Opis:
A concept of the motor vehicle safety system (MVSS) with the e-Call automatic accident notification function has been discussed, with the issues of generation, transferring, and analysis of information in the system having been particularly taken into consideration. According to the concept presented, the MVSS includes set of sensors, digital camera (or a system of cameras), GPS-type vehicle positioning device, processor with read-only memory (ROM) and interface to connect the processor with a data processing system, manual accident notification switch, and sending-receiving unit of the GSM telephone system used for communication with a monitoring centre, where actions to help accident victims would be organized. An essential part of the MVSS is an autonomous measuring module, which includes sensors capable to detect the sinking, fire, or other dangerous situations with the vehicle, apart from the sensors used as standard equipment of the e-Call systems for recording the time histories of decelerations related to collisions. The information provided by the sensors of the measuring module may be supplemented with data obtained from other sensors installed elsewhere in the vehicle outside of the module. In the proposed general model of the structure of the data characterizing the accident, special synthetic indicator signals are to be used; the indicator signals would be generated on the grounds of the classified signals sent by the MVSS sensors. This would facilitate the quick making of a correct decision by the operator at the monitoring centre. A set of data generated by the MVSS has been also presented as an example.
W artykule została omówiona koncepcja samochodowego systemu bezpieczeństwa (SSB) z funkcją automatycznego powiadamiania o wypadku: "e-Call", ze szczególnym uwzględnieniem problematyki generowania, przepływu i analizy informacji w systemie. Wg koncepcji w skład SSB wchodzi zestaw czujników, kamera cyfrowa, (lub układ kamer), urządzenie pozycjonowania pojazdu typu GPS, procesor z pamięcią stałą i interfejsem obsługi informatycznej, włącznik ręcznego uruchamiania powiadamiania oraz urządzenia nadawczo-odbiorcze telefonii GSM służące do komunikacji z Centrum Monitoringu, gdzie inicjowane są akcje pomocy poszkodowanym w wypadkach drogowych. Istotną cechą systemu jest autonomiczny moduł pomiarowy zawierający zarówno standardowe dla systemów e-Call czujniki przebiegów opóźnień dotyczących zdarzeń drogowych, jak również czujniki umożliwiające stwierdzenie zatonięcia czy pożaru pojazdu. Informacja z czujników modułu pomiarowego może być uzupełniona o dane z czujników zainstalowanych bezpośrednio w pojeździe. Proponowany ogólny model struktury danych charakteryzujących wypadek, zakłada wykorzystanie specjalnych syntetycznych wskaźników tworzonych automatycznie na bazie sklasyfikowanych sygnałów dostarczonych przez czujniki SSB. Ma to ułatwić właściwe i szybkie podejmowanie decyzji przez operatora z Centrum Monitoringu o zakresie koniecznej pomocy. W pracy przedstawiony jest przykładowy zestaw danych generowanych w SSB.

W artykule poruszono kwestię jednego z postulatów użytkowników transportu – bezpieczeństwa przewozu. Przywołano w nim definicję bezpieczeństwa oraz przyczyny wywołujące jego brak. Przez pryzmat bezpieczeństwa ukazano liczbę wypadków drogowych, które są wąskim gardłem w raportach krajowych i zagranicznych. Biała Księga z 2011 r. w jednym z celów, w perspektywie długoterminowej, dąży do wyeliminowania ofiar śmiertelnych. W dalszej części artykułu poruszono kwestię transportu osób niepełnosprawnych. Zdefiniowano tę grupę osób według standardów międzynarodowych oraz polskich. Mobilność osób niepełnosprawnych w procesie transportowym napotyka szereg trudności oraz niedogodności, wynikających nie tylko z ich ograniczonego stopnia mobilności, ale również z niedostosowania infra- i suprastruktury transportowej. Wskazano działania, które należy podjąć w celu dostosowania do niezakłóconego transportu dla osób o ograniczonej mobilności. Ostatnia część artykułu przedstawia kartę praw pasażera. Stworzenie ram prawnych we wszystkich gałęziach pozwoli na wyeliminowanie dyskryminacji, uzyskanie pełnej informacji na temat pasażerskich obowiązków i przywilejów oraz otrzymanie pomocy.
The article discusses the issues of transport safety, one of the transport users demands. In the article in the definition of safety and the causes of its failure are mentioned. Through the prism of security shown the number of accidents that are bottleneck in national and foreign reports. White Paper 2011, one of the objectives in the long term, it aims to eliminate fatalities. Later, this article deals with the transport of persons with disabilities. This group of people are defined by international and Polish standards. Mobility of people with disabilities in the transport process encountered a number of difficulties and disadvantages. These difficulties result not only from the limited degree of mobility, but also from inadequate transport infrastructure and suprastructure. Indicate actions that need to be taken in order to adapt to seamless transport for people with reduced mobility. The last part of the article presents a passenger charter of rights. Establish a legal framework for all modes allow for non-discrimination, full information and get help. Passengers in the form of a card are informed of their obligations and privileges.

