Launched in 2010, the so-called ‘Arab Spring’ caused an increased migration of people from both the Middle East and Africa to Europe. In the face of such a large number of refugees, the European Union announced a migration crisis. This crisis has increased the risk factor of road transport along selected European routes. The aim of this publication is to present the impact of immigrant activities on the Calais - United Kingdom route section on the assessment of the risk of cargo transportation in international distribution. The risk assessment was carried out from the point of view of enterprises providing road transport services in international distribution. The research used direct interviews conducted with the managerial staff and drivers in selected road transport companies that handle transport on the route under investigation.

The aim of this article is to assess the risk of performance of rail freight transport on the basis of an analysis of identified risk areas based on statistical data on the causes of accidents that occurred on the lines of railway transport in Poland. A critical review of selected scientific studies relating to the risk assessment process for identified areas of the railway system has been undertaken. Based on statistical data, the authors analysed the causes of accidents on railway lines in 2019 in Poland and determined the probability of occurrence of a given cause. In addition, the article calculates the probability of vehicle delays for different emergency situations occurring in the performance of rail freight transport operations. This enabled the authors of the article to carry out a risk assessment of freight train delays on railway lines.

This paper aims to familiarize readers with notions related to probabilistic methods used for planning routes in telematics systems. The classification task made use of the model based on probabilistic Bayes’ classifier and the probability density function. The first part of the paper describes problems with planning routing in contemporary telematics systems. The second part covers a theoretical basis of classifiers based on hard mathematical methods. If such a model is to make sense, it should account for smaller kinds of risk related to a transport process. This paper presents a method of selecting the most optimal parameters in transport planning. Its author draws attention to the variable reduction method necessary for planning supported by a factor analysis of principal components together with Varimax rotation normalized with Kaiser’s method for quantitative features. The third part is devoted to the process of planning routes and the related risk.
Praca ma na celu przybliżyć pojęcia z zakresu metod probabilistycznych w zadaniu planowania trasy przejazdu w systemach telematycznych. W zadaniu klasyfikacji zastosowano model bazujący na probabilistycznym klasyfikatorze Bayesa i funkcji gęstości prawdopodobieństwa. W części pierwszej pracy zostały opisane problemy planowania tras przejazdów we współczesnych systemach telematycznych. Część druga zawiera teoretyczne podstawy klasyfikatorów bazujących na twardych metodach matematycznych. Aby taki model miał jakikolwiek sens, należy uwzględnić pomniejsze rodzaje ryzyka związane z procesem transportu. Artykuł prezentuje metodę doboru najbardziej optymalnych parametrów do zadania planowania transportu. Tutaj niewątpliwie zwraca się uwagę na metodę redukcji zmiennych niezbędnych do planowania z zastosowaniem metody analizy czynnikowej składowych głównych z metodą rotacji czynników Varimax znormalizowaną metodą Kaisera dla cech ilościowych. Rozdział trzeci poświęcony jest procesowi planowania tras przejazdu i ryzyku jakie jest z tym planowaniem związane.

W artykule przedstawiono wpływ systemów do lokalizacji i monitorowania parametrów przewozu dla jednostek intermodalnych na prawdopodobieństwo zmniejszenia kosztów transportu i przepływu informacji. Wykonane badania potwierdziły korzyści wynikające z zastosowania tego typu systemów, zwłaszcza dla towarów o wysokiej wartości w wariancie z wykorzystaniem tylko systemu lokalizacji, koszty ryzyka zmalały o 52.7% w stosunku do wariantu bez systemu lokalizacyjnego. Co więcej, zastosowanie systemu z monitorowaniem parametrów ładunku pozwala dodatkowo obniżyć koszty o średnio 31%.
In the article the impact of systems to monitor the location and parameters of intermodal units on the possibility of lowering costs and improving the flow of information in the transport chain has been analysed. Conducted tests made it possible to confirm the benefits of implementing this type of system, especially for high-value goods. In variant with using systems for location monitoring and cargo parameters costs are lower by about 52.7% then in the case of container transport without any monitoring. Moreover, even systems for monitoring only localization are helpful in cost reduction by an average of 31%.

An increasing amount of carried transport mass, speed of transportation, intensity of traffic pose a threat to the ecosystem are presented. At risk are both the participants of the road and railroad traffic and the inhabitants of areas where those transport tasks are performed. The risk also applies to property and the natural environment - soil, water, air, and fauna. Therefore, providing the transports with high level of safety is of top priority. Assessment of the risk connected with transport of hazardous materials is closely related to evaluation of road traffic rules and their violations. The risk of occurrence of undesirable events during transportation of dangerous material is connected with such events as accidents, collisions, derailments, vehicle failures. Risk assessment of hazardous materials land transportation will make it possible to indicate the factors, which determine occurrence of undesirable events. An analysis of risk in land transport of hazardous materials will be made on the basis of data concerning results of road controls carried out by inspectors of Road Transport Inspection. In this research, an attempt has been made to evaluate the risk connected with land transport of hazardous materials with the use of available risk assessment methods.

