The paper presents a method of comparison of geographical regions in terms of their transport system efficiency. The method is an alternative to traditional statistical analyses which compare parameters describing the transport capacity and transport performance. It utilizes the opportunities presented by the DEA (Data Envelopment Analysis) in terms of computation of relative technological efficiency. The proposed model provides for quantitative and qualitative verification of particular components of transport systems in the compared geographical regions, and determination of the efficiency frontier. Effectiveness of the method is presented, based on a comparative analysis of Poland’s administrative provinces. An overview of the opportunities provided by the DEA method is outlined together with some methodological recommendations. The conclusions discuss conditions for broader applications of the analysed study method.
Celem artykułu jest przedstawienie metody porównania regionów geograficznych pod względem efektywności ich systemów transportowych. Metoda ta jest alternatywą dla tradycyjnych analiz statystycznych, czyli porównania parametrów opisujących potencjał transportowy i działalność transportową regionów. Wykorzystuje ona możliwości, jakie daje model DEA (Data Envelopment Analysis) w zakresie obliczania względnej efektywności technicznej. Zaproponowany model pozwala na zweryfikowanie ilościowe i jakościowe elementów systemu transportowego porównywanych regionów geograficznych oraz wyznaczanie granicznego poziomu ich wykorzystania. Skuteczność metody zaprezentowano na przykładzie badań porównawczych województw Polski. W syntetyczny sposób pokazano możliwości metody DEA wraz z rekomendacjami metodycznymi. Artykuł kończą autorskie wnioski dotyczące uwarunkowań szerszego zastosowania analizowanej metody badawczej.

As far as the current rules involved in business enterprise operation process are concerned, one of the most significant characteristics is specified by the need of engaging economic criterion in all procedures involved. Thus, it is required to introduce deep and extensive analysis concerning economic aspects ofpassenger transport. First of all, it is essential to specify currently existing demand for passenger transport service and compare it in relation to the supply capabilities offered by a transport enterprise. Business advantages created by the enterprise are also necessary to be considered and analysed. The basis for transport enterprise operation should be provided with order placed by Passenger Transport Executive, subcontracting firm of a chosen line according to valid schedule including both, rush and after-rush hours. In order to avoid any possible difficulties it is very important that the hired company is informed about all factors influencing economic efficiency of the serviced bus line. As a result, subcontractor is enabledto make right decisions and eliminate potential problems. Important processes having a considerable influence on proper functioning and effectiveness of public means of transport are connected with its usage, diagnosing and making it fitness for use. Operation effectiveness aspects that are the most frequently discussed in professional literature is described as relations existing between the profits and the input. It takes form of difference or quotient of the values mentioned above. This paper presents evaluation and analysis method controlling different means of transport operation system effectiveness. Method developed with the aim of analysing and evaluating public means of transport operation effectiveness, provides managerial staff with feedback, which is helpful as far as taking right decisions, is concerned. Making proper choices has a great influence on the process and it bears the responsibility for functioning of the system in terms of reliability and cost efficacy. Certainly, the more professional service is, the more satisfied customers are. Moreover, customer demands are more likely to be met, which means that all involved procedures related with functioning of the system are carried out in the accordance with regulations and reguirements, being currently inforce.

The article deals with an issue of complex systems operation efficiency, especially of the ones which are connected with transport. The operation of such systems aims at developing both passenger and load transportation in terms of safety, reliability, effectiveness and environment friendliness. These properties should be researched in a particular place and time that were earlier planned and selected. Operation effectiveness is an important component ofwidely understood social-economic and technological research, including assessment of the considered transport system. The concepts of operation efficiency, most frequently used in literature, express it as the relation between benefits (treated as profit or income in terms of economy) and costs. However, a ratio of two quantities, the flrst of which is evaluated positively, that is, aims at reaching the highest values and the other one being negative, is considered as the most important definition of efficiency. In some cases these quantities can assume constant values, treated as basic ones. It should be remembered, though, that in many cases the system goals are formulated in different terms than, e.g. economic ones. And the systems should be evaluated taking into consideration the goal achievement degree. The article deals with an analysis of distinguished values of selected assessment indices for an investigated transport system, and on this basis an assessment of the transport system operation efficiency, in a given period of time, has been made.

