W artykule omówiona została obecna sytuacja rynkowa sektora usług transportowych w Polsce, a także określono aktualną pozycję przedsiębiorstw, wykonujących usługi w obrębie rynku TSL. Ponadto przedstawiono także zmiany, jakie dokonano w obrębie transportu i infrastruktury po przystąpieniu Polski do Unii Europejskiej. Głównym celem było omówienie sposobów zarządzania procesami logistycznymi w przedsiębiorstwach transportowych na przykładzie wybranego przedsiębiorstwa z branży transportowej. Do badania wykorzystano prężnie działające przedsiębiorstwo świadczące usługi w zakresie TSL (Transport Spedycja Logistyka) na rynku polskim jak i międzynarodowym.
The article discussed the current market situation transport sector in Poland, and also set the current position of the companies providing services within the TSL market. In addition, also it presented the changes that have been made within the transport and infrastructure after the Polish accession to the European Union. The main purpose was to discuss ways to manage logistics processes in transport enterprises on the example of the enterprise in the transport sector. The study used thriving company providing services in the field of TSL (Transport Forwarding Logistics) on the Polish market and internationally.

Artykuł przedstawia porównanie poziomu logistycznej obsługi klienta świadczonej przez dwóch przewoźników wykonujących usługi transportowe dla wybranej firmy XYZ. Zestawiono ze sobą parametry dotyczące czasu, niezawodności, komunikacji oraz wygody dostarczania. Poziom obsługi logi-stycznej u badanych operatorów oceniono jako wysoki, w niektórych aspektach wyższy jego poziom cechuje przewoźnika A. W trakcie analizy zidentyfikowano obszary do doskonalenia dla obu partnerów firmy XYZ. W przypadku operatora A jest to niezawodne dostarczanie przesyłek o wysokiej wartości oraz przedstawianie zleceniodawcy na czas dokumentów odrzuceń. Przewoźnik B również powinien udoskonalić powyższe parametry, jednocześnie zwracając uwagę na zmniejszenie liczby opóźnień i uszkodzeń przesyłek.
The article presents a comparison of logistic customer service level provided by the two transporter operators for selected company XYZ. Time, reliability, communication and convenience of delivery were compared. The logistic services of the surveyed carriers were highly evaluated, yet operator A was found better in several aspects. Thanks to the analysis area of improvement for both shipping companies has been identified. In the case of logistic provider A – reliability of high value shipments needs to elevate and issue with sharing of refusals documents in acceptable time has to be addressed. Same issues should be of concern for shipping operator B. Additionally amount of delayed and damaged shipments has to be reduced.

Przedstawiono strategię przedsiębiorstwa podjętą w celu ograniczenia liczby reklamacji niezadowolonych klientów.
In this paper have been characterized range of services provided by one of the transport companies having their registered office in Szczecin. The paper also presented the profile of the company. There are also described methods of realization the customer's complaints. It showed the number of complaints reported during the company's activities and their character. The following study described the company strategy taken to reduce the number of lodged complaints by claimant.

Poland's accession into the European Union (EU) has had a huge impact on the country's tourism sector. Thanks to EU funding, tourist infrastructure was developed, which greatly contributed to the improvement of the quality of tourism services offered. Another important factor was Poland's joining of the EU Schengen zone, and associated with it increased tourists volume. Since transportation is a basic and fundamental service in tourism, it has an impact on tourist traffic. The ability of people to transport themselves to attractive tourist sites is the groundwork of tourism, and therefore, the transportation that facilitates this movement dramatically influences tourism development and people's participation in it. This correlation can be analyzed on a macro scale, as well as on a micro scale, at the destination site. Selection of a suitable means of transportation is a very important decision for a prospective traveler. There are several criteria for deciding on the best transportation method to use, such as the goals and type of the trip, the quality standards of the means of transportation, the cost of the journey, and the distance and the geographic location of the destination. The authors analyzed transportation services offered in tourism, and conducted an investigation to determine choice means of transportation in selected recreation and tourism activates. Additionally, they analyzed factors that influence the decision process in selecting means of transportation.

The article concerns the External Aviation Policy of the EU. The Author considers the genesis and development of international policy in the air transport sector. Also covered are the role and legal, economic and political implications of judgements rendered on 5 November 2002 by the European Court of Justice, as well as three pillars on which the EU External Aviation Policy is based. The paper describes also EU’s cooperation in the aviation field with key regional and global partners and presents the perspectives and general objectives of the future external aviation policy of the EU.

W prezentowanej pracy główna uwaga została skupiona na omówieniu tendencji rozwojowych na polskim rynku spedycyjnym. In this paper the main attention was focused on discussing the development trends on the Polish forwarding market. The aim was to formulate answers to questions about whether, in the last years the market for freight services in Poland has been intensive development, the most important factors which have an impact on this development, and what prospects are against this market. The work is divided into three chapters. The first focused on discussing the substance of shipping, including analyzing the term "forwarding" and describing the types of freight. In the second chapter we characterized the most important factors affecting the functioning of forwarding services market in Poland following transformational changes in the late eighties and early nineties the twentieth century. On the other hand, in the third chapter describes current forwarding market in Poland and the prospects that lie before him.