The necessity of rationalization of construction machine operation and maintenance processes results in development of computer diagnostic systems. Use of diagnostic systems in operation and maintenance of machines is conditioned by the accepted strategy of operation. The current method of operation with a view of the Resurs is characterized by: set the assigned operating area specific use, implementation of the agreed duration of maintenance, prioritization of maintenance. Dates and ranges of maintenance adopted in the implementation of this strategy are fixed, based on the results of years of research supplies and are independent of the state of the machine. Prioritize ongoing maintenance and repair means that the service or repair of higher-order includes the following ranges of operation, lower maintenance row. In this work there has been made an attempt to evaluate the level of threat connected with failure to perform a transport task by a technical object. Data for the assessment was obtained on the basis of information collected from used telematic systems diagnosing continuously the state of tested technical objects. In this work there has been made a survey of normalized risk assessments methods. On this basis, FMEA method has been used for risk assessment connected with failure to perform a task by the analyzed objects.

"Four goals and three levels" conception of risk management in transport comes out from triple interpretation the notion of system and from process approach to transport system interpretation. The title of the lecture suggests hierarchical risk management, but it is not so obvious and that is why is better saying about risk management at three levels of transport system: 1. level of system structure elements; 2. level of processes which realize system purposes; 3. level of system "attitude". In presented conception risk is a "multidimensional" constructor and relates all negative effects of transport (NET-s). It is, among the others, about risks: life loss (safety aspect), natural environment degradation, transport congestion arising.
W referacie przedstawiono autorską koncepcję "czterech celów i trzech poziomów" zarządzania ryzykiem w transporcie. Takie spojrzenie na zarządzanie ryzykiem wynika z trój-interpretacji pojęcia systemu oraz z procesowego podejścia do interpretacji systemu transportu. Tytuł referatu sugeruje hierarchiczność zarządzania ryzykiem, ale nie jest to takie oczywiste i dlatego lepiej mówić o zarządzaniu ryzykiem na trzech "poziomach" systemu transportowego: 1. poziomie struktury systemu; 2. poziomie procesów realizujących cele systemu; 3. poziomie "zachowań" systemu. W prezentowanej tutaj koncepcji ryzyko jest konstruktem "wielowymiarowym" i dotyczy wszystkich negatywnych efektów transportu (NET-ów). Chodzi między innymi o ryzyka: utraty życia (aspekt bezpieczeństwa), degradacji środowiska naturalnego, powstania kongestii transportowej.

Efficient transport solutions are based on multimodal systems, with the dominant role of rail and road transport in land versions of the systems and the connecting and directing part of intermodal terminals, transhipment terminals or warehouse centres. The implementation of transport processes is always associated with the risk of lack of timeliness (quality) or threats to people, equipment and cargo (safety) resulting from human, technical, organizational and global factors like pandemics or war. The article contains a risk mapping method in multimodal transport systems configured to estimate the risk of lowering the quality of logistics services (on-time deliveries, etc.). The method combines factors usually considered separately in studies on individual modes of transport. A formal notation of risk factors as a mathematical model was proposed, and a case study was provided to picture the implementation.

The paper outlines the theory of risks occurring during the use of the antropotechnical type systems. In the presented approach a logical theory of mathematical principles of reliability and man - machine systems theories have been used. Unreliability and failure of the man - machine system depends on the circumstances in which it is located for which four states is possible to identify: natural environment, environment technosphere type state, man psychological state, device technical state. It was pointed out that into the phenomenological reality type surroundings where antropotechnical type systems is operating, potential damages and in their follows as inefficient damages and losses are possible, results processing both energy and information into the useful and awaiting results. It consists of a variety of factors forcing undesirable changes in the antropotechnical type system. The destruction process of the antropotechnical type system under operation results external forces treatment from the environment, including technosphere type of infrastructure and internal forces of destructive processes, as well as any control errors generated by the human (e.g.: device operator, decision maker). The possible sequence of cause undesirable consequences inevitably resulted in the creation is presented as follows: 1. primary causes type of adverse events - they are internal and/ or external factors and failure to enforce human from original reliability, 2. secondary causes type effect - they are damages and losses and the consequences of legal and financial nature. The primary causes type results with damage to the device, the inefficient operator ending destruction and degradation of environment. It has been accepting that risky procedure is based on taken responsibility for any damages or losses, taken danger possible events of any project under consideration, as well as any results which are not known in advance. The risky decision is when we are taken any decision under uncertainty conditions and possible hazards whose consequences to be feared. It was pointed out also that in certain circumstances, dynamic assessment of acceptable level of risk is based on estimation the ability the expected remaining time to hazardous events. It was suggested that the theory of risk in practice forms the scientific basis for engineering safety as a separate discipline of technical sciences.