Intelligent transportation systems mostly operate on information exchange principle between vehicles and roadside infrastructure. They are commonly regarded as a base technology for persistent diminution of road accidents and traffic efficiency increase. However, intelligent transportation systems can also be used at all levels of transportation systems as a basis for stable development of cities, enterprises, regions, states, continents. According to the research, the existing intelligent transportation systems not only provide the considerable reduction of greenhouse gases emissions, fuel saving, time of travel cutting, but they don’t marginalize citizens’ mobility as well. Thus, the further development and introduction of modern transportation innovative technologies will allow to guarantee the power- and resources efficiency and, therefore, the sustainable development of the whole society.

In the aftermath of the sinking of the US-flagged containership El Faro in October 2015, one of the U.S. National Transportation Safety Board’s (NTSB) recommendations was for the National Oceanic and Atmospheric Administration (NOAA) to explore increasing the collection of weather data from ships in order to improve the weather forecast products that they distribute. Currently NOAA runs the Voluntary Observing Ship (VOS) program, where ships voluntarily submit weather observations to NOAA. However, only a small fraction of the thousands of vessels sailing worldwide participate in this program, and VOS weather observations are submitted infrequently, typically four times per day via a mainly manual process. One method being explored to automate and increase the frequency of data submittal is by using the existing Automatic identification System (AIS) equipment installed aboard vessels. Most commercial ships (in particular those subject to the International Maritime Organization's (IMO) Safety of Life and Sea (SOLAS) convention) have a Class A AIS transceiver installed to comply with mandatory carriage requirements. Many vessels not required to carry AIS equipment voluntarily install AIS transceivers (either Class A or B). All of these AIS transceivers (except for the Class B “CS”) can be used to transmit an AIS message 8 (broadcast binary message) by sending the transceiver an appropriately formatted NMEA sentence (BBM). Weather data can be embedded in an AIS application-specific message (ASM) carried by the AIS message 8 and automatically transmitted by the ship. This transmission can be received by terrestrial AIS stations (when in range) or by satellite AIS receivers. The AIS weather data can then be converted into the appropriate format and forwarded to the weather forecasting offices for use in models and weather predictions. This data may also be of use to other researchers monitoring climate change or other environmental factors. By leveraging this existing base of AIS transmitters, the volume of weather data being sent to weather forecast offices and others could be greatly increased. The U.S. Army Corps of Engineers (USACE) and U.S. Maritime Administration (MARAD) have been exploring the feasibility of this concept. Following a simple bench test performed by Alion Science in September 2018, an initial proof-of-concept was tested aboard the MARAD vessel Cape Wrath while moored in Baltimore in October 2018. After this successful demonstration, a prototype was installed on the Massachusetts Maritime Academy training ship TS Kennedy during her training cruise Jan-Feb 2019. During this cruise, the AIS equipment aboard the ship transmitted weather data at 3-minute intervals. Several different ASM formats were tested, including two developed specifically for this test to improve satellite reception. This report will discuss the concept, the demonstrations, and the results to date including the efficacy of the various ASM formats.