Opis:
Continuous and dynamic development of freight transports, especially in the road sector, results in generation of negative effects on the environment and poses hazards to human health and life and by generating high costs it creates significant economic, social and environmental problems. Therefore, it is necessary to take actions aiming at promotion of development of sustainable and efficient transport systems, integrating different transport branches and technologies. Such requirements are fulfilled by the subsystem of inter-mode transport system, that is, combined transport which is an alternative for a traditional road transport, and can also play a very important role in achieving goals of the European policy for sustainable development of transport. Its promotion can largely contribute to solving present and future problems connected with transport in Europe through relieving excessively loaded roads from a certain portion of freight transports which will result in improvement in the traffic safety and reduction of its negative impact on the humans and the environment. Providing high quality of inter-mode transport operation, especially in terms of reliability, punctuality, safety and keeping delivery terms depends on the infrastructure state, modern equipment of terminals and efficiency and effectiveness of their functioning. It should be emphasized that promoting inter-mode transport provides social benefits on a big scale as shifting a part of international road transports into a combined one inter-mode can have a significant influence on reduction of the road transport external harmful effects. In this paper, there has been made an analysis and assessment of inter-mode transports in Poland, taking into consideration the motor and railway (linear and point) infrastructure. Also, a suggestion concerning the location and construction of terminals for the service of inter-mode transports has been considered. Moreover, a technical-economic analysis of implementation of the discussed solution purposefulness has been made as well.

This paper presents theoretical basis for evaluation of the transport system operation quality. A general evaluation model was built, and further part of the paper is to consider the theme of damageability of the means of transport, as a reliability feature, constituting one of the most important criterion to evaluate the transport system operation. Based on the analysed references in question as well as on the results of our own research it has been found that the damages to the means of transport, being utilised within the transport systems, are a result of interaction of various forcing factors. Some number of the damages results from natural wear of the means of transport elements, which is a natural phenomenon, while the remaining damages may be caused by an inefficient repair of the previous damage. This leads to so called secondary damages to the repaired element, occurred within a short time interval, which is a proof of inappropriate organization of the repairs, poor training level of the repairing teams, limits related to pre and after repair diagnosis, which directly affects reliability of the means of transport and consequently the operation quality of the transport systems in which they are being operated and maintained. Based on the analysis of the investigation results it has been found that the primary damages are independent on one another and they occur randomly. The secondary damages are dependent, because their occurrence depends on prior occurrence of the primary damage and the effect of its improper repair or improper repair of the next secondary damage.

This study presents an analysis and evaluation of application of European Car Modular Systems in the Polish road transport. Those systems and respective terminology have been analysed and classified. Application of such systems in other countries of the European Union has been described. SWAT analysis has also been carried out in order to enable the most optimal choice of modular system in freight transport to match the condition and characteristics of the Polish road infrastructure. The systems have also been analysed in terms of efficiency and the analysis was performed on the basis of a selected research object – a transport company. An analysis of costs and estimated profits from transport services to be provided by those systems has been carried out on the basis of the research object in comparison with costs borne by the considered company with currently used transport means. This study shows that taking into consideration the results of analyses, safety aspect, road infrastructure and energy efficiency of the vehicles it was found that the proposed oversized vehicles could be implemented to be used on the Polish roads. The analyses and tests performed for a transport logistic company discussed in this article have demonstrated that the proposed modular systems will undoubtedly allow reducing significantly the costs of transport services by increasing load capacity of vehicles.