In recent years we can see intensifying implementation of Intelligent Transport System (ITS) measures in Polish cities and on national roads. The architecture of the National Traffic Management System (KSZR) will enable the implementation of a uniform, integrated and intelligent ICT system to launch ITS systems that are the most important for drivers and the General Directorate for National Roads and Motorways (GDDKiA). This paper presents the current state of the implementation of the ITS services on national roads in functional, physical and logical terms and the premises for the KSZR’s development. The description of the state of the development of ITS services on national roads was compiled within the framework of the RID 4D “The impact of the usage of Intelligent Transport Systems services on the level of road safety” research project, funded by the National Centre for Research and Development and the General Directorate for National Roads and Motorways.

In the aftermath of the sinking of the US-flagged containership El Faro in October 2015, one of the U.S. National Transportation Safety Board’s (NTSB) recommendations was for the National Oceanic and Atmospheric Administration (NOAA) to explore increasing the collection of weather data from ships in order to improve the weather forecast products that they distribute. Currently NOAA runs the Voluntary Observing Ship (VOS) program, where ships voluntarily submit weather observations to NOAA. However, only a small fraction of the thousands of vessels sailing worldwide participate in this program, and VOS weather observations are submitted infrequently, typically four times per day via a mainly manual process. One method being explored to automate and increase the frequency of data submittal is by using the existing Automatic identification System (AIS) equipment installed aboard vessels. Most commercial ships (in particular those subject to the International Maritime Organization's (IMO) Safety of Life and Sea (SOLAS) convention) have a Class A AIS transceiver installed to comply with mandatory carriage requirements. Many vessels not required to carry AIS equipment voluntarily install AIS transceivers (either Class A or B). All of these AIS transceivers (except for the Class B “CS”) can be used to transmit an AIS message 8 (broadcast binary message) by sending the transceiver an appropriately formatted NMEA sentence (BBM). Weather data can be embedded in an AIS application-specific message (ASM) carried by the AIS message 8 and automatically transmitted by the ship. This transmission can be received by terrestrial AIS stations (when in range) or by satellite AIS receivers. The AIS weather data can then be converted into the appropriate format and forwarded to the weather forecasting offices for use in models and weather predictions. This data may also be of use to other researchers monitoring climate change or other environmental factors. By leveraging this existing base of AIS transmitters, the volume of weather data being sent to weather forecast offices and others could be greatly increased. The U.S. Army Corps of Engineers (USACE) and U.S. Maritime Administration (MARAD) have been exploring the feasibility of this concept. Following a simple bench test performed by Alion Science in September 2018, an initial proof-of-concept was tested aboard the MARAD vessel Cape Wrath while moored in Baltimore in October 2018. After this successful demonstration, a prototype was installed on the Massachusetts Maritime Academy training ship TS Kennedy during her training cruise Jan-Feb 2019. During this cruise, the AIS equipment aboard the ship transmitted weather data at 3-minute intervals. Several different ASM formats were tested, including two developed specifically for this test to improve satellite reception. This report will discuss the concept, the demonstrations, and the results to date including the efficacy of the various ASM formats.