Sprawnie funkcjonujący system transportu kolejowego na terenie Polski to składowa część potencjału obronnego kraju. W kontekście obronności infrastruktura kolejowa służy realizacji szybkiego przemieszczania wojsk, a także umożliwia ewakuację mienia i ludzi. W obliczu zachodzących procesów globalizacji w wojsku poprzez istnienie sojuszy militarnych, jak na przykład NATO i wielonarodowy charakter prowadzonych misji wojskowych istotne staje się powiązanie infrastruktury kolejowej wraz z lotniczą umożliwiającą najszybszy sposób przerzutu wojsk. Odpowiedzią na to wyzwanie w Polsce jest budowa Centralnego Portu Komunikacyjnego i towarzyszącemu mu komponentu kolejowego. Jednak bez racjonalnego zaplanowania inwestycji z punktu widzenia obronności, wielomiliardowa inwestycja może nie przynieść poprawy potencjału obronnego kraju.
Efficient railway transportation system in Poland is the part of Polish defense potential. Railway infrastructure enables fast army’s relocation and people’s evacuation. In the face of military globalization processes through different alliances as NATO and multinational character of military missions it is important to connect railway infrastructure with aviation what may enable the fastest way of soldiers relocation all over the world. In Poland the answer for this challenge is building the Central Airport and its accompanying building new railway infrastructure. But without reasonable planning of this investment from the defense point of view it may not bring expected improvement the level of Polish defense potential.

Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

Reducing the physical and mental weariness of drivers is significant in improving healthy and safe driving. This paper is aim to predict the stress level of drivers while braking in various conditions of the track. By discovering the drivers’ mental stress level, we are able to safely and comfortably adjust the distance in relation to the vehicle ahead. The initial step used was a study related to Artificial Intelligence (AI), Electroencephalogram (EEG), safe distance in braking, and the theory of mental stress. The data was collected by doing a direct measurement of drivers’stress levels using the EEG tool. The respondents were 5 parties around 30-50 years old who had experience in driving for> 5 years. The research asembled 400 pieces of data about braking including the data of the velocity before braking, track varieties (cityroad, rural road, residential road, and toll road), braking distance, stress level (EEG), and focus (EEG). The database constructed was used to input the machine learning (AI) – Back Propagation Neural Network (BPNN) in order to predict the drivers’ mental stress level. Referring to the data collection, each road type gave a different value of metal stress and focus. City road drivers used an average velocity of 23.24 Km/h with an average braking distance of 11.17 m which generated an average stress level of 53.44 and a focus value of 45.76.Under other conditions, city road drivers generated a 52.11 stress level, the rural road = 48.65, and 50.23 for the toll road. BPNN Training with 1 hidden layer, neuron = 17, ground transfer function, sigmoid linear, and optimation using Genetic Algorithm (GA) obtained the Mean Square Error (MSE) value = 0.00537. The road infrastructure, driving behavior, and emerging hazards in driving took part in increasing the stress level and concentration needs of the drivers. The conclusion may be drawn that the available data and the chosen BPNN structure were appropriate to be used in training and be utilized to predict drivers’ focus and mental stress level. This AI module is beneficial in inputting the data to the braking car safety system by considering those mental factors completing the existing technical factor considerations.

Podkreślono rolę jaką spełniają wszelkie urządzenia wpływające na zmniejszenie wysiłku w trakcie dotarcia pracownika do miejsca wykonywanej pracy. Wskazano na możliwości dalszego rozwoju układów transportu opartego na mechanicznym urządzenia dla lokalnego, rewersyjnego przemieszczania załogi oraz konieczność poszukiwania innych innowacyjnych sposobów przemieszczania załogi w kopalniach.
In this paper the meaning of underground crew transportation to and from mining areas was discussed, as well as current underground means of transport and issues of introducing a new mechanical device for local reverse crew transportation. The role of all devices reducing labour during getting to worksite was emphasized. The possibilities of further progress of local reverse crew transportation systems and need of searching other innovative ways of crew transportation was pointed out.