The tasks of transport systems include the realization of the assigned transport tasks by the utilization subsystem comprised of elementary subsystems of the man - technological object (driver - vehicle) type. In order to assure the appropriate realization of the transport task it is necessary to maintain the required number of vehicles at the state of task worthiness. It is achieved as a result of the realization of service and repair processes at the logistics subsystem posts. In case of the transport system, the task assigned to the logistics subsystem is determined by the number of technological objects (vehicles) which should be serviced as well as the length of the time interval during which they are to be serviced. The task determined in this way is realized by teams of specialists at each logistics subsystem post, equipped with appropriate devices and tools. One of the methods of the evaluation of the level of the realization of worthiness is defining the efficiency of the logistics subsystem posts. The article presents the model of defining the efficiency of logistics subsystem posts in the transport system. The presented model measures the efficiency of the logistics subsystem through the probability ofservicing of the required number of vehicles over an assigned time interval. The obtained characteristics have been presented in general terms as well as for exponential and Erlang distributions. Then, for the utilization data obtained from the tests conducted in an existing transport system, the values ofanalyzed characteristics were defined. The presented results are the effect of research conducted as part of a larger research project pertaining to the creation of a decision-making model of controlling the availability of a transport system.

Systems of transport means operational use are such systems whose main goal is to carry out transport tasks on an assigned territory. In each transport system assurance of the used transport means availability, viewed as the object capability to accomplish the transport task, is of great importance. A certain number of damages results from natural wear of transport means elements which is a natural phenomenon, whereas other damages can be caused by in effective repair of the previous damage. In this way, within a short time, there occur the so called repetitive damages to the repaired element. This reflects improper organization of repairs, poor skills of the maintenance workers, limitations connected with wrong diagnosing before and after the repair. Damages occurring during means of transport operation involve bearing considerable costs while assuring the transport means operational reliability, as well as covering the losses connected with impossibility to accomplish the transport task. Finding out the causes of in effective repairs would reduce the costs that a transport company has to bear to provide efficient operation of means of transport. Times of resultant repairs and being unftt for use have been analyzed, as well as costs of repairs, spare parts, maintenance and operation.

W artykule przedstawiono wpływ elementów systemu transportowego na jego ostateczny kształt i jakość funkcjonowania, na przykładzie infrastruktury transportu samochodowego. Ponadto odniesiono się do ostatnio głoszonej tezy, jaką jest „konieczność utrudniania ruchu” kierowcom samochodów osobowych na terenie miast, co może spowodować zmniejszenie ruchu samochodów osobowych w ich obszarach. W dalszej części artykułu zostały przedstawione wybrane przykłady inwestycji drogowych, wraz z wyliczonym dla nich rachunkiem ekonomicznym wskazującym na szybki czas zwrotu poniesionych na ich budowę nakładów finansowych. Artykuł powstał w ramach pracy badawczej pt.: „Analiza wpływu zbudowanej infrastruktury drogowej na poziom aktywności ekonomicznej w otaczających jednostkach terytorialnych”, w ramach Programu Operacyjnego Pomoc Techniczna nr POPT.02.01.00-00-0021/15-00, pt.: Wsparcie instytucji ds. koordynacji strategicznej Umowy Partnerstwa w latach 2015-2016, realizowanego dla Ministerstwa Inwestycji i Rozwoju oraz programu Rozwój Innowacji Drogowych (RID) zorganizowanego i finansowanego przez Narodowe Centrum Badań i Rozwoju i Generalną Dyrekcję Dróg Krajowych i Autostrad (umowa nr DZP/RID-I-41/7/ NCBR/2016).
The article presents the influence of elements of the transport system on its final shape and quality of operation, on the example of road transport infrastructure. In addition, reference was made to the recent thesis, which is the „need to obstruct traffic” for drivers of passenger cars in cities, which may reduce passenger car traffic in their areas. In the further part of the article, selected examples of road investments were presented, together with the economic calculation calculated for them, indicating a quick payback period of the financial outlays incurred for their construction. The article was created as part of a research work entitled: „Analysis of the impact of the built road infrastructure on the level of economic activity in the surrounding territorial units”, under the Operational Program Technical Assistance No. POPT.02.01.00-00-0021 / 15-00, Fri: the institution for strategic coordination of the Partnership Agreement in the years 2015-2016, implemented for the Ministry of Investment and Development and the Road Innovation Development Program (RID) organized and financed by the National Center for Research and Development and the General Directorate of National Roads and Motorways (contract No. DZP / RID- I-41/7 / NCBR / 2016).

