the current state of the implementation of the ITS services on national roads in functional, physical and logical terms and the premises for the KSZR’s development. The description of the state of the development of ITS services on national roads was compiled within the framework of the RID 4D “The impact of the usage of Intelligent Transport Systems services on the level of road safety” research project, funded by the National Centre for Research and Development and the General Directorate for National Roads and Motorways.

W artykule omówiona została obecna sytuacja rynkowa sektora usług transportowych w Polsce, a także określono aktualną pozycję przedsiębiorstw, wykonujących usługi w obrębie rynku TSL. Ponadto przedstawiono także zmiany, jakie dokonano w obrębie transportu i infrastruktury po przystąpieniu Polski do Unii Europejskiej. Głównym celem było omówienie sposobów zarządzania procesami logistycznymi w przedsiębiorstwach transportowych na przykładzie wybranego przedsiębiorstwa z branży transportowej. Do badania wykorzystano prężnie działające przedsiębiorstwo świadczące usługi w zakresie TSL (Transport Spedycja Logistyka) na rynku polskim jak i międzynarodowym.
The article discussed the current market situation transport sector in Poland, and also set the current position of the companies providing services within the TSL market. In addition, also it presented the changes that have been made within the transport and infrastructure after the Polish accession to the European Union. The main purpose was to discuss ways to manage logistics processes in transport enterprises on the example of the enterprise in the transport sector. The study used thriving company providing services in the field of TSL (Transport Forwarding Logistics) on the Polish market and internationally.

W artykule przedstawiono koncepcję wykorzystania lekkich, samobieżnych zestawów kolejowych do wspomagania procesów związanych z obsługą ruchu towarowego na obszarach aglomeracyjnych. Ze względu na specyfikę wskazanych obszarów, w tym przede wszystkim wzmożone zapotrzebowanie otoczenia w zakresie realizacji dostaw, strefy takie narażone są na dynamiczny i często niekontrolowany wzrost udziału transportu samochodowego w przewozach ogółem. Łącząc opisane zjawisko ze zwiększającymi się potrzebami transportowymi mieszkańców, na wskazanych obszarach dochodzi zazwyczaj do powstawania niekorzystnych zjawisk związanych z kongestią transportową. Prezentowana koncepcja mogłaby przyczynić się do zwiększenia udziału kolei w obsłudze ruchu towarowego (w tym również w zakresie ładunków występujących w ilościach uniemożliwiających sformowanie zestawów całopociągowych), co docelowo mogłoby przynieść wymierny efekt w postaci odciążenia infrastruktury transportu samochodowego i zmniejszeniu występującej na niej kongestii. Za pilotażowy obszar rozważań przyjęto region aglomeracji szczecińskiej. Rozważania wynikają bezpośrednio z udziału autora w przygotowaniu „Koncepcji Szczecińskiej Kolei Metropolitalnej” (SKM), a następnie w realizacji studium wykonalności SKM. Zakładana we wskazanym studium poprawa stanu infrastruktury „szczecińskiego węzła kolejowego”, w ujęciu zarówno jakościowym, jak też ilościowym, może stanowić istotny potencjał dla rozwoju towarowego transportu kolejowego w regionie – w postaci np. analizowanego systemu „Lekkiej Kolei Towarowej”.
The article presents the concept of using lightweight, self-propelled railway sets to support freight processes in agglomeration areas. Due to the nature of selected areas, including in particular the increased demand for deliveries, such zones are exposed to dynamic and often uncontrolled increase in the share of car transport in total transportation. Combining indicated phenomenon also with increasing transport needs of residents and users on designated areas usually results in the formation of adverse events associated with the transport congestion. The concept presented in the article could help to increase the share of rail transport in handling freight (including due to technical and organizational capabilities, also in terms of cargo handling in quantities preventing the formation of block train compositions), which ultimately could bring measurable effects by relieving transport infrastructure and reducing congestion. The pilot area became the region of Szczecin agglomeration. Adopted considerations arise directly from the author’s participation in the preparation of the “Concept of the Szczecin Metropolitan Railway” (SKM), then the implementation of the SKM feasibility study. Improvement of infrastructure of “Szczecin railway junction”, both in terms of quality and quantity, assumed in the study may be an important potential for the development of freight rail transport in the region – in the form of e.g. the analyzed “Light Freight Railway” system.

W artykule omówiona została specyfika monitoringu jakości usług publicznych – czym jest oraz skąd się bierze jego coraz większe znaczenie w Polsce. Następnie przedstawiony został podział monitoringu jakości usług publicznych w różnych aspektach. Krótko wyjaśnione zostały też modele będące podstawą kształtowania monitoringu jakości usług publicznych. Na tle tych kwestii wprowadzających i teoretycznych przedstawiona została propozycja monitoringu jakości usług publicznych na szczeblu lokalnym. Następnym elementem artykułu jest omówienie aspektu transportowego w propozycji monitoringu jakości usług publicznych na szczeblu lokalnym. W ramach tej części artykułu przedstawiono w pierwszej kolejności założenia tego aspektu – w tym przede wszystkim system wskaźników monitoringu bezpośrednio związanych z aspektem transportowym, a w drugiej kolejności doświadczenia wynikające z implementacji aspektu transportowego monitoringu.
The paper discusses the specificity of monitoring the quality of public services – what it is and where its growing importance in Poland comes from. Next the division of monitoring the quality of public services in various aspects is presented. The underlying models in shaping monitoring the quality of public services are also briefly explained. At the background of these introductory and theoretical issues, the proposal for monitoring the quality of public services at the local level is presented. The next part of the paper constitutes an overview of the transport aspect in the proposal for monitoring the quality of public services at the local level. As part of this section of the paper, first of all, the premises of that aspect have been presented – in particular, including a system of indices of monitoring directly related to the transport aspect, and then the experience with implementation of the transport aspect of monitoring.