Forwarding companies are an integral part of supply chains and an intermediary between the carrier and the customer. The aim of the article is to provide information on the forwarder's position in the transport market. In connection with the procurement of transport, we focus on comparing transport performance in selected European countries. We take a closer look at the impact of the COVID-19 pandemic on transport performance in France. The transport of goods is a risk area that has various negative effects on transport companies. In this article, we provide an overview of criminal activity in France, focusing on the specific types of risk involved. As the frequency of each potential risk occurrence is an important factor, it is necessary to make a codification of the overall threats facing the company, their consequences and the likelihood of their occurrence. These risks can be prevented by making the right decisions. For the carrier, the easiest risk prevention is route planning. The effect of choosing a safer transport route on the size of the risk is described in the article.

In Search and Rescue (SAR) operations on sea are use special ships with trained crew. In situation when the rescue ship is not available SAR action coordinator may use merchant ships that are in the accident area to help ship in danger. Merchant ship has not special equipment to search survivors and according to small number of crew, cargo on board and stability situation may be not suitable for SAR operation. Some weather conditions may be danger for this ship and there may be two ships in danger instead of one. The action coordinator is responsible to choose good vessel. The paper will present elements that should be taken into consideration. Article will show usage of Bayesian network to estimate which ship is better for SAR action This tool will help coordinator to make good decision. Paper specified elements of merchant ship usability for SAR action based on safety during action with algorithm of MSC decision according use of merchant ship. The paper also show example of calculations of hypothetic rescue action on the Mediterranean Sea using GeNIe program, which include probability of safety search patternfor ship, weather condition and other variables. Results show Mir Emad to be the least useful ship. The best result has tanker Excel, but during calculation didn't take into consideration type of the ship.

This article is a continuation of the authors’ study on the ways to ensure safety in the Air Traffic Management (ATM) system. It directly refers to the processes of risk management involving, in particular, risk management in (air) transport. The mai aim of this paper is to present and indicate the hazard identification and risk assessment tools that can be used in air transport and to apply one of them for a risk analysis of a specific ATM originating case. This is why, after a short introduction, describing the background of the research as well as literature review, the risk management process as such is characterized. It is shown in a schematic way and its main components are identified. At the same time, from the entire management process, the risk assessment procedure is highlighted as its most crucial part. Then, general hazards identification techniques, risk analysis and assessment tools are described, with an indication that they can also be implemented in air transport, if compatible with ICAO Standards and Recommended Practices (SARPs). In the following part, the process of risk assessment in air transport, based on the Safety Management Manual, using a safety risk tolerability matrix, is characterized. Finally, in this article, an exemplary risk analysis is carried out, focusing on a selected case arising from the ATM field. For the analysed case, safety risk hazards and their possible effects are identified and then assigned to the Intolerable, Tolerable and Acceptable regions. The entire paper is summarized and conclusions are drawn in relation to the publication’s main goal. Attention is also paid to the potential causes of appearance of hazards including, first of all, lack of adequate verification procedures, as well as people’s competence and last but not the least human errors, being the reason for 70-80% of unwanted transport accidents.

Wraz z rozwojem transportu drogowego, ludzie zaczęli borykać się z coraz większą liczbą problemów w kontekście bezpieczeństwa będących wynikiem między innymi coraz większej liczby pojazdów na drogach i możliwości rozwijania przez nie większych prędkości. Te aspekty mocno wpłynęły na poziom bezpieczeństwa osób i ładunków biorących udział w procesie transportowym. Do głównych celów zarządzania ryzykiem można zaliczyć identyfikację ryzyka oraz minimalizację negatywnych jego skutków. W referacie przedstawiono koncepcję narzędzia w postaci kalkulatora oceny ryzyka wypadku drogowego oraz określono jego potencjalne korzyści z jego stosowania.
With the development of road transport, people have faced an increasing number of problems in the context of security resulting from the, inter alia, increasing number of vehicles on the roads and the possibility of achieving higher speeds. Above aspects have strongly influenced the level of safety of persons and cargoes involved in the transport process. The main goals of risk management process include risk identification and minimizing its negative effects. The paper presents the concept of the tool in the form of a road accident risk assessment calculator and identifies the potential benefits of its use.