An analysis of experimental tests and a literature survey of the issue revealed that the problems connected with assessment of costs and effectiveness of transport means repairs has a significant influence on their operation efficiency. Operating factors affecting the elements of technical objects cause negative changes in their features resulting in failures. The failures are referred to as events which significantly impair the vehicle operation efficiency, safety and reliability. On the basis of experimental tests concerning times of failures occurrence, it was found that the set of failures can be divided into subsets of primary and secondary failures. The tests results revealed that the most frequent cause of secondary failures occurrence was improperly performed primary repairs. Primary failures are not related to each other and they appear randomly. However, secondary failures are related to each other as their occurrence is conditioned by the primary failure and results from an inappropriate performance of the successive secondary failure. Basing on an analysis of the author 's own tests results, it was established that failures of transport means used in real transport systems are the effect of impact of various forcing factors. Some failures result from the natural wear of machine elements, whereas, other failures can be caused by inappropriate repair of the previous damage. Thus, there occur the so called secondary failures in a short period of time. In connection with this, high efficiency of the repair performance is of primary importance as it largely affects efficiency of transport tasks accomplishment. In this article, there has been discussed a method developed for assessment of repair costs connected with elimination of secondary failures and its influence on the studied transport system operation efficiency. Familiarity with available technologies for repairs of primary failures as well as with costs of work and costs connected with technical equipment of the repair stations enables specification of the lowest costs necessary for reduction of the number of secondary failures and the average time of their repairs.

In this paper there have been presented results of an analysis of repair efficiency for an emergency repair subsystem (technical service units) in a selected transportation system. The research object was a real system of municipal transportation, in a given urban agglomeration. Experimental data, necessary to determine values of indexes describing efficiency of repairs performed by the technical service units, come from a selected group of technical objects (city buses) used in the analyzed system. The data was obtained on the basis of experimental tests conducted within the studied system, employing a method of passive experiment, in conditions natural for the technical objects functioning. This work presents a method according to which the values have been determined and the analysis of efficiency of repairs performed within the emergency subsystem has been made. The values of repair efficiency assessment concern selected systems of the analyzed buses. The selection of these systems was made taking into consideration the number of the studied systems failures. The obtained results have been demonstrated in the form of tables and graphically, in charts. On this basis, there has been made an analysis of efficiency of repairs performed by emergency repair units. Due to its general character, the presented method can be used for an assessment of repair efficiency both within operation and maintenance systems of technical objects of different types and efficiency of repairs performed at particular repair stations, groups of stations or subsystems providing vehicles with serviceability.

Current situation with the fleet of transport and technological machinery in Ukraine requires an individual approach to evaluating the effectiveness of its maintenance and repair system. The article is devoted to the issue of selecting the most effective option for the use of transport and technological machinery taking into account the specific conditions of its operation characterized by certain risks and uncertainties, and considering the real volumes and age structure of the fleet. Solving this problem requires substantiation of management models of maintenance and repair processes. It is necessary to provide scientifically based methods of managing the system of technical maintenance (TM) and repair of transport and technological machinery (RTTM) using specific methods of an individual approach to the technical and economic evaluation of the effectiveness of maintenance and RTTM processes which are adapted to the modern conditions of its operation. The article presents the results of the research, which was carried out using the basics of system analysis, the theory of decision-making under the conditions of uncertainty, and the basics of multi-criteria analysis. In the course of research, an analytical management model of the maintenance and repair system operation was formed that reveals the sequence of implementing the management methodology, which makes it possible to assess its state in successive discrete states, to promptly take into account the effect of external influencing factors and make corrections, which, in turn, allow increasing the validity of strategic decisions aimed at increasing the effectiveness. A numerical calculation was performed, which allowed us to conclude that the value of maintenance intervals has a significant impact on the indicator of effectiveness. Adjusting this value makes it possible to optimize maintenance and repair processes.