The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). Opis:
This article deals with a very important problem, i.e. with the safety of shuttle tankers at sea. The author presents systems and mechanisms observed at these types of vessels which have great influence on safety both during loading and discharging operations, as well as at sea. A dynamic positioning system was introduced together with its subsystems and their role in increasing safety. Another issue discussed in this article is the problem of oil pollution during cargo handling operations and sea pollution resulting from accidents of tankers. This article also covers some problems connected with training of crew of these specialized vessels, operating the instruments and equipment installed on them and also with the maritime infrastructure. Some problems connected with navigation observed in some regions of the world were also discussed here. Transport of oil close to the coast is a branch of oil transportation in full swing. Each even the minor failure results in serious consequences for people, for vessels and for the environment. Constant development of new technologies used on shuttle tankers and constructing new vessels equipped with the most modern technical solutions aims at minimizing the risk of situations threatening people's life, situations dangerous for the vessel and the marine environment.

The paper presents main causes of threats posed on articulated vehicles traffic safety and the methods for their prevention. Based on the motoric properties evaluation method, the capabilities of military articulated vehicles as of 2010 were examined in that respect. Articulated vehicles, which include truck-tractor and semi-trailer, are used for carriage of the so-called combat technology in the armed forces. Problems related to transportation of military equipment have inter alia been presented in papers [1, 2]. They result primarily from the significant linear dimensions and large weights, which are characteristic for the articulated vehicle of truck-tractor and semi-trailer. Other, additional problems affecting the safety of traffic are related to the type of cargo and its fixing mode [3]. In the case of articulated military vehicles, in most cases, wheeled or tracked vehicles are transported, that is a very specific cargo, difficult to be fixed to the flatbeds of the semi-trailers. All these vehicles should have their load floor located as low as possible because the floor placed too high may cause that the total height of the vehicle and the load carried will interfere with the road infrastructure (tunnels, overpasses, electric traction over the roadway, etc.), and the highly located centre of mass negatively affects the stability of motion [3].

ITS helps in safety of participants life, safety of natural environments. By adequate factors and telecommunication system efficiency of ITS is higher.

The transportation professionals integrated the concept Green in various dimensions of transportation, such as, green vehicle, green highway. The current study has established a new dimension to green transportation, which is called Green Driver as whom substantially contributes to less emission and fuel consumption, and higher-safety. The research established the driver’s Green Adaptive Travel Behaviors (GATB), in particular, that is referred to voluntary personal and lifestyle behaviors on less energy consumption and emission. The methodology was designed into two phases. Phase one was to investigate driver’s GATBs through systematic literature review process and content analysis method. The second phase was to verify greenery value impact (GVI) of the finalized list of drivers’ GATBs through an expert input study and Grounded Group Decision Making (GGDM) method. Total twenty six (26) GATB factors have been determined. Amongst, the factor ‘F27- Dangerous overtaking’ has received the highest value (97%) followed with ‘F3- Slow once realizing bike lanes for cyclist crossing’ (91%). In contrast, ‘F4- Realize visual Obstacles to manage the speed’ and ‘F21- Brake with smooth deceleration’ has received the lowest value (77%) among other factors. Two of the initial factors;‘F5-Use traffic calming devices’ (55%), and ‘F24- Change highest possible gear’ (69%) could not reach the 70% saturation; hence, they have been dropped from the list of GATB factors. Indeed, the GATB efforts are not limited to technology and practice; but also can include education and enforcement to driving regulations in order to interconnect driver, technology, environment, and vehicle. The research concluded with an innovative technique used as the decision support tool to evaluate the greenery grade of any individual driver on committing to less emission, less fuel consumption, and higher safety in traveling. As future study, the Green driver behaviour index assessment model will be developed based on this study outputs.