Znaczenie dobrej organizacji transportu publicznego rośnie, bowiem władze miast i regionów zdają sobie sprawę, że świadczy ona o jakości życia mieszkańców. Gałęzią transportu, która doskonale spełnia swoje zadania w ruchu regionalnym i aglomeracyjnym, jest kolej, która dodatkowo nie wpływa na pogorszenie stanu środowiska przyrodniczego. Na początku procesu transformacji gospodarczej kolej w Polsce znajdowała się w bardzo słabej kondycji. Na przełomie stuleci nastąpiły zmiany, których celem była restrukturyzacja przedsiębiorstwa Polskie Koleje Państwowe. Równolegle, wraz z decentralizacją państwa, samorządy wojewódzkie otrzymały nowe kompetencje, a jedną z nich jest organizacja kolejowych regionalnych przewozów pasażerskich. W wyniku dynamicznych zmian w ciągu niespełna dwóch dekad na podlegającym ścisłym regulacjom rynku przewozów kolejowych pojawiło się kilkunastu operatorów. Ważnym wydarzeniem było usamorządowienie największego polskiego przewoźnika pasażerskiego, jakim są Przewozy Regionalne. Poszczególne województwa ze względu na zróżnicowane uwarunkowania geograficzne, społeczne i gospodarcze, nałożone na nie zadanie realizują odmiennymi sposobami. Niektóre powołały własne spółki przewozowe, a część współpracuje wyłącznie z Przewozami Regionalnymi. Realizację zadań przewozowych najczęściej zleca się na zasadzie powierzenia. Rzadkim przypadkiem jest ogłaszanie przetargów na obsługę konkretnych linii kolejowych. Dzięki wielkiemu wysiłkowi organizacyjnemu i finansowemu samorządów wojewódzkich w zakresie utrzymania połączeń kolejowych, odnowy taboru i modernizacji infrastruktury nastąpiła zasadnicza zmiana w postrzeganiu transportu kolejowego. Kolej przestała tracić pasażerów, a nawet ponownie ich zyskuje. Ustabilizowała się sytuacja finansowa Przewozów Regionalnych, których większościowym udziałowcem została Agencja Rozwoju Przemysłu. Modernizacji i rozwojowi polskiej kolei sprzyja polityka Unii Europejskiej, z której środki finansowe umożliwiają przeprowadzenie dużych projektów transportowych. Oceniając ogólnie bardzo korzystnie całość działań samorządów wojewódzkich w zakresie organizacji regionalnego transportu kolejowego w Polsce, nie wolno zapominać, że wciąż są miejsca, w których oferta jest niewystarczająca, i że wszystkie odpowiedzialne podmioty czeka sporo pracy niezbędnej do jej dalszej poprawy.
The importance of good organisation of public transportation is on the rise because city and local authorities are aware of the fact that it is a proof of their residents’ quality of life. Railway – a subsector of the transport industry – perfectly serves its purposes in regional and agglomerative transportation. Additionally, it does not contribute to the environmental destruction. At the beginning of economic transformation, Polish railway was in a very poor condition. Real changes took place at the turn of the century. The aim of these changes was to restructure the enterprise of Polish National Railways (Polskie Koleje Państwowe). With the arrival of the decentralisation of our country, provincial self-governments have received new competences, e.g. the organisation of regional railway passenger traffic. In less than two decades of dynamic changes, which were subject to strict regulations of railway transportation, several new operators emerged on the market. One of the most important events consisted in making the Regional Transportation (Przewozy Regionalne) – the most significant Polish passenger carrier – subject to the authority of provincial self-governments. Individual provinces – due to their diversified geographical, social and economic conditioning – have accomplished their objectives in various ways. Some of them have appointed their own transportation companies, some other cooperate only with the Regional Transportation. The completion of transportation tasks is most often commissioned to provinces as an act of entrusting. The maintenance of specific railway lines is rarely awarded by tender. Importantly, the perception of railway transportation has undergone unprecedented change by dint of significant organisational and financial effort put by provincial self-governments into maintaining railway connections, renovating the rolling stock and modernising the infrastructure. Railway has ceased to lose passengers, contrarily – it has regained them. Moreover, financial situation of the Regional Transportation, whose majority shareholder is the Agency of the Growth of Industry (Agencja Rozwoju Przemysłu), has become stable. The EU policy supports the modernisation and development of the Polish railways, e.g. thanks to the EU financial means it is possible to carry out essential transportation projects. Appreciating all the actions of regional self-governments in terms of the organisation of regional railway transportation in Poland, one cannot ignore areas with insufficient offer. Therefore, all entities responsible for railway transportation are expected to put a lot of effort into its further improvement.

In March 2012 passed a year since the Law on Public Transport, dated 16- th December 2010, came into effect. In the article there has been done an attempt to evaluate the results of the Law for functioning of the bus passenger transportation market.

The article discusses the theoretical principles of statistical research with regard to the national market of logistics services during wartime. The system of statistical indicators of the research of the logistics services market is structured through the allocation of separate blocks of indicators by priority of their estimation in war conditions. The market of logistics services of Ukraine is characterised by selected blocks of indicators. The paper identifies the main structural changes that occurred due to the hostilities faced by the country. Moreover, the authors determine the main factors influencing the functioning of the analysed market during war, as the statistical study of these factors is considered necessary for the transformation and development of logistics services. It is substantiated that taking into account such statistical indicators as the level and availability of logistics infrastructure, security, the human factor and changes in legislation are likely to result in a new alternative direction of logistics routes and contribute to the development of the logistics services market in general. The authors proposed the construction of a centralised electronic service (or several services) with the purpose of consolidating information about the logistics infrastructure. The software system should offer the option of an operational interactive visualisation.

In Japan, it is becoming difficult to move freight long distances using only trucks, owing to a shortage in truck drivers. In this context, there is a tendency to also actively utilize ferries or roll-on/roll-off (RORO) ships. Intermodal freight transport uses two or more suitable modes of transport from the origin of goods to the destination. In order to promote intermodal freight transport, it is necessary to analyze factors such as the characteristics of transported goods, transportation services and fares, and lot sizes. In this study, we focused on ferries and RORO ships in Japan, and attempted to identify cargoes transported using different modes of transport, based on the net freight flow census. In conclusion, high volumes of “agricultural and fishery products,” “metal machinery,” “chemical industrial,” “light industrial,” and “miscellaneous manufacturing products” can be transported using ferries or RORO ships. Specifically, there is a tendency that products are segregated by transportation mode such as a truck, or a ferry and a RORO ship.

Sustainable urban mobility plans are an important instrument for achieving the objectives of European transport policy. The plans are an instrument for improve the accessibility of urban areas, to ensure high quality public transport and creating sustainable mobility. The paper presents the most important EU and national strategic documents which determine the planning sustainable mobility.