The twentieth century, which became a period of unprecedented growth of cities and urbanization, revealed the need of mankind to develop and implement the principles of sustainable development. Possible ways to shift to sustainable transport system (such as the use of alternative fuel and transition to public and non-motorized modes of transport) are discussed in this article. The objective of this publication is to assess efficiency of such methods’ implementation on the example of the concrete city. Authors have suggested to change the bus route network, the structure of the bus fleet on the routes and to replace public transport buses by the new ones run on methane. To check these suggestions, authors have built the new one transport model and have simulated three cases: the existing route network and bus fleet’s structure, the proposed new one route network with buses run on diesel fuel and the proposed new one route network with buses run on methane. To evaluate efficiency, authors have assessed economic efficiency, positive social effect, environmental friendliness and sustainability of the urban transport system. Economic efficiency is achieved by reducing overruns and fuel costs thanks to the use of buses run on methane. The social effect is in the reduction of: 1) the delivery time by the route network optimization, 2) the likelihood of traffic jams, and 3) the downtime of buses at the bus stops. Since congestions increase pollutant emissions, route network optimization reduces negative impact on the environment. Replacing public transport buses by the new ones run on methane gives the same positive effect. To assess sustainability of the urban transport city is the most difficult task. The authors have identified indicators and used the radar map to compare possible solutions.

Opis:
The operation and maintenance factors as well as the destructive processes of the technical object elements cause unfavourable changes of the values of the significant functional features causing failures. A damage to a technical object has been defined as exceeding admissible limiting values by significant values of the features describing its elements. Based on the analysed references in question as well as on the results of our own research it has been found that the damages to the means of transport, being utilised within the transport systems, are a result of interaction of various forcing factors. Some number of the damages results from natural wear of the means of transport elements, which is a natural phenomenon, while the remaining damages may be caused by an inefficient repair of the previous damage. This leads to so called secondary damages to the repaired element, occurred within a short time interval, which is a proof of inappropriate organization of the repairs, poor training level of the repairing teams, limits related to pre and after repair diagnosis, etc. Based on the analysis of the investigation results it has been found that the reason for the secondary damages is, in general, improper quality of the repairs of the primary damages to the subsystem elements.The primary damages are independent on one another and they occur randomly (they are not connected with one another by the cause and effect links). The secondary damages are dependent, because their occurrence depends on prior occurrence of the primary damage and the effect of its improper repair or improper repair of the next secondary damage.
Czynniki eksploatacyjne i procesy destrukcyjne elementów obiektów technicznych powodują niekorzystne zmiany wartości istotnych cech funkcjonalnych, powodujących uszkodzenia. Uszkodzenie obiektu technicznego zdefiniowano jako przekroczenie dopuszczalnych wartości granicznych przez istotne cechy opisujące jego elementy. Na podstawie analizy literatury przedmiotu oraz wyników badań własnych stwierdzono, że uszkodzenia środków transportu, użytkowanych w systemach transportowych, są wynikiem oddziaływania różnorodnych czynników wymuszających. Pewna liczba uszkodzeń wynika z naturalnego zużywania się elementów maszyn, natomiast inne uszkodzenia mogą być spowodowane nieskuteczną naprawą poprzednio powstałego uszkodzenia. Skutkiem tego powstają tzw. uszkodzenia wtórne, w krótkim przedziale czasu. Są one wynikiem niewłaściwej organizacji napraw, słabego wyszkolenia pracowników brygad naprawczych, ograniczeń związanych z diagnozowaniem przednaprawczym i ponaprawczym itd. Na podstawie analizy wyników badań stwierdzono, że przyczyną powstawania uszkodzeń wtórnych jest, z reguły, niewłaściwa jakość napraw pierwotnych uszkodzeń elementów podsystemów.Uszkodzenia pierwotne są niezależne od siebie i występują w sposób losowy (nie są ze sobą związane więzią przyczynowo-skutkową). Uszkodzenia wtórne są zależne, ponieważ ich wystąpienie jest uwarunkowane wcześniejszym wystąpieniem uszkodzenia pierwotnego i skutkiem niewłaściwej jego naprawy lub niewłaściwej naprawy następnego uszkodzenia wtórnego.
